looking at Egypt, Europe wants lots of our natural gas, and we just locked in wheat away from the fields on which Russia and Ukraine are locking horns.<\/p>\n<p><strong>But the mood outside our borders is \u2026 less welcoming:<\/strong> Those war drums are beating louder and louder in Ukraine \u2014 and JPMorgan thinks the US Federal Reserve could go for nine quarter-point rate hikes this year.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a> <strong>SMART POLICY- The Central Bank of Egypt is out this morning with its inaugural <\/strong><strong><a href=\"https:\/\/ent.news\/2022\/2\/Egypts-FinTech-Landscape-Report-2021.pdf\">Fintech<\/a><\/strong><strong><a href=\"https:\/\/ent.news\/2022\/2\/Egypts-FinTech-Landscape-Report-2021.pdf\"><\/a><\/strong><strong><a href=\"https:\/\/ent.news\/2022\/2\/Egypts-FinTech-Landscape-Report-2021.pdf\">Landscape Report (pdf)<\/a><\/strong>, underscoring how quickly the nation is making progress on its ambition of becoming <a href=\"https:\/\/fintech-egypt.com\/about-us\/\">\u201ca globally recognized fintech hub in the Arab world and Africa.\u201d<\/a> <strong>Egyptian fintech players raised over 4x more capital in 2021 than they did the year before<\/strong>, the report says, with some 32 startups landing USD 159 mn against the USD 37.1 mn that 25 outfits raised the year before. We\u2019ll have a deep dive into the report next Sunday in What\u2019s Next, but fintech founders (and those dreaming of their own startups) will want to have a close look at pp. 14-15, which provides a great graphical overview of the sector and a map of just about all major players.<\/p>\n<p><strong>Critically, the CBE also includes a roadmap to where it sees room for the industry to<\/strong> <strong>grow <\/strong>by providing a clear summary of its \u201cfive pillars of fintech and innovation strategy\u201d starting on page 21.<\/p>\n<p><strong>WHAT\u2019S HAPPENING TODAY-<\/strong><\/p>\n<p><strong>PSA- Expect a foggy commute today and tomorrow<\/strong>: The <a href=\"https:\/\/www.facebook.com\/ema.gov.eg\/posts\/313116617513579\">national weather service<\/a> is forecasting morning fog on the roads leading in and out of Cairo for the first part of the week. Yesterday\u2019s stormy weather \u2014 which saw dense clouds, lightning and rain hit Cairo and Suez (<a href=\"https:\/\/www.facebook.com\/watch\/?v=1903603869830568\">watch, runtime: 0:18<\/a>) and snow blanket parts of Sinai (<a href=\"https:\/\/www.facebook.com\/watch\/?ref=saved&v=478487653807551\">watch, runtime: 0:09<\/a>) \u2014 is now in our rearview mirror. Our favourite weather app is predicting sunny skies from and a high of 19\u00b0C today.<\/p>\n<p><strong>Look for the weather to warm up a bit through Wednesday <\/strong>with a daytime high of 23\u00b0C before the mercury slides below 20\u00b0C for the weekend.<\/p>\n<p><strong>The House of Representatives is back in session today.<\/strong> On the agenda:<\/p>\n<ul>\n<li><strong>The so-called \u201cold rent law,\u201d <\/strong>which would, if passed, allow landlords to evict government agencies, public and private companies, embassies, and other entities leasing properties under the old rent system within five years of its being signed into law. Tenants would pay five times their current rent \u2014 with a 15% annual rent hike \u2014 in the meantime. The bill doesn\u2019t impact individuals renting residential properties under the old rent system. The House Housing Committee <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/64c7215d-8eaa-4ae7-95fb-9967426efe0d\">signed off<\/a> on the bill last month.<\/li>\n<li><strong>Amendments to the Capital Markets Act.<\/strong> Though the House schedule is scant on detail, this could refer to a Financial Regulatory Authority proposal to allow utilities and other companies to raise capital by securitizing future cashflows, which was <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3fb31620-1cf4-4952-b018-deb2ab293138\">greenlit by cabinet<\/a> in November.