Once it\u2019s fully rolled out across the country, the EGP 600 bn scheme is designed to provide healthcare coverage to all citizens \u2014 regardless of income \u2014 through designated units while linking up all healthcare providers under the program through a digital backend that also stores patients\u2019 medical information and history. Today, we break down the government\u2019s vision for how the project will pan out \u2014 including how individuals will navigate the system and how private ins. companies will be looped into the system and receive payment.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Healthcare ins. for everyone:<\/span><span style=\"\"> The impetus behind the government\u2019s universal health ins.<\/span><span> scheme is to provide health ins. services to everyone regardless of their financial capacity to pay the healthcare premiums or their employment type and status, according to the Universal Healthcare Ins. Authority\u2019s (UHIA) <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.uhia.gov.eg\/\" style=\"\">website<\/a><\/span><span>. The scheme aims at building <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.press\/stories\/2022\/05\/18\/explained-the-governments-infrastructure-spending-priorities-in-2022-2023-71318\/\" style=\"\">94 hospitals and 448 health units<\/a><\/span><span style=\"font-weight:400;\">. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">The scheme falls under the authority and scope of three separate government<\/span><span style=\"font-weight:700;\"> institutions:<\/span><\/p>\n<ul>\n<li><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.uhia.gov.eg\/\" style=\"\">UHIA<\/a><\/span><span style=\"font-weight:400;\"> is tasked with managing and financing the scheme;<\/span><\/li>\n<li><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/gah.gov.eg\/\" style=\"\">Egypt Healthcare Authority<\/a><\/span><span style=\"font-weight:400;\"> (EHA) is in charge of the public hospitals and service <\/span><\/li>\n<li><span style=\"font-weight:400;\">providers part of the scheme\u2019s network;<\/span><\/li>\n<li><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.gahar.gov.eg\/\" style=\"\">The General Authority for Health Accreditation and Regulation (GAHAR)<\/a><\/span><span> is mandated with ensuring quality control of services provided to subscribers and issues the necessary licenses for hospitals and service providers to become part of the network.<\/span><\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">The timeline:<\/span><span style=\"\"> <\/span><span style=\"\">The scheme aims to cover people in all of the country\u2019s governorates by 2032<\/span><span style=\"font-weight:700\"> <\/span><span style=\"font-weight:400;\">including individuals with special needs, financially vulnerable people, irregular workers, and those who are not covered by the Social Ins. Act. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">So you want to receive healthcare services through the universal healthcare scheme.<\/span><span style=\"font-weight:700\"> Here\u2019s how you\u2019ll go about it:<\/span><span> Citizens can register to the system online via the government\u2019s digital platform (<\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/digital.gov.eg\/government-services\/%D8%A7%D9%84%D8%B5%D8%AD%D8%A9%20%D8%A7%D9%84%D8%B1%D9%82%D9%85%D9%8A%D8%A9\" style=\"\">Misr Al-Raqamiya<\/a><\/span><span>) to begin accessing services under the program, according to the UHIA <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.uhia.gov.eg\/\" style=\"\">website<\/a><\/span><span style=\"font-weight:400;\">. Individuals who want to register offline \u2014 or don\u2019t have online access \u2014 can go through the process at the nearest healthcare center using their own ID card. For those looking to register a family, the ID of either spouse will be needed. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Say hello to having a family doctor:<\/span><span style=\"\"> Completing the registration process automatically creates<\/span><span style=\"font-weight:400;\"> a medical file for the individual or family at the primary healthcare unit nearest to their place of residence. Once the file is created, a family doctor automatically gets assigned to the patient \/ family. The family doctor \u2014 a fixture of healthcare systems in some countries, including Canada \u2014 is meant to be a general practitioner who is the first point of contact for a patient seeking healthcare services. Family doctors are responsible for running checkups and tests and prescribing meds or tests as needed, before referring the patient to a specialist for a consultation. However, while patients are automatically assigned a family doctor upon registration to the scheme, they aren\u2019t necessarily obligated to visit their family doctor when seeking medical services, and are instead able to choose their preferred service provider from the approved network. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Let\u2019s talk about financing:<\/span><span style=\"\"> Employers will be subject to premiums of 4% of each employee\u2019s<\/span><span> monthly salary once the scheme rolls out in their governorate as a compulsory subscription fee. Subscription in the scheme is compulsory for all employers. Individuals subscribing to the coverage plan will also pay premiums calculated as a percentage of their monthly salary. These premiums range between 1% (for unmarried users; employed, married spouses; and children of individuals who are subscribed to the scheme) to 3% (for a user\u2019s unemployed spouse). <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">What\u2019s the fate of private health ins. companies? <\/span><span style=\"\">Private health ins. companies<\/span><span style=\"font-weight:700\"> <\/span><span style=\"\">will play an<\/span><span> integral role by providing the services that are not included in the scheme\u2019s coverage such as mental health, family planning, ambulance and preventive services, according to the UHIA <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.uhia.gov.eg\/%d8%a7%d9%84%d8%a3%d8%b3%d8%a6%d9%84%d8%a9-%d8%a7%d9%84%d8%b4%d8%a7%d8%a6%d8%b9%d8%a9\/#hfaq-post-957\" style=\"\">website<\/a><\/span><span>.
