Here at home, business leaders have clearly shaken the last of the Sahel sand out of their shoes \u2014 and we\u2019re all girding to see what fun the House of Representatives has in store for us when it goes back into session on Saturday.<\/p>\n<p><strong>It\u2019s also shaping up to be a busy week abroad<\/strong> as oil prices rise, shortages of (just about everything?) spread, Beijing tries to ward off its \u201cLehman moment,\u201d and the US grapples with high-stakes legislation worth USD tns.<\/p>\n<p><strong>BUT FIRST- Travellers to Egypt will now receive a welcome text message from the <\/strong><strong>Tourism Ministry<\/strong>, according to a ministry <a href=\"https:\/\/ent.news\/2021\/9\/Tourism-Ministry-SMS-scheme.pdf\">statement<\/a>. The program, launched in cooperation with the Communications Ministry, will see tourists arriving at Egyptian airports receive an SMS letting them know the ministry\u2019s hotline and national emergency numbers.<\/p>\n<p><strong>ALSO- If you have little kids, you\u2019re really going to really want to read this morning\u2019s <\/strong><strong>Blackboard<\/strong>, our weekly vertical on the business of education in Egypt. It looks at the pressure faced by nurseries in the world of covid \u2014 they\u2019re clearly the most vulnerable sector in Egypt\u2019s education industry.<\/p>\n<p><strong>THE BIG STORIES INTERNATIONALLY- There\u2019s a lot going on. <\/strong>For starters: <strong><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-09-26\/oil-extends-rally-as-wti-nears-75-a-barrel-on-energy-crunch?srnd=premium-middle-east&sref=mmeFTDW1\">Oil in the US is now topping USD 75 per barrel<\/a><\/strong> thanks to a \u201cglobal energy crunch.\u201d Meanwhile, preliminary results show the <strong><a href=\"https:\/\/www.nytimes.com\/2021\/09\/26\/world\/europe\/germany-election-results-olaf-scholz-merkel-laschet.html\">left-leaning Social Democratic Party leading in Germany\u2019s federal election<\/a><\/strong>, but it could be months before we know who will ultimately cobble together a coalition that makes clear who Angela Merkel\u2019s successor will be.<\/p>\n<p><strong>How bad has covid been for us all? It sparked the biggest decline in life expectancy since <\/strong><strong>the Second World War<\/strong>, with men in the United States suffering the biggest setbacks: They\u2019re dying, on average, two years earlier, according to an Oxford study. The news leads the front pages of both the <a href=\"https:\/\/www.ft.com\/content\/314a387b-4024-4855-9aad-d3d448dbc182\">Financial Times<\/a> and <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/covid-19-pandemic-cut-life-expectancy-by-most-since-world-war-two-study-2021-09-26\/\">Reuters<\/a>.<\/p>\n<p><strong>And you can expect some drama in Washington this week<\/strong> as \u201ca slew of high-stakes deadlines collide on Capitol Hill \u2026 setting up potentially chaotic negotiations against the backdrop of expiring government funding and the threat of a possible US default.\u201d With the <strong>US government set to run out of money<\/strong> just after midnight on Friday, the <a href=\"https:\/\/www.wsj.com\/articles\/congress-heads-into-tumultuous-week-pressured-by-converging-deadlines-11632657601\">Wall Street Journal<\/a> notes that Democratic leaders are trying to shepherd two complicated legislative packages: a roughly <strong>USD 1 tn bipartisan infrastructure bill<\/strong> and a sprawling <strong>healthcare, education and climate package<\/strong>\u201d worth some USD 3.5 bn.<\/p>\n<p><strong>SIGN OF THE TIMES- Nearly a third of BP\u2019s filling stations in the UK are <\/strong><strong><a href=\"https:\/\/www.reuters.com\/world\/uk\/behave-normally-uk-transport-minister-tells-britons-queuing-fuel-2021-09-26\/\">running on<\/a><\/strong><strong><a href=\"https:\/\/www.reuters.com\/world\/uk\/behave-normally-uk-transport-minister-tells-britons-queuing-fuel-2021-09-26\/\">empty<\/a><\/strong> thanks to \u201cpanic buying.\u201d Drivers queued for hours in some cases to fill their tanks \u201cafter oil firms reported a lack of drivers was causing transport problems from refineries to forecourts.