What are you doing today to break the midweek blues?<\/p><p><strong>THE BIG STORY here at home this fine morning: It\u2019s still all about the state\u2019s privatization <\/strong><strong>push<\/strong>, as Prime Minister Mostafa Madbouly handed out jobs to his cabinet ministers to get stake sales and private sector investment rolling in key sectors. Meanwhile, the Sovereign Fund of Egypt is moving forward on a sub-fund to sell stakes in state-owned assets \u2014 and it\u2019s helping line up the Saudi wealth fund\u2019s imminent USD 10 bn in investments here. It\u2019s all very welcome news, though it\u2019s not going down well with a small handful of MPs who, before they sleep each night, likely gaze longingly at fading portraits of Gamal Abdel Nasser propped on their bedside tables.<\/p><p><strong>It\u2019s another mixed bag on the front pages of the international press<\/strong> this morning, with no one big story setting the tone of the day.<\/p><p><strong>The <\/strong><strong><a href=\"https:\/\/on.wsj.com\/3xolEVD\">business papers<\/a><\/strong><strong> are focusing on Elon Musk\u2019s latest threat <\/strong>to walk away from his USD 44 bn acquisition of Twitter over the number of fake accounts on the site.<\/p><p>Elsewhere, most are featuring <strong>UK Prime Minister Boris Johnson\u2019s latest scrape with political death<\/strong>, after he just managed to cling on to the top job in a confidence vote from his own MPs (see: <a href=\"https:\/\/www.reuters.com\/world\/uk\/uk-pm-johnson-set-face-confidence-vote-itv-2022-06-06\/\">Reuters<\/a> | <a href=\"https:\/\/www.ft.com\/content\/26fe73e1-867c-49d6-9a9b-88e10d922386\">The Financial Times<\/a> | <a href=\"https:\/\/edition.cnn.com\/2022\/06\/06\/uk\/boris-johnson-survives-confidence-vote-analysis-gbr\/index.html\">CNN<\/a> | <a href=\"https:\/\/www.bbc.com\/news\/live\/uk-politics-60289386\">BBC<\/a>.)<\/p><p><strong>DATA POINT- <\/strong><\/p><p><strong>Foreign reserves down on external debt obligations. <\/strong>Egypt\u2019s foreign reserves declined to USD 35.5 bn at the end of May, down from USD 37.1 bn a month earlier, according to <a href=\"https:\/\/ent.news\/2022\/6\/NIR-Press-Release-May-2022.pdf\">central<\/a><a href=\"https:\/\/ent.news\/2022\/6\/NIR-Press-Release-May-2022.pdf\">bank figures (pdf)<\/a> released yesterday. The CBE used around USD 2 bn from the reserves in May to pay Eurobond coupons and service our debt to the International Monetary Fund among other foreign debt obligations, it said. <strong>Reserves \u201cremain within all adequacy measures covering around five months of merchandise imports<\/strong>,\u201d the central bank added. Reserves at the end of April eased to USD 37.1 bn from USD 41.0 bn, with the CBE <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1081735e-da66-4ffd-a584-d44e361d6b8c\">saying at the time<\/a> that \u201cthe CBE decided to temporarily mobilize its excess foreign currency reserves to calm the markets during periods of exceptional stress caused by exogenous factors, similar to the actions that were taken during the emergence of the COVID pandemic.\u201d<\/p><p><strong>FOR THE iSHEEP AMONG US-<\/strong><\/p><p><strong>Apple gave us a sneak peek last night at a future that sees the iPad becoming more <\/strong><strong>Mac-like \u2014 and unveiled a gorgeous new MacBook Air<\/strong> powered by M2, the next generation of its fast, cool-running homebrewed system on a chip. Lekela (which operates the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c5c730b4-4705-43f2-bfea-72fc0ba4e2db\">250 MW wind farm<\/a> in West Bakr) is valued at c. Russia and Turkey have reached a \u201ctentative\u201d agreement on the plan, which would see the Turkish navy escort ships carrying grain out of Ukrainian ports and through the Black Sea, and a UN-run center set up in Istanbul to monitor the shipments. But Ukraine is worried the pact would leave its key Odessa port open to a potential Russian attack \u2014 and has reportedly not been involved in any discussions on the agreements. <strong>Russian Foreign Minister <\/strong><strong><a href=\"https:\/\/www.reuters.com\/world\/turkey-russia-discuss-ukraine-exports-corridor-talks-june-8-2022-05-31\/\">Sergei Lavrov is expected to visit Turkey<\/a><\/strong> <strong>tomorrow <\/strong>to continue negotiations.