Described by Prime Minister Moustafa Madbouly as the \u201clargest direct investment agreement in Egypt,\u201d the 170-mn sqm stretch of coastal land will see a variety of tourist, residential, and commercial projects developed \u2014 all overseen by ADQ-tapped master developer <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e8ecd240-de6c-4d28-b410-9cee3ea948ab\/modon-holding-taps-hassan-allam-holding-for-ras-el-hekma-construction-projects\" style=\"\" rel=\"noopener\">Modon Holding<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The EGP float galvanized investors in 1Q: <\/strong>A report by global real estate consultancy firm JLL in 1Q found that the floatation of the EGP had <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bf770dd1-a7cb-4735-a665-ee91a9812142\/egp-float-jumpstarts-cairo%25e2%2580%2599s-real-estate-market-in-q1-2024\" style=\"\" rel=\"noopener\">ushered in<\/a> greater price transparency, curtailed speculation, and revitalized investor confidence in Egypt\u2019s real estate sector. The first quarter also saw the completion of over 7k residential units and a sharp jump in real estate prices y-o-y in satellite cities, with residential sale prices rising 83% y-o-y in Sixth of October and 95% y-o-y in New Cairo.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But the state\u2019s pullback on public infrastructure spending dampened sentiment: <\/strong>In February, the cabinet <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/02d223b2-6f5b-4685-9f35-60724896fed1\/how-will-public-spending-cuts-impact-infrastructure-projects%3F\" style=\"\" rel=\"noopener\">greenlit<\/a> a 15% cut in allocated investment funds for FY 2023-24 in an effort to dampen public spending and external debt. The move was expected to save EGP 150-200 bn in expenditures, and left state entities unable to ink contracts or issue tenders for new projects in 1H 2024. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Authorities remained reluctant to fund infrastructure spending throughout the year: <\/strong>The Planning Ministry\u2019s socioeconomic development plan for FY 2024-25 <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7712d797-29c6-4c30-be05-f97820a5082e\/a-look-at-egypt%25e2%2580%2599s-infrastructure-spending-priorities-for-fy-2024-25\" style=\"\" rel=\"noopener\">capped funding for public investments at EGP 1 tn<\/a>, at the behest of the International Monetary Fund. Authorities prioritized projects that were already 70% finished and expected to start operating within two years.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Macroeconomic headwinds also presented a significant hurdle<\/strong>, with supply shocks due to shipping disruptions in the Red Sea, energy <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/91ee0081-33ed-4399-a050-1621bceceea0\/infrastructure-costs-set-to-rise-as-fuel-prices-increase\" style=\"\" rel=\"noopener\">price hikes<\/a>, and a jump in financing costs all posing problems.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>On the bright side, the<\/strong><strong> PPP map expand<\/strong><strong>ed:<\/strong> The government inked 10 public-private partnership (PPP) contracts valued at EGP 20 bn earlier this year, including strategic commodities warehouses, the Tenth of Ramadan <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/106a83d9-dbe5-4b67-8e0f-01c292d8a255\/\" style=\"\" rel=\"noopener\">dry port project<\/a>, and solid waste conversion projects, a government source told EnterpriseAM <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4bf67707-5f7d-40d3-97ab-54f7ec225b9f\" style=\"\" rel=\"noopener\">last month<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>T<\/strong><strong>here are more PPPs in the pipeline, too: <\/strong>The government plans to invite bids for <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/567a0eaf-5133-4459-8f7b-25a0bb8d73a8\/\" style=\"\" rel=\"noopener\">USD 3.2<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/567a0eaf-5133-4459-8f7b-25a0bb8d73a8\/\" style=\"\" rel=\"noopener\">bn worth of<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/567a0eaf-5133-4459-8f7b-25a0bb8d73a8\/\" style=\"\" rel=\"noopener\">infrastructure projects<\/a> under the PPP framework before the year ends. Furthermore, the government is gearing up to <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4bf67707-5f7d-40d3-97ab-54f7ec225b9f\" style=\"\" rel=\"noopener\">offer 11 new projects<\/a> valued at EGP 62 bn, including power distribution networks, a power transformer station, a wastewater treatment plant, and the second phase of the <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e1d26444-89e1-4c62-a755-5f8584181199\/\" style=\"\" rel=\"noopener\">education PPP program<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Regulatory misalignment adversely impacted the industry: <\/strong>Sector players continued to be hampered by an underdeveloped regulatory framework \u2014 encapsulated in the 2018 <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/10307cb9-dacb-4f8b-9bc3-51e2e065918b\/finance-ministry-completes-executive-regs-for%253cmark%253e-public-contracts-act%253c%2Fmark%253e\" style=\"\" rel=\"noopener\">Public Contracts Act<\/a> \u2014 that only provides clear rules of the road for government contracts. With the sharp decline in state infrastructure spending and a rise in foreign-funded projects, local players <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/207aac15-f186-4bd4-8587-b8b44fda18a0\/construction-sector-calls-for-updated-contract-standards-to-keep-up-with-changing-industry\" style=\"\" rel=\"noopener\">saw themselves sidelined<\/a> as foreign investors turned to foreign companies to develop their projects in order to avoid regulatory ambiguities with Egyptian firms.