<\/li>\n<\/ul>\n<p><strong>Plenary sessions will run until Tuesday, <\/strong>when the House is set to discuss amendments to the Income Tax Act that would see property owners pay a lump sum tax when they register real estate assets that were sold before 2013. The House of Representatives\u2019 Planning and Budget Committee <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/936b4e1c-35fe-4e9f-9d1c-ae2da6a0f42e\">greenlit the amendments<\/a> a few weeks ago.<\/p>\n<p><strong>US climate envoy John Kerry is in town today for a two-day visit<\/strong>, where he will meet with Foreign Minister Sameh Shoukry for the inaugural meeting of a US-Egypt climate working group ahead of this November\u2019s COP27 summit in Sharm El Sheikh, according to a US State Department <a href=\"https:\/\/www.state.gov\/special-presidential-envoy-for-climate-kerrys-travel-to-egypt\/\">statement<\/a>. Kerry will also deliver an <a href=\"https:\/\/www.aucegypt.edu\/streaming\">address<\/a> at the American University in Cairo on the future of international climate action.<\/p>\n<hr class=\"grey-line\">\n<p><strong>SIGN OF THE TIMES- <\/strong><strong>Two Gulf countries have relaxed travel restrictions:<\/strong><\/p>\n<ul>\n<li><strong>Kuwait:<\/strong> From today, fully vaccinated travelers will no longer be required to get a PCR test before traveling or on arrival to Kuwait, and will no longer need to quarantine after arrival, <a href=\"https:\/\/twitter.com\/Kuwait_DGCA\/status\/1493634335852965889\">Kuwait\u2019s civil travel authority<\/a> announced on Tuesday. A post-flight PCR test and seven-day home quarantine is still required for people who are partially vaccinated.<\/li>\n<li><strong>Bahrain: <\/strong>As of today, all travelers to the Gulf kingdom are no longer required to get a PCR test on arrival or undergo quarantine, <a href=\"https:\/\/twitter.com\/BahrainAirport\/status\/1494383016726175748?s=20&t=ruCoE1gm2ACFFDM09BYF8Q\">Bahrain Airport<\/a> said Thursday.<\/li>\n<\/ul>\n<p><strong>The annual 11-member <\/strong><strong><a href=\"https:\/\/www.gecf.org\/\">Gas Exporting Countries Forum<\/a><\/strong><strong> kicks off today and runs<\/strong><strong> until Tuesday in Doha. <\/strong>The group, which includes Egypt, Russia, Qatar, Iran, Libya, Algeria and Nigeria and accounts for more than 70% of global gas reserves, is expected to discuss ways to ramp up production in the medium term, <a href=\"https:\/\/www.france24.com\/en\/live-news\/20220219-ukraine-showdown-casts-shadow-over-qatar-gas-summit\">France 24<\/a> reports. Diplomats say expectations aren\u2019t high, given there\u2019s \u201cnext to no spare gas\u201d available.<\/p>\n<p><strong>Russian President Vladimir Putin is not expected to show up<\/strong> in light of the situation in Ukraine, while Qatar has been <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/314a2761-8189-4c18-b8a1-64a65c934fdf\">under pressure<\/a> to secure additional gas supplies to Europe in case Russia cuts the continent off.<\/p>\n<p><strong>Meanwhile, our people have been talking with Europe\u2019s people about upping gas supply <\/strong><strong>to the continent.<\/strong> More on that in today\u2019s newswell, below.<\/p>\n<p><strong>Ethiopia powers up GERD:<\/strong> Ethiopia will start generating electricity from the Grand Ethiopian Renaissance Dam (GERD) for the first time today, unnamed government officials told <a href=\"https:\/\/www.france24.com\/en\/live-news\/20220219-ethiopia-to-start-generating-power-from-nile-dam-sunday\">France24<\/a>. Negotiations over how to allocate the Nile\u2019s water between Egypt, Sudan and Ethiopia<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/eb46348d-7550-4cb5-983d-2b40da01a909\">have been on ice<\/a> since last summer, when Ethiopia completed the second filling of the dam and the international community declined to intervene in the dispute. Goldman ranked first for transaction advisory services in the Middle East last year, according to Bloomberg data.