We\u2019ve got something for everyone this morning, from fintech to the restaurant business by way of solar power and pharma.<\/p><p><strong>PSA #1- Say goodbye to single-digit weather.<\/strong> Cairo is finally warming up a bit as winter seems set to draw to a close. The <a href=\"https:\/\/www.facebook.com\/photo?fbid=306216021536972&amp;set=a.289008423257732\">national weather service<\/a> is predicting warmer days and nights to come. Expect highs to reach up to 22\u00b0C through to Sunday, and lows of around 10-11\u00b0C at night. There\u2019s no rain in the forecast before Friday, 18 February \u2014 a long way out and plenty of time for the forecast to change.<\/p><p><strong>SMART POLICY-<\/strong><strong> Dubai moves to outlaw plastic bags:<\/strong> Dubai will introduce a tariff on single-use plastic bags with a view to banning them completely within two years as the emirate looks to reduce plastic waste, Emirati state-owned news agency WAM <a href=\"http:\/\/wam.ae\/en\/details\/1395303018607#:~:text=DUBAI%2C%207th%20February%2C%202022%20(,used%20for%20carrying%20goods%2C%20starting\">reports<\/a>. From 1 July, businesses will charge customers AED 0.25 for each bag in the initiative\u2019s first phase.<\/p><p><strong>Abu Dhabi could follow suit:<\/strong> The emirate could impose a ban on single-use plastic bags by the end of the year, an official from Abu Dhabi\u2019s environment agency told <a href=\"https:\/\/www.thenationalnews.com\/uae\/environment\/2022\/01\/11\/single-use-plastic-bags-to-be-banned-in-abu-dhabi-by-the-end-of-2022\/\">the National<\/a> last month. A similar tax on single-use plastics has been adopted in more than 30 other countries, and a partial or total ban has been enforced in 90 nations, according to WAM. <strong>The news comes barely a month after the UAE moved to a 4.5 day, Monday-Friday workweek<\/strong>, getting in step with the business in Europe and North America.<\/p><p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>SPEAKING OF THE EMIRATES- Our friends at Zooba have made the<\/strong><strong> inaugural edition of <\/strong><strong>the <\/strong><strong><a href=\"https:\/\/www.theworlds50best.com\/mena\/en\/\">Middle East and North<\/a><\/strong><strong><a href=\"https:\/\/www.theworlds50best.com\/mena\/en\/\">Africa\u2019s 50 Best Restaurants ranking<\/a><\/strong>, putting the spotlight on a homegrown brand that has gone from one restaurant in Zamalek a decade ago to eight branches in Egypt and international locations in New York and Riyadh. Founders <strong>Chris Khalifa<\/strong> (<a href=\"https:\/\/enterprise.press\/stories\/2019\/02\/14\/chris-khalifa\/\">My Morning Routine<\/a>) and chef <strong>Moustafa El Refaey<\/strong> were recognized an event in Abu Dhabi last night, where Zooba\u2019s ranking at #38 was announced in front of an international audience of chefs, culinary experts, food critics and restauranteurs.<\/p><p><strong>Zooba was one of four Egyptian restaurants included <\/strong>on the list. <strong>Izakaya<\/strong>, the popular Japanese-Peruvian fusion restaurant and bar in Sheikh Zayed, was ranked at #48. Restauranteur Ayman Baki\u2019s Japanese restaurant and bar <strong>Kazoku<\/strong> took #19, and his flagship restaurant <strong>Sachi<\/strong> came in at #5 on the list, earning the title of Egypt\u2019s best restaurant for 2022.<\/p><p><strong>#1 on the list is Dubai\u2019s uncharacteristically unflashy, reasonably priced<\/strong> (by UAE standards) homegrown restaurant, 3 Fils, known for its superior food and casual, friendly atmosphere. The list also included 6 restaurants in Israel. <a href=\"https:\/\/www.theworlds50best.com\/mena\/en\/lists\/1-50\">Tap or click here<\/a> for the full ranking and profiles of the restaurants and founders.<\/p><hr class=\"grey-line\"><p><strong>MORNING MUST-READ- Janet Heckman, the former Egypt and regional boss at EBRD<\/strong><strong>, responds to FT democracy criticism: <\/strong>Heckman, a former managing director of the European Bank for Reconstruction and Development (EBRD), isn\u2019t impressed with criticism by <a href=\"https:\/\/www.ft.com\/content\/71f715e9-d9ef-4641-8936-4ed5495e09be\">an article<\/a> in the Financial Times last month (which we picked up in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ccbb677c-852e-4955-9ea6-439afff85e74\">What We're Tracking Today<\/a>). The piece called out the bank for working with governments in Africa and Asia that it said have lackluster democracy credentials. It reconvened on Sunday, but the big-ticket items appear to have been saved for today\u2019s final session. They include:<\/p><ul>\n<li><strong>Changes to the Real Estate Registry Act<\/strong> that aim to simplify property registration procedures, which <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/94a9f72b-6838-4bb0-9138-fb7a1d6e0ed9\">received the green light<\/a> from the House\u2019s Legislative Committee last week.