to think it will take place on or around 14 September) \u2014 and now there are warnings that shortages of capacitors could see delays in everything from new computer gear to mirrorless cameras this fall. Throw in the spiraling price of aluminum\u2026<\/p><p><strong>THE BIG STORY ABROAD- America\u2019s \u201clongest war\u201d is over after<\/strong> <strong>the last US plane took <\/strong><strong>off from Kabul airport yesterday<\/strong>, completing the withdrawal of American forces from Afghanistan ahead of the 31 August deadline set by President Joe Biden. The US and its allies have evacuated as many as 122k people, including foreign nationals and Afghans deemed \u201cat risk,\u201d but have left behind thousands of Afghans who had aided Western countries, who could have qualified for evacuation, and who are in particular danger under Taliban rule. The US invaded Afghanistan 20 years ago this fall. The story is leading front pages everywhere in the foreign press from the<a href=\"https:\/\/www.ft.com\/content\/b2ba76a1-694b-47f9-b077-d48ad88a8cb5\">Financial Times<\/a> and <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-08-30\/u-s-forces-leave-afghanistan-ending-20-year-military-presence?srnd=premium-middle-east&amp;sref=mmeFTDW1\">Bloomberg<\/a> to <a href=\"https:\/\/www.reuters.com\/world\/india\/rockets-fired-kabul-airport-us-troops-race-complete-evacuation-2021-08-30\/\">Reuters<\/a>, the <a href=\"https:\/\/www.wsj.com\/articles\/last-u-s-troops-leave-afghanistan-after-nearly-20-years-11630355853\">WSJ<\/a>, the <a href=\"https:\/\/www.washingtonpost.com\/national-security\/us-afghanistan-longest-war-ends\/2021\/08\/30\/b56153ea-09b8-11ec-9781-07796ffb56fe_story.html\">Washington Post<\/a> and the <a href=\"https:\/\/www.nytimes.com\/live\/2021\/08\/30\/world\/afghanistan-news\">New York Times<\/a>.<\/p><p><strong>The news from Afghanistan has effectively pushed business off the front page <\/strong>of even the top global financial publications this morning. Other stories getting attention today include the latest beats in the <a href=\"https:\/\/www.wsj.com\/articles\/education-department-to-investigate-five-states-that-ban-mask-mandates-in-schools-11630356349?mod=hp_lead_pos2\">global covid-19 story<\/a>, damage assessments after <a href=\"https:\/\/www.wsj.com\/articles\/hurricane-ida-leaves-more-than-1-million-without-power-in-louisiana-11630330467\">hurricane \u201cIda\u201d slammed into Louisiana<\/a> in the United States, and <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-08-30\/oil-poised-for-monthly-loss-on-eve-of-opec-production-meeting?srnd=premium-middle-east&amp;sref=mmeFTDW1\">where oil is headed<\/a> on the eve of the OPEC+ meeting.<\/p><p><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a> <strong>A new electronic unified tax portal for companies should launch this September<\/strong> to companies in a limited number of tax jurisdictions in Cairo, allowing them to pay both VAT and income tax through a single platform, head of the Tax Authority\u2019s Tax Jurisdictions division Sayed Sakr told Enterprise yesterday. The second phase of the launch should see the portal roll out to taxpayers in other areas, with the system expected to be operational nationwide by the end of June 2022.<\/p><p><strong>A delegation of Russian companies is visiting the Suez Canal Economic Zone<\/strong> to discuss potential investments in the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8a13e6dd-4aba-44b9-88de-d126e0d0b819\">newly enlarged Russian Industrial Zone<\/a> that will start taking shape by the beginning of next year. That limits gaming to three hours a week for most weeks of the year\u201d<\/p><p><strong>You can\u2019t buy leaded petrol anywhere in the world this morning: <\/strong>The UN marked yesterday the \u201cofficial end\u201d of the use of leaded fuel worldwide after the last supplies in Algeria were finally depleted last month, consigning the toxic fuel to history, the UN Environment Program (UNEP) office said in <a href=\"https:\/\/www.unep.org\/news-and-stories\/press-release\/era-leaded-petrol-over-eliminating-major-threat-human-and-planetary\">a press release<\/a>. The two institutions will acquire the shares via a EGP 3.8 bn capital increase, giving EFG a 51% stake and the SFE 25%.<\/p>\n<p><strong>Who\u2019s the seller?<\/strong> The National Investment Bank (NIB), which currently holds a 91.4% stake in the bank, will reduce its ownership to 24%, while minority shareholders with the remaining 8.6% will offload their stakes. EFG Hermes will subscribe to 423 mn newly-issued shares for EGP 6.03 per share, at a total value of EGP 2.55 bn. Meanwhile, the SFE will acquire 207 mn newly issued shares at the same per-share price totalling EGP 1.25 bn.