And <a href=\"https:\/\/www.reuters.com\/business\/energy\/exclusive-china-looks-lock-us-lng-energy-crunch-raises-concerns-sources-2021-10-15\/\">Reuters<\/a> has an exclusive that suggests <strong>China is looking to lock in US supplies of natural gas<\/strong> for the long term as the energy crisis bites in the world\u2019s most populous country.<\/p>\n<p><strong>MEANWHILE- You no longer have to wear a mask in public places in Saudi Arabia<\/strong> as the kingdom starts easing today a number of covid restrictions, the <a href=\"https:\/\/www.spa.gov.sa\/viewstory.php?lang=ar&newsid=2295648\">Saudi Press Agency<\/a> announced. The decision included a lifting of restrictions on the visitor capacity for holy sites in Mecca and Medina. The state will also allow restaurants, public transport, and cinemas to operate at full capacity across the country. Caps on attendance at weddings and other events have also been removed. The easing of restrictions apply only to individuals who have been double vaccinated.<\/p>\n<p><strong>The US is finally opening up for vaccinated travellers: <\/strong>Starting November 8, fully vaccinated international travelers will be able to visit the US, White House Spokesperson Kevin Munoz <a href=\"https:\/\/twitter.com\/KMunoz46\/status\/1448994395957641241?s=20\">confirmed<\/a> on Friday following a Reuters <a href=\"https:\/\/www.reuters.com\/world\/us\/exclusive-us-partly-lift-international-travel-curbs-nov-8-official-2021-10-15\/\">report<\/a>. Fully-vaccinated travelers will be allowed to visit the US from 26 Schengen countries as well as Britain, Ireland, China, India, South Africa, Iran and Brazil. The White House had announced <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/914a40cb-ac49-43f8-9b46-cb90bdcfca6f\">in September<\/a> that the US would lift its travel ban on visitors from 33 countries, without specifying when. <strong>Egypt did not make the list. <\/strong><\/p>\n<p><strong>British MP killed in terror attack: <\/strong>Conservative MP David Amess <a href=\"https:\/\/www.nytimes.com\/2021\/10\/15\/world\/europe\/conservative-mp-david-amess-stabbing.html\">was stabbed to death<\/a> in a church on Friday, where he was meeting with constituents. With a post-pandemic pickup in road, freight and aviation activity, oil demand looks set to outpace supply by up to 1 mn barrels per day in the fourth quarter, despite monthly supply increases OPEC+ producers. of USD 8.6 bn in the previous fiscal year, when the early days of the covid-19 pandemic wiped out tourism and slowed global trade. \u201cThis improvement proved the ability of the Egyptian economy to quickly recover from the crises that hit the global economy,\u201d the central bank <a href=\"https:\/\/ent.news\/2021\/10\/Press-Release-Balance-of-Payments-Performance-in-FY-2020-2021.pdf\">said in a statement (pdf)<\/a> released over the weekend that enclosed the figures.<\/p>\n<p><strong>What\u2019s the balance of payments? <\/strong>You can think of it as the delta between all of the money that comes into the country thanks to things that bring in money (tourism, exports, Suez Canal revenues, FDI, remittances, etc) and the money we send outside the country (largely thanks to imports of everything from food to fuel).<\/p>\n<p><strong>Our<\/strong><strong> current account deficit widened by USD 7.2 bn in <\/strong><strong>the state fiscal year ending 30 June <\/strong><strong>2021<\/strong>, closing FY 2020-2021 at USD 18.4 bn compared with USD 11.2 bn the previous year, a fact the CBE attributed to a \u201cnoticeable drop in tourism revenues\u201d thanks to the impact of the pandemic on tourism. (Diving a bit deeper, we think the current account deficit actually shrank from USD 5.7 bn in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/69b5fd04-ec7b-4ebb-b3c5-8276b5ef7a5d\">3Q2020-21<\/a>, likely on the back of rising remittances and portfolio investments.)<\/p>\n<p><strong>Our biggest gainer was remittances, <\/strong>which rose by 13.2% y-o-y in FY 2020-2021 to USD 31.4 bn, up from USD 27.8 bn the previous fiscal year. Inflows rose almost 30% to USD 8.1 bn in 4Q, up from USD 6.2 bn in the same period last year, the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/508c54b6-673f-4f8b-9d30-841219cc42c2\">CBE noted last month<\/a>.<\/p>\n<p><strong>Thank you, carry traders:<\/strong> Portfolio investments also turned positive this year, recording a net inflow of USD 18.7 bn this year, compared to a net outflow of USD 7.3 bn in the FY2019-20. Egypt\u2019s high real interest rates have kept it as one of the most attractive emerging markets destinations for the carry trade, as the CBE kept interest rates on hold for the past <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/751fae4a-b5b0-4438-9f03-71c964e0f473\">seven MPC meetings<\/a>. We\u2019ll have to wait until 28 October to see if <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9734c255-82fb-4ede-9084-de53f4dbb70d\">last month\u2019s spike in inflation<\/a>, coupled with the chance of a Fed tapering, will drive it to buck the trend.