All 12 analysts <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2271d9e1-cc44-40f7-bed0-32614101fbb4\">polled by Enterprise<\/a> see policymakers leaving the benchmark rate at 8.25% to protect portfolio flows and hedge against inflation, which is expected to continue to pick up in the coming months due to rising food and energy prices.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>A \u201cthreatening letter\u201d found a seat on an EgyptAir flight heading to Moscow from Cairo <\/strong><strong>was deemed a hoax<\/strong> and an alternative flight was arranged yesterday, EgyptAir boss Amr Abou El Enein said in a conversation with MBC Masr\u2019s Sherif Amer (<a href=\"https:\/\/www.youtube.com\/watch?v=TiEJF0ssm4M\">watch, runtime: 5:56<\/a>). Crew members found the letter yesterday 20 minutes after takeoff, prompting pilots to turn back to the airport. Workers at the Military Production Ministry will be trained on how to operate and maintain the equipment, the ministry said in <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/257868486383579\">a separate statement<\/a>. The agreement comes after the three companies signed a memorandum of understanding (MoU) on parts production in July.<\/p>\n<p><strong>Key details are still TBA:<\/strong> The statement doesn\u2019t provide information on specific projects the consortium will undertake and doesn\u2019t disclose any contractual details. MPS executive chairman Bjorn Aeserod said that forming the consortium would allow it \u201cto competitively bid for development projects, maximize in-country content, and develop an in-house, world-class operating and maintenance capability,\u201d without elaborating.<\/p>\n<p><strong>Aquatech has experience in Egypt\u2019s water treatment industry<\/strong>, having implemented a number of local desalination and water reuse projects <a href=\"https:\/\/www.aquatech.com\/press-releases\/aquatech-awarded-thermal-desalination-and-industrial-water-reuse-projects-in-egypt\/\">stretching back to at least 2009<\/a>. The pro rata temporis calculation tax authorities here use, which ties the tax to the duration of a security rather than a certain date, isn\u2019t in line with what\u2019s used internationally, Chatterjee added, noting that legislative changes were passed recently to change this.<\/p>\n<p><strong>As near as we can figure\u2026 <\/strong>While Chatterjee didn\u2019t specify the changes, the House of Representatives greenlit a bill <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4a90c348-e89b-47d3-ad0f-c47a4c4dfbd1\">earlier this year<\/a> that will <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7151a586-b7e8-4766-93ff-a2d9865543ce\">exempt<\/a> from fees and taxes any capital gains made from trading government treasuries that were sold on international debt markets<em>. <\/em><\/p>\n<p><strong>Another hurdle is that \u201cthere is a lot of fear\u201d from local primary brokers<\/strong>, who are anxious about how a new method of calculation would impact pricing. \u201cIt is very typical that you stumble upon a stumbling block like this,\u201d Chatterjee noted. But \u201cit will be done\u201d as Euroclear is ironing out the issue with the government, he added.<\/p>\n<p><strong>Egypt <\/strong><strong><a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/20\/egypt-signs-agreement-with-euroclear\/\">signed an agreement<\/a><\/strong><strong> with Euroclear in late 2019.<\/strong> A Euroclear link will make EGP bonds more accessible to foreigners, who can currently only access the market through a handful of domestic banks. Progress on the agreement moved slowly, with the government having to meet a number of requirements set out by the clearinghouse, including <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7c31d5b0-7df8-4820-8d29-6d2de7a51ea0\">setting up a central securities depository<\/a> in addition to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/08d2d325-ed33-45ea-aed8-f22a00d47f86\">logistical and administrative<\/a> issues. The government was originally expecting to have wrapped up the process between September and November but according to statements made by Finance Minister Mohamed Maait <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/77f1fef1-7022-4da7-a44e-d3ae01256eac\">last month<\/a>, our debt may not become Euroclearable until 2022.