is the month when newsflow lurches from achingly slow to really brisk \u2026 and back again, all in the same day.<\/p><p><strong>Today\u2019s news is\u2026 <\/strong>brisk without being too taxing for those of you settling into your month in Sahel, with the big story of the day being (1) the <strong>continued strength of the domestic debt market<\/strong> and (2) a reassuring sign that <strong>Philip Morris is among the international players interested in a new tobacco license<\/strong>. It\u2019s good news for the investment environment, if not particularly great from a healthcare point of view. It\u2019s critical that the government deliver clarity on the license terms to avoid the type of mixed messaging that muddled the last attempt to take a license to market.<\/p><p><strong>THE BIG STORY ABROAD? There are three, actually<\/strong>, all of them vying for your attention this morning. The <a href=\"https:\/\/www.ft.com\/content\/491a245d-4af7-4cad-b860-6ba51b86b45f\">Financial Times<\/a> and <a href=\"https:\/\/www.wsj.com\/articles\/inflation-is-hot-now-but-investors-are-betting-that-wont-last-11627810380\">Wall Street Journal<\/a> are giving plenty of attention to the <strong>specter of inflation<\/strong>, which the WSJ suggests investors are starting to price in. Both the <a href=\"https:\/\/www.wsj.com\/articles\/fauci-warns-on-covid-19-that-things-are-going-to-get-worse-11627838537\">Journal<\/a> and Reuters are getting edgy about <strong>lockdowns and a prospective fourth wave<\/strong>, with the latter quoting Anthony Fauci as saying <a href=\"https:\/\/www.reuters.com\/world\/us\/fauci-predicts-us-will-not-return-lockdowns-despite-delta-variant-risks-2021-08-01\/\">Amreeka isn\u2019t locking down again<\/a> despite a surge in the Delta variant at same time as Australia sends troops into the streets of Sydney to <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/australia-extends-covid-19-lockdown-brisbane-sunday-2021-08-02\/\">enforce a snap lockdown<\/a>. <strong>China\u2019s \u201ccapitalist smackdown\u201d<\/strong> is getting prominent play in both <a href=\"https:\/\/www.bloomberg.com\/news\/features\/2021-08-01\/china-tech-crackdown-communist-party-policy-changes-behind-1-trillion-selloff?srnd=premium-middle-east\">Bloomberg<\/a> and <a href=\"https:\/\/www.cnbc.com\/2021\/08\/02\/china-is-willing-to-do-what-it-takes-to-address-social-problems-dbs.html\">CNBC<\/a>.<\/p><p><strong>Also getting ink: Jack Dorsey\u2019s Square has agreed to buy Afterpay<\/strong>, home to a popular buy now, pay later product (<strong>think: EFG Hermes\u2019 valU<\/strong>) in a USD 29 bn all-stock transaction. The news is everywhere from <a href=\"https:\/\/www.cnbc.com\/2021\/08\/02\/square-to-buy-australia-fintech-afterpay-amid-buy-now-pay-later-trend.html\">CNBC<\/a> to the <a href=\"https:\/\/www.wsj.com\/articles\/square-agrees-to-acquire-afterpay-for-29-billion-in-all-stock-deal-11627855390\">WSJ<\/a>.<\/p><p><strong>ALSO WORTH KNOWING- Is Agent Orange planning a 2024 re-election campaign? <\/strong>Former US president Donald Trump has a USD 102 mn war chest of \u201cpolitical cash he can wield as the GOP eyes retaking majorities in Congress next year,\u201d <a href=\"https:\/\/www.wsj.com\/articles\/trump-has-102-million-in-political-cash-as-gop-eyes-retaking-congress-11627778776\">the Wall Street Journal<\/a> reports. Again:<\/strong> The investment bank has topped the brokerage league table for the fourth consecutive month with <a href=\"https:\/\/enterprise.press\/#go-with-the-flow\">a market share of 36.6%<\/a>.<\/li>\n<\/ul><p><strong>HAPPENING TODAY- The <\/strong><strong><a href=\"https:\/\/www.africa-foodmanufacturing.com\/en\/Home.html\">Africa Food Manufacturing<\/a><\/strong><strong> exhibition kicks off today <\/strong>at the Egypt International Exhibition Center. The event will run until 4 August.