<\/p>\n<p><strong>The transaction is expected to close before the end of the current quarter<\/strong>, EFG and SFE said earlier this year.<\/p>\n<p><strong>The acquisition marks Egypt\u2019s first full bank privatization in 15 years<\/strong> \u2014 and the fact that the SFE has managed to pull it off helps prove that it\u2019s serious about public-private partnership. The last time Egypt saw this kind of a sale was in 2006, when Bank of Alexandria was sold to Italy\u2019s Intesa Sanpaolo. Government privatization schemes stall regularly, with a central bank <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/07\/egypts-united-bank-sale-moving-forward-amer-says\/\">plan<\/a> to sell off United Bank apparently on hold for now. That makes the acquisition even better news for the SFE \u2014 as one Goldman Sachs analyst told Reuters back in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c287e773-2544-427e-b777-a60bccad68f6\">May<\/a>, it \u201csignals an improved capacity by the government to follow through on privatisation plans after a patchy track record, which is largely down to the establishment of the [SFE].\u201d<\/p>\n<p><strong>It\u2019s been a long road: <\/strong>EFG and the SFE began due diligence on AIB in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/493e0457-82af-4b27-9c7f-1ab2d8301a49\">June 2020<\/a>, after receiving clearance from the CBE. Infrastructure work on the zone will begin in early 2022 at the latest following the signing of a contract that will create a company to manage the RIZ, he said. Zaki <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d29f4a19-66ce-4017-81cb-f62e96786181\">told Russian media<\/a> earlier this year that the zone would be implemented before the end of 2021.<\/p>\n<p><strong>A bigger, better RIZ: <\/strong>The two countries recently agreed to expand the area of the Russian zone, granting it an <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8a13e6dd-4aba-44b9-88de-d126e0d0b819\">additional 5 mn square meters<\/a> distributed between east Port Said and Ain Sokhna. The RIZ also marks Russia\u2019s first industrial zone outside its borders and it will enable the country to be present in African and regional markets. The agreement \u2014 <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/45cfda6f-5f0d-4021-a7cb-746b9cb49e8b\">greenlit by the Cabinet<\/a> in June \u2014 would see the three companies design, install and commission the rail system \u2014 which could span a massive network of up to 1.7k kilometers, with the project\u2019s first 460-km phase connecting Ain Sokhna to Alamein via the new capital. The consortium <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1038c78f-9a09-43cf-a58e-8d9cf988ffd7\">signed an MoU<\/a> with the authority earlier this year.<\/p>\n<p><strong>Who\u2019s doing what?<\/strong> Siemens will be responsible for all things electrico-mechanical, including installing the signaling system, power infrastructure and a control center, as well as producing 34 passenger and 10 goods carriages for the project\u2019s first phase, Transport Minister Kamel El Wazir previously said. Together, the three companies will be responsible for the design, installation, and commissioning of the rail system.<\/p>\n<p><strong>Where will the new electric rail go?<\/strong> The project\u2019s first 460-km phase will connect Ain Sokhna to Alamein via the new capital. The second phase is expected to connect Alamein to Marsa Matrouh, the third Hurghada, Safaga, Qena and Luxor, while the fourth should run from Sixth of October further west. The commodities exchange <a href=\"https:\/\/bit.ly\/3BhImOm\">began<\/a> trading on <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/19c94280-45bf-49ca-8f94-e82bb8b09cb7\">a pilot basis<\/a> this past spring to coincide with the start of the wheat harvest, prior to which some 450 wheat collection points were established across the country for farmers wishing to offer their harvest on Egycomex, Ashmawy noted.<\/p>\n<p><strong>A twinning grant contract is set to be signed with the Belarusian Universal Commodity Exchange<\/strong> (BUCE) to benefit from its expertise in database building, membership requirements, and trading commissions in the mercantile exchange market, Ashmawy said, without specifying a timeframe. BUCE is billed as one of the largest spot exchanges in Eastern Europe, with an annual turnover of about USD 2.3 bn.