<\/p>\n<p><strong>EFG Hermes said it was looking to appoint an international financial advisor <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e5f0842e-f8fe-4bbe-ae01-41a01dc21e33\">last week<\/a><\/strong>, along with an Egyptian law firm, to advise on FAB\u2019s acquisition offer. Meanwhile, FAB has tapped Rothschild & Co as its financial advisor, while Matouk Bassiouny & Hennawy are the lender\u2019s domestic legal advisors.<\/p>\n<p><strong>Let\u2019s recap on FAB\u2019s offer: <\/strong>In what would be the country\u2019s biggest acquisition in years, the Emirati lender announced <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8d68b5eb-a11f-4c88-b404-0e64bb3de85d\">earlier this month<\/a> that it had made a non-binding offer to purchase at least 51% of EFG in a transaction that would value the firm at EGP 18.5 bn. The bank has offered to purchase the shares for EGP 19.00 apiece, a 21% premium on EFG\u2019s closing share price the day before the announcement.<\/p>\n<p><strong>EFG\u2019s shares have surged almost 15% since the offer was made<\/strong>, closing at EGP 18.10 on Thursday. FAB could raise its offer price due to \u201cthe prominence of EFG Hermes, its financial position, and its strategic role in the financial markets in Egypt and the region,\u201d <a href=\"https:\/\/bit.ly\/3rJ2dnI\">Al Shorouk<\/a> reported last week, citing unnamed sources it claimed have knowledge of the matter.<\/p>\n<p><strong>EFG\u2019s top shareholders include<\/strong> French bank Natixis (12.2%) and Emirati investment firm RA MENA Holdings (11.7%). The firm\u2019s ESOP program holds a 5.2% stake. Almost 53% of the firm is in the hands of very diverse group of investors from major institutions to domestic retail investors, the majority of whom do not meet the 5% threshold for publicly declaring their ownership.<\/p>\n<p><strong>IN OTHER M&A NEWS-<\/strong><\/p>\n<p><strong>Old Mutual unit has competition for controlling stake in Lekela Power: <\/strong>South African mining firm <a href=\"https:\/\/www.exxaro.com\/\">Exxaro<\/a> and Chinese state fund CNIC are among the final bidders in the running for Actis\u2019 60%\u2019 stake in Lekela Power, <a href=\"https:\/\/www.reuters.com\/markets\/deals\/exxaro-chinas-cnic-vie-with-aiim-2-bln-african-power-firm-lekela-sources-2022-02-18\/\">Reuters<\/a> reports, citing sources it says are familiar with the matter. African Infrastructure Investment Managers \u2014 a unit of Pan-African financial services outfit Old Mutual that was <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8b4cd083-cba9-4ff6-8c4d-372796ef6feb\">last week reported<\/a> to be vying for the stake \u2014- has also advanced to the final round and is currently seen as the frontrunner, the sources told Reuters.<\/p>\n<p><strong>Could a 60% acquisition become a 100% acquisition? <\/strong>Lekela\u2019s other investor, Mainstream Renewable Power, is also looking to exit, Reuters reports. It had previously been reported that Mainstream was interested in buying Actis out of the renewables firm, which the two firms founded in 2015.<\/p>\n<p><strong>Lekela has a presence in Egypt<\/strong>, Ghana, South Africa, and Senegal and has been valued at more than USD 2 bn. The Oil Ministry said the meeting included discussions on Egypt\u2019s role in supplying gas to Europe and recent developments in the global energy markets in <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/341402838030143\">a statement<\/a> following the meeting.<\/p>\n<p><strong>Concerns that Russian gas shipments to Europe could be disrupted in the event of conflict in Ukraine have forced the EU to go in search of alternative supplies:<\/strong> The US has ramped up gas exports to Europe and Japan will <a href=\"https:\/\/www.spglobal.com\/platts\/en\/market-insights\/latest-news\/lng\/020922-japan-to-divert-surplus-lng-cargoes-to-europe-after-eu-us-requests-minister\">ship surplus supplies<\/a> to the continent as tensions between Russia and Ukraine threaten to compound Europe\u2019s energy shortage, which has caused gas prices to surge to record highs. The US has also reportedly <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8cd88233-3cf6-413e-aaa4-87550c7785ac\">held talks with Egypt<\/a> and Qatar about raising exports if conflict breaks out. The drive comes as US President Joe Biden threatened to block the <a href=\"https:\/\/www.pbs.org\/newshour\/world\/biden-threatened-to-block-russias-nord-stream-2-amid-ukraine-tensions-but-what-is-it\">Russia-to-Germany Nordstream 2 natural gas pipeline<\/a> if Moscow doesn\u2019t back off Ukraine.