<\/li>\n<li><strong>An overhauled <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d3b4aa4e-88a8-4a01-b3cc-f1045c1c7402\">Tourism and Hotels Act<\/a><\/strong>, which is set to simplify licensing rules for hotels and tourism companies and earned <a href=\"http:\/\/www.parliament.gov.eg\/News_Show.aspx?frm=4289\">preliminary approval<\/a> from the House at the end of January.<\/li>\n<li><strong>Amendments to the Education Act<\/strong> that would see an <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/67c0f365-c3ff-4282-b20c-eeeeb8e8c23b\">EGP 500-1k fine<\/a> imposed on parents whose children miss school without sufficient reason. The House will discuss a report from its Education Committee on why it <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/452ec282-ab56-42ab-a1b4-1b9ed9424e83\">struck down<\/a> the amendments last week.<\/li>\n<\/ul><p><strong>THE BIG STORY ABROAD on this fine late-winter morning- <\/strong>No single story has captured the imagination of the international business press. The collapse of <strong>SoftBank\u2019s USD 66 bn sale of its chipmaking business Arm<\/strong> to Nvidia leads at the <a href=\"https:\/\/www.ft.com\/content\/59c0d5f9-ed6a-4de6-a997-f25faed58833\">Financial Times<\/a>, while both <a href=\"https:\/\/www.reuters.com\/world\/biden-germanys-scholz-stress-unified-front-against-any-russian-aggression-toward-2022-02-07\/\">Reuters<\/a> and the <a href=\"https:\/\/www.wsj.com\/articles\/biden-says-nord-stream-2-pipeline-wont-go-forward-if-russia-invades-ukraine-11644268407\">Wall Street Journal<\/a> are running with US President <strong>Joe Biden\u2019s promise to shut down the Nord Stream 2 pipeline<\/strong> linking Russia to Germany. (Nevermind the small issue that it\u2019s under German control and that Chancellor Olaf Sholz gave the idea tepid support \u2014 at best.) <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-02-07\/bahrain-plans-to-offer-permanent-residence-to-some-foreigners\">Bloomberg<\/a>, meanwhile, has news that <strong>Bahrain may offer permanent residence<\/strong> to some foreigners while <a href=\"https:\/\/www.cnbc.com\/2022\/02\/07\/meta-threatens-to-shut-down-facebook-and-instagram-in-europe.html\">CNBC<\/a> notes that <strong>Meta is promising to turn off Facebook and Instagram ads<\/strong> in Europe over a data-sharing dispute.<\/p><p><strong>OVER IN BEIJING- Russia, Canada and China top the medal table <\/strong>in the Winter Olympics by total volume of hardware their athletes have so far won. While analysts we spoke with expect prices to continue rising, they don\u2019t see them going outside the central bank\u2019s target range of 7% (\u00b12%) by 4Q2022.<\/p><p><strong>The Finance Ministry has begun holding public consultations on the <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/79d7e611-1ab6-488a-a236-2fc863fa1576\">draft budget<\/a><\/strong><strong> for next <\/strong><strong>fiscal year<\/strong> with the next round due to take place on Thursday, 10 February at 5pm CLT.<\/p><p><strong>German Foreign Minister Annalena Baerbock will be in town this Friday, 11 February for a <\/strong><strong>two-day visit<\/strong> that will see her meet with Foreign Minister Sameh Shoukry and other officials for bilateral talks, the German Embassy in Cairo said in a <a href=\"https:\/\/www.facebook.com\/german.embassy.cairo\/posts\/241250271531035\">statement<\/a>. Baerbock is also expected to discuss potential collaboration between the two countries on the COP27 climate summit in Sharm El Sheikh this November.<\/p><p><strong>Egypt will host the Arab League\u2019s <\/strong><strong><a href=\"https:\/\/asdweek.co\/\">Arab Sustainable Development<\/a><\/strong><strong><a href=\"https:\/\/asdweek.co\/\">Week<\/a><\/strong> from Sunday, 13 February to Tuesday, 15 February. Held at Arab League headquarters in Tahrir Square and the Nile Ritz-Carlton, the forum will bring together ministers, senior officials, policymakers and private sector players from across the region to discuss ways to strengthen sustainable development. Arab League Secretary General <strong>Ahmed Aboul Gheit<\/strong>, Planning Minister <strong>Hala El Said<\/strong>, and IMF Executive Director <strong>Mahmoud Mohieldin<\/strong> are among those set to speak at the conference.