\u201d<\/p>\n<p><strong>** IN CASE YOU MISSED IT <\/strong>from yesterday\u2019s edition of <strong>EnterprisePM<\/strong>:<\/p>\n<ul>\n<li><strong>The gender gap:<\/strong> Efforts to reduce gender inequality in Egypt are going sideways, with women becoming more economically disempowered and continuing to enjoy less personal freedoms than men, according to the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cd64305e-7c56-47d4-aed4-3ef1efe887dd\">World Economic Forum\u2019s latest global gender report<\/a>.<\/li>\n<li><strong>Banque Misr has <\/strong><strong><a href=\"https:\/\/enterprise.press\/stories\/2021\/09\/26\/tonight-ezdehar-completes-first-close-on-its-egypt-mid-cap-fund-ii-also-germanys-elections-too-close-to-call-pessimism-post-evergrand-54339\/\">confirmed<\/a><\/strong><strong> it is seeking a syndicated facility of c. USD 1 bn<\/strong> \u2014 its largest ever such facility \u2014 from a syndicate of 22 banks from 11 countries. We <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2ea53380-50a9-433d-87e2-f5b5770ad4d2\">first covered<\/a> last week the initial reports the bank was seeking the finance. Shops and malls will close one hour earlier at 10pm (11pm on Thursdays, Fridays and national holidays) while cafes and restaurants will shutter at midnight rather than 1am. The firm expects its Ezdehar Egypt Mid-Cap Fund II will reach first close with USD 100-120 mn in commitments from limited partners. A second and final close that will leave the fund with a total of USD 160-180 mn is likely to take place in 1Q2022, he said.\u00a0Ezdehar had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6aaf6191-3c75-47d3-9122-e8ac39f0256f\">originally targeted<\/a> USD 200 mn fund with two closes of about USD 100 mn each.<\/p>\n<p><strong>Among the LPs:<\/strong> Celebrity businessman Naguib Sawiris has made a commitment for USD 20 mn, the UK\u2019s CDC is in with USD 25 mn, and the European Investment Bank has committed USD 15 mn. Other potential investors include the Egyptian-American Enterprise Fund, the European Bank for Reconstruction and Development and the World Bank\u2019s International Finance Corporation.<\/p>\n<p><strong>The new fund will focus on manufacturing, pharma, healthcare, consumer goods, F&B and education<\/strong>, Barsoum previously told us. He told the local press last year that the new vehicle will mainly target Egypt-based companies with single-transaction ticket sizes of USD 10-30 mn.<\/p>\n<p><strong>This second fund will invest its money over a four-year period<\/strong> in six to eight transactions, Barsoum told <a href=\"https:\/\/alborsaanews.com\/2021\/09\/26\/1464470\">Al Borsa<\/a>, which broke the news. The fund will target mid-cap companies, family business and founder-led companies.<\/p>\n<p><strong>Covid has set the firm\u2019s plans back a year:<\/strong> The company previously planned to reach first close <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6aaf6191-3c75-47d3-9122-e8ac39f0256f\">in late 2020<\/a>, but was delayed due to covid. Ezdehar was also aiming for the second close of the fund to come before the end of the year.<\/p>\n<p><strong>The firm is presently looking at the potential launch of an impact investing fund later this year or next<\/strong>, Barsoum previously said. The CBE clearly has in mind technologies that allow consumers to use their cards to contactlessly pay retailers via the seller\u2019s phones and other smart devices, which would be used as electronic point-of-sale (POS) machines.<\/p>\n<p><strong>No further details were immediately available:<\/strong> The central bank didn\u2019t disclose when it would begin issuing licenses or which businesses would be eligible to apply. The bank said the move was designed to support the state\u2019s drive to digitalize the economy and bring more SMEs into the formal economy. The decision also comes as part of the National Payments Council\u2019s strategy to reduce reliance on banknotes, the statement added.