It\u2019s sticky and hot here in the capital city.<\/p>\n<p><strong>THE BIG STORY here at home this morning: Mandatory vaccination. <\/strong>The government is making jabs mandatory for students aged 18 above as well as all teachers and staff prior to the fall start of the new school year. But our survey of nine bold-name corporates found none of them have either carrots or sticks in place to help ensure their people are jabbed. We have more on both stories in this morning\u2019s Speed Round, below.<\/p>\n<p><strong>THE BIG STORY ABROAD- Afghanistan<\/strong>, where the FT warns that the brother of the late anti-Taliban leader Ahmed Shah Massoud is <a href=\"https:\/\/www.ft.com\/content\/194e34a4-9a93-4095-825f-4572156e301b\">warning of an uprising against the Taliban<\/a> if there\u2019s no peace agreement \u2014 and the US is mulling whether to <a href=\"https:\/\/www.wsj.com\/articles\/u-s-considers-ordering-commercial-airlines-to-help-in-afghan-evacuation-11629577108?mod=hp_lead_pos7\">order commercial airlines to help in evacuation efforts<\/a>.<\/p>\n<p><strong>***CATCH UP QUICK<\/strong> with the top stories from Thursday\u2019s edition of EnterprisePM:<\/p>\n<ul>\n<li><strong>New desalination plants are coming<\/strong>: The Sovereign Fund of Egypt (SFE) will finance the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a70db4f1-664a-4a7b-ad25-022b8b2d3e1d\">construction of 17 new desalination plants<\/a> at a cost of USD 2.5 bn.<\/li>\n<li><strong>Russians returning to Egypt is not as great as it seems<\/strong>: The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d9892d31-bf32-4d4e-a42e-d4eadeb1683e\">economic benefits will be relatively low<\/a> due to restrictions on travel for the unvaccinated, Capital Economics has said.<\/li>\n<li><strong>It\u2019s official:<\/strong> Mass transportation startup Swvl has <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8d96b790-e0a2-439a-bb8b-c8abd6155b3b\">reached an agreement<\/a> to acquire a controlling interest in Barcelona-based transportation platform Shotl.<\/li>\n<\/ul>\n<p><strong>WHAT\u2019S HAPPENING TODAY- Cairo and Dublin are two of six cities that have <\/strong><strong><a href=\"https:\/\/www.bloomberg.org\/press\/bucharest-cairo-cordoba-dublin-greater-manchester-and-warsaw-join-bloomberg-philanthropies-partnership-for-healthy-cities\/?utm_source=social&utm_medium=twitter&utm_campaign=PH4C_081921\">joined<\/a><\/strong><strong><a href=\"https:\/\/www.bloomberg.org\/press\/bucharest-cairo-cordoba-dublin-greater-manchester-and-warsaw-join-bloomberg-philanthropies-partnership-for-healthy-cities\/?utm_source=social&utm_medium=twitter&utm_campaign=PH4C_081921\">Bloomberg\u2019s Partnership for Healthy Cities<\/a><\/strong>, a now 70-city strong network that hopes to \u201cimplement programs and policies that protect the health and safety of mns of people.\u201d<\/p>\n<p><strong>SIGN OF THE TIMES- <\/strong><strong><a href=\"https:\/\/www.ft.com\/content\/75f777fd-22fb-425c-94fb-3e795efe72ef\">Covid has \u201cscuttled\u201d the IPO roadshow<\/a><\/strong>, the Financial Times writes, stating what\u2019s been obvious for at least 12 months as it claims that bankers and investors are \u201cnot mourning\u201d the \u201cdemise of physical roadshows\u201d and instead \u201cappear to be warming to the new way of doing things.\u201d Until, that is, some MD somewhere convinces a client that there\u2019s an edge to be had in a real roadshow, pulls off a big transaction, and then everyone else gets FOMO\u2026<\/p>\n<p><strong>Don\u2019t know what an IPO roadshow looks like? <\/strong>The story is actually a pretty good primer.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>MORNING MUST READ- Elon Musk<\/strong> (who\u2019s having \u2026 issues \u2026 with self-driving cars)<strong> wants <\/strong><strong>to <\/strong><strong>make humanoid robots to help us with mundane daily tasks. <\/strong>What could possibly go wrong? Elon is still worried that AI is going to kill us, so he\u2019s <a href=\"https:\/\/www.theverge.com\/2021\/8\/19\/22633514\/tesla-robot-prototype-elon-musk-humanoid-ai-day\">building a robot that most of us (maybe not granny?) could beat up or outrun<\/a> if it runs amok. The FTSE All-World index ended the week 1.8% in the red, as new regulations in China and fresh lockdowns in Australia and New Zealand combined with fears that the Federal Reserve will soon move to wind down its monetary stimulus.