Ministers are also looking into the possible setup of a body that will \u201csupervise and manage\u201d the companies of which the state retains ownership.<\/p><p><strong>What\u2019s the economic group? <\/strong>Members include the PM \u2014 who heads the committee \u2014 as well as the ministers of planning, finance and public enterprises and a number of key direct reports, among them our friends Vice Minister of Finance Ahmed Kouchouk and top Planning Minister advisor Nada Massoud as well as and GAFI boss Mohamed Abdelwahab.<\/p><p><strong>The statement should be good news for capital markets<\/strong>, as ministers nodded to the privatization of state assets through both sale to strategics and via offerings on the EGX. Sales through IPO have proven compelling for investors this year in Egypt (e-Finance) as well as in Saudi and UAE. There\u2019s sufficient hunger for new paper on the EGX that we see little room for state offerings to \u201ccrowd out\u201d private-sector companies looking to offer shares. <strong>Abu Auf, Macro Group and Ebtikar <\/strong>are all on deck right now eyeing sales as early as 2022, and others have suggested recently they\u2019re keeping an eye on market conditions.<\/p><p><strong>IN THE SAME VEIN- <\/strong>Lawmakers in the House gave approval yesterday to a bill that would make it easier for the private sector to bid for public infrastructure projects in a range of industries. Changes to the PPP Act passed by the House yesterday explicitly allow public entities to partner with private companies on transport, energy, communications and healthcare projects, and introduce new mechanisms to simplify the process.<\/p>\n<p><strong>What does the bill entail? <\/strong>Companies are now allowed to submit unsolicited proposals and negotiate directly with public sector entities for contracts, circumventing the traditional competitive bidding process, according to a House committee report containing a <a href=\"https:\/\/ent.news\/2021\/11\/PPP-Act-changes-Nov-2021.pdf\">draft of the law (pdf)<\/a>. The use of PPPs will be expanded to include everything from designing and financing to operations and maintenance, while a previous requirement that was known to slow down the time it takes for the government to enter into contracts has been scrapped. PPP projects will also be made part of the Planning Ministry\u2019s development strategy, while changes will be made to rules governing the post-project engagement period to ensure higher quality standards.<\/p>\n<p><strong>Why is this important?<\/strong> Mobilizing private sector investment through PPPs could go a long way to helping Egypt close its huge infrastructure funding gap, which the World Bank has estimated sits at <a href=\"https:\/\/enterprise.press\/stories\/2018\/12\/12\/egypt-faces-usd-230-bn-investment-gap-in-infrastructure-and-most-of-it-is-in-transportation\/\">around USD 230 bn<\/a>. It would also help address the notion that the state\u2019s growing involvement in the economy, especially through mega-projects, is crowding out parts of the private sector.<\/p>\n<p><strong>BACKGROUND- <\/strong>Passed in 2010, the legislation sought to put in place a regulatory framework to attract more private investment into government projects. Within a year of passing, the government awarded Orascom Construction and Spanish firm Fomento de Construcciones y Contratas a USD 475 mn contract to build <a href=\"https:\/\/ppi.worldbank.org\/en\/snapshots\/project\/New-Cairo-Wastewater-Treatment-Plant-5627\">the New Cairo wastewater treatment plant<\/a>.<\/p>\n<p><strong>But since then the model hasn\u2019t caught on in a big way<\/strong>, with few large-scale projects being tendered through PPPs in recent years. The site would be merged with freelance job site <a href=\"https:\/\/www.freelanceyard.com\">Freelance Yard<\/a> to create a platform that provides employment services to young people across a range of industries.