day.<\/p><p><strong>It\u2019s day two of the first \u201cstrategic dialogue\u201d between Egypt and the United States in more <\/strong><strong>than half a decade. <\/strong><strong>The sea change in bilateral ties since the early days of the Biden administration <\/strong>was on clear display yesterday as Foreign Minister Sameh Shoukry and Secretary of State Antony Blinken addressed reporters at the start of talks in DC.<\/p><p><strong>How it started:<\/strong> US President Joe Biden talked up human rights on the campaign trail, raising concerns about close ties Egypt enjoyed under Trump and vowing there would be \u201c<a href=\"https:\/\/twitter.com\/joebiden\/status\/1282419453939113989?lang=en\">no more blank checks<\/a>\u201d for Cairo. <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/33093009-4f4b-46c2-a8f1-7fe527137b12\">Blinken<\/a> had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/33093009-4f4b-46c2-a8f1-7fe527137b12\">been critical<\/a> about Egypt\u2019s human rights record and Biden officials <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6decddaf-1e4f-4574-9773-6c8ea237eab6\">signaled during the transition<\/a> that the US could <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6decddaf-1e4f-4574-9773-6c8ea237eab6\">cut military aid<\/a>. Two former State Department officials turned members of Congress then formed an \u201c<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6dee0cdf-25fd-4148-bacb-92020f938cf1\">Egypt Human Rights Committee<\/a>\u201d on the anniversary of the 25 January Revolution. (Yes, we know, incoming administration \u2260 House of Reps, but still\u2026)<\/p><p><strong>How it\u2019s going: <\/strong>In warm remarks yesterday, Blinken referred to Shoukry as a \u201cfriend\u201d and emphasized that the foreign minister\u2019s visit to DC was a homecoming of sorts \u2014 a nod to Shoukry\u2019s time as our ambassador to Washington. Blinken talked up our countries\u2019 \u201c100-year relationship\u201d and suggested we\u2019d be seeing more talks in the future. The first strategic dialogue in six years means the meetings are happening \u201ctoo far apart given how many common interests and challenges\u201d the two countries have and \u201c<strong>we\u2019re going to get it back on a regular cadence<\/strong>,\u201d Blinken promised.<\/p><p><strong>What changed? <\/strong>Egypt stepped in to broker a ceasefire between the Israelis and Palestinians (<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/941e66cf-2daa-410d-8719-54b16e278fab\">getting a visit from Blinken in return<\/a>, but no overt backing of our stance on GERD), is working with the US on critical regional security issues including Libya, is playing ball on Iran, and has signalled that it\u2019s taking US human rights concerns seriously after <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e770dbbc-0d53-45a7-b108-7b6258603033\">DC withheld a token amount of military aid<\/a>.<\/p><p><strong>We have chapter and verse on day one in the news well, below<\/strong> and expect to wrap up our coverage in tomorrow\u2019s edition of EnterpriseAM once day two wraps today.<\/p><p><strong>ALSO TODAY- <\/strong><strong><a href=\"https:\/\/trans-mea.com\/\">TransMea 2021<\/a><\/strong><strong> and the 2021 <\/strong><strong><a href=\"https:\/\/cairoict.com\/\">Cairo ICT<\/a><\/strong><strong> exhibition both enter their <\/strong><strong>penultimate day today<\/strong> at the Egypt International Exhibition Center. We have more on agreements signed on the second day of the transport conference in this morning\u2019s Speed Round, below, and <strong>we\u2019ll take a deep dive into the details in tomorrow\u2019s edition of Hardhat<\/strong>, our weekly publication on infrastructure in Egypt.