<\/p>\n<p><strong>Stocks in many developed markets <\/strong><strong><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-08-19\/asia-stocks-eye-cautious-start-amid-growth-concern-markets-wrap?sref=mmeFTDW1\">rallied on Friday<\/a><\/strong><strong> as investors bought the dip<\/strong> \u2014 the S&P 500, Nasdaq, Euro Stoxx 600 and FTSE 100 all gained ground on the final trading day of the week. <strong>It was another story in Asian markets<\/strong>, where China\u2019s ongoing battle with Big Tech helped drive the Hang Seng Tech index down. MSCI\u2019s Asia Pacific index was also down.<\/p>\n<p><strong>Here at home<\/strong><strong>: <\/strong>The EGX30 dipped 2% over the week, with Saudi\u2019s Tadawul index following suit, losing 1.3%.<\/p>\n<p><strong>Commodities slipped as investors rotated to safe-haven assets<\/strong> like the greenback, which rose 1% over the week against a basket of currencies.<\/p>\n<p><strong>Oil tumbled:<\/strong> The stronger USD and fears of a new demand crunch due to rising global covid cases caused Brent to fall 7.7% to USD 66.45 per barrel during the week <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/oil-extends-losses-pandemic-fears-rise-us-gasoline-stockpiles-2021-08-19\/\">to its lowest level since May<\/a>. None of the nine organizations surveyed said they had plans to oblige their staff to register for the vaccine, and while several said they have implemented awareness-raising campaigns targeting their teams, none are offering stronger incentives to get jabbed.<\/p>\n<p><strong>The state, on the other hand, had been gradually mandating vaccines for employees of <\/strong><strong>different sectors: <\/strong>The health ministry led a drive <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b44d31e5-c4dc-4573-a168-7f2eda9d205e\">last April<\/a> to get all tourism workers vaccinated, and aims to get <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6c7c6067-290d-4104-8b5c-6794eaed4c9e\">all education sector staff and students<\/a> jabbed before the start of the school year. Public sector and industrial workers, particularly those working in the extractive industries, for major companies, and at industrial zones, are reportedly next in line for the state-backed vaccination drive.<\/p>\n<p><strong>The private sector does seem to be accelerating efforts to get staff immunized against <\/strong><strong>the virus<\/strong> with some companies close to getting their entire workforce vaccinated, the poll shows.<\/p>\n<p><strong>Vaccines are slowly becoming more accessible:<\/strong> Almost nine months into the government\u2019s vaccination campaign, jabs are becoming easier to acquire. Vacsera is ramping up production of home-made Sinovac (more on that in this morning\u2019s Covid Watch, below), while some 2.8 mn shots<sup><\/sup><sup><\/sup><sup><\/sup> have been delivered this month. Several mn <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8e72acfd-8d14-4a19-83ae-52ff484fcd8d\">Pfizer<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cfb84615-abcd-4133-9a1f-a451eb2d2643\">Sinovac<\/a> doses are also expected to arrive in the country soon.<\/p>\n<p><strong>This has allowed some companies to vaccinate almost all of their staff:<\/strong> <strong>Edita<\/strong> Food Industries, for instance, has managed to get almost 100% of its employees vaccinated, the company\u2019s IR director, Menna Shams El Din, tells us. Through coordination with the Health Ministry, the company has carried out vaccinations at its headquarters, and aside from a few people who declined due to health reasons, everyone at the company volunteered to take the jab, she says. <strong>Telecom Egypt<\/strong> is also working with the ministry and is on its way to vaccinating all its employees, while <strong>El Araby Group<\/strong> has finished vaccinating around 40k employees. \u201cWe\u2019ve been working to provide the vaccine because human capital is the most important element in the production process. Without it, everything else is a lost cause,\u201d the company\u2019s vice president Ibrahim El Araby tells Enterprise.<\/p>\n<p><strong>Others are finding it a slower process: GB Auto<\/strong> has currently vaccinated around 40% of its employees, according to the company\u2019s head of HR, George Sedky, who tells us that how long it takes for the company to get all of its staff vaccinated will depend on when it receives the shots from the ministry.<\/p>\n<p><strong>And some just won\u2019t talk about it: Uber<\/strong> declined to participate in our poll after initially welcoming the idea. In the US, the California-based ride-hailing company has made vaccination compulsory for its office staff, but has <a href=\"https:\/\/www.cnbc.com\/2021\/08\/05\/uber-ceo-on-why-vaccines-mandated-for-office-workers-but-not-drivers.html\">declined to do the same for drivers<\/a>, instead encouraging them to take precautionary measures such as wearing masks.