The first week of November is shaping up to be particularly busy, with world politics driving the news agenda everywhere.<\/p><p><strong>HERE AT HOME, it\u2019s clear that inflation is going to continue biting. <\/strong>The specter of rising prices was a factor in the central bank\u2019s Thursday decision to leave interest rates unchanged, and we have news this morning that (a) natural gas prices to industry will rise amid spiraling global energy prices and (b) that the Supply Ministry is not just hiking the cost of subsidized cooking oil, but telegraphing that bread prices for ration card holders will also have to go up. We have all three stories in this morning\u2019s news well, below.<\/p><p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>IT\u2019S A BIG WEEK FOR our warming planet \u2014 and for our global leaders, <\/strong><strong>who get to confab in person<\/strong> \u2014 in many cases for the first time in two years.<\/p><p><strong>Climate change is the story of the week as politicians gather in Edinburgh <\/strong>starting tomorrow for the COP26 climate conference (<a href=\"https:\/\/ukcop26.org\/\">official website<\/a>). Host Boris Johnson has called on G20 nations to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-10-29\/u-k-s-johnson-warns-g-20-to-act-on-climate-before-it-s-too-late?sref=mmeFTDW1\">step up efforts to reduce emissions<\/a> before global warming becomes \u201capocalyptic.\u201d<\/p><p><strong>Wait, what\u2019s COP26 and why is it important? <\/strong>The two-week global climate summit is being billed as the most important COP event since the landmark COP21 when the Paris climate agreement was signed. <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8cfa8d82-a0f6-4f7a-8ab2-71c52e5f156d\">A devastating report<\/a> from the Intergovernmental Panel on Climate Change (IPCC) this year has reinforced the necessity for radical action to reduce global heating and has pushed it up the priority list of world leaders. Scientists now say that countries must halve CO2 emissions and reach net-zero by the middle of the century if we are to have any hope of limiting warming to 1.5\u00b0C. Whether a success or a failure, this month\u2019s summit will have a big say in whether we are able to course correct and meet these targets.<\/p><p><strong>President Abdel Fattah El-Sisi will be in the UK for COP26<\/strong> and is <a href=\"https:\/\/www.gov.uk\/government\/news\/pm-call-with-president-abdel-fattah-al-sisi-of-egypt-14-october-2021\">scheduled<\/a> to sit down with Boris on the sidelines of the summit.<\/p><p><strong>Leaders of the G20 countries are having a super-busy weekend. <\/strong>They gathered yesterday in Rome for their <a href=\"https:\/\/www.g20.org\/rome-summit.html\">first in-person summit in two years<\/a>, where they \u201cbroadly backed calls to <strong>extend debt relief for impoverished countries<\/strong> and <strong>pledged to vaccinate 70% <\/strong>of the world's population against COVID-19 by mid-2022\u201d \u2014 but appear to be<strong> struggling to reach an agreement on climate change<\/strong>, <a href=\"https:\/\/www.reuters.com\/business\/environment\/uks-johnson-warns-climate-recalls-fall-roman-empire-ahead-g20-summit-2021-10-30\/\">Reuters<\/a> reports. The Rome summit wraps today and most attendees are heading straight to Edinburgh from there.<\/p><p><strong>There are plenty of challenges to a climate pact \u2014 and two bis sticks in the mud. <\/strong>China, the world\u2019s largest emitter of greenhouse gases, declined to attend G20 in person, as did Russia. Xi Jinping and Vladimir Putin are also giving COP26 a pass. Xi\u2019s absence, in particular, makes it less likely we\u2019ll see a meaningful agreement to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-10-30\/negotiators-wrestling-on-climate-as-summit-starts-g-20-update?srnd=premium-middle-east&amp;sref=mmeFTDW1\">phase out coal<\/a> and up climate aid to developing nations.