They\u2019re also ordering stores, bars and gyms to close and <a href=\"https:\/\/www.axios.com\/coronavirus-pandemic-nba-postpone-7d0f06fd-1c7c-418f-bd58-b81b7ae6b0f1.html\">postponing sports matches<\/a>;<\/li>\n<li>Officials are warning omicron will strain hospitals in the <a href=\"https:\/\/www.ft.com\/content\/e39c6601-e1b3-404b-8c71-43c635dcb5b0\">United States<\/a> and Canada;<\/li>\n<li>Prominent <a href=\"https:\/\/www.reuters.com\/business\/jefferies-ceo-handler-says-he-tested-positive-isolated-covid-2021-12-20\/\">CEOs<\/a> and US <a href=\"https:\/\/www.reuters.com\/world\/us\/us-senator-elizabeth-warren-tests-positive-covid-19-2021-12-19\/\">senators<\/a> are coming down with the bug;<\/li>\n<li>The virus is both starting to <a href=\"https:\/\/www.wsj.com\/articles\/omicron-starts-to-take-its-toll-on-business-11639940554?mod=hp_lead_pos2\">hit businesses<\/a> in the west and stoke fears among central banks that it could <a href=\"https:\/\/www.wsj.com\/articles\/central-banks-worry-omicron-could-sustain-inflation-11639909805?mod=hp_lead_pos7\">sustain inflation<\/a>;<\/li>\n<li>And there are signs that at least some elite universities in the US will be <a href=\"https:\/\/www.axios.com\/college-return-remote-omicron-4eaf24b7-09b0-4131-bc74-524e23410fba.html\">going back to remote learning<\/a> for a period after the Christmas break.<\/li>\n<\/ul><p><strong>In second place this morning: A so-called \u201cmoderate\u201d Democrat appears to have<\/strong> <strong>single-handedly torpedoed <\/strong>US President Joe Biden\u2019s USD 1.75 tn Build Back Better spending initiative in a story that is everywhere in the <a href=\"https:\/\/www.wsj.com\/articles\/manchin-says-he-won-t-vote-for-build-back-better-bill-11639924048?mod=hp_lead_pos1\">US press<\/a> and getting lots of ink <a href=\"https:\/\/www.ft.com\/content\/a979165a-fd1c-4b85-8604-28085e2c0c9b\">in Europe<\/a> and <a href=\"https:\/\/www.reuters.com\/world\/us\/senator-manchin-says-he-is-no-bidens-domestic-investment-bill-fox-interview-2021-12-19\/\">on the wires<\/a>.<\/p><p><strong>The nutter in Ankara just can\u2019t help himself: Erdogan has sent the TRY into another spiral<\/strong> after <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-12-19\/turkey-s-erdogan-says-islam-demands-lower-rates-and-so-does-he?srnd=premium-middle-east&amp;sref=mmeFTDW1\">promising still more rate cuts<\/a>. The Tadawul-listed company \u2014 formally known as United Electronics Company and one of the largest consumer electronics companies in the region \u2014 will establish a subsidiary in Egypt under plans approved by the board last week, as it looks to tap the biggest consumer market in the Middle East.<\/p>\n<p><strong>Extra is targeting a 10% market share in Egypt <\/strong>over the next decade, CEO Muhammad Jalal told <a href=\"https:\/\/www.cnbcarabia.com\/news\/view\/92234\">CNBC Arabia<\/a>, adding that the local Egyptian market is worth around SAR 25 bn (c.USD 6.7 bn).<\/p>\n<p><strong>The company will finance the expansion with a mixture of equity and debt:<\/strong> Extra (which writes its name as eXtra) will fund the initial investment through a mixture of self-financing and borrowing, according to the disclosure, which said to expect further announcements on the details as they develop. <a href=\"https:\/\/www.cnbcarabia.com\/news\/view\/92234\">CNBC Arabia<\/a> yesterday reported Jalal as having said the Egyptian subsidiary would be wholly self-financed with company equity, while adding that additional financing could be made available if necessary. He said the company generally targets a 1:1 debt-to-equity ratio in its investments.<\/p>\n<p><strong>eXtra\u2019s footprint:<\/strong> The company currently has 42 stores across Saudi, a store in Bahrain, and another in Oman, and will also be adding four stores in Saudi Arabia and Oman. MCI Capital Healthcare Partners, the CI Capital subsidiary that\u2019s executing the acquisition, last week <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/06eb6fae-9d93-486a-9376-9d1093c7acd1\">got the greenlight from the FRA<\/a> on its voluntary tender offer to purchase up to 419.3 mn shares at EGP 5 apiece, valuing the company at EGP 8 bn.<\/p>\n<p><strong>The rationale: <\/strong>CI Capital\u2019s offer is 14% higher than CHG\u2019s average share price over the past six months, which stood at EGP 4.40, and 12% above the company\u2019s average share price during the three months prior to the offer, roughly EGP 4.46, the board noted. The fair value of the company has not been assessed by an independent financial advisor, a source familiar with the matter previously told Enterprise.