<\/p><p><strong>MORNING MUST READ- <\/strong><\/p><p><strong>Non-traditional venture investors are crowding out venture capitalists in Silicon <\/strong><strong>Valley<\/strong>, with non-VC funds contributing to a record high of 42% of tech startup transactions in 2Q \u2014 and more than three-quarters of all invested capital, <a href=\"https:\/\/www.wsj.com\/articles\/tech-startup-financing-hits-records-as-giant-funds-dwarf-venture-capitalists-11627822800?mod=hp_lead_pos5\">the Wall Street Journal<\/a> reports, citing figures from research firm Pitchbook Data. <strong>Hedge, mutual, pension and sovereign wealth funds are investing heavily in US tech startups<\/strong> \u2014 to the tune of USD 150 bn in 1H2021, more than full year funding in every year prior to 2020. pipeline looks deep: <\/strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/09c7d28b-c599-4f89-ac9c-3c606c96d9f6\">SODIC<\/a>, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b380be47-dace-4f2a-807e-cc3ab3d6ed0d\">EFG Hermes<\/a>, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9ad60923-67ef-4344-b643-49069b7ad286\">Contact Financial Holding<\/a>, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d0c71713-2393-4c73-96e7-3a4499828886\">Edge Holding<\/a> and Raya\u2019s <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7863b21d-bcba-40a1-befa-b3e65d93f131\">Aman have been<\/a> reported as having plans to securitize parts of their portfolios.<\/p>\n<p><strong>That\u2019s just one corner of the debt market: <\/strong>None of this takes into account the growing interest in the country\u2019s <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b48e82ec-9602-4999-8ff3-517e4c520c2d\">sukuk market<\/a> or the potential <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7329833c-65a7-4bdc-b31e-eb4ecc30d055\">securitization of off-balance sheet cashflows<\/a>.<\/p>\n<p><strong>The latest to join the fray: NUCA\u2019s <\/strong><strong>Al Taamir for Securitization, which is in talks with <\/strong><strong><a href=\"https:\/\/aloula-eg.com\/\">Al<\/a><\/strong><strong><a href=\"https:\/\/aloula-eg.com\/\">Oula<\/a><\/strong><strong> to manage a EGP <\/strong><strong>650 <\/strong><strong>mn <\/strong><strong>securitized bond issuanc<\/strong><strong>e<\/strong> on behalf of the leasing company, Al Taamir Chairman Mazen Hassan told Enterprise yesterday. The transaction isn\u2019t a sure thing \u2014 it still needs approval of Al Oula\u2019s board, he said. Hassan denied <a href=\"https:\/\/bit.ly\/3yk3lPk\">a report in the domestic press<\/a> that quoted him saying Al Taamir is in talks with eight companies to manage sales worth EGP 5.5 bn. Al Taamir is negotiating with only three companies \u2014 Al Oula, Palm Hills and Mountain View \u2014 while declining to give us a total value.<\/p>\n<p><strong>There\u2019s no word on when the Palm Hills issuance will take place:<\/strong> Originally slated for 1Q2021, the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/51cd6810-9d79-4e09-81cc-0b282073d260\">EGP 650 mn issuance<\/a> will be triggered by Palm Hills when it hits an unspecified milestone, Hassan said, declining to give an estimated timeframe.<\/p>\n<p><strong>Al Taamir is also in talks<\/strong><strong> with Mountain View<\/strong>, Hassan earlier told the <a href=\"https:\/\/hapijournal.com\/wp-content\/uploads\/2021\/07\/Hapi-Morning-no-206.pdf\">local press (<\/a><a href=\"https:\/\/hapijournal.com\/wp-content\/uploads\/2021\/07\/Hapi-Morning-no-206.pdf\">pdf<\/a><a href=\"https:\/\/hapijournal.com\/wp-content\/uploads\/2021\/07\/Hapi-Morning-no-206.pdf\">)<\/a>. He declined to disclose the value of the transaction when we asked yesterday. The period during which companies could submit bids in the tender elapsed on <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/58e0ff61-73f6-4b98-9954-bb740998c8bd\">1 August<\/a>.<\/p>\n<p><strong>BACKGROUND- <\/strong>This is the second iteration of the tender after the Industrial Development Authority (IDA) had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f636aa38-0a36-410d-b9b2-ff9fad1ae5ee\">pulled it earlier this year<\/a> after it was <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e9ab1edb-e80e-4a07-a581-5b7effab2569\">criticized for its unfavorable terms<\/a>.