<\/p>\n<p><strong>This marks the <\/strong><strong><a href=\"https:\/\/www.menabytes.com\/career180-seed\/\">second investment<\/a><\/strong><strong> by Nahdet Misr Publishing\u2019s VC arm in the startup,<\/strong> bringing its total investments to date to USD 300k. EdVentures invested an initial USD 100k in the business back in 2019.<\/p>\n<p><strong>The new platform is set to launch in two months<\/strong>, and will involve providing job seekers with qualifications through live courses that provide them with badges upon completion, and supporting them through training throughout their application process, co-founder Shorouk Alaa El Din told Enterprise. The startup plans to provide training to up to 1 mn people, and connect 300k users with jobs, according to the press release.<\/p>\n<p><strong>A platform for freelancers:<\/strong> The merger with Freelance Yard, which was already a partner working in collaboration with Career 180, will allow the startup to venture into freelance work and contracting, rather than full-time gigs alone, explained Shorouk. Legal proceedings for the merger are currently underway, she confirmed.<\/p>\n<p><strong>What does Career 180 do?<\/strong> The online platform allows users to connect with career experts in virtual one-to-one sessions, and provides them with resources like career counselling videos to help equip them with skills for the job market. The startup also hosts various workshops, training programs, and the annual Egypt Career Summit.<\/p>\n<p><strong>This marks EdVentures\u2019 fourth investment this year<\/strong>, by our count. Last week, the company announced it had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9d08fdcd-daed-4b3e-89f3-fcdc0f60cae7\">invested<\/a> USD 400k in OTO Courses. Earlier in the year, it made a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8f46c0ba-e156-4496-98d4-3b68fa0e60b7\">USD 160k investment in edtech platform iSchool<\/a>, and another a six-figure investment in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7734113b-6240-4571-8c5e-d522fd827cdd\">book summary platform Akhdar<\/a>. We can expect at least one more edtech investment round from the investor before the end of the year, EdVentures\u2019 General Manager Maged Harby told us, saying the average ticket size for remaining investments will range between USD 100k-300k.<\/p>\n<hr class=\"grey-line\">\n<p><strong>ALSO IN EDTECH-<\/strong> <strong><a href=\"https:\/\/tyro-app.com\/\">Tyro<\/a><\/strong> <strong>is acquiring crowdsourced educational content platform <\/strong><strong><a href=\"https:\/\/www.nafham.com\/\">Nafham<\/a><\/strong><strong>, <\/strong>the company announced in a <a href=\"https:\/\/ent.news\/2021\/11\/Press-Release-Tyro-Nafham-Acquisition-to-Extend-User-Base-and-Tech-Capabilities.pdf\">press release (pdf)<\/a>. href=\"https:\/\/magnitt.com\/research\/2021-emerging-venture-markets-report-50737\">Less than USD 1.5 bn<\/a><sup><\/sup> was invested in MENAPT startups through the whole of 2020.<\/p>\n<p><strong>Fintech + e-commerce continue to dominate:<\/strong> Investments grew 10% m-o-m compared to September, with the bulk of the funding going to companies in the fintech and e-commerce sectors.<\/p>\n<p><strong>Healthcare + transport and logistics also hot:<\/strong> Of the big five sectors, only healthcare and transport saw a y-o-y increase in transaction number during the month, growing by 50% and 300% respectively, according to the report.<\/p>\n<p><strong>The biggest transaction of the month came in the agriculture sector:<\/strong> Emirati agritech firm Pure Harvest <a href=\"https:\/\/www.wamda.com\/2021\/10\/pure-harvest-raises-64-5-million-koreas-imm-investment-enters-jv-plantfarm\">raised USD 64.5 mn<\/a> from a Korean investment firm at the end of October, accounting for almost half of the funding raised by all MENAPT startups during the month.<\/p>\n<p><strong>November seems to be continuing the trend<\/strong>, with Egyptian startups <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cbb47824-e06f-4681-b071-23b218f03bcb\">Rabbit<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/085710b0-3a7a-4cde-a273-471da81720b0\">Breadfast<\/a> both closing multi-mn USD rounds.