<\/p>\n<p><strong>The central bank has been trying to nudge people towards mobile wallets:<\/strong> The CBE this year <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/21a8c792-ce6d-4ccb-a61a-09bdb67a8267\">raised withdrawal and transfer limits for mobile wallets<\/a>, opened up <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b0254dc7-6a94-44d1-bea5-2b2d784e4dce\">savings and loan services<\/a> to mobile wallet users, and introduced <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5f5737d6-e563-40cd-8d35-ee7d5c03f150\">new interoperability rules<\/a> making it easier for users to withdraw, deposit and transfer EGP between different service providers.<\/p>\n<p><strong>New legislation + regulation aims to turn Egypt into a hotbed of fintech innovation: <\/strong>The Banking Act passed into law last year contains provisions that allow the central bank to hand out licenses to e-payments and fintech companies. The company has around AED 700 mn (EGP 3 bn) of dry powder to deploy on new acquisitions after it recently exited several of its portfolio companies, Mohamad Hamade told the broadcaster.<\/p>\n<p><strong>But the Egyptian market won\u2019t be taking priority:<\/strong> Saudi and the UAE will see the \u201clion\u2019s share\u201d of new investments, Hamade said, adding that the Saudi healthcare sector in particular is attracting significant liquidity.<\/p>\n<p><strong>It doesn\u2019t yet have a footprint in Egypt:<\/strong> Amanat\u2019s <a href=\"http:\/\/www.amanat.com\/home\/investment-new.html\">current portfolio<\/a> is focused squarely on the Gulf, with all of its companies based in Saudi Arabia, the UAE and Bahrain.<\/p>\n<p><strong>Amanat could have more cash to deploy after its exit from IMC and Taaleem:<\/strong> The firm\u2019s coffers were boosted on Sunday by the sale of its 13.3% minority stake in Saudi firm International Medical Centre (IMC) for AED 433 mn, it said in <a href=\"https:\/\/ent.news\/2021\/9\/Amanat-IMC-stake-sale-Eng.pdf\">a disclosure (pdf)<\/a> to the Dubai bourse. The company also made gains when it <a href=\"https:\/\/www.thenationalnews.com\/business\/economy\/amanat-sells-stake-in-education-provider-taaleem-for-dh350m-1.1213330\">divested<\/a> from its 21.7% stake in UAE education provider Taaleem for AED 350 mn in April.<\/p>\n<p><strong>Investment in Egypt\u2019s private education space has picked up in past months<\/strong>, with CIRA announcing it will team up with Elsewedy Capital to establish a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/70e4da61-f321-4186-a485-64aff2143837\">EGP 2.5 bn university in New Damietta<\/a>, and the Egypt Education Platform \u2014 a venture led by EFG Hermes, GEMS and the Sovereign Fund of Egypt \u2014 acquiring a school in Alexandria and signing an agreement to set up a school in Soma Bay. The SFE has plans to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5e68bab4-9022-4d6d-9de8-f48efbb4fe5c\">launch a sub-fund<\/a> dedicated to investing in the education sector, and has According to a Tax Authority directive released last week, all online content creators will need to start paying income tax on their revenues, while those who earn more then EGP 500k a year will be required to charge and remit VAT.<\/p>\n<p><strong>El Hekaya\u2019s Amr Adib took a critical view of the Finance Ministry\u2019s proposals:<\/strong> In an interview with Tax Authority official Sayed Saqr (watch, runtime: <a href=\"https:\/\/www.youtube.com\/watch?v=7ZAvpE3PGUQ\">10:45<\/a> | <a href=\"https:\/\/www.youtube.com\/watch?v=ey2dOJKaxuc\">1:59<\/a> | <a href=\"https:\/\/www.youtube.com\/watch?v=-UOVgVM7wAk\">3:04<\/a>), Adib asked why the state is raising taxes on content creators but isn\u2019t doing more to make multinational tech firms like YouTube, Google and Amazon pay their fair share, pointing to <a href=\"https:\/\/www.reuters.com\/technology\/eu-court-scraps-amazons-303-mln-eu-tax-order-2021-05-12\/\">European efforts<\/a> to raise taxes on large companies.<\/p>\n<p><strong>But why isn\u2019t Google taxed?<\/strong> Saqr said the government does not tax revenues made by Google and YouTube because they are not registered in Egypt and offer people a way to generate revenue. Cairo Markos Tekle told <a href=\"https:\/\/bbc.in\/3kGzfkP\">BBC Arabic<\/a> that work at the embassy will be suspended for three to six months starting in October for financial reasons related to a reduction in the embassy\u2019s operating budget. parliamentarians are travelling to the UK this week for talks with Cambridge University, where Regeni enrolled as a PhD student. He was abducted and killed in Egypt in 2014. Manufacturing indices due Thursday are expected to confirm a China-wide slowdown that goes well beyond the Evergrande saga, after the delta variant and a drop in consumer spending saw the country\u2019s manufacturing sector record its first contraction in over a year in August.