<\/p><hr class=\"grey-line\"><p><a id=\"tldr-story-05\" class=\"content-anchor\"><\/a> <strong>Nafeza looks like it's having growing pains: <\/strong>The Cairo Chamber of Commerce\u2019s Customs Committee will hold an urgent meeting today with the Customs Authority to discuss issues importers are facing with the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e9e2f68a-8c99-4750-b736-cbcdd6f65839\">Advance Cargo Information (ACI)<\/a> system, according to <a href=\"https:\/\/bit.ly\/305dFOS\">Al Mal<\/a>. The newspaper gives few details about what technical problems importers are encountering, but suggests that businesses bringing goods through Nuweiba port have been unable to access their ACIDs \u2014 a unique number needed to file the documentation needed for clearance \u2014 leading the authority to exempt them from having to do this for one week.<\/p><p><strong>ACI has been up and running since the beginning of October<\/strong>, with more than 24k importers registered on Nafeza, and nearly 53k foreign exporters signing up on CargoX, which allows shippers to Egypt to upload shipping documents, as of two weeks ago. Struggling developer Kaisa is <a href=\"https:\/\/www.ft.com\/content\/20c222b5-9cbd-40ad-a2e5-f4125403c01a#post-3660f0ec-50ce-4391-9198-0baf34ac80db\">asking investors for more \u201ctime and patience\u201d<\/a> on the same day that <strong>the Fed\u2019s closely watched <\/strong><strong><a href=\"https:\/\/www.federalreserve.gov\/publications\/files\/financial-stability-report-20211108.pdf\">semi-annual report (pdf)<\/a><\/strong> signalled that a real estate meltdown in China could \u201cstrain global financial markets through a deterioration of risk sentiment, pose risks to global economic growth, and affect the United States.\u201d<\/p><p><strong>CLOSER TO HOME- The US and the African Union think there\u2019s a narrow window in <\/strong><strong>Ethiopia <\/strong>in which to try to broker a negotiated solution. The AU said yesterday <a href=\"https:\/\/twitter.com\/auc_paps\">on Twitter<\/a> that it was holding talks on the situation as Tigrayan rebels <a href=\"https:\/\/www.cnbc.com\/2021\/11\/08\/as-rebels-advance-ethiopia-braces-for-all-out-war.html\">march on Addis Ababa<\/a>. The AU\u2019s Olusegun Obasanjo has <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-11-08\/time-s-running-out-to-end-ethiopia-war-african-union-envoy-says?sref=mmeFTDW1\">recently met<\/a> with Ethiopian PM Abiy Ahmed and Tigray People\u2019s Liberation Front leader Debretsion Gebremichael. Washington reportedly believes there\u2019s a <a href=\"https:\/\/www.reuters.com\/world\/africa\/us-envoy-returns-ethiopia-meet-african-union-conflict-2021-11-08\/\">narrow chance of a negotiated settlement<\/a> \u2014 diplomatic-speak for \u201c<strong>don\u2019t hold your breath<\/strong>.\u201d<\/p><p><strong>SIGN OF THE TIMES- The Fed isn\u2019t wrong to be concerned about the flood of retail <\/strong><strong>investors into meme stocks and other equities. <\/strong>Wall Street stocks \u201c<a href=\"https:\/\/www.ft.com\/content\/395a9460-8699-43b9-a126-91722a0f9cae\">completed their longest run of closing highs since 1997<\/a>\u201d yesterday \u2014 the same day that <strong><a href=\"https:\/\/www.wsj.com\/articles\/robinhood-hack-exposes-millions-of-customer-names-email-addresses-11636408263?mod=hp_lead_pos4\">trading app Robinhood exposed mns of customer names and emails addresses in a massive hack<\/a><\/strong>, the company <a href=\"https:\/\/blog.robinhood.com\/news\/2021\/11\/8\/data-security-incident\">said in a blog post<\/a>.<\/p><hr class=\"grey-line\"><p><strong>UPDATE- BP is not among the energy companies bidding to establish hydrogen <\/strong><strong>plants in Egypt.<\/strong> BP has not placed a bid, a company representative told us, denying a report published in the Arabic-language website <a href=\"https:\/\/bit.ly\/3H6JIiq\">Attaqa<\/a> that we took note of yesterday. The closing deadline for bids is unknown.<\/p>\n<p><strong>ADP isn\u2019t the only UAE-based company that has its sights set on the contract<\/strong>: A consortium led by Dubai\u2019s <a href=\"https:\/\/dpworld.ae\/\">DP World<\/a> has been eyeing the tender <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5a0b7073-b559-415e-9174-cc4a583db2ab\">since February<\/a>. Other potential bidders include a consortium led by <a href=\"http:\/\/www.cimc.com\/en\/\">China International Marine Containers (CIMC) Group<\/a>, and another comprising Elsewedy Electric and DB Schenker, among others.