<\/p>\n<p><strong>A pipeline still backed up from 2020:<\/strong> Magnitt a slowdown in investment activity last year thanks to the pandemic. That said, 2020 was also a good year for MENA startups, with capital inflows climbing <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/09eec7b1-9fe6-4114-8d35-93ebc46527aa\">to USD 1 bn in 2020<\/a>, up from <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/063a8471-0aaa-4116-b9c8-5d7b120d64aa\">USD 700 mn<\/a> the year before, despite the economic damage and market volatility caused by the pandemic.<\/p>\n<p><strong>Egyptian startups <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/39a79643-d62d-4e57-b59e-19d1050a83a2\">landed<\/a><\/strong><strong> some <\/strong><strong>26% of VC funding deployed to MENA in 1H2021<\/strong>, with a total of USD 194 mn pouring into startups in the country, a 30% year-on-year increase from the same period in 2020.<\/p>\n<hr class=\"grey-line\">\n<p><strong>PAYMENTS NEWS- E-payments app <\/strong><strong><a href=\"https:\/\/kiweapp.com\/\">Kiwe<\/a><\/strong><strong> closed its first investment round<\/strong>, led by <a href=\"https:\/\/www.dfinholding.com\/\">Digital Finance<\/a><a href=\"https:\/\/www.dfinholding.com\/\"><\/a><a href=\"https:\/\/www.dfinholding.com\/\">Holding<\/a> (DFin), with participation from our friends from EFG Hermes, Marakez and other angel investors, according to a <a href=\"https:\/\/ent.news\/2021\/11\/English-_-PR.pdf\">press release (pdf)<\/a>. The value of the round was undisclosed.<\/p>\n<p><strong>Kiwe will use the investment to expand its platform<\/strong>, CEO and co-founder of the startup Fatma Khalifa told Enterprise. The platform provides money pooling, transfer, and payment features that can be used across their portfolio of merchants, which include F&B players, retail and furniture stores, and social commerce platforms, she said.<\/p>\n<hr class=\"grey-line\">\n<p><strong>ALSO-<\/strong> <strong>MNT-Halan has successfully rolled out its Neuron<\/strong><strong> banking software<\/strong>, which will enable it to scale up and handle mns of customers transacting in multiple currencies, the company announced in a <a href=\"https:\/\/www.businesswire.com\/news\/home\/20211115005632\/en\/\">press release<\/a>. Revenues rose 31% y-o-y during the quarter to EGP 448.3 mn.<\/p>\n<p><strong>On a nine-month basis, Fawry\u2019s net income is nevertheless up 25%<\/strong> over the same period last year at EGP 149.4 mn on revenues of EGP 1.2 bn (+33%).<\/p>\n<p><strong>Banking + microfinance segments underpin revenue growth:<\/strong> The strong performance was driven by the company\u2019s banking segment, which saw revenues more than double to EGP 118.3 mn in 3Q. Its microfinance services also performed well, bringing in EGP 35.6 mn, up almost 90% from 3Q2020.<\/p>\n<p><strong>Why the dip in the bottom line in 3Q?<\/strong> Fawry\u2019s bottom line remains \u201csolid\u201d despite <strong>\u201caggressive spending\u201d on <\/strong><strong>marketing and human resources<\/strong>, it said in the release, noting that its gross and EBITDA margins improved significantly during 3Q2021 compared to the same period last year.<\/p>\n<p><strong>Fawry is getting into the BNPL game<\/strong><strong>:<\/strong> The company\u2019s buy now pay later platform, Fawry Consumer Finance, will launch next year and will \u201cstrengthen Fawry\u2019s growing presence in the financial services space\u201d and \u201cdrive further business at our acceptance segment,\u201d CEO Ashraf Sabry said. <strong>The Central Bank of Egypt has also approved the company\u2019s myFawry card<\/strong>, which it hopes to launch before the end of the year, he said. The service allows consumers to deposit and withdraw funds from anywhere across the country and it is expected to fuel the use of P2P and payout services, yielding new revenue streams for Fawry, Sabry added.