Electricity Minister Mahmoud Esmat has recently <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/egypt\/2026\/01\/26\/chinas-sany-group-eyes-establishing-egypts-first-wind-turbine-factory\/\" style=\"\" rel=\"noopener\">met with executives<\/a> from China\u2019s Sany Group to explore building Egypt\u2019s first wind turbine factory. While details remain limited, the message is clear: wind turbine manufacturing is now on the table. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Why it matters:<\/strong> Wind localization sits a tier above solar in terms of industrial complexity. While solar panels can be assembled on relatively compact production lines, wind turbines are a different story: their scale demands vast factory space, heavy-duty engineering, and precision manufacturing across blades, towers, and nacelles. If Sany Group proceeds with the plan, it would rank among Egypt\u2019s most ambitious industrial undertakings.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>\u201cThere\u2019s a lot more complexity to get this organized in Egypt<\/strong>,\u201d CEO of Ras Ghareb Wind Energy and Red Sea Wind Energy Hans Bruins tells EnterpriseAM. With over eight years in Egypt and three utility-scale wind farms \u2014 including a <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/egypt\/2025\/12\/11\/renewable-energy-around-the-clock\/\" style=\"\" rel=\"noopener\">900 MW project<\/a> set to break ground in April \u2014 Bruins has seen firsthand what meaningful localization entails.<\/p>\n<p class=\"tag-border-left\">A wind turbine crash course <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A wind turbine is a layered machine.<\/strong> The tower is a hollow steel structure \u2014 heavy, bulky, and costly to transport \u2014 which is why it is typically localized first. Then come the blades \u2014 vast, composite structures made from fiberglass or carbon fiber, aerodynamically precise, and highly sensitive to damage during transport. At the top sits the nacelle, which houses the generator, gearbox, power electronics, cooling systems, and control software \u2014 the turbine's mechanical and digital core.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>That\u2019s why wind localization moves in stages:<\/strong> Towers first, blades next, nacelle assembly after. Full generator and gearbox manufacturing only makes sense once volumes and tariff structures justify the investment.<\/p>\n<p class=\"tag-border-left\">The easy part<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Some components make sense to localize<\/strong> <strong>\u2014 especially the big, bulky ones.<\/strong> \u201cWith towers, you\u2019re basically transporting a lot of air \u2014 it\u2019s just a hollow steel tower,\u201d Bruins said, confirming that local components have already featured in his projects. In the first project, developed with Siemens Gamesa, parts of the towers were sourced from local steel manufacturers. In the second, 35 out of 104 towers were produced by NSF to Goldwind specifications.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Blades are more technically demanding, but the economic case for localization is strong.<\/strong> \u201cFrom a handling perspective [\u2026] the blades are the most critical ones because they can be easily damaged during transport,\u201d Bruins noted. At around 100 meters long, they carry high logistical costs and significant risk.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\"> The hard part<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The most difficult step is manufacturing the turbine\u2019s core: the generator, gearbox, and <\/strong><strong>control systems<\/strong> \u2014 the most complex and capital-intensive elements. Modern 10 MW turbines can power an entire village, and as Bruins puts it, \u201cthat\u2019s the heart of the machine.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>For now, local assembly is the likely starting point.<\/strong> \u201cYou first start with assembling components, and once you\u2019re good at that, then you can start to manufacture them locally,\u201d Bruins said, drawing a parallel to the automotive industry.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">How can we ensure a solid pipeline of GWs?<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Localization only works if there\u2019s a viable pipeline and a tariff structure that makes it <\/strong><strong>bankable.<\/strong> \u201cIt all depends on what is going to happen with the tariffs,\u201d Bruins said. Egypt has recently shifted from bilateral power purchase agreements to competitive tenders, adding time and risk. A single tender could take almost two years from pre-qualification to award.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Tenders also compress prices \u2014 sometimes to unsustainable levels.<\/strong> Referencing Saudi Arabia\u2019s record-low wind tariffs, Bruins cautioned against direct comparisons. Egypt\u2019s country risk premium sits around 700 bps, versus roughly 100 bps in the Kingdom. With that financing gap, \u201cEgypt is actually already cheaper\u201d when adjusting for cost of capital, he noted.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The worry is that developers may bid aggressively, only to struggle to make the <\/strong><strong>business case work later. <\/strong>\u201cProjects like these are usually 80% debt financed by international lenders,\u201d Bruins said. A 1 GW project costing USD 1 bn would acquire roughly USD 800 mn in loans. If you\u2019re paying 700 bps more in Egypt, you need a higher tariff to close, he explained.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">Customs used to be the risk \u2014 now it\u2019s improving<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Past wind projects struggled with unpredictable customs delays. <\/strong>\u201cIn the first project, clearance sometimes ran into weeks, even months,\u201d Bruins said. \u201cThat tied up capital and delayed site work.\u201d In the second project, clearance time dropped to four or five days. \u201cThat\u2019s a big improvement, and the Finance Ministry\u2019s digitalization efforts are making a difference.\u201d For the third project, he expects faster processing.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>This matters because wind logistics are costly.<\/strong> \u201cYou\u2019re talking about very costly components. If they\u2019re stuck in customs and you have disruptions on site, that costs you an awful amount of money per day,\u201d Bruins noted.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">The blueprint? <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Successful localization will require clustering, incentives, and long-term industrial <\/strong><strong>planning. <\/strong>In China, wind manufacturing hubs \u201ctook 5-10 years to build,\u201d Bruins noted, with towers, blades, generators, and electronics produced in the same area.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>We could also take a page from how we did solar.<\/strong> Localization began with assembly and balance-of-system components before scaling alongside demand.