<\/p>\n<p><strong>But Egypt appears to be running at max capacity:<\/strong> El Molla said at the end of last year that Egypt\u2019s LNG export terminals were <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b05357d8-d636-4372-a069-cf77d948b1e7\">running at full capacity<\/a> and are exporting the equivalent of 1.6 bn cubic feet per day.<\/p>\n<p><strong>As are European gas terminals:<\/strong> Europe\u2019s LNG terminals have limited capacity to receive more supplies as the US increases shipments. \u201cA few cargoes could be squeezed into some other countries, but not significant supply,\u201d one energy analyst told <a href=\"https:\/\/www.reuters.com\/business\/energy\/brimming-european-lng-terminals-have-limited-space-more-gas-2022-02-17\/\">Reuters<\/a>.<\/p>\n<p><strong>Egyptian exports to Europe are on course to rise this quarter:<\/strong> Egypt has exported more than 1.3 bn cubic meters (bcm) of gas so far in 1Q2022, more than 1 bcm of which went to Turkey, France, Italy, and the Netherlands, according to <a href=\"https:\/\/www.spglobal.com\/platts\/en\/market-insights\/podcasts\/focus\/220215-a-winters-tale-heating-season-extremes-in-north-american-gas\">S&P Global Platts<\/a>. Seventeen global suppliers took part in last week\u2019s tender \u2014 the most in at least five years \u2014 indicating that supply issues that have contributed to the price surge may be abating, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-02-17\/wealth-of-wheat-offers-in-egypt-bucks-market-fears-about-supply?sref=mmeFTDW1\">Bloomberg<\/a> reported Thursday.<\/p>\n<p><strong>Wheat supply worries? What supply worries? <\/strong>Wheat futures have been <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7ca352b4-6229-4ab6-a4ba-a889111ba20f\">rising lately<\/a> due to concerns about tightening supplies among the world's top exporters. And it\u2019s not just a wheat problem: Global food prices are <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/db81baf7-d9fa-4b17-9983-b8eb6f71798d\">close to record highs<\/a> as supply chain disruptions, rising energy prices, poor weather and labor shortages cause markets to tighten.<\/p>\n<p><strong>The Russia-Ukraine factor:<\/strong> Last week, Supply Minister Ali El Moselhy said that escalating tensions between Russia and Ukraine \u2014 two of the world\u2019s biggest wheat exporters \u2014 was causing <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bc922ba0-67ab-4050-9920-ee1ac7d63996\">\u201cuncertainty\u201d in the global wheat market<\/a>. Around 50% of our wheat imports were shipped from Russia last year, while 30% came from Ukraine.<\/p>\n<p><strong>Egypt seems to have avoided Ukrainian wheat in the tender:<\/strong> GASC purchased three cargos of Romanian wheat for <a href=\"https:\/\/www.zawya.com\/mena\/en\/markets\/story\/Egypts_GASC_buys_180000_tonnes_of_wheat_in_tender-TR20220217nL1N2US1FHX2\/\">USD 318 FOB<\/a> despite Ukrainian suppliers offering a better price. The price of Ukrainian wheat <a href=\"https:\/\/www.spglobal.com\/platts\/en\/market-insights\/latest-news\/agriculture\/021522-ukraine-wheat-prices-shed-4-on-month-amid-tensions-exports-remain-firm\">declined 4%<\/a> during the first two weeks of February, while <a href=\"https:\/\/www.spglobal.com\/platts\/en\/market-insights\/latest-news\/agriculture\/020122-russias-2021-22-wheat-exports-fall-21-on-year-prices-decline\">Russian wheat fell USD 1<\/a><a href=\"https:\/\/www.spglobal.com\/platts\/en\/market-insights\/latest-news\/agriculture\/020122-russias-2021-22-wheat-exports-fall-21-on-year-prices-decline\">1<\/a> in January due to the increasing regional tensions and Moscow\u2019s export controls, according to S&P Global Platts data.