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Elsewedy Electric\u2019s net income fell 14% y-o-y to EGP 703.9 mn in 3Q2021<\/strong>, according to the company\u2019s <a href=\"https:\/\/ent.news\/2021\/11\/El-Sewedy-3Q21-Earnings-Release-E-Final.pdf\">earnings release (pdf)<\/a>. Revenues for the quarter came in at EGP 14.9 bn, up 31% y-o-y. The company booked EGP 2.3 bn in net income in 9M2021, up 32% y-o-y, while net revenues for the nine-month period came in at EGP 40.9 bn, up 30%.<\/p>\n<p><strong>Wires + turnkey projects drive top line growth:<\/strong> The company\u2019s quarterly performance was underpinned by its wires and cables segment, whose sales grew 57% to EGP 7.4 bn. Revenues rose 34% y-o-y to EGP 8.3 bn during the quarter. GB Auto reported a 39% y-o-y increase in 9M2021 revenues on the back of \u201coverall improved demand,\u201d with net income for the period soaring 60% y-o-y to EGP 1 bn.<\/p>\n<p><strong>In detail:<\/strong> Revenues from the auto and auto-related segment grew 35% y-o-y to EGP 6.5 bn in 3Q2021, \u201cdriven primarily by healthy demand and increasing consumer purchasing power,\u201d the company said. Despite rising sales, the segment\u2019s bottom line dipped 21% y-o-y to EGP 185.6 mn which the company attributed to the \u201chigh base effect of capital gains in the comparable period.\u201d GB Capital delivered 26% y-o-y revenue growth to EGP 2.1 bn, while net income inched up 4.4% y-o-y to EGP 146.3 mn.<\/p>\n<p><strong>Looking forward:<\/strong> GB Auto also sees strong demand in the auto sector continuing to drive its performance through the end of the year and \u201coffset the impacts of anticipated supply chain disruptions,\u201d said CEO Nader Ghabbour. The company plans to continue expanding its fintech product offerings through GB Capital to capitalize on Egypt\u2019s \u201cthriving\u201d fintech market, he said. Revenues for the quarter grew 34% to EGP 314.7 mn, buoyed by sales growth across all of Rameda\u2019s segments. Net income in the first nine months of the year rose 56% to EGP 107.1 mn on revenues of EGP 852.5 mn, up 27% from the same period in 2020.<\/p>\n<p><strong>What\u2019s driving growth? <\/strong>Private sales accounted for more than two-thirds of the company\u2019s overall revenues, rising 26% to hit EGP 587.2 mn on the back of heightened demand for antivirals and antibiotics as well as the continued normalization of the market post-covid. News last week that US inflation reached a 30-year high in October has increased pressure on the Federal Reserve to tighten policy, an act that would raise costs for investors borrowing greenbacks and push them out of the carry trade. \u201cSharply higher-than-expected inflation readings in the U.S. and China will play havoc with the narrative that inflation pressures are transitory,\u201d said one EM strategist. \u201cThis bodes badly for EM carry trades in the near term as it reduces the relative yield gap.\u201d<\/p><p><strong>The Fed is struggling to control the narrative<\/strong>: In an interview with <a href=\"https:\/\/www.cnbc.com\/2021\/11\/15\/mohamed-el-erian-says-fed-is-losing-credibility-over-its-inflation-narrative.html\">CNBC<\/a> yesterday Mohamed El Erian suggested that the Fed\u2019s doubling down on its short-term inflation theory risks undermining US monetary policy. \u201cI think the Fed is losing credibility,\u201d the famed economist and Allianz chief economic advisor said during the Adipec energy expo in Dubai \u201cI\u2019ve argued that it is really important to reestablish a credible voice on inflation and this has massive institutional, political and social implications.