<\/p><p><strong>G20 leaders don\u2019t appear to have gone as far on debt relief as many would like <\/strong>(<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-10-28\/g-20-wrangles-over-how-to-save-debt-relief-plan-for-poor-nations?sref=mmeFTDW1\">including<\/a><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-10-28\/g-20-wrangles-over-how-to-save-debt-relief-plan-for-poor-nations?sref=mmeFTDW1\">the IMF<\/a>), but are officially on board with the OECD\u2019s <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f34a9779-b1eb-43e0-a25c-37b802366b89\">global minimum corporate tax<\/a> of 15%, the <a href=\"https:\/\/www.washingtonpost.com\/us-policy\/2021\/10\/30\/biden-g20-global-minimum-tax\/\">Washington Post<\/a> reports. Egypt was among the 136 countries to have approved the tax at the ministerial level. The leaders want to \u201censure that the new rules will come into effect at global level in 2023,\u201d according to the two-day summit\u2019s draft conclusions seen by <a href=\"https:\/\/www.reuters.com\/business\/g20-leaders-endorse-global-minimum-corporate-tax-deal-2023-start-2021-10-30\/\">Reuters<\/a>.<\/p><p><strong>ENERGY CRISIS- <\/strong><strong>Gas prices fell by as much as 20% in Europe<\/strong> after Russian President Vladimir Putin ordered state-run gas exporter Gazprom to begin filling up European storage facilities by 8 November, the <a href=\"https:\/\/www.ft.com\/content\/097438c1-c0c0-4e6b-993a-9c502f05cf83\">Financial Times<\/a> reports. <strong>But the gas crunch isn\u2019t over yet:<\/strong> Analysts and energy trading executives are still concerned about the looming winter energy crisis if Russia isn\u2019t forthcoming with additional gas supply in November. \u201cWe think the sell-off has probably been overdone as we\u2019re still quite sceptical that there will be a meaningful step-up in exports from Russia before the end of the year,\u201d the head of European gas at one energy consultancy firm told the FT.<\/p><p><strong>THE BIG STORIES ABROAD-<\/strong><\/p><p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a><strong> Are we about to see another Great Gulf Smackdown? <\/strong>Comments by a Lebanese minister about the Saudi-led war in Yemen have not gone down well in the GCC, with Saudi Arabia lashing out after Lebanese Information Minister George Kurdahi (yes, the former host of <a href=\"https:\/\/www.thenationalnews.com\/arts\/george-kordahi-on-hosting-the-arabic-version-of-who-wants-to-be-a-millionaire-1.65539\">Who Wants to be a Mn\u2019aire<\/a>) criticized the Saudi-led military campaign in Yemen. Saudi and <a href=\"https:\/\/www.mofa.gov.bh\/Default.aspx?tabid=8266&amp;language=ar-BH&amp;ItemId=18382\">Bahrain<\/a> have both expelled Lebanon\u2019s ambassadors and <a href=\"https:\/\/english.alarabiya.net\/News\/middle-east\/2021\/10\/30\/Kuwait-gives-Lebanese-Charge-D-Affaires-48-hours-to-leave-country\">Kuwait<\/a> has kicked out its charg\u00e9s d\u2019affaires. <a href=\"https:\/\/www.mofaic.gov.ae\/ar-ae\/mediahub\/news\/2021\/10\/30\/30-10-2021-uae-lebanon\">The UAE<\/a> has also withdrawn its diplomatic staff from Beirut.<\/p><p><strong>Saudi Arabia has also banned imports from Lebanon<\/strong>, heaping further pressure on the country\u2019s economy, which has cratered since the eruption of a severe financial and economic crisis in late 2019. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-10-30\/saudi-arabia-tells-lebanon-ambassador-to-leave-within-48-hours?srnd=premium-middle-east&amp;sref=mmeFTDW1\">Bloomberg<\/a>, <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/saudi-expels-lebanese-ambassador-bans-all-imports-lebanon-2021-10-29\/\">Reuters<\/a>, and the <a href=\"https:\/\/www.washingtonpost.com\/world\/middle_east\/saudi-arabia-lebanon-mbc-kordahi\/2021\/10\/29\/02853658-37e7-11ec-9662-399cfa75efee_story.html\">Washington Post<\/a> all have the story.