Good for AUC for choosing Dallal, a polymath and accomplished academic leader with wide regional experience. He becomes the <a href=\"https:\/\/www.npr.org\/2021\/06\/26\/1010521145\/ahmad-dallal-makes-history-at-the-american-university-in-cairo\">first Arab president<\/a> of the storied university. But this is also <strong>a reminder to us all that no Egyptian has ever held that role<\/strong>. It beggars the imagination that in more than 100 years, no Egyptian (by heritage or citizenship) has ever had the credentials to be named AUC\u2019s leader. Food for thought for AUC\u2019s board when Dallal retires or moves on after what we hope will be a very successful run leading an important national institution.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>SMART POLICY- A more accessible Cairo on the horizon: <\/strong>Officials are working on converting Cairo\u2019s main streets to improve accessibility for persons with disabilities, starting with 28 streets right here in the People\u2019s Democratic Republic of Maadi (which happens to be home to Enterprise World Headquarters), according to a Local Development Ministry <a href=\"https:\/\/bit.ly\/3vGENj9\">statement<\/a>. The statement did not detail whether the improvements would focus on accommodating persons with physical disabilities \u2014 such as widening sidewalks and installing ramps to make them more wheelchair friendly \u2014 or whether they might include other measures, such as <a href=\"https:\/\/www.wptv.com\/simplemost\/sidewalk-bumps\">tactile markings for the visually impaired<\/a>.<\/p>\n<p><strong>MORE GOOD NEWS- Mo Salah became the highest-scoring African player in the <\/strong><strong>Premier League\u2019s history<\/strong>, after overtaking Didier Drogba with a goal against Manchester United last night that was the opening salvo for a hat-trick (<a href=\"https:\/\/www.youtube.com\/watch?v=jzTpJyFWPN4\">watch, runtime: 1:29<\/a>). It\u2019s a mixed bag. <\/strong>The Financial Times\u2019 big read is a look at how \u201ctensions\u201d are rising over <a href=\"https:\/\/www.ft.com\/content\/79abe724-0e42-4933-8305-61524f24e1ae\">Saudi Arabia\u2019s flexing of its economic muscles<\/a> to strong-arm international companies into basing their regional HQs in the kingdom. fintech firm e-Finance could follow up last week\u2019s <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/23beb734-9f6f-4c55-9143-7c6935ecf804\">blockbuster IPO<\/a> on the EGX with several fresh listings, according <a href=\"https:\/\/bit.ly\/3m9nJ1X\">Al Mal<\/a>, which quotes Chairman Ibrahim Sarhan as having said the company is considering selling shares in two of its subsidiaries, <a href=\"https:\/\/khales.com\/about\/\">Khales<\/a> and <a href=\"https:\/\/www.ecards.com.eg\/\">e-Cards<\/a>. The company is preparing to split its digital payments subsidiary Khales into two companies, e-Hub and e-Retail, to qualify it for listing on the exchange, Al Mal quotes Sarhan as having added. Enterprise was unable to reach the company for comment by our deadline for dispatch. Al Mal also quotes Sarhan as saying the company could consider a dual listing at some point in the future.<\/p>\n<p><strong>The <\/strong><strong>story<\/strong><strong> comes a week after e-Finance raised EGP 5.8 bn (c.USD 370 mn) in its IPO on the EGX<\/strong>, making it the biggest listing in Egypt since Emaar Misr went public in 2015. The sale saw heavy demand from institutional and retail investors, potentially providing new momentum for further listings in the coming months.<\/p>\n<p><strong>The records for largest IPOs in Egypt<\/strong> are held by <strong>Telecom Egypt<\/strong>, which raised the equivalent of nearly USD 900 mn in 2005 and property developer <strong>TMG<\/strong>, which raked in nearly USD 850 mn when IPOed in 2007.)<\/p>\n<p><strong>A digital bank on the horizon? <\/strong>The company plans to apply for a digital banking license once the Central Bank of Egypt (CBE) issues the executive regulations of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ba363fe6-92d7-4584-a95d-ee5c9f124acb\">the Banking Act<\/a>, Sarhan said, describing a move into digital banking as one of the company\u2019s biggest ambitions. Local press reports claimed that the central bank would have the framework in place <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9adf670d-e5c4-4643-bd84-25d361e0c445\">by the end of 2021<\/a>.<\/p>\n<p><strong>And more detail on post-IPO expansion plans: <\/strong>Existing relationships in Libya, Iraq and Sudan will give e-Finance hints as to which markets to target in a planned expansion into Arab and African countries over the next 18 months, Sarhan said. Together, those projects are expected to add an annual production capacity of 6.2 mn tonnes of refined products, including gasoline and diesel, El Molla said on the sidelines of the <a href=\"https:\/\/www.saudigreeninitiative.org\/events\/middle-east-green-initiative-summit\/\">Saudi Green Initiative conference<\/a> in Riyadh. The plans come as part of the government\u2019s newfound policy of refining crude locally instead of importing refined products, the minister added, noting that Egypt is \u201cnot a big oil producer, but \u2026 [is] doing great in refined products.