<\/p><p><strong>MARKET WATCH-<\/strong><\/p><p><strong>Oil yesterday finally took a breather from a seven-week rally<\/strong> that saw it reach eight-year highs<strong>,<\/strong> <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-02-06\/oil-s-red-hot-rally-takes-a-breather-after-seven-weekly-gains?srnd=premium-middle-east&amp;sref=mmeFTDW1\">Bloomberg<\/a> reports, as the market reacted to the resumption of talks on the 2015 Iran nuclear agreement in Vienna later today. Brent crude fell 0.6% yesterday to settle under USD 93 per barrel.<\/p><p><strong>The talks could ultimately see Iranian supply restored to global markets after years of <\/strong><strong>sanctions.<\/strong> Motivation to pull that off has likely never been higher in the West, as a supply crunch and rising geopolitical tensions with Russia \u2014 a major producer \u2014 over Ukraine drive a search for alternative energy suppliers. The US last week <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/biden-administration-restores-sanctions-waiver-iran-talks-final-phase-2022-02-04\/\">restored<\/a> sanctions waivers to Iran to allow international nuclear cooperation projects, a positive sign as the talks enter their final phase.<\/p><p><strong>Crypto might not be so wintery after all: <\/strong>BTC gained 5.7% to break USD 44k as of midnight on Monday, while <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-02-07\/bitcoin-posts-longest-rally-since-september-shiba-inu-surges\">Bloomberg<\/a> reports that riskier memecoins made even bigger gains, led by dog-inspired Shiba Inu, which surged by around 50%. There has been persistent chatter on social media since early 2021 that Apple had acquired land in the new administrative capital at which to open its first flagship store on the continent. No further details were given on where the money would be spent, nor when it would be disbursed.<\/p>\n<p><strong>Planning Minister Hala El Said is currently in Jeddah, where ITFC is headquartered. <\/strong>El Said discussed potential cooperation with Sonbol, including launching an academy for exporting in Egypt as well as programs for women\u2019s economic empowerment, the statement said.<\/p>\n<p><strong>2021 was \u201ca record year\u201d for ITFC funding to Egypt, <\/strong>the statement quotes El Said as saying. effective ways to <\/strong><strong>decarbonize, says new Africa-wide study:<\/strong> Investors wanting to make substantial climate-related impact in Africa should be channeling their USD into particular strategic investments \u2014 with solar farm construction in Egypt being one of the most effective, according to a <a href=\"https:\/\/ent.news\/2022\/1\/Africa-Oxford-Paper.pdf\">new continent-wide study (pdf)<\/a> conducted by Oxford University\u2019s <a href=\"https:\/\/www.eci.ox.ac.uk\/\">Environmental Change Institute<\/a>, published last month. The study used multiple factors to identify sites where solar and wind farm investments would pack the most punch in decarbonizing the energy sector.<\/p>\n<p><strong>Solar plant construction in strategic locations in Egypt should be an investment priority,<\/strong> if the goal is a rapid shift away from our current fossil fuel reliance, the study concludes. It would also bring clear financial benefits, it adds.<\/p>\n<p><strong>The bottom line for Egypt: the electricity sector could save much by constructing solar farms, rather than fossil fuel alternatives,<\/strong> the new report tells us. The <a href=\"https:\/\/en.wikipedia.org\/wiki\/Levelized_cost_of_energy\">levelized cost of electricity<\/a> (LCOE) in constructing solar farms in optimum zones in Egypt is 29.7% lower than investing in combined-gas turbines, and 37% lower than investing in diesel generators, says the study. LCOE \u201crepresents the full life-cycle of electricity generation technologies per MWh of electricity produced,\u201d enabling comparison between the generation costs of different technologies, it adds.<\/p>\n<p><strong>And avoid potential carbon lock-ins \u2014<\/strong> where planners effectively commit to a certain amount of greenhouse gas emissions because they\u2019ve invested in expensive infrastructure in heavily-emitting industries. A gas-fired power plant has <a href=\"https:\/\/www.wri.org\/insights\/carbon-lock-in-definition\">an estimated life-cycle<\/a> of 30 years, while the life-cycle of a cement plant is around 40 years.<\/p>\n<p><strong>This is especially relevant when considering how existing fossil fuel plants<\/strong> <strong>had set a ceiling for renewables growth<\/strong>, industry insiders told us a few years back<strong>. <\/strong>Egypt has faced an electricity supply glut \u2014 seeing us able to generate around 60 GW but with a peak demand of only around 30 GW \u2014 which <a href=\"https:\/\/enterprise.press\/hardhats\/covid-19-impacting-egypts-renewable-energy-sector-part-3-overcapacity-problem\/\">has hurt<\/a> the growth of solar and utility-scale renewables in the country.