<\/p>\n<p><strong>The Supply Ministry is projecting calm<\/strong>, pointing last week to Egypt\u2019s work to diversify suppliers and the local harvest that begins in April. But while we may not be facing an immediate wheat shortage, steps are being taken to mitigate the impact of rising global prices. The ministry is considering several scenarios for tapering bread subsidies for the first time in decades, with a final decision on how they will be reworked by <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/217bd2c8-c468-4975-b723-ba0e372c9b2c\">the end of March<\/a>. The platform aims to expand the number of retail investors in the market \u2014 something that <a href=\"https:\/\/enterprise.press\/2019\/02\/17\/coffee-mohamed-farid-chairman-egyptian-exchange\/\">the EGX had long called for<\/a> \u2014 by easing the process of opening investment accounts \u2014 and teaching folks how to invest.<\/p>\n<p><strong>Online-only brokerage platforms were in the spotlight last year <\/strong>with the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/98be55c7-42e5-4672-9457-a72112711a70\">rise of meme stocks<\/a> in the United States, with Robin Hood and the controversy over investors taking \u201cstonks\u201d \u201cto the moon\u201d (hello, Gamestop) thrusting the industry into the global spotlight.<\/p>\n<p><strong>Thndr, meanwhile, has grown steadily by focusing on the next generation of investors in public equities. <\/strong>It has 50k monthly users and the platform accounted for nearly 36% of all new brokerage accounts opened in the past year. This growth culminated in the company <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/64e8961a-0bd4-48d3-b410-953914def030\">raising a USD 20 mn Series A investment round<\/a> earlier this month \u2014 their first since December 2019, when they secured USD 2 mn in a pre-seed round. Thndr\u2019s ambitions are now to diversify their offerings, as well as to include Sharia-compliant products.<\/p>\n<p><strong>We discussed these plans with Seif Amr, co-founder and COO of Thndr<\/strong>, who also talked about where the company currently stands, how they grew their user base despite what many see as a cultural aversion to investing, and how users behave on the app.<\/p>\n<p><strong>Below are edited excerpts from our conversation:<\/strong><\/p>\n<p><strong>Thndr\u2019s assets under custody \u2014 the collective value of their customers\u2019 portfolios \u2014 grew 29x in 2021<\/strong>, Amr says. The app was downloaded over 300k times, with 50k users opening it on a monthly basis. Between 21k-25k retail brokerage accounts were opened across Egypt in 2021, and Thndr accounted for 36% of that, Amr says.<\/p>\n<p><strong>Youth-driven growth: <\/strong>Thndr accounted for 80% of all new brokerage accounts opened by those under 21 years old, Amr says. \u201cThe average age group of users is 29, while the average age of a typical investor was somewhere around 45 years of age,\u201d he says. Some 70% of Thndr users started investing with less than EGP 3k, which is usually not enough to open an account at a brokerage, he says. \u201c87% of our users are first-time investors and 40% of our user base are from outside of Cairo and Alexandria.\u201d<\/p>\n<p><strong>How did Thndr rope in these users? <\/strong>Initially, a large part of customer acquisition came from paid advertisement on social media platforms. \u201cNow, we acquire a lot of users via referrals and providing educational content, which explains investing concepts to people in a bite-size, relatable manner,\u201d Amr says.<\/p>\n<p><strong>Why are users drawn to the app? Ease of use, user experience, and education, <\/strong>Amr believes. \u201cYou don't need to visit a certain bank branch to open an investment account or wait until the process of opening an account is complete,\u201d he explains. Another selling point is the user experience and the customer support the platform provides. People also use Thndr as an educational gateway and then convert into becoming investors., he adds.