\u201d<\/p><p><strong>Egypt is better positioned than most<\/strong>, and thanks to its benchmark rate remaining at 8.25% it still enjoys one of the highest real rates in the world even as inflation has ticked up in recent months. <strong>The ins and outs of <\/strong><strong>DFI-backed <\/strong><strong>green finance in Egypt:<\/strong> Interest in green finance is continuing to grow in Egypt, in part thanks to a number of programs that have been established and supported by foreign financial institutions. Multilateral lenders such as the European Bank for Reconstruction and Development (EBRD) have offered new lending programs to channel finance into green projects, enabling Egyptian private sector businesses to raise capital through a new avenue. Enterprise went down the food chain to talk to the parties involved, from the EBRD\u2019s independent consultants and the local banks which are doing the on-lending, to the private-sector firms which are receiving the finance.<\/p>\n<p><strong>The EBRD first introduced green finance to Egypt in 2014 <\/strong>through a pilot program that saw the National Bank of Egypt (NBE) receive a <a href=\"https:\/\/ebrdgeff.com\/egyptseff-awards-11-projects-on-successful-completion\/\">USD 30 mn loan<\/a> to on-lend to SMEs and large businesses committed to energy efficiency or power generation from renewables. The pilot was quickly followed by a larger program under the EBRD\u2019s regional <a href=\"https:\/\/enterprise.press\/greeneconomys\/whats-green-economy-financing-facility-geff-work\/\">Green Economy Financing Facility (GEFF)<\/a>, which lent out EUR 140 mn to four partner banks: QNB Alahli, NBK Egypt, Alexbank, and Arab African International Bank.<\/p>\n<p><strong>The GEFF program has since been fully allocated, but its success has driven the EBRD <\/strong><strong>to launch more programs in the past two years: <\/strong>In 2020, the EBRD launched an EUR 70 mn program titled <a href=\"https:\/\/ebrdgeff.com\/egypt-gvc\/the-programme\/the-facility\/\">Green Value Chain<\/a> (GVC) which was extended to QNB AlAhli. In 2020 and 2021, the NBE received two green loans from the EBRD <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b581a1c9-94c2-46c6-9923-b024ec358949\">totalling USD 200 mn<\/a>. The EBRD recently launched <a href=\"https:\/\/www.ebrd.com\/cs\/Satellite?c=Content&cid=1395292420949&pagename=EBRD%2FContent%2FContentLayout&rendermode=live%3Fsrch-pg\">GEFF II<\/a>, with QNB AlAhli so far snagged <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/423f1344-221d-4e65-a804-9a833daeb9a1\">USD 50 mn<\/a> and NBK receiving a USD 25 mn loan from the total EUR 150 mn earmarked for the program.<\/p>\n<p><strong>This brings the tally of EBRD\u2019s green finance contributions to Egypt to over USD 650 <\/strong><strong>mn<\/strong>, Ashraf Zeitoun, GVC\u2019s Team Leader and GEFF technical advisor, told Enterprise. Zeitoun works with <a href=\"https:\/\/www.stantec.com\/en\">Stantec<\/a>, an independent consultant that oversees the day-to-day operations of several of the EBRD\u2019s green programs in Egypt.<\/p>\n<p><strong>How it works:<\/strong> The EBRD provides loans to banks that are then on-lent to private sector companies on a per project basis. The loans to the private sector are offered at a reduced interest rate of 5-8% if they are in EGP and eligible for the CBE\u2019s SMEs and Industrial Sector initiatives. Loans in a foreign currency also have a competitive rate, Zeitoun told us. In many cases, projects can also receive a 10-15% cashback grant. These incentives are used to help businesses shoulder the initial cost of shifting towards greener technologies, he said.<\/p>\n<p><strong>What kind of projects do they cover?<\/strong> Everything from sustainable energy technologies, climate mitigation and adaptation tech, sustainable irrigation, water desalination, sustainable land management, and recycling, Zeitoun said. Eligible projects need to ensure reduction in resource consumption or greenhouse gas emissions by at least 20%, or use renewable energy resources instead, he added.