Egypt\u2019s foreign currency shortfall narrowed to USD 400 mn in July from USD 3.9 bn in February due to the central bank\u2019s move to restrict imports, eliminating the need for \u201ca significant reduction\u201d in the exchange rate \u201cin the next stage,\u201d he said. Now QIA?<\/strong> The alphabet soup of Gulf sovereign wealth funds eyeing investment in Egypt is about to get longer if a report in <a href=\"https:\/\/bit.ly\/3QJ3G6W\">Al Borsa<\/a> late last night pans out. Citing people it says have knowledge of the matter, the newspaper claims that the Qatar Investment Authority is in talks with the Sovereign Fund of Egypt (SFE) to purchase stakes in several Egyptian companies in the fintech and renewables sector, including EGX-listed e-payment firms Fawry and e-Finance. The acquisitions could go through within a few weeks, they claimed.<\/p><p><strong>The PIF isn\u2019t done\u2026<\/strong> A few days after investing USD 1.3 bn in four EGX-listed firms, the Saudi Public Investment Fund (PIF) is interested in purchasing equity in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f1b5b942-ec9f-4815-8166-e7463ec8d661\">Egypt Aluminum (EgyptAlum) and the new hotels company<\/a> \u201cwithin weeks,\u201d the newspaper says. The fund could purchase the stake in EgyptAlum through a USD 215 mn capital increase, it added. Then-Public Enterprises Minister Hisham Tawfik had said <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/330b3729-74cc-48ec-91f5-1d3276107b0f\">earlier this year<\/a> that the state plans to sell a 25-30% stake in EGX-listed EgyptAlum to a strategic investor \u2014 and also plans to offer a stake of up to 25% in the company it will create through a merger of seven or eight state-owned hotels.<\/p><p><strong>\u2026and neither is ADQ:<\/strong> The Abu Dhabi-based wealth fund is apparently interested in increasing its stake in Misr Fertilizers Production Company (Mopco), the newspaper claims. ADQ acquired 20% of the state-owned fertilizers company in April and reportedly wants to buy another 10-15%, they said. This would make the company majority foreign owned, coming a few days after the PIF acquired 25% of its shares.<\/p><p><strong>THE BIG STORY ABROAD-<\/strong><\/p><p><strong>The international press continues to feature prominently the stabbing of Booker-prize win<\/strong><strong>ning author Salman Rushdie <\/strong>at a literary event in New York state on Friday. The author is still being treated in hospital, with his agent saying he is on a ventilator, is likely to lose the use of one eye, and has sustained stab wounds to his liver. A 24-year-old man is in police custody for the attack. Rushdie has been the target of death threats \u2014 including an Iranian fatwa calling for his killing \u2014 since the 1988 publication of his book The Satanic Verses, considered disrespectful by some to Islam. The ministry is at the forefront (alongside the ministries of planning and finance) of the government\u2019s ambitious privatization plans, by which it hopes to attract USD 40 bn in fresh investment over the next four years. Leftist members of the House of Representatives cheered Tawfik\u2019s departure \u2014 they didn\u2019t like his presiding over the sale of state assets, but we still expect policy stability on this front, so they won\u2019t like Esmat much, either.<\/p>\n<p><strong>#2- There will be new faces at the trade and industry, and tourism ministries:<\/strong> CIB\u2019s retail banking chief, <strong>Ahmed Issa<\/strong>, replaces Khaled El Anany at the Tourism Ministry, while Nevine Gamea will make way for Rep. <strong>Ahmed Saleh<\/strong>, who had until today headed the House Economic Affairs Committee.<\/p>\n<p><strong>Why this matters:<\/strong> Both ministries have been on the front lines of dealing with the fallout from the Ukraine war and now hold portfolios that will be key to helping shore up our foreign currency flows. Issa takes over a tourism portfolio that is recovering from the exit earlier this year of Ukrainian and Russian visitors; restoring it to its strong, post-pandemic trajectory is a top priority for the state as it looks to restore the industry\u2019s position as one of the nation\u2019s chief FX generators \u2014 and a key driver of job creation. Saleh arrives at the Trade Ministry as it places greater emphasis on import substitution industrialization, and overseeing new import restrictions that have been deployed as one of the chief policy tools to shore up the country\u2019s supply of hard currency.