<\/p>\n<p><strong>Thndr wants to expand on users exchanging information and educating each other. <\/strong>The Community feature on the app is a Reddit-like forum where people can engage and exchange information with one another. \u201cUsers are sharing advice on how to invest and what to watch out for when investing,\u201d Amr says. \u201cWe\u2019re planning to add more features,\u201d including the ability to follow people, see what they're doing, engage with them, and exchange ideas, he added.<\/p>\n<p><strong>But it won\u2019t be a meme-stock haven: <\/strong>The company actively monitors the community, he said. If, for instance, a user promotes stocks, Thndr removes the content and can temporarily or permanently suspend the user account involved, Amr tells us. This is in line with <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/63a0ea6e-7194-431c-85c9-5b080818ef4f\">FRA-proposed amendments to the Capital Markets Act<\/a>, which could see penalties on those sharing stock tips for the purposes of manipulation on social media.<\/p>\n<p><strong>A commission-less brokerage outfit? <\/strong>Thndr does not charge fees to open an account or trade stocks. \u201cWe decided not to take commissions, because of the conflict of interest they create. If we take commissions, it's in our best interest for users to keep buying and selling,\u201d he explains. \u201cBut it's in the user\u2019s best interest to invest for the long-run, i.e. buying at a recurring, but not frequent manner.\u201d<\/p>\n<p><strong>The platform has three revenue streams: <\/strong>There\u2019s an EGP 55 monthly subscription for users who want to real-time market data, 30-minute discovery sessions before trading starts, and an overview of all bids for orders placed on any given stock. Secondly, asset managers listed on the platform pay Thndr a percentage on the revenue they generate on the app as a fee. The percentage is based on the nature of the fund and its size.<\/p>\n<p><strong>Thndr also generates income from the float on a user\u2019s wallet that have not been invested<\/strong>, a standard practice in the industry that sees those funds kept in bank deposits.<\/p>\n<p><strong>Is the stock market becoming more attractive to a nation raised to see real estate and bank certificates of deposit as the best (only?) investment vehicles? <\/strong>While the perception of the stock market being too speculative may not change, users appear to be grasping quickly that trading stocks should be a long-term game, Amr says. Users who start off trading frequently but inconsistently soon settle for a pattern and regular trading pattern. \u201cI can't really claim that the general perspective on the stock market is changing, but we have been seeing it with some of our longstanding users.\u201d<\/p>\n<p><strong>So what\u2019s next in Thndr\u2019s cards? <\/strong>\u201cWe're planning to grow at least by 10x in terms of assets under custody and number of users throughout 2022,\u201d the COO tells us. The company also wants to add more products, including Shariah-compliant investment options, given their high demand.<\/p>\n<p><strong>Regulatory changes could help this growth: <\/strong>\u201cThe regulations of the sector were not originally designed for the use cases of the age we're in,\u201d Amr says. But there seems to be a lot of hope for the future, in his opinion: the minimum age to open an account was cut to 16 from 21, and the Fintech Act <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bb9e75aa-c2b9-4c01-ab85-81402f930b89\">was ratified last week<\/a>. But the executive regulations are still in the works, which Amr hopes will be announced in the next six months. \u201cEverything that's been happening so far is giving us a lot of hope for what's to come next,\u201d he adds.<\/p>\n<p><strong>Online verification and funding alternatives are two things Amr hopes to see in the executive regulations of the Fintech Act. <\/strong>This entails the ability to open accounts without the need for a physical signature \u2014 and funding alternatives for brokerage accounts. \u201cIf you want to open and fund a brokerage account, having only the option of a bank transfer is not enough,\u201d he says.