<\/p>\n<p><strong><a href=\"https:\/\/www.solarizegypt.com\/\">SolarizEgypt<\/a><\/strong><strong> is one of the companies that has benefitted from the programs:<\/strong> The solar energy company has received around EGP 290 mn in green financing from GEFF through QNB, which it used to implement eight projects that produce 47 MW of solar energy, founder and managing director Yasseen Abdelghaffar told Enterprise. The duration of the loans they have received ranged from 8-12 years. Their first project was a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b72287fb-18e6-4dce-8d0d-82f0a205545f\">1 MW PV system for Coca Cola Egypt<\/a>, which made SolarizEgypt the first independent power producer to sell electricity to another private company in Egypt. The venture proved successful, and soon the company implemented similar projects for five more of Coca Cola\u2019s local facilities, supplied with a total of EGP 150 mn from green financing facilities. The solar company has also received EGP 70 mn to create a PV system for Arabian Cement as well as another EGP 70 mn to convert 30% of El Gouna\u2019s energy consumption to solar. The company\u2019s technology offers a 10-15% reduction in energy bills compared to what firms would pay to the government, Abdelghaffar explained.<\/p>\n<p><strong>Waste-to-energy startup <\/strong><strong><a href=\"https:\/\/www.bioenergyegy.com\/en\">Bio Energy<\/a><\/strong><strong> also received financing<\/strong>: The company initially borrowed EGP 2 mn to create a waste management plant in Minya, and followed that up with an EGP 27 mn loan to build the second phase of the Minya project, as well as new plants in Giza and Alexandria, founder and CEO Mahmoud Galal told Enterprise. As an SME, Bio Energy received the loan at a 5% interest rate, to be paid over a duration of 4-5 years, giving the Gala an alternative to selling equity and losing ownership, he explained.<\/p>\n<p><strong>For both SolarizEgypt and Bio Energy, projects they implemented were given <\/strong><strong>cashback grants of varying amounts.<\/strong> To be eligible for the grant, companies have to go through a more stringent requirement system before beginning work, Abdelghaffar said. Once a project is completed, GEFF sends a consultant to verify that it meets specifications, and the grant is received within a few months.<\/p>\n<p><strong>How much demand is there for green loans? <\/strong>Zeitoun says demand is growing, but economic stress caused by the pandemic means the market isn\u2019t reaching its potential. \u201cSince it\u2019s a loan in the end, it is impacted by the macroeconomic situation and the lending environment is worse than it was before the pandemic,\u201d he explained. Many companies have been hesitant to make large capex investments, but there is a slow but steady return to pre-pandemic demand for smaller investments, he added.<\/p>\n<p><strong>On the private-sector side, the largest demand still comes from commercial and industrial companies<\/strong>, but there\u2019s also been an increase from F&B and textile firms, as well as agribusinesses, especially with the program\u2019 increased focus on SMEs, Zeitoun said.<\/p>\n<p><strong>What\u2019s next for green finance in Egypt? <\/strong>While he can\u2019t speak on behalf of the bank, Zeitoun tells us that once demand and need is shown, EBRD typically launches several phases of green credit lines. His hunch seems to be playing out, as Banque Misr is <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ed9dfc6e-cb0e-447f-b22e-44d2bdef5f58\">currently in line<\/a> to receive a USD 100 mn facility from the EBRD to finance local SMEs working on green projects. As energy prices increase and the cost of green technology decreases, more companies will opt for these initiatives to stay competitive, Abdelghaffar believes. Meanwhile, Galal pointed to Egypt <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7f448a03-0764-4c16-a6b8-f08b9a5643e9\">hosting next year\u2019s COP27<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fc62c317-f2f7-4543-88a3-fa75725b6c0a\">CIB\u2019s green bond issuance<\/a> as indicators that the government is pushing a more