\u201d<\/p>\n<p>(You can thank, in good measure, <strong>Ahmed Heikal\u2019s Egyptian Refining Company <\/strong>for the improved local availability of refined product in recent times.)<\/p>\n<p><strong>A parallel plan involves capitalizing on the recent pick-up in LNG exports<\/strong>, with an eye to negotiate more long-term sales agreements to reduce the country\u2019s reliance on the spot market, El Molla said. Some 60% of LNG exports are currently made through long-term contracts and 40% on a spot basis, he added.<\/p>\n<p><strong>Egypt\u2019s <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5d58a836-bff9-4fc9-9db3-c2828087edec\">strategy to become a regional energy hub<\/a><\/strong><strong> is also pertinent due to Europe\u2019s ongoing <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/208f2a2c-c345-4387-9410-0da9df41555a\">energy crisis<\/a><\/strong> and the global shortage of natural gas. The resulting \u201cbig spike [in natgas prices] is exceptional and not sustainable,\u201d El-Molla said, but added that \u201call neighbors are looking at Egypt as a gas hub and as an outlet for their gas.\u201d<\/p>\n<p><strong>A new pipeline in the works:<\/strong> Egypt is considering connecting its gas grid to Israel through a new USD 200 mn onshore pipeline through North Sinai, Israel\u2019s energy minister <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/03e23113-0f26-4a12-8d78-f0704c819c51\">announced last week<\/a>. The pipeline could be operational within two years and is expected to boost exports by 3-5 bn cubic meters (bcm) annually, and could eventually boost supplies to Europe.<\/p>\n<p><strong>Egypt became a net exporter of natural gas and LNG in 2018 after the discovery of the supergiant Zohr gas field<\/strong> \u2014 the Mediterranean\u2019s largest \u2014 allowed us to <a href=\"https:\/\/enterprise.press\/stories\/2018\/09\/30\/egypt-ends-natural-gas-imports\/\">pull the plug<\/a> on imports. LNG exports also picked up steam after we brought the Damietta liquefied natural gas (LNG) plant online <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3613f080-5d75-4b85-af31-1b66fcda3204\">earlier in the year<\/a> following an eight-year hiatus. The covid-19 pandemic has exacerbated global challenges faced by countries looking to improve their post-secondary education, and showing the need to invest strategically in post-secondary education \u2014 for economic growth and to better prepare for the next systemic shock \u2014 the paper argues.<\/p>\n<p><strong>For Egypt, the issues highlighted by the paper are becoming more critical, thanks to our booming population \u2014<\/strong> set to balloon <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d563a4e3-6dac-4e99-84f7-c7f3e3e7a220\">to 192 mn by 2052<\/a> from an <a href=\"https:\/\/www.capmas.gov.eg\/?lang=2\">estimated 102 mn<\/a>. Egypt\u2019s post-secondary education enrollment <a href=\"https:\/\/data.worldbank.org\/indicator\/SE.TER.ENRR?locations=EG\">stood at 35.1%<\/a> in 2017, just below the 2017 MENA <a href=\"https:\/\/data.worldbank.org\/indicator\/SE.TER.ENRR?locations=EG\">average of 41.1%<\/a>.<\/p>\n<p><strong>Is Egypt\u2019s post-secondary education up to WB standards? <\/strong>The paper sets out a policy framework, focused on five principles, to boost systemic resilience. Today, we look at what Egypt\u2019s doing in the five areas it identifies as key.<\/p>\n<p><strong>1- Diversifying education systems:<\/strong> In tandem with supporting university programs (public and private) policymakers should be looking at strengthening education in areas including technical and vocational education, the report says.<\/p>\n<p><strong>Egypt\u2019s already making technical education a priority:<\/strong> The government <a href=\"https:\/\/enterprise.press\/blackboards\/what-are-technical-colleges-and-what-are-they-doing\/\">plans to launch<\/a> six new technical colleges in FY2021-2022, while CIRA\u2019s launching its private sector technical college in September 2023. As of <a href=\"https:\/\/enterprise.press\/blackboards\/higher-education-egypt-2014-vs-2021\/\">June 2021<\/a>, 36 private universities and tech institutions offered apprenticeship programs, up from 18 in 2014. And a local accreditation authority for technical learning, vocational schools and training programs was <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3078c7e6-eeae-48d6-acf3-163b6131cffa\">set up<\/a> last year.<\/p>\n<p><strong>2- Investment in new technologies:<\/strong> Covid-19 hastened the global adoption of new tech, but unequal access contributes to widening equity gaps for post-secondary students, the report notes.