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But legislation came to the rescue, too: <\/strong>Authorities <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/04f4448b-52f1-4789-850b-8447d9df129f\/the-construction-sector-is-about-to-get-a-big-boost-from-new-building-regulations\" style=\"\" rel=\"noopener\">reinstated the 2008 Building Law<\/a>, expediting the outdated 15-step process required to obtain a building permit. The government also <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/40dfd8b4-f39c-4a66-af63-5f16fea8f980\/what-is-the-gov%25e2%2580%2599t-doing-to-revive-and-enhance-the-building-and-property-sector-in-the-country%3F\" style=\"\" rel=\"noopener\">extended the validity<\/a> of administrative building permits to five years, up from one. The Housing Ministry also moved to mitigate risk in the sector by fixing notoriously volatile land prices, which previously could change between signing a contract and beginning a project, as well as capping the interest rate on installments for real estate developers at 15%.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Infrastructure diplomacy marched forward:<\/strong> Egyptian firms \u2014 both state-owned and private players \u2014 continued their international expansion in 2024, delivering on the country\u2019s infrastructure diplomacy strategy. Iraq was a <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5e95a939-7f25-45dc-b1d1-3198c176d6a2\/local-construction-firms-are-expanding-abroad-%25e2%2580%2594-where-are-they-expanding-to-and-what-obstacles-are-they-facing%3F\" style=\"\" rel=\"noopener\">key destination<\/a> for construction companies, with Talaat Moustafa Group and Ora Developers among the parties moving into Iraq\u2019s fast-growing market. Saudi Arabia also saw significant activity from Egyptian firms, with the Saudi National Housing Company set to offer up to USD 200 bn worth of construction projects to Egyptian firms.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Egyptian companies are also expanding into the rest of Africa: <\/strong>Elsewedy Electric began work on <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9f49d93c-1116-47f2-ab65-178beb953104\/\" style=\"\" rel=\"noopener\">a power plant in Libya<\/a> and the <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5c07ca60-f4ed-4c49-bc69-f7f48f1dd3bb\/\" style=\"\" rel=\"noopener\">Zimbabwe-Zambia-Botswana-Namibia power interconnection<\/a>, while Arab Contractors is <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/edd45ebd-6fd3-47c0-a5a5-42a4f46c44fa\/what-can-egypt%25e2%2580%2599s-construction-industry-do-to-ensure-a-sector-wide-rebound%3F\" style=\"\" rel=\"noopener\">set to build<\/a> three road and infrastructure projects in Libya\u2019s Derna and has signed contracts to build a <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1a1c99b9-3761-42fc-985c-92bfa6efc431\/%253cmark%253earab-contractors%253c%2Fmark%253e-will-build-usd-70-mn-road-in-uganda.-plus:-news-from-cib,-hsbc,\" style=\"\" rel=\"noopener\">USD 70 mn road in Uganda<\/a>. Additionally, Organi Group's real estate arm is collaborating with <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/26aec8b9-07c9-4e38-9837-be72d44bf8b5\/\" style=\"\" rel=\"noopener\">Libya\u2019s Reconstruction and Development Fund<\/a> on construction projects in Libya, while the Holding Company for Maritime and Land Transport is negotiating over projects in <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4230aad9-3678-48a8-8585-c65e8a819820\/\" style=\"\" rel=\"noopener\">Djibouti<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Resilient infrastructure is key<\/strong><strong>: <\/strong>With climate change exerting growing pressure across sectors, the need for resilient infrastructure <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f2b3f51b-78e3-4ca8-a3c7-571b7384bbdd\/\" style=\"\" rel=\"noopener\">has never been greater<\/a>, VP of the Asian Infrastructure Investment Bank (AIIB) Ludger Schuknecht emphasized <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/87ebabaa-aeb8-4016-aca0-be1725621677\/\" style=\"\" rel=\"noopener\">during a virtual meeting<\/a> with local sector players in September. Schuknecht called for more adaptable infrastructure systems that can withstand shocks like natural disasters, alongside greater transparency in infrastructure governance.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Big wins for transport infrastructure: <\/strong>The government introduced <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7f3ff882-4e19-45d3-b074-b1670e8fec7f\/\" style=\"\" rel=\"noopener\">three key legislative<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7f3ff882-4e19-45d3-b074-b1670e8fec7f\/\" style=\"\" rel=\"noopener\">reforms<\/a> to reshape maritime transport in 2024, including updates to the Maritime Trade Law, ship registration fees, and maritime inspection regulations.
