<\/strong><strong>two weeks<\/strong> \u2014 we consider it our just recompense for having survived the vicissitudes of a news cycle that\u2019s been rolling by in fast-forward for to long now..<\/p><p><a class=\"content-anchor\" id=\"tldr-story-03\"><\/a> <strong>We expect to be talking about oil and gas quite a lot in the coming days as <\/strong><strong>the <\/strong><strong><a href=\"https:\/\/www.egyps.com\/\">Egypt Petroleum Show<\/a><\/strong><strong> (Egyps) gets underway<\/strong> today at the Egypt International Exhibition Center. The event runs through Wednesday. Speakers include OPEC Secretary General Mohammad Barkindo and International Energy Agency Executive Director Fatih Birol. Also speaking: Our ministers of oil, finance and the environment (among other government officials), as well as energy and oil ministers from countries including the UAE, Jordan, Yemen, Israel, Cyprus and Greece. Top execs from major oil and energy firms will also be in attendance.<\/p><p><strong>There will be lots of noise about Egypt as the natural energy hub <\/strong>of the Eastern Med, a notion that longtime readers will recall we\u2019ve been championing for years \u2014 and that has new relevance with Europe facing the prospect of a longer-term energy crunch thanks to tensions with Moscow. (More on those tensions below.)<\/p><p><strong>On the other end of the \u201cgood for the planet\u201d scale: We now have tariffs for charging <\/strong><strong>electric vehicles<\/strong> after the Madbouly government published its rate sheet in the Official Gazette. We\u2019ll have a deep dive into the details tomorrow in our Going Green vertical, presented each week thanks to the support of our friends at Infinity.<\/p><hr class=\"grey-line\"><p><strong>THE BIG STORY TODAY here at home? Policymakers are confirming what we\u2019ve been <\/strong><strong>saying for weeks <\/strong>here at Enterprise World Headquarters: War between Ukraine and Russia would not be good for the global wheat market. We\u2019re the world\u2019s largest importer of the grain. What\u2019s more: They\u2019re also two of our most important tourism markets (in volume terms, though admittedly not margin) \u2014 Russia is a key security and defense partner.<\/p><p><strong>THE BIG STORY ABROAD- Is the Ukraine crisis coming to a head? <\/strong>This week could decide whether tensions between Russia and the West over Ukraine bubble over into armed conflict, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-02-13\/standoff-with-russia-over-ukraine-heads-into-most-tense-week-yet?srnd=premium-middle-east&amp;sref=mmeFTDW1\">Bloomberg<\/a> and the <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-ian-kelly-europe-moscow-russia-4bf5d42906c582c36972b076e73c430f\">Associated Press<\/a> are reporting this morning. US President Joe Biden promised a \u201crapid response\u201d if Russia does invade its neighbor in a phone call with Ukrainian counterpart Volodymyr Zelensky yesterday, as White House advisers continued to brief that Russia could create a surprise \u201cpretext\u201d to invade Ukraine any day now. Meanwhile, German Chancellor Olaf Scholz will head to Moscow today before meeting with Zelensky for talks on Tuesday for a last-ditch effort at diplomacy. More than a dozen countries have moved to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9cece72f-8423-47df-9996-4808928101ef\">pull non-essential diplomatic staff<\/a> from Ukraine, with some airlines going as far as <a href=\"https:\/\/enterprise.press\/\">canceling flights<\/a> to the country. The <a href=\"https:\/\/www.wsj.com\/articles\/top-biden-administration-official-renews-warning-of-imminent-conflict-in-ukraine-11644775392?mod=hp_lead_pos1\">Wall Street Journal<\/a>, <a href=\"https:\/\/www.ft.com\/content\/c61ed027-ca55-43d4-88f1-60f8cde13f6e\">Financial Times<\/a>, and <a href=\"https:\/\/www.reuters.com\/world\/europe\/us-says-diplomacy-still-open-end-ukraine-standoff-with-russia-2022-02-13\/\">Reuters<\/a> have more.<\/p><p><strong>Will there be war? <\/strong>Some pundits in our socials are suggesting that Putin doesn\u2019t need to invade to accomplish his goals: Taking the threat right up to the red line (but not crossing it) has already done enough to draw a line under his \u201csecurity sphere\u201d and open sew discord among Western allies, they suggest.