<\/p><p><strong>A drop in commodity prices would be bad news for <\/strong><strong>(commodity-driven)<\/strong><strong> EMs: <\/strong>While Evergrande poses a contagion risk for property markets, \u201cfor the rest of emerging markets, what matters more is the negative impact on Chinese growth, and by extension commodity prices, and whether policy makers step in to offset those downside risks,\u201d Goldman Sachs strategists said in a note last week. Chinese retail sales, industrial production and investment have slowed, leading to a knock-on drop in orders for emerging-market exporters of commodities like oil and copper. Many have been forced to permanently close their doors, while others are fighting to stay afloat amid rising costs, industry figures say. <strong>So far, around half of Egypt\u2019s nurseries have remained closed since going into lockdown. <\/strong><\/p>\n<p><strong>Education\u2019s most vulnerable sector?<\/strong> Nurseries are in a particularly precarious financial position because payments are often monthly, not annual like school payments, says Safia Trabelsi, owner of <a href=\"https:\/\/www.nilerivermontessori.com\/\">Nile River Montessori<\/a>. High employee-to-child ratios keep operational expenses relatively high. And online tuition isn\u2019t really an option for very young children, multiple <a href=\"https:\/\/enterprise.press\/blackboards\/now-three-months-blended-learning-hows-holding\/\">sources have reiterated<\/a>.<\/p>\n<p><strong><a href=\"http:\/\/www.smalltalk-maadi.com\/\">Small Talk<\/a><\/strong><strong> saw its annual operational expenses rise 30-40% over last year,<\/strong> estimates partner Rana Nessim. Other nurseries report comparable increases. Small Talk\u2019s extra costs largely come from bringing in extra staff members to cover absences while continuing to pay full-time employee salaries, says Nessim. Regular employee PCR tests and rigorous sanitization measures also upped costs.<\/p>\n<p><strong>Covid capacity mandates forced some to cut admissions:<\/strong> After <a href=\"https:\/\/www.egypttoday.com\/Article\/1\/82963\/Details-of-%E2%80%98upgraded%E2%80%99-protective-measures-against-coronavirus-in-Egypt\">closing nurseries<\/a> in March 2020, the government allowed them to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/64d443b4-5579-451a-816a-1c08f6c84b9a\">reopen in July<\/a> \u2014 but at 50% capacity. \u201cOur income was slashed in half, because we had to cut admissions in half,\u201d says Nessim. Nurseries remain cautious about operating at full capacity, despite being permitted to since November. Small Talk is currently operating at around 50% capacity, <a href=\"https:\/\/m.facebook.com\/kinderparadiesegypt\/\">Kinderparadies<\/a> at around 60%, and <a href=\"https:\/\/web.facebook.com\/funyard?_rdc=1&_rdr\">Fun Yard<\/a> and <a href=\"https:\/\/kompasseducation.com\/\">Kompass Kindergarten<\/a> at around 75%, say sources. \u201cThis definitely hit our profits as a business,\u201d says Fun Yard owner Laila Anwar.<\/p>\n<p><strong>But refunds and staff raises still had to be paid: <\/strong>Because of the financial hit from increased costs and lower revenue \u2014 including requests for refunds during 2020 nursery closures \u2014 Anwar initially decided she couldn\u2019t pay annual staff raises this year. \u201cBut I felt this wasn\u2019t fair. So I gave raises because I don\u2019t have to make a profit every year. And it boosted morale a bit.\u201d<\/p>\n<p><strong>Others had to stop operations entirely:<\/strong> Kinderparadies stopped operating altogether from April-September, says founder Mona Yacoub. \u201cI had to tell my staff to accept other employment offers if they had them.\u201d<\/p>\n<p><strong>Even high-end nurseries had to consider whether reopening was worth the risk.