<\/p>\n<p><strong>Chatterjee\u2019s comments came as Saudi also seeks to make its debt \u201cEuroclearable\u201d: <\/strong>Saudi Arabia\u2019s Securities Depository Center Company (Edaa) signed an agreement with the Belgium-based clearinghouse to pave the way for its local debt to be cleared in Europe, Euroclear said in <a href=\"https:\/\/www.euroclear.com\/newsandinsights\/en\/press\/2021\/2021-mr-26-euroclear-edaa-launch-link-in-saudi-arabia.html\">a statement<\/a>. The agreement will set up \u201ca fully Euroclearable link enabling international investors access to the local sukuk and bond markets,\u201d the statement said. The link is expected to launch next March. It will initially allow Saudi sovereign and quasi-sovereign debt to be cleared by the Belgium-based clearinghouse, with other asset classes planned for a later stage.<\/p>\n<p><strong>OTHER DEBT NEWS- Heliopolis Housing and Development is planning to issue an EGP <\/strong><strong>360 mn transfer of rights to fund its project to develop the <\/strong><strong>Heliopolis <\/strong><strong> neighborhood <\/strong>and set up a residential compound in the area, CEO Tamer Nasser said, according to <a href=\"https:\/\/alborsaanews.com\/2021\/10\/27\/1475834\">Al Borsa<\/a>. The company notified the regulator yesterday, according to the statement. <\/strong>Ahead of the <a href=\"https:\/\/ukcop26.org\/\">COP 26<\/a> climate conference in Glasgow next week, the Financial Times has put together a <strong><a href=\"https:\/\/www.ft.com\/content\/9dfb0201-ef77-4c05-93cd-1e277c7017cf\">neat searchable dashboard<\/a><\/strong> comparing the emissions and climate pledges of 193 countries, using data from <a href=\"https:\/\/www.climatewatchdata.org\/\">Climate Watch<\/a> and the International Energy Agency. Five countries \u2014 China, the US, India, Russia and Indonesia \u2014 together account for 50% of annual carbon dioxide emissions, with China alone contributing 23.9%, or 11.7 bn tons in 2018, according to the data.<\/p>\n<p><strong>Where does Egypt stand according to the FT? <\/strong>We came in 28th, contributing to 0.67% of annual carbon dioxide emissions, or 329.4 mn tons, in 2018. Despite the <a href=\"https:\/\/enterprise.press\/greeneconomys\/beyond-green-cement-else-egypts-construction-companies-reduce-pollution\/\">efforts made to reduce emissions<\/a>, we still rely on fossil fuels for 91% of our electricity production (<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/35b13775-ae29-416a-af3c-52088343b71c\">other estimates<\/a> put the percentage even higher). The US is now promising to cut net emissions by 50-52% from 2005 levels by 2030, but that will still leave it as the world\u2019s biggest emitter by capita. China, meanwhile, says it intends for carbon emissions to peak around 2030 and reach net-zero by 2060, though it is yet to make the target legally binding. Greenhouse gas concentrations <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fd9bd225-7176-47b6-8078-7bbcd78e462f\">hit an all time-high last year<\/a>: without action, at the end of the century emissions will likely be far in excess of the Paris Agreement targets of 1.5 to 2\u00b0C above pre-industrial levels.<\/p>\n<p><strong>Oil and gas multinationals are, predictably and rightful, in the hot seat: <\/strong>ExxonMobil, BP, Chevron and Shell executives will face a committee of US lawmakers on Thursday amid allegations by <a href=\"https:\/\/graphics.latimes.com\/exxon-arctic\/\">investigative reporters<\/a> that they knew their products were driving climate change decades ago but chose to downplay or deny it, <a href=\"https:\/\/www.axios.com\/oil-gas-ceo-hearing-climate-reckoning-a0749d42-8ead-4d08-a2b5-314a027c1d57.html?utm_source=newsletter&utm_medium=email&utm_campaign=newsletter_axiosam&stream=top\">Axios reports<\/a>. Speaking to us this week is Se\u00e1n O Regan (<a href=\"https:\/\/ie.linkedin.com\/in\/se%C3%A1n-o-regan-7971158\">LinkedIn<\/a>), the Irish Ambassador in Cairo.