<\/p>\n<p><strong>The Safaga port: <\/strong>Its new cargo terminal was one of nine proposed PPP infrastructure projects that were given preliminary <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/65e8b72c-aa5c-4929-89aa-baa9e4a8319f\">approval by the cabinet<\/a> in June but we\u2019re still waiting for the ministers to give the final go-ahead.<\/p>\n<p><strong>This would be the company\u2019s first venture into Egypt:<\/strong> ADP\u2019s port and logistics operations remain largely focused on the UAE and the company hasn\u2019t acquired a large global footprint like its country rival DP World, which operates terminals in 40 countries around the world.<\/p>\n<p><strong>One of those countries is Egypt:<\/strong> DP World has invested USD 1.6 bn in Egypt, most recently <a href=\"https:\/\/enterprise.press\/stories\/2019\/11\/20\/egypts-usd-520-mn-ain-sokhna-port-expansion-to-be-complete-by-2q2020-6749\/\">committing more than USD 500 mn<\/a> to expanding the Ain Sokhna seaport. The unnamed investors are reportedly waiting for the Financial Regulatory Authority to release the regulations governing SPACs, which could be ready <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/01ff5ec8-6224-4431-8796-fcb03e034f26\">before the end of November<\/a>. Some pharma companies are also considering registering blank-check firms that could allow them to list on the bourse, the newspaper says, citing unnamed sources. The agreement, signed during the TransMea transport conference yesterday, will see the French company provide 55 new subway trains to Cairo\u2019s oldest underground line. Alstom will also supply spare parts and provide maintenance for eight years.<\/p>\n<p><strong>The work will be funded by the French government<\/strong> and is part of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e568b923-fc79-474a-86c5-3642cde47c98\">a raft of financing agreements<\/a> signed by French Finance Minister Bruno Le Maire in June that will see Paris <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/548e9c5f-fc70-4553-8e5f-edc63e2721e3\">lend EUR 2.8 bn<\/a> for the development of metro lines 1 and 6. Prices could still be increasing as Russia\u2019s state export tax is expected to rise again this week to reach USD 69.9 a tonne.<\/p>\n<p><strong>A sharp 180\u00b0 turn:<\/strong> Just two weeks before its re-entry into the market, Egypt cancelled a tender due to high prices \u2014 the fourth time it has done so this year.<\/p>\n<p><strong>GASC\u2019s tenders are delivering the highest prices in at least five years<\/strong> as a multitude of factors \u2014 among them low crop yields, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-11-01\/top-fertilizer-producer-sees-massive-price-surge-continuing?sref=mmeFTDW1\">higher fertilizer prices<\/a> and trade tariffs \u2014 cause global prices to rise to <a href=\"https:\/\/www.bbc.com\/news\/business-59172665\">10-year highs<\/a>. The private sector education outfit\u2019s revenues were up 28% y-o-y to EGP 1.4 bn, building on a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/13afc926-acf9-441b-8cd6-09b23b928419\">strong showing the year before<\/a>, when revenues jumped 54% to cross the EGP 1 bn mark for the first time despite the pandemic.<\/p>\n<p><strong>Top-line growth was driven by increased enrollment <\/strong>after CIRA opened three new faculties at Badr University in Cairo, leading to a 52% y-o-y bump in revenues for the company\u2019s higher-ed sector. Its K-12 segment saw a 5% increase in revenues, also on the back of increased enrollment, though school revenues were held back by a drop in bus fees and construction income amid a pandemic-induced dip. CIRA now caters to almost 45K students across its educational institutions, achieving its five-year enrollment target a year early, CEO Mohamed El Kalla said.