<\/p>\n<p><strong>Staying put: Holders of some of the most prominent government portfolios are staying on in their jobs.<\/strong> Among them: Finance Minister Mohamed <strong>Maait<\/strong>, Supply Minister <strong>Ali El Moselhy<\/strong>, Planning Minister <strong>Hala El Said<\/strong>, Environment Minister <strong>Yasmine Fouad<\/strong>, and International Cooperation Minister <strong>Rania Al Mashat<\/strong>, among others. <strong>Returning sovereign ministry chiefs: <\/strong>Interior Minister <strong>Mahmoud Tawfik<\/strong>, Defense Minister <strong>Mohamed Zaki<\/strong>, Foreign Minister Sameh <strong>Shoukry<\/strong>, and Justice Minister <strong>Omar Marwan<\/strong>.<\/p>\n<p><strong>#3- Some parents will cheer the departure of Education Minister Tarek Shawki<\/strong>, who ran headlong into wide opposition from teachers and parents for education reforms that many of us thought were very much exactly what the doctor ordered.<\/p>\n<p><strong>In total, there will be 13 new faces <\/strong>among the 33 members of Prime Minister Moustafa Madbouly\u2019s cabinet:<\/p>\n<ul>\n<li><strong>CIVIL <\/strong><strong>AVIATION<\/strong><strong>- Mohamed Abbas Helmy<\/strong> replaces Mohamed Manar. Five of seven analysts and economists surveyed by Enterprise expect the Monetary Policy Committee (MPC) to raise rates, with four expecting rates to rise by at least 100 bps.<\/p>\n<p><strong>Where rates currently stand<\/strong>: The overnight deposit rate currently stands at 11.25%, and the lending rate is 12.25%, while the main operation and disc. rates are at 11.75%. The bank\u2019s monetary policy committee (MPC) has <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7a2b0a89-0a42-47b7-8172-cdf8ce1d8729\">hiked rates by 300 bps<\/a> since March, but <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/83535286-8c60-4f96-abff-99018cbc0303\">chose to leave them unchanged<\/a> during its latest meeting in June, after inflation in May came in below expectations.<\/p>\n<p><strong>Rising inflation will be the main driver: <\/strong>Inflation reached a fresh <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/43fc629c-c572-49e8-9404-6b508e9b3248\">three-year high in July<\/a> on the back of higher food and fuel prices, with consumer prices in urban areas rising 13.6% y-o-y. \u201cWe see the MPC hiking rates by 100 bps as a proactive measure to curb inflation, which we expect will continue to rise over the course of the year driven by rising fuel and food prices, as well as the weakening EGP,\u201d CI Capital\u2019s Monsef Morsy said.<\/p>\n<p><strong>We haven\u2019t reached the peak:<\/strong> \u201cIn our view, inflation has not yet peaked, and real underlying inflationary pressures remain high,\u201d economist Mona Bedair added. Morsy expects inflation to continue rising to reach above 15% before the end of the year, while Capital Economics sees it peaking at 18% by 4Q.<\/p>\n<p><strong>Most expect a moderate hike to avoid ripple effects in the economy:<\/strong> CI Capital\u2019s Morsy, economist Mona Bedair, and banking expert Hany Aboul Fotouh are penciling in a 100 bps rate hike this week. \u201cThe CBE could choose to raise rates by up to 100 bps at most in order to avoid the negative impacts of heightened rates on economic activity and spending,\u201d Morsy said. Capital Economics is expecting the CBE to raise rates by 50 bps, and has penciled in a further 100 bps of hikes by year-end \u2014 a more hawkish scenario than the consensus expects.<\/p>\n<p><strong>But some think the CBE will take a more aggressive stance: <\/strong>\u201cWe deem a 200 bps interest rate hike coupled with c. 9% currency devaluation to EGP 21.2\/USD necessary to support the currency and combat dollarization in light of sharp drops in the country\u2019s foreign currency buffers,\u201d Monette Doss, chief economist at HC Securities, told Enterprise.<\/p>\n<p><strong>What dollarization? <\/strong>External pressures triggered by the war in Ukraine and rising interest rates in developed markets have squeezed foreign-currency liquidity in the banking system and caused the country\u2019s FX reserves to fall 20% since March. Surging commodity prices have added bns of USD to the country\u2019s import bill and volatility in the financial markets has seen <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/158188ff-65a9-4146-adc1-5f53c1a3f6e5\">USD 20 bn<\/a> in portfolio flows exit the country this year, putting pressure on the EGP which has slipped almost 22% since March. The EGP was trading hands at 19.17 against the greenback last week, edging closer to the record low of 19.54 set in December 2016.