<\/p><p><strong>MEANWHILE- Russia is still looking for buyers for what the US has branded as \u201cstolen Ukrainian wheat,\u201d <\/strong>the <a href=\"https:\/\/www.nytimes.com\/2022\/06\/05\/world\/africa\/ukraine-grain-russia-sales.html\">New York Times<\/a> reports. It signaled that it is open to both stake sales and IPOs, depending on market conditions and individual investor interest. The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1e20e3ec-470d-40fc-bd71-c08efcd42d82\">new state-owned hotel company<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/330b3729-74cc-48ec-91f5-1d3276107b0f\">Egypt Aluminum<\/a> (EgyptAlum) have both been earmarked in recent weeks for sale to strategic investors.<\/p>\n<p><strong>But right now, private > public:<\/strong> The government will likely look to line up strategic investors in private sales rather than turning to public offerings on the bourse, Ayman Soliman, head of the Sovereign Fund of Egypt (SFE), <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ad594bfd-50a6-46b2-a0f8-598df16b006a\">said<\/a> Sunday, citing the volatility that has roiled global capital markets this year. A combination of spiraling commodities prices and rising interest rates have resulted in Egyptian equities entering a correction this year, with the benchmark EGX30 index down more than 17% since its peak in January. (The index was up 9.9% in total for 2021.)<\/p>\n<p><strong>To exit or to sort-of exit: <\/strong>Madbouly directed the Planning Ministry to produce a list of assets from which the government will fully exit, and another of assets in which it could offer stakes to private investors.<\/p>\n<p><strong>We were expecting these details to surface at the end of May<\/strong>, when Madbouly said the government would release its official privatization strategy. An early copy of the document obtained by the press last month suggested that the government could look to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0894c99e-e18e-473e-a869-64812c50988b\">fully exit 79 industries<\/a> over the next three years.<\/p>\n<p><strong>Ministers, assemble:<\/strong> Madbouly used the meeting to give specific instructions about how ministers should start to work on the economic targets El Sisi has outlined, including upping private sector participation in the economy.<\/p>\n<ul>\n<li><strong>Education + healthcare investments: <\/strong>The health, education and higher education ministries will come up with a list of state-owned schools, universities and hospitals that could be offered to private investors;<\/li>\n<li><strong>Desalination + green hydro investments: <\/strong>The Planning Ministry will finalize procedures to allow for private sector involvement in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a70db4f1-664a-4a7b-ad25-022b8b2d3e1d\">desalination and green hydrogen projects<\/a>;<\/li>\n<li><strong>Petchem complexes: <\/strong>The Oil Ministry will offer stakes in petrochemical complexes to private investors, the statement said, without disclosing which ones could be up for grabs. The ministry will also be work on launching new exploration tenders, and attracting foreign investments into the sector;<\/li>\n<li><strong>Data centers a<\/strong><strong>lso up for grabs:<\/strong> The Communications Ministry will offer up stakes in data centers to private investors and sovereign funds.<\/li>\n<\/ul>\n<p><strong>SFE TO FUND TO MANAGE SALES-<\/strong><\/p>\n<p><strong>Cabinet will announce in the coming days a new <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ebc14a05-cb67-44c3-b8d9-3a4054c39feb\">sub-fund<\/a><\/strong><strong> owned by the Sovereign <\/strong><strong>Fund of Egypt (SFE) that will be responsible for managing the sale of state-owned companies<\/strong>, Soliman told Al Arabiya yesterday (<a href=\"https:\/\/bit.ly\/3NZfS2j\">watch, runtime: 3:02<\/a>). The fund is set to initially include assets worth USD 3-4 bn, which could eventually rise to more than USD 5-6 bn, he said.<\/p>\n<p><strong>The SFE has already come up with a list of some of the assets that will be offered up to investors<\/strong> after gauging appetite, Soliman said, without naming names. The state would then <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/330b3729-74cc-48ec-91f5-1d3276107b0f\">offer a stake<\/a>, potentially as large as 25%, in the merged company to one or more strategic investors. This will make Karish Israel\u2019s third gas field, joining Tamar and Leviathan, which both export gas to Egypt.