<\/p>\n<p><strong>Looking ahead: CIRA will be launching its flagship <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cb0dd3e2-cae7-4785-9eca-ab407af9472a\">Badr University in Assiut<\/a><\/strong><strong> by February 2022<\/strong>, according to the release. The company is also aiming to launch two of its <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7e96b7df-52b0-4367-896f-cddb3faefacb\">large-scale education investments<\/a> by 2023: Egypt\u2019s first private tech university, <a href=\"https:\/\/enterprise.press\/blackboards\/what-are-technical-colleges-and-what-are-they-doing\/\">Cairo Saxony University<\/a>, in partnership with Al Ahly Capital, and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/70e4da61-f321-4186-a485-64aff2143837\">New Damietta University<\/a> in partnership with Elsewedy<strong>.<\/strong><\/p>\n<p><strong>On new ESG requirements: <\/strong>CIRA has tapped a new lead for ESG reporting, the statement reads. A lot more than a COP26 agreement, <\/strong><strong>that\u2019s for sure: <\/strong>Several agreements <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/17f4feb1-0f1a-483e-8515-a4aea2f91682\">signed last week<\/a> by Egypt and <a href=\"https:\/\/ukcop26.org\/end-of-coal-in-sight-at-cop26\/\">at least 22<\/a><a href=\"https:\/\/ukcop26.org\/end-of-coal-in-sight-at-cop26\/\">other countries<\/a> and organizations at the ongoing COP26 summit in Glasgow could be the first targeted attempt at large-scale phasing out of coal-fired power plants and scrapping funding for ongoing coal projects.<\/p>\n<p><strong>How likely is it that the agreement will have an impact on the domestic use of coal?<\/strong> <strong>The short answer, not by much,<\/strong> as plans to bring back coal for power generation have been abandoned by the government due to the country\u2019s <a href=\"https:\/\/enterprise.press\/hardhats\/covid-19-impacting-egypts-renewable-energy-sector-part-3-overcapacity-problem\/\">electricity surplus<\/a>, the high price tags of those projects, and the government raising its target generation capacity from renewable energy to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/46eb0c0b-2e62-47e0-8423-05c5359f3275\">42% by 2030<\/a>. As a matter of fact, two megaprojects, Al Nowais\u2019 <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/02\/egypt-withdraws-usd-4-bn-contract-with-al-nowais-for-2-65-gw-coal-plant\/\">USD 4 bn, 2.65 GW \u201cclean coal\u201d project<\/a> and the <a href=\"https:\/\/enterprise.press\/stories\/2019\/12\/26\/egypt-might-be-scrapping-shanghai-electrics-usd-4-4-bn-clean-coal-power-plant-9139\/\">6.6 GW Hamrawein coal plant<\/a>, were both scrapped.<\/p>\n<p><strong>The COP26 agreement only really covers power generation, and sets no targets for industrial use of coal.<\/strong> A number of domestic industries do rely on coal, particularly the cement industry. Some 16 of its 18 cement players <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f82ed4ef-a46a-49b3-adc5-793ff47ec668\">use coal<\/a> in at least a portion of their manufacturing processes.<\/p>\n<p><strong>As a matter of fact, <\/strong><strong>the agreement<\/strong><strong> could make coal easier to source: <\/strong>These agreements should hit the demand for coal worldwide, leading to a drop in prices and a chance for cement companies to translate this into savings, Arabian Cement Company CEO Sergio Alcantarilla tells us. This comes as coal prices soared to a 13-year high of almost USD 170 a tonne in August, almost triple that of their 2020 low, according to <a href=\"https:\/\/bit.ly\/31JB4GD\">Al Arabiya<\/a>. As we noted back in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f82ed4ef-a46a-49b3-adc5-793ff47ec668\">September<\/a>, this has had an impact on margins.<\/p>\n<p><strong>Any transition is an expensive one:<\/strong> A study by McKinsey & Company we noted <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cc37442b-32f1-4ca1-a13e-0ff7cf5f4515\">last month<\/a> suggests that phasing out coal in cement production could add <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cc37442b-32f1-4ca1-a13e-0ff7cf5f4515\">some USD 35 to USD 70 per tonne<\/a> to the cost of producing cement.