<\/p><p><strong>The prospect of war in Ukraine and the wheat crunch come at the same time as the <\/strong><strong>global commodity shortage is back in the headlines. <\/strong>Stockpiles of goods from copper to coffee are at historically low levels, threatening further inflationary pressures, the <a href=\"https:\/\/www.ft.com\/content\/d4766d00-75ee-4382-9373-f326c89630e1\">Financial Times<\/a> reports. Raw materials, food staples, metals and energy futures have all slipped into backwardation \u2014 when spot prices exceed futures prices, signaling scarcity. Traders are paying over the odds to secure immediate metal supply, while copper stocks at major commodity exchanges sit at less than a week\u2019s worth of global consumption. Now, a potential Russian invasion of Ukraine threatens to disrupt supplies from the country. Prices \u201cspiked\u201d the last time Russia invaded Ukraine (when it seized Crimea back in 2014), according to the <a href=\"https:\/\/www.economist.com\/finance-and-economics\/commodities-traders-brace-for-a-war-in-ukraine\/21807404\">Economist.<\/a> Russia is also a top supplier: around 50% of our wheat imports shipped from the country last year (while 30% came from Ukraine), <a href=\"https:\/\/english.alarabiya.net\/News\/middle-east\/2022\/02\/13\/Egypt-says-tensions-between-largest-wheat-exporters-raise-market-uncertainty#:~:text=Egypt%2C%20often%20the%20world's%2520top,data%2520from%2520two%2520regional%2520traders.\">Al Arabiya<\/a> reports, picking up a Reuters story citing data from two regional traders.<\/p>\n<p><strong>The Supply Ministry is continuing to work on diversifying wheat imports<\/strong>, El Moselhy added. Diversification efforts that began last year saw us purchase wheat from <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/01393c38-caed-41c5-a0dd-1d4724b14015\">Latvia<\/a>for the first time and consider importing from other countries including <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/87eadd67-b120-4da7-99db-e5b33af8ce84\">France<\/a>, Canada, and possibly <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7e480cfe-e1ed-45f1-b814-cef1dc4b9d40\">the US<\/a>.<\/p>\n<p><strong>We currently hold more than five months\u2019 worth of wheat in our strategic reserves,<\/strong> El Moselhy said. With urban inflation now running at <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7914e5e9-10b5-4166-b35f-232741c164aa\">near two and a half year highs<\/a>, spending is being impacted across the board, with rising capex costs putting particular pressure on companies in the sector, say several operators. Today, we look at how the impact of inflation varies among Egypt\u2019s private schools, and what they\u2019re doing to mitigate it.<\/p>\n<p><strong>Several private schools have seen rising inflation drive up overall costs<\/strong>, operators tell Enterprise. El Alsson\u2019s OPEX spending is an estimated 12-15% higher now than it was in April 2021 \u2014 the last time its annual budget was set, says Executive Director Karim Rogers. Education management company Eduhive\u2019s total costs increased by a minimum of 25% in the last year, estimates CEO Karim Mostafa: \u201cEverything\u2019s inflated: the price of electricity, utilities, purchases, cleaning materials and sanitizers \u2014 even teacher housing and plane tickets.\u201d<\/p>\n<p><strong>Families are feeling the pinch, too: <\/strong>A trend of transferring children to less expensive schools, seen in the last five years, has recently been increasing, says Mostafa. \u201cPeople paying EGP 100k per year are now looking for schools in the EGP 60-70k range. This is a sign everybody\u2019s getting hit.\u201d This trend is impacting enrollment at private schools, where schools in the lower-middle income bracket are seeing enrollment at an estimated two-three times the rate of high-income schools, education investment platform Lighthouse Education Deputy Chairman Mohamed El Sherif says. Education costs rose 13.9% y-o-y in January, with primary education rising 19.5% and secondary education rising 5.3%, <a href=\"https:\/\/www.capmas.gov.eg\/Pages\/ShowHmeNewsPDF.aspx?page_id=\/Admin\/News\/PressRelease\/202221084323_%D8%A7%D9%84%D8%A8%D9%8A%D8%A7%D9%86%20%D8%A7%D9%84%D8%B5%D8%AD%D9%81%D9%8A%2001-2022.pdf&Type=News\">Capmas data (pdf)<\/a> shows.<\/p>\n<p><strong>But it\u2019s schools with hefty CAPEX costs \u2014 especially land purchases \u2014 that seem to be hit hardest: <\/strong>Inflation has substantially impacted land prices and construction costs, with greenfield projects becoming particularly expensive, El Sherif tells Enterprise. \u201cIt costs a lot to buy land and build a school that\u2019s up to standard.\u201d Land pricing was already expensive, as <a href=\"https:\/\/enterprise.press\/blackboards\/why-arent-private-schools-expanding-outside-of-cairo\/\">we noted last year<\/a>. Now, prices are being increased by brokers, says El Sherif. Land has essentially become unaffordable, notes Mostafa. And construction costs have been rising rapidly, with noticeable price differences in iron, steel and concrete since summer 2021, says Rogers.