<\/p>\n<p><strong>Lebanon isn\u2019t happy:<\/strong> Lebanon yesterday issued a warning to Israel against drilling at the field, part of which Beirut claims is within its maritime territory. President Michel Aoun <a href=\"https:\/\/www.facebook.com\/LBpresidency\/posts\/pfbid02di7oAaEykVK3iAjsJk87gkp2B92n7wuMB6meWZeT1Hip2JHU8HHpfxuku8BKqkZjl\">said<\/a> that the ship had crossed into disputed territory and any activity would be interpreted as a \u201chostile act.\u201d Caretaker Prime Minister Najib Mikati said he would invite a US mediator to Beirut to talk about \u201ccompleting negotiations\u201d that began in 2020 over the territory to prevent any \u201cescalation,\u201d adding that Lebanon is seeking to marshal UN support for its stance, <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/israel-rejects-lebanese-accusation-about-gas-field-says-conflict-unlikely-2022-06-06\/\">Reuters<\/a> reports.<\/p>\n<p><strong>Israel denies that the ship is operating in disputed territory<\/strong>, with Harrar saying that the move \u201cunequivocally\u201d does not encroach on Lebanese waters and dismissing the likelihood of the dispute escalating.<\/p>\n<p><strong>Israel + Egypt are looking sell into Europe\u2019s energy crisis:<\/strong> The two countries are expected to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9248f059-1af9-4bd6-b271-5a9316250186\">sign an agreement with the EU<\/a> later this month to increase gas exports across the Mediterranean as the bloc looks for new suppliers to replace Russia. The EU has pledged to ban <a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-61638860\">most imports<\/a> of Russian oil by the end of the year and says it will fully phase out use of Russian gas by the end of the decade. Russia currently provides some 40% of the EU\u2019s annual gas consumption.<\/p>\n<p><strong>We need more capacity:<\/strong> Egypt is looking to build <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/248f9feb-5ba0-4777-b6a8-e910c3e8cc67\">new LNG terminals and pipelines<\/a> to up export volumes to Europe. We should break ground on a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d3e83f43-ae59-490e-961f-2ffbeef74788\">gas pipeline to Cyprus this year<\/a> and we\u2019ve held talks with Greece about <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/891598e1-8197-40e4-91d6-93e212f9c000\">laying pipeline<\/a>s between the two countries. We have only two liquefaction plants and there are currently no pipelines linking us to Europe. In a plan released earlier this month, the EU said it will invest EUR 12 bn in pipelines and LNG facilities to increase gas supplies from other producers such as Egypt and Israel.<\/p>\n<p><strong>Refresher:<\/strong> Israel currently ships gas to Egypt via the Eastern Mediterranean Gas pipeline that runs between Ashkelon and Arish, which has an approximate annual capacity of 7 bcm. It recently began exporting gas to Egypt <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3519af3c-a28a-4e2a-987b-007e229ec9db\">via the Arab Gas Pipeline<\/a> for the first time, with We have completed all the requirements to advance the loan program and are waiting on the WB for updates.<\/p>\n<p><strong>What loan program? <\/strong>The World Bank last October approved a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f884fc7b-c86b-4af4-80f7-385a02aaa39e\">USD 360 mn facility<\/a> to support the Egyptian economy as it recovers from the covid pandemic. It\u2019s not clear if Madbouly was referring to disbursals within that program or a fresh round of financing.<\/p>\n<p><strong>REMEMBER- <\/strong>The WB is here for <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/025f7e5f-d3ed-42e2-ae9d-88dc0248e302\">meetings with Egyptian officials<\/a> on the potential support the bank could offer (including a possible <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1bbb7936-ae6f-4b29-80b5-4ac3132946f5\">USD 500 mn for food security<\/a>) to help us get through the volatility caused by the Russian invasion of Ukraine.