<\/p>\n<p><strong>CHG\u2019s shares dipped 0.8% yesterday,<\/strong> closing at EGP 4.86 per share, but have generally traded higher since surging 4.7% to close at EGP 4.70 on 8 December, the day the acquisition was announced.<\/p>\n<p><strong>What\u2019s next for shareholders?<\/strong> CHG shareholders have until Sunday, 26 December to subscribe to MCI Capital\u2019s VTO, according to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4ad11434-8f27-4417-a7fc-6585cc0faef8\">the timeline set by the EGX<\/a> last week. Shares will change hands within five working days of the end of the tender offer, by Sunday 2 January.<\/p>\n<p><strong>Shareholders already on board: <\/strong>Creed Healthcare, which owns 37.9% of CHG through its subsidiary Care Healthcare, has agreed to sell an 8-12% stake in the company from its holdings (126 mn-192 mn shares) at the offer price. Emerging markets private equity giant Actis manages Neoma Private Equity IV, which is the single largest shareholder in Creed. Mid-market investment firm <a href=\"https:\/\/www.rmbv.net\/\">RMBV<\/a>\u2019s Ahmed Badreldin helped create Cleo and is now chairman of the board, sitting as a representative of Creed.<\/p>\n<p><strong>The CHG transaction caps a strong year for CI Capital<\/strong>, which most recently advised Aldar and ADQ on their acquisition of an 85.5% stake in upmarket real estate developer SODIC. CI has now closed six transactions in Egypt worth a combined USD 1.6 bn in 2021, the firm said yesterday <a href=\"https:\/\/ent.news\/2021\/12\/CI-PR-Aldar-Acquisition-E-Final.pdf\">in a statement (pdf)<\/a>. In a letter to the Federation of Egyptian Industries\u2019 (FEI) cigarettes division, a copy of which Akhbar El Youm said it has obtained, the companies said they were \u201csurprised\u201d by the IDA\u2019s decision to re-launch the tender this month and would decline to participate, citing continued concerns over the tender\u2019s allegedly unfair conditions.<\/p>\n<p><strong>\u201cNew\u201d terms fail to assuage monopoly concerns: <\/strong>The trio of tobacco-makers said that the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/83c92e37-c4e9-4ddf-a0b6-0fac26b6d725\">latest set of conditions<\/a> for the tender, issued by the IDA in December, would \u201ccreate a situation resembling a monopoly in Egypt\u2019s cigarette market,\u201d adding that the authority had not taken into account changes proposed by the companies over the summer to address their concerns.<\/p>\n<p><strong>The three companies didn\u2019t take part in the last bidding round in August either. <\/strong>Tobacco giant Philip Morris was the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/516b2b65-a117-4391-961e-2a72b6bc2a54\">only company to take part<\/a> in an August bidding round for the new license, while the three other tobacco companies <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1888f67e-febb-4bac-8006-e9eb843303e8\">filed grievance letters<\/a> to the Madbouly cabinet and requested a deadline extension until 1 December.<\/p>\n<p><strong>Companies should not be expected to take a \u201csupporting role\u201d<\/strong> for another company that owns a large portion of the local cigarette industry, FEI cigarettes division head Ibrahim Embaby told Akhbar El Youm in a veiled reference to Philip Morris, whose market share exceeds 24%.<\/p>\n<p><strong>Why are the companies displeased? <\/strong>The new booklet maintains the stipulation that the new market entrant will have to take EGX-listed, state-owned tobacco giant Eastern Company on board as a 24% shareholder. The new license will also still authorize the distribution of e-cigarettes and \u201cheated tobacco\u201d products, which companies previously argued would create a monopoly and put other cigarette companies at a disadvantage.<\/p>\n<p><strong>Reminder: The new entrant would be required to approach Eastern to reach a commercial agreement to make a product <\/strong><strong>for domestic distribution<\/strong><strong> in the \u201clow-tax\u201d cigarette segment<\/strong> on a toll-manufacturing or joint-venture basis at Eastern\u2019s facilities, a senior executive at the state-owned player <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7b35af48-9ea4-401e-adcd-acc566fbd30c\">told Enterprise previously<\/a>.