<strong> Edited excerpts from our conversation:<\/strong><\/p>\n<p><strong>I\u2019m Se\u00e1n O Regan<\/strong><strong> and I\u2019m the Irish Ambassador in Cairo. <\/strong>I\u2019ve been here for just over four years and it\u2019s my second ambassadorial posting. I\u2019ve also had postings in Finland, Turkey, China and Slovenia since working at the Department of Foreign Affairs. My background is in science, and I started my career in that field before returning to university to do an MBA and taking the civil service exam.<\/p>\n<p><strong>In many ways, my job is my hobby.<\/strong> I\u2019d always been interested in politics, but not electoral politics. And while this job has a little bit of everything, what interests me most is the political analysis \u2014 which is very much about understanding people and what motivates them. Someone once told me my job is to make friends for my country, which is so true \u2014 whether it\u2019s at the Foreign Ministry, in Chambers of Commerce, or in the arts.<\/p>\n<p><strong>Egypt and Ireland have a long history of converging policy objectives. <\/strong>Even before either country was independent, we sought to cooperate with the Egyptian delegation at the <a href=\"https:\/\/www.britannica.com\/event\/Treaty-of-Versailles-1919\">Treaty of Versailles<\/a> negotiations. And there was quite a lot of contact between the Irish and Egyptian independence movements. Nowadays, we work closely together on foreign policy issues like the Middle East peace process, and peacekeeping generally. We established our embassy here in the 1970s.<\/p>\n<p><strong>Our trade relationship with Egypt is good, but could be better.<\/strong> Most of the food that Ireland used to export here, like meat, has become too expensive \u2014 in part<sup><\/sup> as it\u2019s produced through sustainable agriculture \u2014 for many Egyptian consumers. We do export quite a lot of dairy products, though you might not see them on shelves as they\u2019re sold as commodities.<\/p>\n<p><strong>Now, much of our trade with Egypt consists of services.<\/strong> Virtually<sup><\/sup> all \u201cmade on the internet\u201d companies like Google and Facebook have their Europe or MENA headquarters in Ireland. Many Egyptians living in Ireland work for those companies. Likewise for pharma companies, and we\u2019ve got a very strong fintech sector \u2014 several Egyptian banks use Irish fintech products.<\/p>\n<p><strong>We\u2019re hoping that EgyptAir will launch a direct flight to Ireland in the not too distant future \u2014 <\/strong>which would also make a big difference to the trade relationship.<\/p>\n<p><strong>My working day typically starts around 8:30am, reading the papers<\/strong> <strong>\u2014 with Enterprise second on my list, after the Irish Times. <\/strong>Then it\u2019s the New York Times, the Economist, and various press summaries provided by the EU and other organizations. It generally takes me an hour to get through everything. I often hold meetings in the morning, and do my report reading and any writing in the afternoon.<\/p>\n<p><strong>Obviously, working lunches and dinners are a big part of this life, and tend to take place two or three times a week.<\/strong> It all sounds very social and glamorous \u2014 and a lot of it is \u2014 but of course it\u2019s work too.<\/p>\n<p><strong>We did work from home during the height of covid, but now we\u2019re pretty much full-time back in the office. <\/strong>Both have their challenges \u2014 especially when it comes to keeping people motivated during a really difficult period. I think that\u2019s something that all organizations, large and small, have faced. The next challenge will be making sure people continue to practice safe behavior back in the office.<\/p>\n<p><strong>Outside of work, I enjoy reading, walking, and watching good films.<\/strong> During the pandemic, I also started playing golf regularly. Reading is important to me, and I like fiction, though I probably read more biographies and political history. My other big love is rugby.