<\/p><hr class=\"grey-line\"><p><strong>Facebook\u2019s Meta facelift: <\/strong>Mark Zuckerberg on Thursday announced the rebrand of the social media giant now known as Meta Platforms. id=\"tldr-story-01\"><\/a> <strong>The Central Bank of Egypt (CBE) left interest rates on hold for an <\/strong><strong>eighth <\/strong><strong>consecutive meeting <\/strong>on Thursday amid rising global inflation and expectations the US Federal Reserve will start tapering its stimulus program by the end of the year. The Monetary Policy Committee left overnight deposit and lending rates unchanged at 8.25% and 9.25%, respectively, while the main operation and discount rates are still at 8.75%, the central bank said in a <a href=\"https:\/\/ent.news\/2021\/10\/MPC-Press-release-October-28-2021.pdf\">statement (pdf)<\/a> following the meeting. The CBE cited a slow-down in global economic activity due to supply chain disruptions, as well as expectations that international financial conditions will remain accommodative in the medium term as among the factors motivating the rate hold.<\/p>\n<p><strong>The decision comes as no surprise:<\/strong> All 12 economists and analysts we surveyed in our <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2271d9e1-cc44-40f7-bed0-32614101fbb4\">regular interest rate poll<\/a> predicted the CBE would leave rates unchanged.<\/p>\n<p><strong>This means Egypt still offers one of the highest real interest rates in the world<\/strong>, which will be crucial in reducing volatility should US rates pick up or local inflation rise significantly in the coming months. \u201cWe believe Egyptian treasuries will remain attractive, underpinned by EGP stability and maintained real interest rates,\u201d Beltone Financial\u2019s Alia Mamdouh said in a research note following the meeting. \u201cAmong emerging markets with comparable yields, Egypt still stands out with a relatively less impacted economy from the repercussions of the covid-19 pandemic as it provides growth potential.\u201d<\/p>\n<p><strong>Portfolio flows have been a crucial source of hard currency for Egypt<\/strong> as its economy recovers from the covid pandemic. Foreign holdings have surged to a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/77f1fef1-7022-4da7-a44e-d3ae01256eac\">record USD 33 bn<\/a> this year, bolstering the country\u2019s balance of payments amid a plunge in tourism revenues.<\/p>\n<p><strong>Taper time is approaching:<\/strong> Fed officials <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/43b8fb8c-adc9-4a5d-83c2-fba569faf89c\">have said<\/a> that the central bank could begin unwinding its USD 120 bn a month bond-buying programme in November \u2014 and has signalled it will then begin increasing interest rates. Rising US rates could spell challenges for emerging markets as investors are tempted to sell-down riskier assets in favor of higher-yielding US treasuries.<\/p>\n<p><strong>The FinMin has sought to project confidence ahead of the taper<\/strong>, with Finance Minister Mohamed Maait <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/779807f6-c3ed-480f-a5e4-ce854f5b1e5f\">telling Bloomberg<\/a> last month that policymakers are closely monitoring the situation \u2014 and talking up Egypt\u2019s experience at handling EM volatility.<\/p>\n<p><strong>Inflation is also a concern for policymakers:<\/strong> Annual urban inflation reached <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9734c255-82fb-4ede-9084-de53f4dbb70d\">a 20-month high<\/a> in September of 6.6%, which the CBE attributed to an unfavourable base effect and accelerating food prices, which rose for the fifth consecutive month to 10.6%.<\/p>\n<p><strong>But the CBE isn\u2019t sounding the alarm bells:<\/strong> The CBE said that its current policy will see prices stabilize in the medium term, and is consistent with achieving its inflation target of 7% (+\/-2%) by 4Q2022.<\/p>\n<p><strong>Heightened inflation should be temporary<\/strong>, according to Capital Economics, which said that the urban rate will remain at its current level into early 2022 but could fall back below the lower bound of the central bank\u2019s target range by the middle of next year.