<\/p>\n<p><strong>Could 18% CDs make a comeback? <\/strong>Doss sees a possibility of the state reintroducing high-interest rate certificates of deposits (CDs) through state-owned banks. State-owned National Bank of Egypt (NBE) and Banque Misr <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ccbb6a41-06c6-4816-af30-0782f8606acd\">attracted EGP 750 bn in deposits<\/a> from Egyptian savers when they launched the 18% CDs following the devaluation in March.<\/p>\n<p><strong>A small minority sees the CBE biding its time:<\/strong> \u201cWe believe it is still early for a resumption in policy rate hikes, as the path of the EGP movement remains uncertain, given the maintained pressures on Egypt\u2019s balance of payments,\u201d Beltone\u2019s Alia Mamdouh wrote in a note, adding that she expects the CBE to hold rates steady. She adds that inflation has been relatively \u201ccontained\u201d within the same range over the past few months, giving the MPC some time to \u201cbetter assess\u201d the inflation path following the depreciation of the EGP. That means national and local government buildings and agencies, as well as state-owned companies. All indoor and outdoor lighting must be shut off outside of working hours. <\/li>\n<li><strong>Authorities have been instructed to keep a closer eye to make sure businesses including restaurants and cafes stick to <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e3019f4c-6803-4c38-a95f-5dfdeaf7a35b\">summer retail hours<\/a><\/strong>, meaning they should shut down at 11pm on weekdays.<\/li>\n<li><strong>Local administrations and new city authorities are responsible for reducing lighting on the streets<\/strong> and in public squares.<\/li>\n<\/ul>\n<ul>\n<li><strong>A\/C in malls cannot be set lower than 25\u00b0C. <\/strong>Storefronts must reduce \u201cbright lighting,\u201d though the statement doesn\u2019t say by how much. Local authorities will be responsible for enforcing the changes.<\/li>\n<\/ul>\n<ul>\n<li><strong>Sports facilities (stadiums, clubs, and gyms) should hold events in daylight as far as possible, <\/strong>and must turn off their lights once evening events are over. They\u2019ll also need to reduce overall consumption, though it\u2019s not specified by how much. The Youth and Sports Ministry will oversee this aspect of the cuts.<\/li>\n<li><strong>The Supreme Council for Media Regulation (SCMR) will launch a campaign to raise awareness<\/strong> about why we\u2019re doing all this. <\/li>\n<\/ul>\n<p><strong>The measures came into effect on Saturday<\/strong>, cabinet spokesperson Nader Saad said (<a href=\"https:\/\/www.youtube.com\/watch?v=NGBUmxY7EzA\">watch, runtime: 09:01<\/a>).<\/p>\n<p><strong>There\u2019s no word yet on the return of daylight saving time<\/strong>, a measure we scrapped in 2016 after changing the clocks four times. Reports last week said cabinet was considering bringing it back as early as next year.<\/p>\n<p><strong>REMEMBER-<\/strong> The government hopes to export around 15% of the gas that is currently allocated to the nation\u2019s power stations, netting itself an extra <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/84e9a8da-4890-44f7-b670-430e119b0328\">USD 450 mn a month in revenues<\/a>. The idea is to bring in some extra FX liquidity by taking advantage of current demand for LNG, particularly in European markets, where countries are looking to plug the gap in their energy mix left by the abrupt exit of Russian gas.<\/p>\n<p><strong>Why do we need FX? <\/strong>The spike in commodities prices, rising interest rates, and a sell-off in emerging markets have caused Egypt\u2019s foreign reserves to decline 20% since March and hit FX liquidity in the banking system. The talks are still preliminary and may not result in an arrangement, they added.<\/p>\n<p><strong>Who\u2019s involved:<\/strong> First Abu Dhabi Bank (FAB) and Abu Dhabi Commercial Bank (ADCB) are reportedly arranging the loan and have invited other lenders to get involved, the people said.<\/p>\n<p><strong>Egypt isn\u2019t alone among emerging markets:<\/strong> More than a dozen countries in Africa and the Middle East were forced to turn to syndicated loans in the first half of the year as rising interest rates and a red-hot greenback shut out developing countries from the international bond market. The countries <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/83f1705e-8ab7-470c-9084-d4128d6ae85c\">borrowed around USD 13 bn<\/a> from banks during the six-month period, almost double the amount in the same period in 2021.