<\/p>\n<p><strong>With that in mind, w<\/strong><strong>e ask leaders in the cement industry what would it take them to transition from coal? <\/strong>They tell us that while they are seriously considering adopting alternative sources such as biofuel and renewable energy, the lack of availability of these sources would make their transition from coal challenging. Ultimately, it may take more aggressive regulation to transition industries away from coal.<\/p>\n<p><strong>Natural gas has long been touted as an alternative: <\/strong>In 2012, the steel and cement industry started heavily relying on coal for the factories and plants due to a natural gas supply decline. But as Egypt got on the track to become a gas hub, the Economist Intelligence Unit\u2019s (EIU) forecasted <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fae85406-27a8-4101-bb79-f0fc663f5330\">back in July<\/a> that these sectors would reverse course again. With a recovered supply of natural gas and no foreseeable domestic coal production, plants and factories are likely to switch back, EIU said back then. The yearly growth of coal consumption in 2030 was expected to grow by 0.1%<sup><\/sup>, with consumption going from 1.5 mn toe from 2020 to 1.6 mn toe in 2030.<\/p>\n<p><strong>Now that seems unlikely considering the recent increase in prices: <\/strong>For coal use to phase out, cement players can realistically expect to turn to natural gas as an alternative, but availability is currently limited, Suez Cement CEO Jose Maria Magrina told us.<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0a41ad6b-9141-4ceb-9c19-9cdb81e423f3\">Last month<\/a>, the government hiked gas prices for factories by up to 28%, with cement, iron and steel, petrochemicals and fertilizers producers now paying USD 5.75 \/ mmBtu, up from USD 4.5 \/ mmBtu.<\/p>\n<p><strong>That isn\u2019t to say that they aren\u2019t considering \u2018greener\u2019 substitutes, including biofuel:<\/strong> Another alternative is to use fuel generated from waste and biomass, Magrina said. Cemex CEO Carlos Gonzalez echoed Magrina, saying in statements to Enterprise that waste fuel and biomass are both valid alternatives to cement players. \u201cI think there is an argument that most industrial companies will look into how we can reduce our dependence on coal by using other fuels, among them waste-to-energy or biomass,\u201d he said.<\/p>\n<p><strong>But the availability of biofuels will need to be ratcheted up for it to be considered feasible. <\/strong>\u201cCurrently there\u2019s not enough [biofuel] to cope with such demand,\u201d Magrina noted.<\/p>\n<p><strong>Ditto <\/strong><strong>other green tech:<\/strong> \u201cThere is also new technology to consider like green hydrogen or intense solar beams,\u201d Gonzalez added. These technologies, however, are in their early stages but they could be competitive in a few years.<\/p>\n<p><strong>Ultimately, it may take regulation to phase out coal from the industry, and that appears to be happening. <\/strong>A decision to get cement companies to integrate at least 10% renewable energy into their mix is in the works, Waste Management Regulatory Authority (WMRA) deputy head Yasser Mahgoub tells us. The decision is aimed to get manufacturers to use refuse-derived fuel produced from waste, with an eye to reduce reliance on coal, Mahgoub says.<\/p>\n<p><strong>A slow and challenging transition: <\/strong>Suez Cement\u2019s Magrina tells us that his company, and the wider sector, has already heard of the plan and is moving on it. Suez Cement, for one, has integrated more than 10% renewables into its mix since 2018. But as with biofuel sourcing enough renewable energy to replace coal will be a challenge, he notes.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Your top climate stories for the
