Faced with an affordability ceiling at home and a thirst for hard currency, Egypt\u2019s real estate giants spent the last twelve months aggressively diversifying their risk. The result was a year defined by a dual export strategy: selling Egyptian homes to the world, and building new ones outside of Egypt.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">All roads lead to east<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The expansion of Egyptian companies into the Gulf and a few other Arab nations went <\/strong><strong>from a trend into a stampede this year. <\/strong>Instead of just Egyptian contractors supporting projects abroad, Egyptian developers began to establish their own footprints with their own badged projects. With a sizable amount of luxury housing stock already in the works in Egypt, projects abroad open up additional capital flows \u2014 especially in FX.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Egypt\u2019s largest developer Talaat Moustafa Group played a big role in this push<\/strong>, with its <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1863d30d-e2c5-4721-8879-3f85b05ac31b\" style=\"\" rel=\"noopener\">now under-construction<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1863d30d-e2c5-4721-8879-3f85b05ac31b\" style=\"\" rel=\"noopener\">USD 17.3 bn Benan City<\/a> project in Saudi Arabia. It also recently inaugurated two large-scale developments in Oman expected to bring in USD 4.7 bn, and a <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b5db17f0-230a-4be2-be63-4e0e08c06f16\/%253cmark%253etmg%253c%2Fmark%253e-inks-mou-with-iraqi-government-to-develop-baghdad-project\" style=\"\" rel=\"noopener\">USD 10 bn project in Iraq<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But nearly all the major players got involved<\/strong>, including Mountain View. Its Saudi arm made significant strides this year on the USD 320 mn One Mountain View project in Riyadh and the USD 600 mn Al Fursan project, launched in partnership with the Kingdom\u2019s National Housing Company. Hassan Allam Holding also looked east through its development arm Grova Developments, <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/58700833-5a5a-4041-a3fd-53b02c6ee364\/hassan-allam-holding-to-help-develop-sar-3.3-bn-project-in-riyadh\" style=\"\" rel=\"noopener\">inking an agreement<\/a> for a SAR 3.3 bn integrated project in Riyadh, while Ora Developers began enabling works on its large-scale Bayn project in Abu Dhabi.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The message? Local developers are becoming an endangered species<\/strong> \u2014 to survive at the top of the food chain in 2025, one must be a regional player.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">But the traffic wasn't one-way<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The distinction between a local and a regional project effectively vanished with the <\/strong><strong>accelerated development of Ras El Hekma.<\/strong> The arrival of the UAE\u2019s Modon as a top-tier competitor changed the competitive landscape overnight. Its entry into the top sales rankings for the first nine months of the year \u2014 recording EGP 75 bn in sales \u2014 proved that the biggest projects in Egypt are now regionally funded. This has forced local incumbents to up their game in terms of delivery speed and product finish to compete with well-capitalized newcomers that aren't facing the same liquidity constraints.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">USD 1.5 bn \u2014 that\u2019s the amount of property exports that stacked up over the year<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The <\/strong><strong><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/77ba83eb-9a82-44ff-b1c9-eef41bf24ef8\/israel,-hamas-delegations-are-in-town-for-ceasefire-negotiations\" style=\"\" rel=\"noopener\">value of property exports<\/a><\/strong><strong> \u2014 sales to non-residents \u2014 in 2025 was up 200% from the <\/strong><strong>USD 500 mn recorded the year prior<\/strong>, according to the Real Estate Development Chamber. This shift wasn't just about sales volume; it was a fundamental change in the currency mix of the nation\u2019s top developers. With local purchasing power strained by cumulative inflation, companies prioritized buyers who paid in USD or fresh flows of foreign-sourced capital. This liquidity shield allowed the top-tier players to partly decouple themselves from the local credit squeeze that hampered smaller competitors.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">Egypt also made global headlines with several big-ticket projects<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The Ras El Hekma effect of 2024 proved to be a blueprint, not a one-off. <\/strong>In November 2025, the government <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9d35c52c-bfb7-45b7-84a2-df50aafc5653\/qatar-to-invest-usd-29.7-bn-in-north-coast-project\" style=\"\" rel=\"noopener\">signed a USD 29.7 bn agreement with Qatari Diar<\/a> to develop 4.9k feddans in the Alam El Roum area of Matrouh. Simultaneously, the Red Sea saw its own massive pivot with Emaar Misr <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cf61b428-c1ee-4d32-a298-433546fd47da\/emaar-misr,-citystars-to-develop-a-egp-900-bn-marassi-on-the-red-sea\" style=\"\" rel=\"noopener\">signing an EGP 900 bn (USD 18.6 bn) agreement<\/a> for the Marassi Red Sea complex near Hurghada.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>An ambitious project to divert a branch of the Nile to build a EGP 1.5 tn new desert city <\/strong><strong>also made global headlines. <\/strong>Private sector developers Palm Hills, Mountain View, and Nations of Sky <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bf89fd45-a146-4e9a-8960-f7f1d6d0806a\/palm-hills,-mountain-view,-nations-of-sky,-mostakbal-misr-ink-partnership-and-development-contract-for%253cmark%253e-jirian%253c%2Fmark%253e-project\" style=\"\" rel=\"noopener\">inked a partnership and development contract for the Jirian project in June<\/a> with the state, represented by the Egyptian Armed Forces-linked Mostakbal Misr Agency for Sustainable Development. The project will see 6.8 sq km reclaimed from the desert to house 20k residential units.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">Away from grand announcements, important things happened on the policy front<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The decades-old Old Rent system underwent its most radical structural change in 2025 <\/strong><strong>following a landmark ruling. <\/strong>Long criticized for freezing rental values at nominal rates (sometimes as low as a few EGPs) and granting indefinite tenure to tenants and their heirs, the system had effectively locked bns of EGP in dead capital and caused the widespread decay of historic urban centers. But in August, <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a416dfaf-9d55-4397-b600-890c3b193182\/el-sisi-signs-amendments-to-the%253cmark%253e-old-rent%253c%2Fmark%253e-law\" style=\"\" rel=\"noopener\">the government moved to fully liberalize the market<\/a> through a time-bound transition.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The government finally <\/strong><strong><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8f42067c-d0e3-4c25-8ec8-cd5cd9e0f444\/house-approves-amendments-to-vat-law-on-select-items\" style=\"\" rel=\"noopener\">abolished the 5% schedule tax<\/a><\/strong><strong> on construction in June, replacing <\/strong><strong>it with the standard 14% VAT.<\/strong> To the casual observer, a rate hike sounds like bad news. But for every CFO in the construction sector, this was the relief they had been begging for. The old 5% tax was a non-deductible cost that ate directly into margins. The move to the standard VAT system allows contractors to deduct input taxes.