<\/p>\n<p><strong>But it has also borrowed from these banks before:<\/strong> Egypt has borrowed money several times from FAB in recent years, the most recent of which was last year when it <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bb7fca24-682d-41f2-8790-4cb7c1e0eab8\">took a USD 3 bn loan<\/a> from a banking syndicate that also <a to cover debt repayments and fund its current account deficit by the end of 2023 but has seen its stockpile of foreign reserves fall almost 20% to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b83f7b83-62a3-4572-8a67-2d8ca7599bd0\">USD 33.14 bn<\/a> this year due to higher commodity prices, capital outflows and rising borrowing This change entails shifting its operations to focus more on its B2B services, which have historically outperformed its B2C segment, and to discontinue B2C services in markets that are weighing on its balance sheet, CFO Youssef Salem told Enterprise. Altogether, the shift is an adjustment of the company\u2019s business model, which followed the standard ride-hailing business structure of narrow (or negative) margins that are partially offset by more profitable segments, while relying on venture capital and public equity investments to stay afloat.<\/p>\n<p><strong>The financials:<\/strong> Swvl had previously planned to turn to the black by 2024, but has moved up its timeline to next year since <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a69885d2-afc6-4a1c-8aef-016b926777d5\">listing on the Nasdaq<\/a>, Salem previously told us. The company\u2019s revenues are expected to reach USD 141 mn this year, an almost 80% y-o-y increase from 2021, before almost tripling y-o-y in 2023. The company is now looking to record net income of USD 100-200 mn by 2025, Salem told Enterprise, confirming a story in <a href=\"https:\/\/bit.ly\/3BW1gxJ\">Al Mal<\/a>.<\/p>\n<p><strong>Swvl\u2019s shifting business focus is a reminder that most iterations of ride-hailing business models have struggled (or flat out failed) to hit the black.<\/strong> Uber, the world\u2019s largest ride-sharing company, has been in business for some 13 years and posted <a href=\"https:\/\/investor.uber.com\/news-events\/news\/press-release-details\/2022\/Uber-Announces-Results-for-Second-Quarter-2022\/default.aspx\">record revenues in 2Q 2022<\/a> but has yet to hit profitability across all of its business lines. The company is, however, profitable by adjusted EBITDA standards. And although <a href=\"https:\/\/simplywall.st\/stocks\/us\/transportation\/nyse-uber\/uber-technologies?blueprint=1939499&utm_source=yahoo&utm_medium=finance_user&utm_campaign=integrated-pitch#future\">analysts expect<\/a> the company to post a net income by the end of 2024, the company has also been thought to be on the brink of profitability <a href=\"https:\/\/simplywall.st\/stocks\/us\/transportation\/nyse-uber\/uber-technologies\">since 2019<\/a>. San Francisco-based competitor Lyft is also still posting losses after 10 years in the business, according to its latest <a href=\"https:\/\/s27.q4cdn.com\/263799617\/files\/doc_financials\/2022\/q2\/LYFT-2022.06.30-Press-Release-(Quarterly)-(Q2-22).pdf\">earnings release (pdf)<\/a>. The same story holds in Asia, where Grab\u2019s adjusted net income is also in the black and growing y-o-y, but <a href=\"https:\/\/investors.grab.com\/news-releases\/news-release-details\/grab-reports-first-quarter-2022-results\">non-adjusted 1Q 2022 earnings<\/a> show the company is still making losses.<\/p>\n<p><strong>So why is the ride-hailing space still so attractive? Because of the \u201csheer market opportunity,\u201d<\/strong> which allows companies to scale to a critical mass and eventually enter the black, Salem says. However, since this can be an extremely long journey in some cases, these companies are reliant on investor money until they hit the right products in the right markets and reach the scale required to generate net income. \u201cIt obviously needs investors that have that kind of long term vision and patience,\u201d Salem said.<\/p>\n<p><strong>For Swvl, its priority is shifting to profitability on a contribution margin basis<\/strong> \u2014 meaning that every unit of its business is profitable on its own. \u201cThe difference between B2B and SaaS versus B2C is that, for B2B and SaaS, every country is launched as contribution margin positive from day one on a country level. On the B2C side, a country only breaks even on a contribution margin level after 18-24 months of operation, once you have enough supply and demand liquidity and network effects in the market to be able to reach the utilization levels that you need,\u201d Salem told us.