<\/p>\n<p><strong>Background:<\/strong> Earlier this month, the IDA <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d9ddc8fb-651a-42f8-9482-2702c816abc2\">relaunched its tender<\/a> to allow a second company to enter the tobacco market as a manufacturer and seller of traditional and electronic cigarettes. The new conditions booklet for the license is largely unchanged from those back in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fc6218c5-a369-4987-b5ec-3e9aa59744bb\">March of this year<\/a>, which earned backlash from tobacco players, who argued that the terms of the license would give preferential treatment to Eastern. But interest in edtech didn\u2019t wane \u2014 in fact, covid seemed to accelerate the demand for particular kinds of tech-based learning, like learning to code. Consequently, pre-covid education goals \u2014 like fostering innovation and teaching STEM skills \u2014 are, once again, high priorities for institutions and education leaders.<\/p>\n<p><strong>Edtech started the year on solid ground, thanks to 2020\u2019s spike in users: <\/strong>Local startup <a href=\"https:\/\/www.eyouthegypt.com\/\">eYouth<\/a>, which certifies trainers to provide B2B and B2C training, saw its monthly number of enrolled trainees soar to 30k in 2020, up from 5k pre-covid. Online digital learning platform <a href=\"https:\/\/otocourses.com\/home\">OTO Courses<\/a> doubled its user base, number of sessions held and number of teachers in 2020. And <a href=\"https:\/\/www.marj3.com\/en\">Marj3<\/a>, which helps students reach universities, secure scholarships and attend massive open online courses, was averaging over 1k new signups a day, <a href=\"https:\/\/enterprise.press\/blackboards\/egypts-edtech-scene-shifted-past-year\/\">as of March 2021<\/a>. Marj3\u2019s visitor numbers had grown throughout 2020, and founder Sami Al Ahmad expected the trend to continue: it was targeting 5 mn visitors a month up from 2.5 mn, he told Enterprise at the time. Marj3\u2019s revenues increased 10x in 2020, he added.<\/p>\n<p><strong>As 2021 went on, more investment flowed into the sector: <\/strong><a href=\"https:\/\/t.co\/rYVS1gZ52W?amp=1\">Educatly<\/a>, an online platform that acts as a \u201cLinkedin\u201d for higher education, recently <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fbaaa95d-520b-4392-9509-4e2d6304de2b\">closed a USD 1 mn<\/a> pre-seed funding round from Irish state development lender Enterprise Ireland, Falak Startups and a group of angel investors. This followed a series of investments from VC firm EdVentures. Career 180, an online platform that helps users to connect with career experts and provides counseling, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b9435c07-5c41-478a-a820-4cf70590f65f\">secured USD 200k<\/a>, after an initial USD 100k investment in 2019. OTO Courses <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9d08fdcd-daed-4b3e-89f3-fcdc0f60cae7\">netted a USD<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9d08fdcd-daed-4b3e-89f3-fcdc0f60cae7\">400k<\/a> investment from EdVentures. iSchool, which provides STEAM-focused educational technology for students 6-18 years old, also <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8f46c0ba-e156-4496-98d4-3b68fa0e60b7\">raised USD 160k<\/a> from EdVentures. This all came after EdVentures\u2019 first investment at the beginning of the year: <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7734113b-6240-4571-8c5e-d522fd827cdd\">a six-figure sum<\/a> injected into book summary and education platform Akhdar.<\/p>\n<p><strong>Covid-19 drove the edtech focus for startups towards tutoring and away from management systems, <\/strong>EdVentures general manager Maged Harby told Enterprise <a href=\"https:\/\/enterprise.press\/blackboards\/egypts-edtech-scene-shifted-past-year\/\">in early 2021<\/a>. We saw this trend continue throughout the year. CIRA and edtech startup Orcas <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d550fd23-a8d8-42b7-bff1-e0954a225e07\">announced in September<\/a> their plans to co-develop an online social learning platform to provide after-hours support to students. And local providers offering coding courses saw demand for their services soar after covid appeared \u2014 particularly among children who had to stay home \u2014 <a href=\"https:\/\/enterprise.press\/blackboards\/egypt-jumping-learn-code-bandwagon\/\">they told Enterprise<\/a>.<\/p>\n<p><strong>While among international schools, edtech \u2014 specifically, automation \u2014 was increasingly being seen as a key management tool. <\/strong>Educational process automation has become essential for private schools to manage basic admin, including admissions and registration, school officials <a href=\"https:\/\/enterprise.press\/blackboards\/automation-making-inroads-egypts-international-schools\/\">tell Enterprise<\/a>. Education management software increasingly integrates automation into more sophisticated activities, like data tracking and communication, saving time and money for both schools and parents, school leaders said.