<\/p>\n<p><strong>Tobacco companies are still lobbying for changes to the terms \u2014 and an extension of the deadline: <\/strong>JTI-Nakhla Tobacco, British American Tobacco Egypt and Al Mansour International Distribution Company \u2014 who were among the companies invited to bid <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/37788807-9726-457b-9df0-f4fca702d0f2\">back in March<\/a> \u2014 did not take part in the bidding round, as they still have reservations about the amended terms of the licence, according to Embaby. The three companies reportedly communicated their concerns to the Madbouly cabinet on 30 June and have been lobbying for a deadline extension.<\/p>\n<p><strong>The terms of the offer were revised <\/strong>after several tobacco players <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e9ab1edb-e80e-4a07-a581-5b7effab2569\">complained<\/a> to the FEI, the IDA and the Egyptian Competition Authority (ECA) that the license would provide preferential treatment to current tobacco monopoly Eastern Company. The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ffc1052f-8eb7-40e9-942a-4dae46ce0b3b\">new terms<\/a> slash the number of cigarettes the new company will have to produce to 1 bn each year, down from 15 bn in the original tender, but still stipulate that state-owned Eastern Tobacco should own 24% of the new entity. We explore why, despite the demand for private schools across the country, most school operators haven\u2019t been attempting to bridge that gap.<\/p>\n<p><strong>Brass tacks? Income levels outside of Cairo don\u2019t make it worth the hassle: <\/strong>Building a school requires significant capital. Beyond Cairo, the market for families who could spend EGP 60k a year on their children\u2019s education is clearly much smaller, says <a href=\"https:\/\/www.aisegypt.com\/\">AIS<\/a> Director Kapono Ciotti. \u201cPrivate schools obviously have tiers of pricing, with the highest being around EGP 150-220k per year. I don\u2019t see a lot of attractive options under EGP 60k per year.\u201d<\/p>\n<p><strong>You can see that in the lower tuition offered by private schools outside of Cairo and Alexandria:<\/strong> <a href=\"https:\/\/cairoinvest-ir.com\/\">CIRA<\/a> and its subsidiary <a href=\"https:\/\/eduhive.com\/\">Eduhive<\/a> strategically target expansion in the governorates, representatives tell Enterprise. Their different school brands target particular price points and locations, says Eduhive CEO Karim Mostafa. Tier A schools like BCCIS that cost some USD 8-12k per year are being developed in and around Cairo, while Regent British school \u2014 which costs in the range of USD 4-8k \u2014 is being used for expansion in other governorates, he says.<\/p>\n<p><strong>Just setting tuition is a challenge, as gauging demand is expensive: <\/strong>CIRA and Eduhive spend EGP hundreds of thousands every year on market research to assess demand for private school education in the governorates, says Mostafa. Their in-house research department conducts field visits to schools in different governorates, analyzes spending in key areas like real estate and cars, tracks the subscription fees of private clubs, and collects data from social media, CAPMAS, and the Education Ministry, he says. \u201cWe need to do this, because there\u2019s no market research agency in Egypt working on it.\u201d<\/p>\n<p><strong>Then there\u2019s the cost of land:<\/strong> \u201cLand prices are among our biggest expansion obstacles, because even areas with poor communities can have high land prices,\u201d says CIRA CEO Mohamed El Kalla. An area with high demand for private school education is likely to be heavily populated, which immediately means high land value, he says. \u201cThen you need to be sure your target customers have a specific income level because high land costs immediately mean high CAPEX. At least 40% of the CAPEX goes into the land.\u201d<\/p>\n<p><strong>And the process of accessing it: <\/strong>Many different partnerships are needed to access land, says El Kalla, including buying it from the government or the private sector, and entering into partnership agreements or joint ventures. \u201cEach time, it\u2019s done on a case-by-case basis \u2014 which could be with individuals, with the government or with institutions. It\u2019s a very hard part of doing the business.