<\/p>\n<p><strong>The push to prioritize the company\u2019s bottomline came with a (headcount) price.<\/strong> The company announced it is laying off around a third of its staff as part of its drive to turn cashflow positive by next year. Swvl cut around 400 jobs, most of which were in the company\u2019s engineering and product and support functions, it said in May. An unverified roster of the company\u2019s outgoing staff members indicated that the company\u2019s operations departments also saw significant downsizing, particularly in its Pakistan office and its headquarters in Dubai. Salem confirmed to Enterprise that both of these offices remain operational despite the downsizing.<\/p>\n<p><strong>What caused the rapid pivot?<\/strong> When Swvl debuted on the Nasdaq earlier this year via SPAC, the transaction saw an 85% redemption rate, \u201cwhich means we only received 15% [of the proceeds] we expected to receive,\u201d Salem said. The company had decided against re-issuing the redeemed shares at a markdown and focus instead on \u201cbringing the profitability target forward from 2024 to 2023 on a blended basis,\u201d Salem said. However, Swvl <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/addc2e8a-de27-437c-96ad-85867ad6e68f\">agreed last week<\/a> to sell USD 20 mn-worth of new shares to an institutional investor in a private placement. Less-than-ideal market conditions have also weighed heavily on Swvl\u2019s shares, which are down 83% since the start of trading in April to USD 1.66 a pop.<\/p>\n<p><strong>What the roadmap to that profitability looks like:<\/strong> Swvl is now working towards making both its B2B and its B2C operations to be contribution margin-positive and scale these operations enough \u201cso that this contribution margin positivity they\u2019re producing is enough to absorb all the central expenses\u201d such as engineering and product functions. The company\u2019s B2B and Saas operations are already contribution margin positive, \u201cwhich means they\u2019re not impacted by our portfolio optimization,\u201d Salem explained.<\/p>\n<p><strong>Ensuring contribution margin positivity meant axing \u201cyoung\u201d B2C markets:<\/strong> Right now, the company is shutting down \u201canything that is contribution margin negative, so that means there are certain markets where our B2C operations will be closed down in their entirety: Jordan, Kenya, and Argentina,\u201d he said.<\/p>\n<p><strong>Pakistan now has a B2C subscription for \u201cbetter economics\u201d:<\/strong> In Pakistan, Swvl is halting its B2C services in some smaller cities and intercity routes, but is maintaining intra-city operations, Salem said. And in a bid to improve the performance of its Pakistan operations, Swvl launched a subscription model available to customers who work for certain businesses or schools \u2014 a replication of a subscription-based service Swvl already has up and running in Turkey. \u201cThe general service that\u2019s open to the public via our app is explosive from a growth perspective because it\u2019s open for everyone, but the economics of it are worse. A subscription is more specific, so it\u2019s better economics,\u201d he said.<\/p>\n<p><strong>The company\u2019s B2C services in Egypt are \u201clargely intact\u201d because Egypt is one of Swvl\u2019s more mature markets<\/strong>, where its B2C operations have had time to reach contribution margin positivity, Salem told us.<\/p>\n<p><strong>None of this to say that the answer is in halting expansions:<\/strong> Swvl recently expanded into Europe with its acquisition of Turkish firm <a href=\"https:\/\/www.voltlines.com\/\">Volt Lines<\/a> and mobility platform <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/af5d2162-bf47-45d2-b982-46314e364512\">Shotl<\/a>. It also recently took a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9ff7b137-c8e9-4f0f-b7d8-1eccf7e7cf63\">controlling stake in transit company Viapool<\/a>, which operates in Argentina and Chile, and entered Central Europe with its acquisition of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a69885d2-afc6-4a1c-8aef-016b926777d5\">German company Door2Door<\/a>. The company is also \u201cvery close\u201d to entering Mexico and plans to focus on launching in the US \u2014 a market that Salem refers to as \u201cthe big prize\u201d \u2014 likely starting with