<\/p>\n<p><strong>And despite supply chain disruptions, global port lockdowns (not to mention a ship which will not be named) Suez Canal revenues saw a slight rise of 1.7%<\/strong>, to USD 5.9 bn, up from USD 5.8 the year before.<\/p>\n<p><strong>Trade deficit widened last fiscalyear: <\/strong>The non-oil trade deficit widened to USD 42.1 bn, from USD 36 bn in FY2019-2020, a 16.7% increase due to non-oil imports rising 15.2% y-o-y to record USD 62.1 bn from USD 53.9 bn.<\/p>\n<p><strong>Foreign direct investment for the year also dipped 30% y-o-y to USD 5.2 bn<\/strong> from USD 7.5 bn, which the statement attributed to continued blowback from the pandemic.<\/p>\n<p><strong>It was not a good year for tourism: <\/strong>Tourism revenues dropped by half during the fiscal year to record USD 4.9 bn, down from USD 9.9 bn during FY2019-2020, mainly due to the impact lockdowns and travel restrictions (thanks red list). That said, tourism is <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f489ef1b-59fa-4096-a0e8-6fe8638608b6\">en route to recovery<\/a>, with arrivals averaging 400k people per month \u2014 a near 40% increase in monthly average figures prior to the pandemic. This is only expected to get better as a number of nations lift these travel restrictions, including the UK, which took us off the red list <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8abe08a4-aa5a-4489-8dc8-2b8d41fb09bb\">last month<\/a>. The facility will be built, operated and majority-owned by Scatec, which will have a long-term off-take agreement with Fertiglobe\u2019s subsidiary EBIC. Construction of the plant is expected to begin next year and the facility should come online by 2024.<\/p>\n<p><strong>What is Egypt doing with green hydrogen so far? <\/strong>President Abdel Fattah El Sisi <a href=\"https:\/\/www.facebook.com\/Egy.Pres.Spokesman\/posts\/353347579487310\">issued a directive<\/a> to establish Egypt\u2019s green hydrogen strategy in July, with an eye towards launching an initial phase of projects that could be worth USD 3-4 bn, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fe7a15bc-d122-4bdd-9aab-2af8f4f37393\">according to previous statements by the Electricity Ministry<\/a>. Several private sector players, including Siemens, Belgium\u2019s DEME Group and South Korea\u2019s Hyundai Rotem already signed in August to work with the government on feasibility studies. Globeleq, a subsidiary of the UK government\u2019s development finance arm CDC Group, will provide ARC with asset management services and oversee the operation and maintenance contractor Gila Al Tawakol. Speaking at the inauguration of new social housing projects, El Sisi said the slow pace at which government data has been digitized has led to large-scale misallocation of welfare subsidies, meaning ration cards sometimes make it into the wrong hands. \u201cI even have a [ration] card under my name in Minya that\u2019s in use,\u201d El Sisi said (<a href=\"https:\/\/www.youtube.com\/watch?v=-PqFUHjmUjc\">watch, runtime: 5:48<\/a>). <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-10-16\/egyptian-president-calls-for-revamp-of-costly-subsidy-system?sref=mmeFTDW1\">Bloomberg<\/a> also took note of the story.<\/p>\n<p><strong>This phenomenon has for years given rise to those that we here at Enterprise have fondly refer to as Kramers<\/strong> (our in-house term for subsidy moochers or fraudulent beneficiaries of the subsidy system). Supply Minister Ali El Moselhy <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4e447f2f-3454-4ce6-a0df-7bf35225e0e6\">said last year<\/a> that the government has barred at least 10 mn alleged welfare cheats from receiving subsidies, bringing down the number of subsidy recipients to 70 mn from 80 mn, and saving the state coffers some EGP 5 bn.<\/p>\n<p><strong>Efforts to more accurately assess subsidy eligibility made the news back in 2018<\/strong>, when the ministry said it planned to use a wider basket of data points to determine who deserves to be on the subsidy rolls. <a href=\"https:\/\/enterprise.press\/stories\/2018\/11\/26\/own-a-modern-car-or-have-a-big-mobile-phone-bill-no-subsidies-for-you\/\">At the time<\/a>, the amended standards made ineligible citizens who pay EGP 1.2 or more per month on electricity, spend more than EGP 500 per month on mobile phone bills, pay for more than one mobile phone line, or own a \u201cmodern car.\u201d<\/p>\n<p><strong>However, authorities last June expanded ration card eligibility<\/strong>, giving individuals earning less than EGP 2.4k a month the right to hold the cards after having limited the monthly salary cap to EGP 1.5k. The changes were in keeping with the recent bump in basic salaries for public sector workers to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2e7f82a2-3966-456d-964e-aa822efc3046\">EGP 2.4k from EGP 2k<\/a>, which effectively raised the nation\u2019s poverty line.<\/p>\n<p><strong>We also noted last year that the government added 1 mn newborns on the cards<\/strong>, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/06af623e-b520-46e1-96f2-67b75db4eacb\">from an existing backlog of requests to add 6-7 mn others<\/a>. In his statements yesterday, El Sisi identified rapid population growth as the main reason behind Egypt\u2019s inflated ration card system.