<\/p>\n<p><strong>Ultimately, this means investment in greenfield projects will slow,<\/strong> El Sherif predicts. \u201cWe\u2019re currently seeing many new players who bought land with the intention of building schools. But prices have gone up, so they\u2019ve decided it\u2019s more profitable for them to sell the land than build schools. This tells you that something\u2019s not right.\u201d Growth is effectively limited to investors with sector experience, he adds.<\/p>\n<p><strong>The impact won\u2019t be felt immediately:<\/strong> It\u2019s difficult to predict how much investment will slow by, as it\u2019s down to individual project economics \u2014 which can be impacted by many variables, says El Sherif. But it usually takes around two years from land acquisition to a school becoming operational, which is when the impact will be felt, he adds.<\/p>\n<p><strong>Schools without significant CAPEX investment are more sanguine: <\/strong>Schutz always takes inflation into account when setting its annual budget, but isn\u2019t feeling the general sense of alarm about inflation that seems to be prevalent in the country, says Assistant Head of School Massimo Laterza. \u201cStill, we\u2019re not currently engaged in any major capital developments. We\u2019re not in the middle of projects with any debt, or affected by the rapidly increasing prices of steel or cement,\u201d says Laterza.<\/p>\n<p><strong>OPEX losses don\u2019t appear to be all that impacted:<\/strong> OPEX cost increases can be an \u201cannoyance,\u201d but El Alsson hasn\u2019t taken any major financial hits, Rogers notes.<\/p>\n<p><strong>But inflation could be compounding FX losses for int\u2019l schools: <\/strong>All international schools spend about 70-75% of their budgets in FX \u2014 to pay expat teachers \u2014 while collecting all their revenue in EGP, notes Mostafa. This makes them highly vulnerable to any exchange rate fluctuations, so inflationary cost increases become even more challenging, he argues.<\/p>\n<p><strong>And other fees aren\u2019t helping:<\/strong> Meanwhile, new expenses \u2014 like the <a href=\"https:\/\/bit.ly\/34Z3C0A\">obligatory<\/a><a href=\"https:\/\/bit.ly\/34Z3C0A\">1-3%<\/a><a href=\"https:\/\/bit.ly\/34Z3C0A\">of annual revenue<\/a> that schools now need to pay to the government\u2019s Support Education fund \u2014 aren\u2019t factored into school budgets or buffers when they are introduced in the middle of the yearly business cycle, months after the budgets have been set, says Rogers.<\/p>\n<p><strong>The Education Ministry\u2019s <\/strong><strong><a href=\"https:\/\/bit.ly\/2B2QnN2\">7% cap on tuition fee increases<\/a><\/strong><strong> further compounds the problem<\/strong>, because it doesn\u2019t take inflation into account \u201cas part of the formula,\u201d says Mostafa. Tuition fees are the only source of revenue for education operators, he notes.<\/p>\n<p><strong>What steps are schools taking to mitigate the fallout from high inflation? Cost-cutting is one obvious move: <\/strong>Schools are cutting costs where they can, to limit financial pressures, say sources. International schools won\u2019t cut their salary structures, which are carefully calibrated according to market research, say Mostafa and Rogers. But they might look at trimming benefits packages, Mostafa says: \u201cSometimes you have to cap the housing or transportation allowance, as these things add up.\u201d<\/p>\n<p><strong>Some school operators hope the Education Ministry might review the cap on tuition fee increases<\/strong>, one leader tells Enterprise off the record. \u201cWe\u2019re holding meetings, submitting requests and having open conversations. I think the ministry is receptive to our ideas, and I\u2019m optimistic this issue can be resolved.\u201d It looks like the cap may be revised within a year or two \u2014 possibly pushed up to 10%, or even scrapped completely, the source adds.<\/p>\n<p><strong>But some are hoping inflation is \u201ctransitory,\u201d<\/strong> which could also be a reason for overall optimism, says Laterza. Even as inflation accelerates, the Central Bank of Egypt expects price stability in the medium term, it said <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d2842659-e6ac-47ab-ba44-3132fd174c2a\">following its last monetary policy committee meeting<\/a>.<\/p>\n<p><strong>And inflation\u2019s full impact may only be seen when operators set their budgets in the coming months. <\/strong>El Alsson usually plans its budget in March, and so far, the buffer set last year has absorbed the worst of the cost increases, says Rogers. \u201cBut I can\u2019t predict what will happen in the next couple of weeks or months. I\u2019m stable, but my guard is up for the unpredictable.\u201d Schutz typically starts its budgeting process in April or May, says Laterza.
