We have more in this morning\u2019s Covid Watch, below, and hope to have an update this afternoon.<\/p><p><a id=\"tldr-story-05\" class=\"content-anchor\"><\/a> <strong>The latest sign summer is really, truly over: <\/strong><strong>The House of Representatives <\/strong><strong>and Senate are getting ready to go back to work <\/strong>after summer recess. President Abdel Fattah El Sisi has decreed that the <a href=\"https:\/\/ent.news\/2021\/9\/242847343_4381597848576082_9035778325156498405_n.jpg\">House<\/a> will reconvene for its new legislative season on Saturday, 2 October. The decree also states that the <a href=\"https:\/\/ent.news\/2021\/9\/242837895_4382552781813922_5265194155531785330_n.jpg\">Senate<\/a> will go back into session on 5 October (just in time for the Sixth of October holiday).<\/p><p><strong>We\u2019ll have more later this week on business-relevant legislation<\/strong> we think will be high on the Madbouly government\u2019s priority list when the House gets back to work. Holdover bills from the last session include amendments to the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6e8805a2-911d-4ef7-8313-0f9ccacf70fd\">old rent law<\/a> as well as the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d7d6dd25-53be-40b7-9545-f0f1e74ba988\">personal status law<\/a>. The government has also telegraphed that it may be looking to impose new regulation on <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a14cf09e-0dc4-47de-8b20-3873c77ed08b\">the real estate industry<\/a>, though much of what has been in the public eye so far is stuff that officials could likely enact through regulatory change rather than an act of parliament.<\/p><p><a id=\"tldr-story-06\" class=\"content-anchor\"><\/a> <strong>Shops and restaurants will have to close a little earlier from the end of this week when <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e3019f4c-6803-4c38-a95f-5dfdeaf7a35b\">winter opening hours<\/a><\/strong><strong> come into effect.<\/strong> The Local Development Ministry <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/2420167\">announced last week<\/a> that fall hours will come into force on Thursday, 30 September, meaning shops and malls will close one hour earlier at 10pm (11pm on Thursdays, Fridays and national holidays) while cafes and restaurants will shutter at midnight rather than 1am. As during the summer, essential services such as grocery stories, supermarkets and pharmacies are exempt from the rules and can open and close their doors when they want.<\/p><p><strong>ATTENTION YOUTUBERS AND BLOGGERS- The taxman is coming for you.<\/strong> Youtubers, Instagrammers, bloggers, vloggers and other online content creators <a href=\"https:\/\/bit.ly\/3ufokSb\">have been instructed<\/a> by the Tax Authority to register to pay income tax. All content creators who earn over EGP 500k a year will also have to charge and remit 10% VAT on the \u201cservices\u201d they offer \u2014 read: product placement and other branded content. So a content creator is effectively being recognized as a business and will have to pay income tax on their total business income (on things like Youtube ads) and separately charge VAT for folks paying them directly for services. We have more in Last Night\u2019s Talk Shows, below.<\/p><p><strong>It\u2019s (the start of) the end of an era in Europe this week: <\/strong>German voters are going to the polls today in a national election that <a href=\"https:\/\/www.reuters.com\/world\/europe\/germans-vote-close-election-decide-merkel-successor-2021-09-25\/\">Reuters<\/a> writes is \u201ctoo close to call \u2026 \u200b\u200bwith the centre-left Social Democrats (SPD) mounting a strong challenge to retiring Chancellor Angela Merkel's conservatives.\u201d Merkel, who has been in office since 2005, plans to step down after the election but could still be around for weeks or months to come as a caretaker while parties sort out a possible coalition government. The WSJ has a look at <a href=\"https:\/\/www.wsj.com\/articles\/merkel-says-auf-wiedersehen-to-a-diminished-europe-11632495640\">what Merkel\u2019s time in office has meant<\/a>.<\/p><p><strong>HAPPENING THIS WEEK-<\/strong><\/p><p><strong>White House National Security adviser Jake Sullivan will visit Cairo <\/strong><strong>this<\/strong><strong> week<\/strong> as part of a brief Middle East tour that will take him to Saudi Arabia and the UAE, sources with knowledge of the matter tell <a href=\"https:\/\/www.axios.com\/jake-sullivan-middle-east-saudi-arabia-231510ce-d699-4108-8bda-5db7f4621df2.html\">Axios<\/a>.