<\/p>\n<p><strong>Where do things stand?<\/strong> The law governing the forthcoming Egyptian commodities exchange \u2014 which has been in the works <a href=\"https:\/\/enterprise.press\/stories\/2018\/02\/14\/house-passes-amendments-to-the-capital-markets-act\/\">since February 2018<\/a> when it was made possible after amendments made to the Capital Markets Act \u2014 <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b4277b7f-b653-4485-9c66-0e07b8d3a8cc\">should now be in the hands of the House of Representatives<\/a> after receiving <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/78741c69-4f2d-4191-b3b1-ba00254440ba\">cabinet approval<\/a> last year. The MLCC situation is, however, being kept under control by the global semiconductor supply crunch, as hampered production at chip factories has kept a lid on demand for these ceramic bits as car companies cut production.<\/p><p><strong>Inflation in Germany is at its highest level in 13 years<\/strong>, with the country\u2019s consumer price index rising to 3.4% y-o-y in August driven by an economic rebound, supply chain disruptions, and higher energy prices, the <a href=\"https:\/\/www.ft.com\/content\/55cbd2a2-adc9-406f-ad45-daf90d79d221\">Financial Times<\/a> reports. Manufactured goods in particular saw inflation rise to 5.6% off the back of supply shortages, while service inflation came in at 2.5%. The global rise in temperature is causing rapid, unprecedented and in some cases irreversible changes to the climate in every region of the world. It\u2019s the first global report to be released by the Intergovernmental Panel on Climate Change (IPCC) since 2013, and the first to definitively state that human activity is \u201cunequivocally\u201d to blame for planetary heating.<\/p>\n<p><strong>It\u2019s not looking good for us: <\/strong>And while Egypt specifically has not been named in the report, the IPCC has dire warnings for our region, saying it is among the most vulnerable to the impact of climate change. Today, we dissect the report and compile data to analyze just how vulnerable Egypt is to the mercury rising.<\/p>\n<p><strong>\u201cThe Mediterranean is expected to be one of the most prominent and vulnerable climate change hotspots,\u201d<\/strong> the report notes, adding that it could say with \u201chigh confidence that the projected Mediterranean summer temperature increase will be larger than in the global mean,\u201d potentially by up to 50%.<\/p>\n<p><strong>Daily temperatures in Egypt have increased by around 1.3\u00b0C since 1960<\/strong>, with the current rate of increase standing at about 0.4\u00b0C per decade, according to a 2019 <a href=\"https:\/\/reader.elsevier.com\/reader\/sd\/pii\/S2212094719300088?token=F216E7BAB5DEB9CC10FE85D9AC2738C786A0D179515B2BCAC5F8F348D548CB0B0C2608532B80C9227908F260D7E5C89D&originRegion=eu-west-1&originCreation=20210816153029\">study<\/a> co-authored by scientists from the Egyptian Meteorological Authority (EMA), Egypt\u2019s National Research Centre, Cairo University and two Paris labs. If that\u2019s the case, the weather has already been getting hotter than the global average, faster than the global average.<\/p>\n<p><strong>If nothing is done to curb emissions, Egypt could see runaway warming:<\/strong> In a scenario where serious efforts are made to reduce carbon emissions, the local researchers predicted that warming in Egypt would keep pace with the rest of the world. But in a worst case, business-as-usual scenario, maximum temperatures were projected to rise by a whopping 5.6\u00b0C in Aswan by 2090, and 3.5\u00b0C in Alexandria. In that hypothetical scenario, 80% of days would be \u201cextremely hot\u201d across the country by the end of the century, compared with a current 10%.<\/p>\n<p><strong>The scientists were keen to stress that Egypt\u2019s temperature data records are patchy<\/strong>, making it difficult to produce accurate models; and the paper references the global temperature data and future scenarios outlined in the last IPCC <a href=\"https:\/\/www.ipcc.ch\/report\/ar5\/syr\/\">report<\/a>in 2014, which now need updating in light of the UN body\u2019s latest study.<\/p>\n<p><strong>Drought worries have for some time weighed on Nile Delta farmers<\/strong>, some of whom have been <a href=\"https:\/\/www.reuters.com\/article\/us-egypt-water-idUSKBN1XG223\">struggling<\/a> for years to water their crops in the summer.