<\/p>\n<p><strong>This isn\u2019t the only thing in store: <\/strong>The president\u2019s calls for a more digitized ration card scheme follows calls he made <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6e8805a2-911d-4ef7-8313-0f9ccacf70fd\">earlier this year<\/a> to revise a parallel bread subsidies scheme.<\/p>\n<p><strong>Could the Cash Subsidies Act save the day? <\/strong>The bill, which has been in the works since right before the pandemic hit in early 2020, was expected to govern a new system of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f0983c2e-38a3-448a-8d89-0e80bdc7260d\">direct money transfers<\/a> instead of the current setup of in-kind subsidies using ration cards. It was sent to the House of Representatives <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/07\/government-to-send-cash-subsidies-act-to-parliament-next-week-4\/\">back in July 2019<\/a>, but has been in limbo since. The shelved agreement would have been key to Hassan Allam Utilities\u2019 expansion into transportation. Back <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/87cd18b5-f1ca-4e94-9556-be003f2311c5\">in March<\/a>, Egytrans had accepted an offer submitted by HA Utilities to acquire a controlling stake in the company via a share swap that would have seen Egytrans acquire 100% of HA Utilities BV in exchange for HAUH acquiring a 65% stake in Egytrans. HA Utilities BV <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bb8ca3a4-751d-45f5-b14d-b884824f2fb9\">had been valued<\/a> at EGP 721.5 mn in a fair value assessment by Grant Thornton, while Egytrans\u2019 shares were set at EGP 12.90 apiece, bringing its total value to EGP 414 mn.<\/p>\n<p><strong>It\u2019s unclear how the transaction subsequently fell apart, but Egytrans has had more than <\/strong><strong>one suitor: <\/strong>After opening talks with HAUH, Egytrans appeared to have attracted interest from Paradigm Logistics as well, but the potential Paradigm transaction <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/413a77fd-4a8c-4d18-ab0f-0584abca51bc\">fell through in May<\/a>. Paradigm was willing to pay EGP 460 mn \u2014 which was higher than the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bb8ca3a4-751d-45f5-b14d-b884824f2fb9\">EGP 414 mn HAUH had initially offered<\/a> \u2014 but the Financial Regulatory Authority (FRA) stepped in and broke up the party. Paradigm had proposed to swap its 72% stake in shipping company Ostool, in exchange for new shares in EgyTrans, but the FRA said the offer had no grounds since Paradigm apparently never completed its purchase of stake in Ostool and was still paying it off. Other jabs that have landed recently include 5.4 mn doses of Sinopharm and Sinovac from China in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b0a25186-b88c-4823-9af1-6203bb43f4c6\">late September<\/a>.<\/p>\n<p><strong>Egypt will have 70 mn doses of various covid-19 vaccines available by the end of<\/strong> <strong>October<\/strong>, Health Minister Hala Zayed said during a meeting with Egypt\u2019s governors yesterday, according to a cabinet <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/250434343793660\">statement<\/a>. Egypt currently has some 60.5 mn doses, the minister said, without specifying whether the remaining 9.5 mn doses would arrive from abroad, or would be locally produced.<\/p>\n<p><strong>Some 17-18 mn Egyptians have received jabs so far<\/strong>, Presidential Health Advisor Mohamed Awad Tag El Din said on the airwaves (<a href=\"https:\/\/youtu.be\/2IrjT_Gweck?t=279\">watch, runtime: 7:23<\/a>). The target is to raise the figure to 40 mn by the end of the year, Tag El Din said.<\/p>\n<p><strong>Travel vaccine certificates are about to get more expensive: <\/strong>The Health Ministry has decided to raise the cost of obtaining a QR-coded vaccine certificate for travel at all vaccination centers, according to a circular seen by <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=16102021&id=f74bfe75-a010-4231-bd54-392e84bf7480\">Al Shorouk<\/a>. Certificates for Egyptians and foreign residents travelling for tourism will now cost EGP 1k, while those travelling for work or study will have to pay EGP 250, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e1e34ad9-6773-466f-8299-8ae3246409f6\">up from the previous EGP 100<\/a> that had been mandated for Egyptians travelling for any purpose. Non-Egyptians traveling for reasons other than tourism will have to pay USD 25, up from a previous USD 10. Egyptians wishing to obtain a barcoded vaccination certificate for internal use will have to cough up EGP 100.<\/p>\n<p><strong>The Health Ministry <\/strong><strong><a href=\"https:\/\/www.facebook.com\/photo?fbid=184660220511867&set=a.113299807647909\">reported<\/a><\/strong> <strong>874 new covid-19 infections yesterday<\/strong>, up from 869 the day before. Egypt has now disclosed a total of 317,585 confirmed cases of covid-19.