<\/p>\n<p><strong>Some companies are launching campaigns to persuade staff members to get vaccinated:<\/strong> Egypt\u2019s largest private-sector bank, <strong>CIB<\/strong>, is inviting its employees to sign up to get jabbed and wants to raise awareness of its importance, IR head Sherif Khalil tells us. <strong>Siemens Mobility<\/strong> has also organized a campaign to persuade everyone who hasn\u2019t registered with the ministry.<\/p>\n<p><strong>We are yet to find a company that has made it mandatory for staff to be jabbed. <\/strong>None of the companies we spoke to have taken the decision to make vaccines mandatory for all employees. Firms including <strong>Beltone<\/strong>, Siemens, and CIB all stressed that being vaccinated remains voluntary and that they currently have no plans to oblige people to take the vaccine.<\/p>\n<p><strong>Most are not making it a condition for new employees to be jabbed before they join:<\/strong> Juhayna, Edita and CIB all told us that being vaccinated isn\u2019t a condition to being hired.<\/p>\n<p><strong>Many companies are staying away from both carrot and stick: <\/strong>TE isn\u2019t forcing anyone to be vaccinated and is not offering any incentives or meting out penalties for those who don\u2019t want to take the jab, the company\u2019s IR director Sarah Shabeyek tells us.<\/p>\n<p><strong>What about us? <\/strong>Along with our parent company Inktank, we at Enterprise are going with the carrot approach. <strong>Each staff member gets an EGP 1k bonus<\/strong> when they get their first jab \u2014 and every staff member will get an <strong>additional EGP 1k bonus when everyone at the entire company has had two jabs<\/strong>. We see vaccination as one of the keys to returning to the office three days a week in September.<\/p>\n<p><strong>WHAT\u2019S HAPPENING ABROAD? More and more companies are demanding staff be <\/strong><strong>jabbed. <\/strong><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-td-bank-will-make-vaccinations-mandatory-for-staff-with-option-for\/\">Canada\u2019s five largest banks<\/a> have made it mandatory for all in-person staff to be jabbed, and <a href=\"https:\/\/www.cbc.ca\/news\/politics\/trudeau-consequences-public-servants-vaccines-1.6143735\">Canadian government employees<\/a> must roll up their sleeves. <a href=\"https:\/\/www.wsj.com\/articles\/covid-vaccines-mandate-forced-delta-variant-company-business-employer-11629386417\">The road to vaccination is \u2026 considerably more fraught<\/a> in other countries, including America.<\/p>\n<p><strong>Vaccination rates across the country remain low:<\/strong> As of earlier this month, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1226fb07-34cb-425a-8d0b-75990bb603d5\">around 6 mn<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1226fb07-34cb-425a-8d0b-75990bb603d5\">Egyptians<\/a> had received at least one dose of a covid-19 vaccine.<\/p>\n<p><strong>But getting companies on board will be crucial if the government is going to hit its <\/strong><strong>vaccination targets:<\/strong> Under new targets <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/71c3cf55-0d81-4e27-9c45-fdfa92e1ef33\">announced last week<\/a>, the ministry is aiming to hand out at least one dose of a vaccine to more than a third of the population in under three months. Students who are aged 18 and above at public and private-sector schools and universities, as well as unvaccinated employees in the education sector, must as soon as possible receive a covid-19 vaccine, which will be offered to them at no charge, Saad said. Saad did not specify what consequences those who fail to get vaccinated may face.<\/p>\n<p><strong>18+ year-old students won\u2019t need to register with the ministry<\/strong> and will receive their vaccines through their schools, Mohamed Abdel Fattah, head of the Health Ministry\u2019s Central Administration for Preventive Affairs told Salet Al Tahrir (<a href=\"https:\/\/www.youtube.com\/watch?v=1z22ShTsSkA\">watch, runtime 16:02<\/a>).<\/p>\n<p><strong>Minors under the age of 18 are still not eligible to get jabbed<\/strong> just yet, Saad stressed.<\/p>\n<p><strong>Unvaccinated travellers can now expedite their vaccination requests: <\/strong>If you\u2019ve already registered to get jabbed but want to be placed on the fast-track list due to last-minute travel arrangements, you can now make <a href=\"https:\/\/bit.ly\/2Wg1pcp\">a transfer request<\/a> through the Health Ministry\u2019s <a href=\"http:\/\/mohpegypt.com\/\">website<\/a>, according to a new set of instructions released by the ministry at the weekend and published by <a href=\"https:\/\/bit.ly\/2WiCrcM\">Masrawy<\/a>. Click the \u201ctravel transfer\u201d tab to update your application status, and you should receive an SMS confirming an appointment within 72 hours.