<\/p>\n<p><strong>Countries with less efficient agricultural systems will also see their food supplies hit the hardest by rising temperatures<\/strong>, with the FT recently <a href=\"https:\/\/www.ft.com\/content\/977fac14-49e0-4497-a435-6581e5792201\">highlighting<\/a>a study showing that Egypt\u2019s wheat production would drop 7% on the back of a 1\u00b0C rise in temperatures\u2014bad news for the world\u2019s largest wheat buyer as it looks to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ea76e369-faad-4557-b1f6-15c5b295688e\">boost<\/a>domestic supply.<\/p>\n<p><strong>But heat is far from the only problem: <\/strong>The UN report warned that \u201cmost sandy coasts\u201d are highly likely to see more and worse coastal flooding and erosion, while coastal cities can expect increased flooding as the result of extreme sea level events and higher rainfall. That\u2019s worrying for agriculture in the Nile Delta, for Egypt\u2019s Red Sea and Mediterranean tourism industry, and for residents of its second city, Alexandria, where huge storms and flooding have become a winter <a href=\"https:\/\/english.alarabiya.net\/features\/2018\/05\/09\/Is-Egypt-s-Alexandria-in-serious-environmental-danger-\">staple<\/a>. State attempts to tackle the problem have so far included dropping 4,700 concrete blocks into the water around the Alexandrian citadel of <a href=\"https:\/\/www.reuters.com\/article\/us-egypt-climate-change-culture-trfn\/egypts-history-of-humanity-monuments-face-climate-change-threat-idUSKBN1YO0QE\">Qaitbay<\/a>to protect its historic monuments from the rising waters.<\/p>\n<p><strong>The dangers of coastal erosion extend farther than we perhaps care to remember:<\/strong> we\u2019ve known for over a <a href=\"https:\/\/science.sciencemag.org\/content\/327\/5972\/1444\">decade<\/a>that the whole of the Nile Delta is <a href=\"https:\/\/www.newsweek.com\/egypts-nile-river-delta-sinking-sea-394268\">sinking<\/a>beneath us in tandem with the Mediterranean\u2019s rise, as the <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1687428521000224\">result<\/a>of subsidence caused by damming and saltwater intrusion. That could spell disaster for agriculture as well as for livability in the densely populated area.<\/p>\n<p><strong>What will become of us? <\/strong>\u201cGlobal warming of 1.5\u00b0C and 2\u00b0C will be exceeded during the 21st century\u201d unless drastic cuts are made to CO2 and other greenhouse gas emissions in the coming decades, the IPCC report warns, adding that surface temperatures are already locked in to rise until at least 2050 in all scenarios. That <a href=\"https:\/\/www.ipcc.ch\/sr15\/\">1.5\u00b0C<\/a> figure has long been considered the hard ceiling on acceptable levels of warming, beyond which the consequences would be (even more) dire.<\/p>\n<p><strong>And what are we doing about it? <\/strong>Egypt is targeting generating <a href=\"https:\/\/enterprise.press\/greeneconomys\/egypt-tackle-carbon-emissions\/\">42%<\/a> of its energy from renewable sources by 2035, and initiatives to aid the transition to a green economy have been backed by hefty funding. The past year has seen the country issue its first <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5d1b54d5-5efa-41c9-ac8b-728b105b2ef0\">sovereign<\/a>and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fc62c317-f2f7-4543-88a3-fa75725b6c0a\">corporate<\/a>green bonds, while the European Bank for Reconstruction and Development (EBRD) has <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/423f1344-221d-4e65-a804-9a833daeb9a1\">offered<\/a>tens of mns in EGP loans to banks for on-lending to green SMEs. The government has emerged as a strong advocate of electric vehicles, with plans in the works to locally manufacture electric <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8f5aee71-294a-4b65-b23a-17b5ee07e897\">cars<\/a>, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d119afbb-b698-486e-aefe-f16825722f8c\">buses<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7e167b18-7f39-4151-9272-59c17e26fe72\">trains<\/a>, as well as to invest in the necessary <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e2dd65fe-9507-4ee7-90cc-f2e4a53a5da5\">charging<\/a>infrastructure.<\/p>\n<p><strong>But while these will help minimize Egypt\u2019s contribution to global greenhouse gas emissions, mitigation and adaptation will be crucial. <\/strong>The government is aiming for better management of finite resources through new legislation like the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/31853750-db6d-4cb2-bfcb-4ed17c2133ed\">Water Resources Act<\/a>. It has begun overhauling our ailing water infrastructure, which leaks bns of cubic meters.