<\/strong> \u201cWe considered not reopening last September, because we were worried about putting our staff at risk,\u201d says Nessim. \u201cBut we reopened because for our staff, this is their livelihood. And we know how important it is for children to get out, play and socialize.\u201d<\/p>\n<p><strong>For those that did reopen, staffing issues have been a major challenge: <\/strong>\u201cWe wanted to maintain our high staff:children ratio, but we also needed to prevent outbreaks, so we asked staff to stay home if they felt even slightly unwell. It was a lot to balance. The costs of staffing have been incredible,\u201d says Nessim.<\/p>\n<p><strong>Half of Egypt\u2019s nurseries have remained closed: <\/strong>Pre-covid, Egypt had some 15k licensed nurseries, with an estimated 10k still procuring licenses, sources at the Social Solidarity Ministry tell Enterprise. But only around half of these estimated 25k nurseries are believed to have reopened since September \u2014 mainly because demand was insufficient to make reopening financially viable, the sources add.<\/p>\n<p><strong>So have nurseries upped their fees to compensate? Not during the thick of it: <\/strong>Many families were economically impacted by covid, so Kompass added just a little more to its annual 10% increase in 2020, to offset extra costs, says co-founder Carmen Ragab. This was after shareholders provided extra funding \u2014 which couldn\u2019t be repeated indefinitely, she says. Small Talk only applied increased rates to new families in 2020, says Nessim. \u201cChildren that started in 2019, whose families had paid for term three though we weren\u2019t open, paid the same rates in 2020.\u201d This year, the 10% increase is being applied across the board, she adds. Fun Yard applied its usual annual percentage increase to this year\u2019s rates, says Anwar.<\/p>\n<p><strong>Few players are making use of the central bank\u2019s new lending program: <\/strong>The government <a href=\"https:\/\/www.egypttoday.com\/Article\/1\/101064\/Nurseries-in-Egypt-to-be-given-same-privileges-as-MSMEs\">announced in April 2021<\/a> that nurseries <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/27467c38-a14f-45a6-8d14-125ef5d2f3bd\">would be eligible<\/a> for all the benefits of the MSMEs Act, including some tax breaks and the chance to apply for a Central Bank financing initiative. Some 15-20 nurseries have received a total of EGP 10 mn in funding since then, Ahmed al Romeish, head of the Central Credit Administration at Nasser Bank, tells Enterprise. Loans range from EGP 20k - EGP 1 mn, with an interest rate of 5%, he says.<\/p>\n<p><strong>None of the nurseries we spoke to had applied for the CBE loans,<\/strong> with most saying they prefer to avoid incurring debt. \u201cA group of us sent a letter asking for tax breaks this year,\u201d says Anwar. \u201cBut I wouldn\u2019t apply for financial aid.\u201d<\/p>\n<p><strong>What else has made covid-19 so difficult for nurseries? When they had to close <\/strong><strong>up shop<\/strong><strong>, they couldn\u2019t shift online.<\/strong> Mandatory closures were very tough, says Nessim. \u201cWe\u2019d never had to operate online before. With small children, it\u2019s really hard to do any kind of distance learning. They need in-person stimulation.\u201d<\/p>\n<p><strong>Some provided online support where possible: <\/strong>Small Talk and Fun Yard started YouTube channels to share online content, but live Zoom attempts were hit or miss. \u201cThe children and teachers missed each other, so we started doing little, fun Zoom sessions, not aimed at teaching. But attendance decreased as people got overwhelmed with homeschooling and working from home,\u201d says Anwar.<\/p>\n<p><strong>It\u2019s dire straits until something gives:<\/strong> Sources say they plan to keep operating at reduced capacity, with extra safety measures, until December 2021 at least. They\u2019re monitoring covid cases, hoping to return to full capacity as soon as possible. Until then, they\u2019re bearing the extra costs and relying on parental support. \u201cI think parents would fight for us not to close,\u201d says Ragab. \u201cStill, we\u2019ve never been under