<\/p>\n<p><strong>No rate cuts in the near term:<\/strong> Analysts also don\u2019t see much chance of the CBE resuming its easing cycle while global prices remain pressured. \u201cGiven the upside risk to inflation in the near term and the sizable CA deficit, we do not expect the central bank to relax its monetary policy stance in the short term,\u201d Renaissance Capital wrote in a recent note. Arqaam Capital\u2019s Noaman Khalid and Prime Holdings\u2019 Mona Bedeir both see the central bank holding rates until at least the beginning of 2022. \u201cEgypt\u2019s structurally-high financing needs at a time of growing risk of tightening global conditions will keep the monetary authorities cautious,\u201d Bedeir said in our pre-meeting poll. Gas prices for other industries will rise 5.6% to USD 4.75 \/ mmBtu.<\/p>\n<p><strong>The move more or less reverses pandemic-era cuts<\/strong> that <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1154689d-294f-4d45-95b4-84a76d67466c\">lowered natgas prices<\/a> for industrial producers to USD 4.5 \/ mmBtu in a bid to increase exports and help firms withstand the covid-19 crisis. Before the cuts, cement companies were paying USD 6.00 \/ mmBtu, while metallurgy and ceramic manufacturers were paying USD 5.50 \/ mmBtu.<\/p>\n<p><strong>The great gas rally:<\/strong> Global gas prices have surged this year amid rising post-lockdown demand in Asia and tightening supply. Prices in Europe and the UK have soared to record highs while Nymex futures have more than doubled to hit their highest levels since late 2008.<\/p>\n<p><strong>The saving grace? Bread is currently sold for EGP 0.05 per loaf but costs EGP 0.6-0.65 to produce.<\/p>\n<p><strong>Vegetable oil subsidies will be cut for the second time this year: <\/strong>From 1 November, the price of a liter of cooking oil will increase from EGP 21 to EGP 25 for ration card holders, while the 800 ml bottle will jump from EGP 17 to EGP 20, El Moselhy said.<\/p>\n<p><strong>Rising wheat costs this season are posing an increasing problem to importers<\/strong>, especially Egypt which is the world\u2019s largest importer of wheat. A convergence of factors, including reduced crop production in some of the world\u2019s biggest producers, higher shipping costs, and trade tariffs, have pushed up global prices to highs not seen for a decade.<\/p>\n<p><strong>Mixed signals:<\/strong> The spiralling prices are putting Egypt\u2019s public finances in a precarious position, according to Moselhy, who told Ala Mas\u2019ouleety last night that the country\u2019s budget deficit will widen and inflation will rise if subsidies are left unchanged (<a href=\"https:\/\/www.facebook.com\/watch\/?v=857093548340403\">watch, runtime: 9:09<\/a>). The development policy financing (DPF) loan will be used to support the private sector, increase transparency at state-owned enterprises and promote female participation in the workforce.<\/p>\n<p><strong>The project is geared towards bolstering the second phase of Egypt\u2019s economic reform program<\/strong>, which focuses on structural changes, the lender said. Hundreds of thousands took to the streets of Khartoum on Saturday to demand the restoration of the civilian government that was last week dissolved by armed forces leader General Abdel Fattah Al Burhan. At least 13 protesters were killed in confrontations with security officials over the course of last week.<\/p>\n<p><strong>Where next for Sudan\u2019s leadership?<\/strong> Al Burhan says he remains committed to Sudan\u2019s democratic transition including elections slated for 2023, and on Thursday suggested that ousted Prime Minister Abdalla Hamdok would be free to form a new cabinet of his choosing. Hamdok <a href=\"https:\/\/www.reuters.com\/world\/africa\/sudan-coup-leader-says-technocrat-will-lead-new-government-ousted-pm-could-2021-10-29\/\">said he would not negotiate<\/a> with the military until the coup is reversed.<\/p>\n<p><strong>International pressure isn\u2019t slowing down the string of arrests<\/strong>, with the Sudanese military arresting more coup opponents, journalists, and cabinet members to bring the total to 40 since the takeover <a href=\"https:\/\/enterprise.press\/afternoons\/enterprisepm-auc-mnhd-sudan-accidental-leadership-shakeup-issue\/\">on Monday<\/a>, according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-10-27\/sudan-coup-leaders-shrug-off-global-pressure-in-wave-of-arrests?srnd=premium-middle-east&sref=mmeFTDW1\">Bloomberg<\/a>.