<\/p>\n<p><strong>CBE tourism soft loans scheme extended to telecom costs:<\/strong> Tourism companies are now able to access the Central Bank of Egypt\u2019s (CBE) soft loans scheme to fund telecom maintenance and upgrade costs, according to a central bank <a href=\"https:\/\/ent.news\/2022\/6\/Circular-dated-5-June-2022-regarding-adding-internet-capacity-upgrading-finance-to-tourism-initiative-for-hotels-renovation.pdf\">circular (pdf)<\/a> out yesterday. class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>Why Egypt could lead the region on green hydrogen \u2014 and what we need to do to <\/strong><strong>make it happen: <\/strong>Last week, we laid out how <a href=\"https:\/\/enterprise.press\/greeneconomys\/egypt-wants-become-leader-green-hydrogen-heres-govt-private-players-plan-make-happen\/\">green hydrogen has burst onto the scene<\/a> as the hottest new sector in our regional energy hub ambitions \u2014 with <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/04b8d362-f915-49cd-8204-7e5366a0be03\">more than USD 10 bn<\/a> of preliminary agreements for projects signed with international partners, further announcements expected at this year\u2019s COP27, and a national green hydrogen strategy in the works. Today, we look at what makes Egypt well-suited to grow a green hydrogen industry \u2014 and where the bottlenecks are in getting these projects off the ground.<\/p>\n<p><strong>First up: Why all the green hydrogen buzz in our market? <\/strong><\/p>\n<p><strong>#1- The tech is new and developing quickly\u2026<\/strong> In the last 8-12 months, the global push to use renewable energy to power electrolysis has really started in earnest as electrolyzers (the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8723d198-cc17-40e4-86dc-4bf816a93e16\">key hardware<\/a> in making green hydrogen) see huge technical improvements, says Lekela Power General Manager Faisal Eissa. he says. \u201cThe idea of combining electrolyzers with green energy has changed everything. This was what everyone had dreamed of: to generate energy from water,\u201d Eissa tells Enterprise.<\/p>\n<p><strong>\u2026And so no one has the edge on us:<\/strong> At the moment, Egypt is effectively neck-and-neck with other countries in terms of preparing to launch green hydrogen projects, note several sources. \u201cWe\u2019re all starting at a similar time,\u201d says EBRD managing director for the SEMED region Heike Harmgart.<\/p>\n<p><strong>#2- Egypt\u2019s cost-competitive and abundant renewable energy stocks make us an appealing host, <\/strong>say several sources including Harmgart. \u201cEgypt, like Morocco, has many advantages because of its cheap renewables,\u201d Harmgart tells Enterprise.<\/p>\n<p><strong>Green hydrogen projects could be key offtakers for our renewables:<\/strong> We don\u2019t need more energy for the grid \u2014 and so the government has directed private sector renewables firms that all the power they generate should be fed straight into green hydrogen and desalination projects, Mohamed Mansour, co-founder and CEO of Infinity, tells Enterprise. This could be a strategic way of tackling Egypt\u2019s overcapacity issues, independent energy analyst Ahmed Abbas tells Enterprise.<\/p>\n<p><strong>#3- And gov\u2019t is on the ball:<\/strong> New incentives on offer to the private sector are designed to spur renewable energy production, Vice President of the New and Renewable Energy Authority (NREA) Ehab Ismail tells Enterprise. The government <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/35c214ad-e38d-410d-ba79-5d20949e274b\">recently widened<\/a> the scope of the 2017 Investment Law so companies working on green hydrogen and green ammonia production, storage and export can deduct 30-50% of their investment costs from their tax bills, pay a flat 2% customs rate on imported machinery, and benefit from a five-year exemption from stamp duty and notary fees on certain expenses.<\/p>\n<p><strong>#4- We\u2019re already a top global fertilizer supplier \u2014 so switching our existing customers onto ammonia made with green hydrogen should be relatively straightforward: <\/strong>European countries \u2014 as one example \u2014 have ambitious emissions reductions targets to meet, and we\u2019re already a key supplier of fertilizer. If Egyptian companies can switch to \u201cgreenify\u201d their fertilizers, they could boost their exports even further, Eissa says. (Green hydrogen is the crucial ingredient that puts the \u201cgreen\u201d in \u201cgreen ammonia\u201d \u2014 and our first <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3b3e6cad-637c-4ca8-afe6-94472fcc12d4\">green hydrogen plant<\/a>is set to produce feedstock for an export-focused green ammonia facility).