<\/p>\n<p><strong>Egypt\u2019s \u201ccurrent heavy electricity dependence on fossil fuels means there\u2019s great potential for emissions reduction from the power sector,\u201d <\/strong>the Oxford report notes. Some 165.7 bn kWh of Egypt\u2019s electricity is produced by fossil fuels, it estimates. As recently as 2019, natural gas made up an estimated 77% of Egypt\u2019s electricity mix, <a href=\"https:\/\/ourworldindata.org\/energy\/country\/egypt\">according to data<\/a> that originally came from the <a href=\"https:\/\/www.bp.com\/en\/global\/corporate\/energy-economics\/statistical-review-of-world-energy.html\">BP Statistical Review of World Energy<\/a>. And though solar saw notable growth in our power generation mix between 2019 and 2020, natgas still occupies far and away the biggest share, according to the <a href=\"https:\/\/ent.news\/2021\/5\/APICORP_MENAEnergyOutlook2021-2025_EN_FINAL.pdf\">Apicorp MENA Energy Outlook 2021-25 (pdf)<\/a>.<\/p>\n<p><strong>Meanwhile, our renewables are primed for substantial growth:<\/strong> Egypt\u2019s installed renewable capacity is set to rise by 68% or 4 GW in the coming five years, according <a href=\"https:\/\/enterprise.press\/greeneconomys\/egypts-renewables-rise-theyre-not-moving-quickly-enough\/\">to IEA estimates<\/a>. This would bring our total capacity to around 10.1 GW by 2026, up from 6.1 GW currently \u2014 and up from 3.8 GW in 2017-18 \u2014 according to the New and Renewable Energy Authority (NREA) data. Egypt has \u201c213 MW of solar PV IPP projects under construction, one 250 MW wind IPP project under construction, and 120 MW of wind capacity,\u201d which the NREA is building, according to the Apicorp report. Another 2 GW of wind and 1 GW of solar PV projects are set to be added to our capacity further down the road, it adds. Egypt \u2014 along with Jordan and Morocco \u2014 is on track to meeting its renewables targets (albeit \u201cto a lesser extent\u201d than our two regional peers), Apicorp adds.<\/p>\n<p><strong>Reducing our dependence on fossil fuels isn\u2019t just about emissions reduction \u2014 it\u2019s also important for energy security, <\/strong>the Oxford report argues: Diversifying Egypt\u2019s energy mix away from fossil fuels by channeling investments towards utility-scale solar farm constructions would improve Egypt\u2019s energy security and boost its decarbonization strategy all at once, it adds. Why is this? Although natural gas may be Egypt\u2019s electricity generation powerhouse, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b961b01c-744a-4a34-ba63-d4ad309bf433\">plans to export it<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6788ae07-6719-428a-96de-b6d11de69726\">put it in our cars<\/a> could hit supply, says the Oxford report.<\/p>\n<p><strong>Meanwhile, our <\/strong><strong><a href=\"https:\/\/worldpopulationreview.com\/countries\/egypt-population\">ballooning population<\/a><\/strong><strong> will also massively increase energy demand,<\/strong> the Oxford report anticipates. \u201cWith a projected population increase of 69.5 mn by 2050, the country needs a major power sector reform to meet its energy demand while complying with the obligations set out in the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement#:~:text=Its%20goal%20is%20to%20limit,neutral%20world%20by%20mid%2Dcentury.\">Paris Agreement<\/a>,\u201d it says.<\/p>\n<p><strong>So why solar in particular? It isn\u2019t just our sunshine, it\u2019s also our stability:<\/strong> Egypt\u2019s high yearly average insolation (or exposure to the sun\u2019s rays) is a key factor explored by the study. But it also takes into account legal, political, environmental, socio-economic and investment risk factors. Key criteria Oxford looked at for solar and wind power placement include proximity to grid lines, road networks and settlement areas, says the report. Investors also want political stability, robust supply chains and \u201cattractive policy landscapes,\u201d it adds.<\/p>\n<p><strong>Where is it suggesting we build utility-scale solar? There\u2019s so much more than Benban: <\/strong>Very high potential solar investment sites in Egypt are often found in the south and east of the country, the report indicates. These sites hit the sweet spot of high insolation, along with \u201csuitable temperatures [and] adequate land characteristics, while being close to settlement areas, grid and road