<\/p>\n<p><strong>I love the serenity of the desert. <\/strong>There isn\u2019t necessarily one particular part I like more than any other. I just love it all. I also feel the same way about Siwa, which I\u2019ve visited several times.<\/p>\n<p><strong>I\u2019m currently reading several interesting books:<\/strong> My current fiction book is <a href=\"https:\/\/www.amazon.com\/Traveller-At-Gates-Wisdom\/dp\/0857526197\">\u201cA Traveller at the Gates of Wisdom\u201d<\/a> by John Boyne. My current non-fiction is <a href=\"https:\/\/www.amazon.co.uk\/Islamic-Enlightenment-Modern-Struggle-Between\/dp\/1847922414\">\u201cThe Islamic Enlightenment\u201d<\/a> by Chris de Bellaigue. My most recent Egyptian book was <a href=\"https:\/\/www.amazon.com\/Otared-Hoopoe-Fiction-Mohammad-Rabie\/dp\/9774167848\">\u201cOtared\u201d<\/a> by Mohammed Rabie.<\/p>\n<p><strong>A fascinating 1920 book called <\/strong><strong><a href=\"https:\/\/scholarship.rice.edu\/handle\/1911\/9188\">\u201cAn Egyptian in Ireland\u201d<\/a><\/strong><strong> gives some insights into the Ireland-Egypt relationship.<\/strong> It tells the story of a young man, Ibrahim Rashad, who went to Ireland to study economics. He wrote a wonderful book about the history of the Irish <a href=\"https:\/\/www.irishtimes.com\/culture\/books\/ireland-s-co-operative-revolution-building-a-rural-civilisation-1.3773382\">cooperative<\/a><sup><\/sup><a href=\"https:\/\/www.irishtimes.com\/culture\/books\/ireland-s-co-operative-revolution-building-a-rural-civilisation-1.3773382\"><\/a><a href=\"https:\/\/www.irishtimes.com\/culture\/books\/ireland-s-co-operative-revolution-building-a-rural-civilisation-1.3773382\">society<\/a><sup><\/sup><a href=\"https:\/\/www.irishtimes.com\/culture\/books\/ireland-s-co-operative-revolution-building-a-rural-civilisation-1.3773382\">movement<\/a>, arguing it was something Egypt should adopt in its own development.<\/p>\n<p><strong>People may be interested to know that Halloween is Irish, and holds an important place in Irish culture. <\/strong>The modern-day celebration of Halloween is derived from the <a href=\"https:\/\/www.britannica.com\/topic\/Samhain\">ancient holiday of Samhain<\/a>, which marked the transition from autumn to winter. Some call it the Celtic new year. Traditionally, it was a time when the veils separating past, present and future became thin, which people believed allowed them to commune with their ancestors and predict the future. The feast became associated with fortune telling and visiting. People carved <a href=\"https:\/\/www.museum.ie\/en-IE\/News\/Ghost-turnips,-pucas,-fortune-telling-and-evil-abd\">skulls<\/a><sup><\/sup><a href=\"https:\/\/www.museum.ie\/en-IE\/News\/Ghost-turnips,-pucas,-fortune-telling-and-evil-abd\">out of turnips<\/a> to frighten away roaming spirits, and keep their houses safe.<\/p>\n<p><strong>The history of Halloween is in some ways the history of the Irish diaspora.<\/strong> Irish emigrants took the holiday to the US, but some of the stuff Americans think of as Halloween doesn\u2019t resonate with us at all \u2014 particularly when it comes to the horror and gore.<\/p>\n<p><strong>In Ireland, our celebrations don\u2019t have the excesses of Hollywood but do retain all the mystery and fun. <\/strong>Starting last<sup><\/sup> Sunday and running until Halloween itself, there\u2019s a Halloween festival in Dublin, with events like ghostly tours of the city. Bram Stoker was Irish, so the Dracula story gets told a lot. We celebrate with traditional children\u2019s games, like bobbing for apples. We might also eat special food, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Barmbrack\">like barmbrack<\/a> \u2014 Irish fruit bread that traditionally has various objects baked in as part of a fortune-telling game. Dressing up is important \u2014 especially for children, who would traditionally perform a song or dance in exchange for sweets or an apple.<\/p>\n<p><strong>Will I be celebrating Halloween in Cairo? Of course.<\/strong> We have a Halloween celebration at the embassy every year. This year, we\u2019re undergoing some repairs \u2014 so for once I\u2019ll be going to someone else\u2019s party.<\/p>\n\n\t<\/div><!-- .entry-content -->\n\n\t\n<\/article><!-- #post-${ID} -->\n\n\n