<\/p><p><strong>The deadline to register for the AUC Business School\u2019s <\/strong><strong><a href=\"https:\/\/business.aucegypt.edu\/execed\/individual-programs\/private-equity-diploma\">Private Equity Diploma<\/a><\/strong> is coming up on Tuesday, 28 September.<\/p><p><strong>ITIDA\u2019s <\/strong><strong><a href=\"https:\/\/devopsdays.org\/events\/2021-cairo\/welcome\/\">DevOpsDays Cairo 2021<\/a><\/strong><strong>,<\/strong> will take place on Wednesday, 29 September.<\/p><p><strong>The Cairo International Fair<\/strong> opens on Thursday, 30 September at the Cairo International Conference Center. The event, which takes place somewhere on the planet once every five years, runs for six months and will be open seven days a week. <a href=\"https:\/\/www.expo2020dubai.com\/en\">You can learn more here<\/a>.<\/p><p><strong>PSA- Next week is a short workweek. <\/strong>You can expect to have a three-day weekend 7-9 October in observance of Armed Forces Day, which is on 6 October.<\/p><p><strong>A BIT FURTHER OUT- The first phase of the planned electric rail line between Salam City <\/strong><strong>and Tenth of Ramadan City<\/strong> will be inaugurated at the end of October, Prime Minister Mostafa Madbouly said in a <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/233013245535770\">cabinet statement<\/a>. Global holders of the company\u2019s USD bonds had reportedly not received an interest payment from the property giant by Thursday\u2019s deadline, people familiar with the matter told the <a href=\"https:\/\/www.wsj.com\/articles\/china-evergrande-bondholders-in-the-dark-about-83-5-million-in-interest-payments-11632453719?mod=hp_lead_pos1\">Wall Street Journal (paywall)<\/a>. Evergrande was supposed to pay USD 83.5 mn to investors on Thursday, but the company does have a 30-day grace period before bond holders can call a default.<\/p><p><strong>Meanwhile, it\u2019s EV unit (don\u2019t ask us why it has one) is saying that there is no certainty <\/strong><strong>that it can pay its debts <\/strong>and has \u201csuspended paying some of its operating expenses,\u201d China Evergrande New Energy Vehicle Group said in <a href=\"https:\/\/www1.hkexnews.hk\/listedco\/listconews\/sehk\/2021\/0924\/2021092401697.pdf\">a regulatory filing (pdf)<\/a> to the Hong Kong exchange on Friday.<\/p><p><strong>Evergrande\u2019s situation is made more precarious by <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cc48ca82-dcd0-49b1-b556-84367a62dc41\">reports<\/a><\/strong> <strong>that Beijing is reluctant to <\/strong><strong>bail it out,<\/strong> with the central government reportedly telling local officials to make preparations for a \u201cpossible storm\u201d and social unrest.<\/p><p><strong>Want the abridged Evergrande backstory? <\/strong><a href=\"https:\/\/twitter.com\/FabiusMercurius\/status\/1439218956779151361\">This Twitter thread<\/a> is a great place to start.<\/p><p><strong>#2- Crypto ban:<\/strong> The People\u2019s Bank of China has declared that all cryptocurrency transactions are illegal \u2014 and warned all of China\u2019s financial institutions and payment firms from processing all cryptos, including BTC, ether and tether. It is now illegal for overseas exchanges to provide services for residents in China through the internet, China\u2019s central bank said in a <a href=\"https:\/\/bit.ly\/2XRwbKc\">memo (Chinese)<\/a> on Friday.<\/p><p><strong>Crypto has fallen as a result<\/strong>, with the price of BTC falling more than 8% to just under USD 41,370 on Friday. BTC prices recovered slightly on Saturday, rising to USD 42,674.<\/p><p><strong>#3- Hostage diplomacy:<\/strong> Chinese authorities have released two Canadians detained more than three years ago in an apparent quid pro quo for the freeing of Huawei CFO Meng Wanzhou, who was allowed to return to China on Friday after spending years under house arrest on criminal fraud charges. The <a href=\"https:\/\/www.ft.com\/content\/8d6cabf1-2683-45e1-a67f-19dd531b305d\">Financial Times<\/a>, <a href=\"https:\/\/www.washingtonpost.com\/world\/2021\/09\/24\/canada-two-michaels-china-huawei\/\">Washington Post<\/a>, and <a href=\"https:\/\/www.wsj.com\/articles\/justice-department-reaches-deal-with-huawei-executive-11632494001\">Wall Street Journal<\/a> all have coverage.