<\/p>\n<p><strong>So, what\u2019s holding things up? Cost is key:<\/strong> Green hydrogen currently costs some USD 5-6\/KG to produce, while gray hydrogen costs less than USD 2\/KG, says Abbas. \u201cThe whole industry is focused on reaching the threshold where green hydrogen production falls below USD 2\/KG,\u201d he says. \u201cThis is linked to the price of electricity, along with the development of green hydrogen technology \u2014 like electrolyzers \u2014 and the scale-up of production capacity, which is currently very low.\u201d<\/p>\n<p><strong>But costs could come down fast: <\/strong>The cost of green hydrogen production should decrease rapidly \u2014 as we saw with solar \u2014 to become commercially viable as the tech advances, Harmgart predicts. \u201cGiven all the research behind this new technology, I think costs will come down quickly and steeply,\u201d agrees Mansour. Still, while costs remain a barrier to entry, some concessional financing and grants will need to be mobilized \u201cin the initial stage,\u201d Harmgart notes. The EBRD is in \u201cvery active discussions\u201d with two or three consortia of developers on financing green hydrogen projects, Harmgart previously told Enterprise.<\/p>\n<p><strong>What we really need now is regulation:<\/strong> Regulation will be essential for competitively pricing the electricity generated by green hydrogen projects \u2014 which the government is expected to set, says Abbas. That means key questions will need to be resolved on how state-owned and private firms will partner in these projects, and how land is allocated to them.<\/p>\n<p><strong>And more incentives to get things off the ground:<\/strong> Equipment for local green hydrogen facilities is currently limited, says Abbas, and scaling up its production would have to be done in collaboration with major producers \u2014 making more regulatory incentives essential, Abbas adds.<\/p>\n<p><strong>Putting regs in place will take time:<\/strong> The EBRD is aiming at a five-year timeline to put a legal framework in place as it helps the government develop its green hydrogen strategy, Harmgart told us previously. Putting regs in place to allow green hydrogen to be used locally is a \u201cmedium to long-term\u201d project, says Eissa \u2014 hence why pilot projects all focus on producing for export.<\/p>\n<p><strong>Though less can be more: <\/strong>Simple guidelines issued now and updated regularly could be better than detailed regulation that takes a long time to put together, Eissa adds.<\/p>\n<p><strong>Even producing for export comes with its challenges: <\/strong>We\u2019ll need to prove the green credentials of hydrogen headed to Europe by securing <a href=\"https:\/\/www.ecohz.com\/guarantees-of-origin\">Guarantees-of-Origin (GoOs)<\/a>, energy certificates that label sources of energy for customers, says Harmgart. That also means we need to be able to trace back all the energy that goes into a green hydrogen plant to a renewable source \u2014 meaning we might have to count out renewables projects that are already connected to Egypt\u2019s grid, says Eissa, as there\u2019s no way of proving that the electricity came from a renewable source. \u201cMy understanding is that electricity used for green hydrogen production will need to be dedicated to this,\u201d he says.<\/p>\n<p><strong>We might try and address barriers to export at COP27:<\/strong> Egypt could call for an easing of EU green content certification during COP27 to open up pathways for export to Europe, Eissa predicts.<\/p>\n<p><strong>The good news: Gov\u2019t is engaging with stakeholders transparently<\/strong>, says Mansour: \u201cEveryone that wants information has access to it,\u201d he adds.<\/p>\n<p><strong>And for once, renewable energy companies and oil and gas companies share a common goal<\/strong>, says Eissa. \u201cIt\u2019s an exciting and challenging prospect. We\u2019re merging two technologies, two industries, together \u2014 and the backgrounds are completely different.\u201d<\/p>\n<p><strong>But we shouldn\u2019t sit on this and let momentum fade<\/strong>. \u201cWith decisive leadership, Egypt can get projects set up quickly,\u201d Fortescue Future Industries (FFI) CEO Andrew Forrest tells Enterprise. \u201cBut time is of the essence,