<\/p>\n<p><strong>This was already in the pipeline prior to covid:<\/strong> Pre-pandemic, the government was already trying to promote online learning, launching the <a href=\"https:\/\/www.ekb.eg\/\">Egyptian Knowledge Bank (EKB)<\/a> in 2014 to provide access to academic resources. When covid hit, the Higher Education Ministry was very forward-leaning in moving to online learning, <a href=\"https:\/\/enterprise.press\/blackboards\/usaids-support-egypts-education-sector-work-will-impacted-covid-19\/\">USAID said.<\/a><\/p>\n<p><strong>Covid boosted Egypt\u2019s use of online learning platforms, though its reliability was often questioned.<\/strong> Egypt\u2019s educational institutions <a href=\"https:\/\/enterprise.press\/blackboards\/year-review-part-1-education-proves-mettle-defensive-sector-face-covid\/\">upped their investment<\/a> in online learning platforms following March closures, which university students told us were reasonably effective when it came to content delivery and assignment setting. They did complain, however, that they <a href=\"https:\/\/enterprise.press\/blackboards\/will-egyptian-exodus-us-uk-universities-post-covid\/\">aren\u2019t sufficiently interactive<\/a> and make it difficult to check understanding with professors. Tech unreliability was <a href=\"https:\/\/enterprise.press\/blackboards\/university-students-satisfied-online-education\/\">frequently cited<\/a> as an impediment to learning, with some students saying online platforms could be too complicated or subject to disturbances. They did however like the flexibility of online learning and were generally in favor of online exams.<\/p>\n<p><strong>And may have helped accessibility:<\/strong> Some programs \u2014 like university <a href=\"https:\/\/enterprise.press\/blackboards\/career-centers-egypts-universities-need-resources-better-meet-demands-job-market\/\">career centers<\/a> \u2014 actually expanded their reach during the pandemic. And <a href=\"https:\/\/enterprise.press\/blackboards\/regulations-resources-egypt-need-push-towards-fully-online-degrees-successful\/\">education providers<\/a> were driven to look more closely at offering fully-online degrees.<\/p>\n<p><strong>3- Equity in access and financing:<\/strong> Tackling inequality in post-secondary education means addressing issues including socioeconomic, gender and disability divisions, levels of enrollment, and differences in labor market success, the report tells us.<\/p>\n<p><strong>Egypt\u2019s improving enrollment rates and geographic access: <\/strong>Some 3 mn students <a href=\"https:\/\/enterprise.press\/blackboards\/higher-education-egypt-2014-vs-2021\/\">are currently enrolled<\/a> in Egypt\u2019s higher education institutions, up 30.4% from 2.3 mn in 2014. People with disabilities face exclusion throughout Egypt\u2019s education system, reflected in <a href=\"https:\/\/enterprise.press\/blackboards\/egypt-risks-missing-economic-opportunities-inclusive-education\/\">low workplace participation<\/a>.<\/p>\n<p><strong>4- Efficiency in using resources:<\/strong> The report emphasizes the importance of not only having resources, but using them effectively. This could involve providing more targeted financing, better quality assurance and human resource management, the report tells us.<\/p>\n<p><strong>Egypt\u2019s been upping its education spending:<\/strong> The government was set to invest EGP 424 bn (c.USD 26 bn) in education and scientific research in FY2020-2021, and reportedly spent EGP 90 bn on higher education alone, <a href=\"https:\/\/enterprise.press\/blackboards\/can-egypts-internationalization-strategy-persuade-egyptians-study-home\/\">we reported<\/a>. The FY2021-2022 budget will see total spending on education alone reach EGP 388.1 bn, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ac20ef00-8aed-4e5b-9885-0e407c2ee8ee\">an increase<\/a> from previous years.<\/p>\n<p><strong>And working to pool and distribute its resources: <\/strong>Egypt\u2019s allocating more resources to outlying governorates, with new private and non-profit universities opening across the country. The government <a href=\"https:\/\/enterprise.press\/blackboards\/private-universities-finding-expansion-outside-cairo-easier-k-12-schools\/\">reportedly plans<\/a> to build 14 private non-profit universities in different locations within two years. And the push to get new technical colleges and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3078c7e6-eeae-48d6-acf3-163b6131cffa\">vocational schools<\/a> off the ground has had <a href=\"https:\/\/enterprise.press\/blackboards\/what-are-technical-colleges-and-what-are-they-doing\/\">private sector buy-in<\/a>.<\/p>\n<p><strong>5- Resilience in service delivery:<\/strong> Covid-19 has shown the post-secondary education system needs strengthening to better withstand shocks, the paper argues. With tuition fees also rising, and <a href=\"https:\/\/enterprise.press\/blackboards\/egypts-lending-landscape-makes-borrowing-difficult-option-university-tuition-fees\/\">loans a challenge<\/a>, overall higher education financing appears increasingly less sustainable.