<\/p>\n<p><strong>Unvaccinated travellers who have signed up for, but have not yet received a jab <\/strong>can head to their designated vaccine center (there are <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1226fb07-34cb-425a-8d0b-75990bb603d5\">126 of them dedicated to travellers nationwide<\/a>) to get an appointment. The second dose of the vaccine must be administered at the same center where the first dose was received, and <strong>booster shots will not be made available<\/strong>, the ministry wrote.<\/p>\n<p><strong>What if I missed the appointment for my first dose? <\/strong>You have 48 hours from the time you receive your confirmation message to schedule another appointment by calling the ministry\u2019s covid-19 hotline on 15335 to reactivate your request. If you missed your second dose appointment you\u2019ll have a six-day grace period to get a new one \u2014 as long as you don\u2019t contract covid in the interim.<\/p>\n<p><strong>You can also accelerate your second dose if you\u2019re travelling: <\/strong>You can get in touch with the covid information center for your governorate and use your proof of travel plans to expedite an appointment for a second dose. AstraZeneca requires an eight-week interval between its first and second doses, the ministry said.<\/p>\n<p><strong>New vaccination centers should help absorb the extra demand:<\/strong> The government has<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ce1204a4-b79f-4f47-a271-beb693417ab1\"><\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ce1204a4-b79f-4f47-a271-beb693417ab1\">increased its vaccination centers<\/a> to 657 from the current 580 that are administering shots nationwide. This is in addition to ramping up the centers that are dedicated to issuing official vaccination certificates for those wishing to travel to 145 from a current 126.<\/p>\n<p><strong>The Health Ministry <\/strong><strong><a href=\"https:\/\/www.facebook.com\/egypt.mohp\/posts\/143135504664339\">reported<\/a><\/strong> <strong>173 new covid-19 infections yesterday<\/strong>, up from 164 the day before. Egypt has now disclosed a total of 286,168 confirmed cases of covid-19. The headline rate is currently approaching the lower band of the CBE\u2019s target range, after inflation inched up to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/abf567b4-dda5-496a-8f9a-a388342de376\">5.4% last month<\/a> from 4.9% in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cbe1f778-c531-4f1d-869e-7bc2c2b06833\">June<\/a> \u2014 its highest since the start of the year and the first time since <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7d516919-c014-4ca0-80eb-af55172d83bd\">January 2020<\/a> that inflation has risen into the CBE\u2019s target range, which currently stands at 7% (\u00b12%) on average by 4Q2022.<\/p>\n<p><strong>Egyptian rate watchers are largely on the same page: <\/strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fe61dc31-9afd-4beb-9f39-5cc855559960\">A Reuters survey<\/a> of analysts and economists project annual urban consumer price inflation to average 6% in FY2021-2022, slightly below the 6.4% expected in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/679579c7-2f57-40d2-9181-3a7612ad2336\">the newswire\u2019s last poll<\/a> three months ago. <a href=\"https:\/\/ent.news\/2021\/7\/IMF-SBA-EGYPT-report.pdf\">The IMF (pdf)<\/a>, meanwhile, expects inflation to average 6.6% during 2021-2022, before ticking up to 6.9% the year after.<\/p>\n<p><strong>Inflationary pressures have been largely muted since the start of 2021<\/strong>, shrugging off the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2fb13174-3377-49ef-8300-480e0abee206\">global commodities boom<\/a>, which took a while to filter through here at home. The cycle began to catch up in May, leading to a spike in food prices and a 70 basis points increase in the annual rate. Before that, inflation unexpectedly slowed to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0d82773c-16b8-4e19-956b-28cf55f425a6\">4.1% in April<\/a>, after having held steady at <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/91d91bf8-2519-46d6-a33e-b0495cc892c0\">4.5% in March<\/a> from <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2ad47058-a1df-4f79-a48e-1b39c17beb79\">February<\/a>, dropping last January to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d2132ef4-bbe3-4fbf-adbe-0033fb050730\">its lowest level since September 2020<\/a>.