<\/p><p><strong>#4- More Chinese CEOs in the klink: <\/strong>China has \u201ckicked up its campaign to tame \u2026 debt-laden companies, as the authorities punished the corporate chiefs of two troubled companies,\u201d arresting the two top executives of the HNA group, \u201ca transportation and logistics conglomerate that bought up businesses around the world before quickly collapsing under heavy debts,\u201d the <a href=\"https:\/\/www.nytimes.com\/2021\/09\/24\/business\/china-hna-evergrande.html\">New York Times<\/a> writes.<\/p><hr class=\"grey-line\"><p><strong>IMF boss Georgieva denies faking China Doing Business rankings, blames ex World<\/strong> <strong>Bank head: <\/strong>Embattled IMF chief Kristalina Georgieva has denied pressuring staff to artificially improve China\u2019s ranking in the World Bank\u2019s 2018 Doing Business report, and has pointed the finger at the office of former World Bank head Jim Yong Kim. \u201cLet me be clear: the conclusions are wrong. I did not pressure anyone to alter any reports,\u201d Georgieva said on Friday, adding that she had blocked a proposal from a staffer in Kim\u2019s office to combine Hong Kong\u2019s data with China in the report, which would have given a huge boost to China\u2019s position. Egypt sold USD 1.125 bn worth of 6-year notes at a yield of 5.8%, USD 1.125 bn in 12-year notes at a yield of 7.3%, and USD 750 mn in 30-year bonds at 8.75%.<\/p>\n<p><strong>Final yields were cut by as much as 32.5 bps thanks to the strong demand<\/strong> among the 300 participating investors. Egypt had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cc48ca82-dcd0-49b1-b556-84367a62dc41\">offered<\/a> the 6-year bonds at a yield of 6.125%, while the 12- and 30-year bonds carried yields of 7.625% and 8.875%, respectively. Egypt last tapped international markets <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/94498ea7-0305-484a-9bac-6085ffdec1ca\">back in February<\/a> with a USD 3.75 bn in USD-denominated eurobond sale that was 4x oversubscribed.<\/p>\n<p><strong>But our yields and interest rates are still among the highest in the world: <\/strong>The emerging markets that are best prepared to manage the impact of the US Fed\u2019s stimulus tapering are those that are sitting on positive interest rates, \u201cand Egypt is at the forefront of that,\u201d with real interest rates at around 3%, Hasnain Malik, who heads equities research at Tellimer, told Bloomberg TV on Thursday (<a href=\"https:\/\/www.bloomberg.com\/news\/videos\/2021-09-23\/tellimer-s-malik-egypt-best-prepared-for-tapering-with-almost-3-real-interest-rate?sref=mmeFTDW1\">watch, runtime: 6:58<\/a>).<\/p>\n<p><strong>Advisers: <\/strong>HSBC, FAB, Citibank, Standard Chartered, and JP Morgan advised on the sale.<sup><\/sup><\/p>\n<p><strong>On your marks, get set, sell:<\/strong> Egypt has joined the growing list of emerging-market governments that have gone to the international debt markets in recent days wanting to capitalize on the low-rate environment before the US Federal Reserve and other central banks <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/43b8fb8c-adc9-4a5d-83c2-fba569faf89c\">begin to taper stimulus measures<\/a>. The past week alone saw governments and companies issue USD 36 bn in USD- and EUR-denominated debt after the previous 10 weeks saw only USD 90 bn raised, according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-09-23\/egypt-taps-international-bond-market-for-second-time-this-year?sref=mmeFTDW1\">Bloomberg<\/a>. \u201cSales from Indonesia, Turkey, Chile, Serbia and Hungary were all met with robust investor demand,\u201d it notes.<\/p>\n<p><strong>EMs that are not doing well? <\/strong>EMs with negative real interest rates will have the hardest time with the Fed\u2019s tapering, including places like Argentina, Nigeria and Poland, says Malik. Here in the region, Saudi Arabia is particularly vulnerable with a -4.7% real interest rate. Cheiron and Cairn are splitting ownership 50\/50, meaning that each will initially pay USD 323 mn.<\/p>\n<p><strong>The portfolio:<\/strong> The assets include 13 onshore concessions with proven and probable reserves amounting to some 113 mn barrels, and Shell\u2019s stake in Badr El-Din Petroleum (Bapetco) \u2014 a joint venture company established with the state-owned Egyptian General Petroleum Corporation. Cheiron will receive assets producing almost 40k barrels of oil equivalent per day on a working interest basis, while Cairn will add between 33-38k boe\/d of production to its portfolio.