<\/p>\n<p><strong>Automation also became increasingly important in the learning process: <\/strong>Adaptive learning software \u2014 which adapts activities to individual learner needs, giving feedback and tailoring follow-up questions \u2014 has become a standard supplementary teaching aid for international schools, <a href=\"https:\/\/enterprise.press\/blackboards\/automation-learning-egypts-international-schools-using-adaptive-learning\/\">leaders told us<\/a>. The platforms are interactive, and help learners work independently. Programs are often used for homework, or to help drill in fact-based information. Adaptive learning doesn\u2019t come close to replacing teachers, but it\u2019s now a vital tool to complement in-person teaching, leaders added.<\/p>\n<p><strong>And 2021 saw the first advanced machine learning platform to appear in Egypt continue its rapid growth: <\/strong><a href=\"https:\/\/www.century.tech\/\">Century Tech<\/a>, an advanced machine learning platform that builds personalized learning paths for learners, had already seen a 50% y-o-y increase in terms of lessons completed last academic year, as of June, its Head of International Charles Wood <a href=\"https:\/\/enterprise.press\/blackboards\/education-automation-use-advanced-ai-egypts-international-schools\/\">told Enterprise<\/a>. Century works with three Cairo schools: Cairo English School (CES), the British International School of Cairo (BISC) and Kipling School, and is partnering with AIS to design software following the American curriculum. It goes beyond adaptive learning to actually learn from information given by the learner. Some feel it could even rival teachers in helping students remember and understand information.<\/p>\n<p><strong>Overall, we saw a push to include more innovation and diversity in education: <\/strong>From prioritizing technical and vocational education to investing in new technologies for academic education delivery, the government has been working to diversify its education systems \u2014 aligning well with <a href=\"https:\/\/enterprise.press\/blackboards\/the-world-bank-wants-our-post-secondary-education-systems-to-be-more-resilient\/\">recent recommendations<\/a> from the World Bank on improving post-secondary education. New international branch campuses are <a href=\"https:\/\/enterprise.press\/blackboards\/egypts-unusual-university-degree-courses\/\">bringing new degrees<\/a> to the table, with some of the more unusual choices including a virtual reality B.Sc. and a motorsports engineering B.Eng. Boosting science, technology, engineering and mathematics (STEM) education remains a priority, and Egypt has a host of private sector <a href=\"https:\/\/enterprise.press\/blackboards\/run-egypts-innovative-stem-education-programs\/\">programs and competitions<\/a> doing this in a way that\u2019s fun, innovative and inclusive.<\/p>\n<p><strong>And to tailor learning experiences towards new skills acquisition and labor market needs: <\/strong>University entrepreneurship programs continued the <a href=\"https:\/\/enterprise.press\/blackboards\/egypts-universities-foster-entrepreneurship\/\">trend of strong growth<\/a> that began with AUC founding the first university-based startup incubator in 2013. At least 10 similar programs have since been launched, some as far afield as Alexandria and Assiut. Some universities now teach entrepreneurship as an academic discipline. The incubators help students launch startups, and nurture them into full-fledged businesses, usually offering seed funding, access to a lab or ideation space, technical and business mentorship, office space, marketing support, and connections to prospective investors. The best leverage their resources to foster entrepreneurial drive, connect students with industry mentors, and create a clear, in-program link with the job market, <a href=\"https:\/\/enterprise.press\/blackboards\/egyptian-university-entrepreneurship-programs-part-2-getting-right\/\">experts told us<\/a>.<\/p>\n<p><strong>Private companies have been following these principles too, with executive education booming since the pandemic\u2019s onset. <\/strong>Executive education \u2014 academic, post-graduate programs that enable executives, business leaders or professionals to enhance their business acumen and skill sets \u2014 has <a href=\"https:\/\/enterprise.press\/blackboards\/kids-may-struggling-covid-boon-executive-education\/\">thrived in the last two years<\/a>, according to sources. One executive education program used by Amoun Pharma saw productivity boosted by some 35%, the company\u2019s HR director told us.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Your top education stories