<\/p>\n<p><strong>Egypt wants to reduce the unemployment rate to 7.3% by the end of FY2021-2022<\/strong>, down from the 9.6% recorded in the preceding year. The government looks set to achieve that target, with the unemployment rate coming in at 7.3% <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/dbe5793d-845b-4c06-9147-dd5f4354509f\">in 2Q2021<\/a>. Though rates improved just 0.1 percentage points from the preceding quarter, this is still a huge improvement from <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/80fdf495-1342-4345-a5bd-6387379141bd\">2Q2020<\/a>, when the partial lockdown of the economy saw unemployment rise to a two-year high of 9.6%.<\/p>\n<p><strong>SMART POLICY- The government is looking to bring down the population growth rate to 2%<\/strong> by the end of FY2021-2022 from the 2.56% recorded in 2017, El Said said. The first dual-fuel microbus is now on the road after being delivered to its owner under the natgas transition scheme.<\/p>\n<p><strong>The government aims to put <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a946047f-ec53-4300-942f-165509dbcc68\">15k microbuses<\/a><\/strong> <strong>with new dual-fuel engines on the road during the first year<\/strong> of its multi-year natgas transition program. The ministry is providing microbus owners with support of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fb946142-952e-4c72-bbf2-87286ab690b9\">25% of the new vehicle\u2019s total value<\/a> \u2014 at a maximum of EGP 65k \u2014 to help them cover the down payment. The remainder is being paid over seven to 10 years in installments subsidized rates under a financing program backed by the Central Bank of Egypt. In early June, the ministry recently expanded the scheme to include <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a610585a-834c-4966-ab56-e93167934e00\">owners of 20+ year-old microbuses<\/a> in the first phase starting last July.<\/p>\n<p><strong>How many are eligible for the initiative?<\/strong> So far, some 31k of the applicants met the program\u2019s conditions, according to the initiative\u2019s executive director Amgad Mounir. The figure is a slight increase from the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a076d3b0-6087-4942-9c60-dca8228acccd\">30k eligible people<\/a> who were contacted in April by the ministry, out of around 68k who applied to the scheme at the time.<\/p>\n<p><strong>The latest on other natgas vehicles: <\/strong>The government has delivered so far 4.12k vehicles including passenger cars and taxis since April, with EGP 92.8 mn in incentives having been paid out, the statement read. This is more than double the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e2dd65fe-9507-4ee7-90cc-f2e4a53a5da5\">1.7k dual-fuel passenger cars<\/a> delivered as at late June, with EGP 46.5 mn worth of paid incentives. In FY2021-2022, the government plans to extend additional incentives worth <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6f10ef3d-eec0-4f11-a112-c1dee1ee9780\">EGP 2 bn<\/a> to encourage car owners to take part in the state\u2019s natgas transition plan.<\/p>\n<p><strong>It\u2019s an open question whether the government can sustain that rate of replacement <\/strong>thanks to an ongoing global chip shortage that is cutting into supply of new vehicles.<\/p>\n<p><strong>A refresher on the transition scheme<\/strong>: The government began this year rolling out a plan that aims to have <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/35e33c41-388d-49c0-9bcc-5fc5772c6569\">450k cars<\/a> outfitted with dual-fuel engines by 2024. The scheme is also expected to be extended to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e2dd65fe-9507-4ee7-90cc-f2e4a53a5da5\">tuk-tuks<\/a>. In parallel, the government is working to boost the country\u2019s natgas refueling infrastructure and plans to have <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2d383c65-dda0-4b36-8860-c82fa7b99e0d\">1k natural gas filling stations<\/a> set up nationwide by the end of this year.<\/p>\n<p><strong>IN OTHER TRANSPORT NEWS-<\/strong> <strong>Egypt has begun road-testing nine of the 13 <\/strong><strong>Chinese-made DongFeng E70 electric vehicles<\/strong> that state-owned El Nasr Automotive had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/90d6f7ac-fc42-4056-84d6-a14086b167f1\">imported in June from China<\/a>, ahead of the launch of an assembled-in-Egypt E70 in 2H2022, the Public Enterprises Ministry said in <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/205984484905313\">a statement<\/a> yesterday. The tests, which will be handled in cooperation with Uber over the next three to four months, will include nine of the 13 DongFeng E70 electric cars.