\u201d<\/p>\n<p><strong>Ultimately, land acquisition is the most challenging cost-benefit calculation for school expansion in the governorates, <\/strong>says El Kalla. \u201cThe biggest problem is finding affordable land to create schools that serve the middle class. When you build on expensive pieces of land, you end up serving a very niche market.\u201d<\/p>\n<p><strong>What about the costs of building the schools and hiring teachers? <\/strong>CIRA is investing over EGP 450 mn in its two high-end schools in O West compound, says Mostafa. And it might take 4-7 years for a school to start breaking even \u2014 longer, with an economic hit like the devaluation, according to several sources. Personnel expenses \u2014 the cost of recruiting and paying teachers and support staff \u2014 count for about 50% of costs, estimates Ciotti.<\/p>\n<p><strong>And then you need to brand yourself right:<\/strong> Branding is very important because a good brand instills trust, says El Kalla. Eduhive spends approximately EGP 500k-600k per year on marketing in the governorates, Mostafa estimates. This mainly consists of targeted advertisements on Facebook and other social media, and face-to-face meetings in social clubs. Mostafa and Eduhive teaching staff periodically set up booths in social clubs to meet parents, hand out brochures, and answer questions. Occasionally, Eduhive posts billboards in public areas, he adds.<\/p>\n<p><strong>So where are private schools expanding if not in the governorates? Many private sector players are eyeing expansion in the new capital. <\/strong><a href=\"https:\/\/www.aisegypt.com\/\">AIS<\/a> is actively looking to expand, but feels its target demographic is most likely in Cairo \u2014 perhaps in the New Capital, says Ciotti. <a href=\"https:\/\/www.cacegypt.org\/\">CAC<\/a> is studying expansion possibilities in the new capital and Cairo\u2019s eastern suburbs, says Head of School Jared Harris. The <a href=\"https:\/\/www.biccairo.com\/\">British International College of Cairo<\/a> is completing an EGP 450 mn new branch in the new capital, says CEO Ahmed Samir.<\/p>\n<p><strong>Unsurprisingly, much expansion goes hand-in-hand with real estate development:<\/strong> Schools enhance the convenience of compound life and help build communities, so developers are increasingly willing to sell land to high-end schools without making a profit if their brands will likely increase compound sales, says Mostafa. \u201cSchools in east and west Cairo, and the new capital, will make money and have very good enrollments \u2014 it\u2019s a no-brainer.\u201d<\/p>\n<p><strong>Some, however, see the end of the era of migration to the capital to be nigh: <\/strong>CIRA wants to meet demand for private school education among the Egyptian middle class outside Cairo, says El Kalla. \u201cWe believe the era of migrating to the capital is almost over. That\u2019s why we\u2019re taking the lead going to his market and really trying to serve these people.\u201d<\/p>\n<p><strong>So CIRA and Eduhive are bucking the trend of Cairo-focused expansion, making the governorates a key strategic priority,<\/strong> El Kalla and Mostafa tell Enterprise. A branch of the Regent British school opened in New Mansoura <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/da6ea134-a158-49e6-a05b-87bef013d8ce\">in October 2020<\/a>. Along with opening two new Cairo-based schools this September, and potentially two next September, Eduhive is aiming to launch schools in new locations \u2014 including in the Delta and in Alexandria \u2014 possibly in 2023 or 2024, says Mostafa. CIRA is building a new international school <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3f7aa39f-6fb1-4538-9f18-1c87c7bdff7d\">in New Sohag<\/a> and a language school <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/58e37e0e-2aa0-462d-90bd-bfb7fde91daa\">in New Rashid<\/a>, sources recently confirmed.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Your top