<\/p>\n<p><strong>Who does what:<\/strong> Under the acquisition Cheiron will operate the production and development concessions, while Cairn will be responsible for three of the exploration licenses. Bapetco will continue to manage the field activities. Cairn <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/eeffcac2-3c85-4025-94e7-ced938308837\">said earlier this month<\/a> that it intends to increase investment during the first half of 2022.<\/p>\n<p><strong>What\u2019s next for Shell? <\/strong>The company is refocusing its business in Egypt on its existing infrastructure position, the West Delta Deep Marine, and LNG joint-venture.<\/p>\n<p><strong>The Dutch oil giant has been wanting to offload its Western Desert assets since 2019<\/strong>, and was originally <a href=\"https:\/\/enterprise.press\/stories\/2019\/11\/17\/shell-taps-citi-to-manage-sale-of-its-onshore-upstream-assets-in-egypts-western-desert-6360\/\">looking to sell them for as much as USD 1 bn<\/a>. The last count put the number of vaccinated people in the country at 13 mn in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e7f8824b-e661-4ec0-a690-4a66ef91ecac\">mid-September<\/a>.<\/p>\n<p><strong>Vacsera\u2019s second covid vaccine production line will start operating within the coming <\/strong><strong>six weeks: <\/strong>The rollout will start as soon as Vacsera opens its second production line at its Agouza facility in the coming 5-6 weeks, which will double its daily production capacity to 1 mn doses.<\/p>\n<p><strong>MEANWHILE- Russia\u2019s one-shot \u2018Sputnik Light\u2019 approved by the EDA: <\/strong>The Egyptian Drug Authority (ED) has given the greenlight under emergency use authorization procedures to Russia\u2019s new one-dose Sputnik Light vaccine, Russia\u2019s sovereign wealth fund announced in a <a href=\"https:\/\/rdif.ru\/Eng_fullNews\/7109\/\">statement<\/a> on Friday. UK-based agency Discover Egypt said that it received a stop notice from Egyptian hotels and cruises for October 2022 due to being fully booked. \u201cWe have been getting stop notices from hotels and Nile cruises and not just for this October \u2014 I\u2019m more concerned about next October,\u201d the company\u2019s commercial director said. \u201cWe\u2019re coming across stop notices because all the other countries, except the UK and one or two others, are sending people to Egypt in full flow.\u201d<\/p>\n<p><strong>The British are booking up Egyptian hotels quickly after Egypt was <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8abe08a4-aa5a-4489-8dc8-2b8d41fb09bb\">taken off the UK\u2019s red list<\/a><\/strong> earlier this month, with some travel agencies recording a 200% spike in holiday bookings. Egypt had been placed on the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/49d984c1-3825-437c-b742-2fce3cf21689\">UK\u2019s red list since 8 June<\/a>, had deterred UK travellers from visiting Egypt due to the inconvenience and cost of a mandatory 10-day quarantine when reentering the UK. In a long read out this morning, the salmon-colored paper notes the rather abrupt turn towards more restrictive monetary policies by some central banks around the world. Facing higher inflation for longer than first thought, the Federal Reserve, Bank of England, and Norway\u2019s Norges Bank have all changed their tone towards the hawkish. Norway was the first country in the developed world to hike rates, the BOE indicated that it could hike rates before the year is out, while the Fed last week gave its strongest statement yet that will begin dialling back stimulus later in 2021.<\/p><p><strong>Yes, but\u2026<\/strong> Globally, the flow of super-cheap credit will continue into next year, even if some central banks begin to gradually raise rates, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-09-25\/tapering-doesn-t-mean-tightening-for-central-bank-money-printers?srnd=premium&amp;sref=mmeFTDW1\">Bloomberg<\/a> says. Many central banks have given no indication that they intend to ease off the gas just yet: the Bank of Japan, the People\u2019s Bank of China and the European Central Bank all remain hesitant to turn off the taps.
