Completion of the factory and an operating license are required within three years of land receipt.<\/li>\n<li><strong>Long-term payment:<\/strong> Constituting a 10% down payment with a two-year grace period for factory completion, then payment of the remaining amount in equal quarterly installments over four years with a 10% interest rate.
