While Egypt has plenty of land to build megaprojects, Morocco ascended to 6th place on the back of building a centralized system for renewable energy deployment and integration, highlighting a growing institutional divide between the two North African giants.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>First, what are we measuring? <\/strong>The CCPI <a target=\"_blank\" href=\"https:\/\/ccpi.org\/methodology\/\" style=\"\" rel=\"noopener\">measures<\/a> national progress across four pillars \u2014 greenhouse gas emissions, renewable energy, energy use, and climate policy. It blends hard data with expert judgment to assess both national targets and the credibility of how policies are designed and delivered.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What caused the crash?<\/strong><\/p>\n<ul>\n<li><strong>Policy divide:<\/strong> The government has recently moved <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/38679cb7-9a10-4d57-90aa-6fa29b8fb533\/egyptera-pauses-approvals-for-solar-power-plant-grid-connections-until-new-regulations-are-in-place\" style=\"\" rel=\"noopener\">to pause new solar connections<\/a> and is weighing <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/13a8d40e-956d-4dc1-a590-b777182f67cf\/solar-firms-urge-government-to-halt-scrapping-of-net%253cmark%253e-metering%253c%2Fmark%253e-system\" style=\"\" rel=\"noopener\">the end of the net metering system<\/a>. In contrast, Morocco has institutionalized its transition through a \u201cone-stop shop\u201d (Masen) and a <a target=\"_blank\" href=\"https:\/\/climate-laws.org\/document\/law-13-09-on-renewable-energy-regulated-by-decree-2-10-578-and-amended-by-law-58-15_ab3e\" style=\"\" rel=\"noopener\">steady net-metering framework<\/a>. It\u2019s also exploring a more <a target=\"_blank\" href=\"https:\/\/www.imalinitiative.org\/post\/report-the-potential-of-distributed-renewable-energy-systems-in-morocco\" style=\"\" rel=\"noopener\">decentralized renewable energy system<\/a> (DRES), particularly rooftop solar.<\/li>\n<li><strong>Target dilution:<\/strong> Egypt\u2019s 2040 renewables target was briefly raised to 58% before it was revised down to 40-42% amid concerns over grid stability and funding.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Egypt is now categorized among the world\u2019s \u201clow performers,\u201d driven by stagnant growth in its renewable energy mix<\/strong> \u2014 which has hovered around 11-12% for five years despite high-profile launches. Our latest climate targets, submitted in the 2023-updated 2030 Nationally Determined Contribution (NDC), also <a target=\"_blank\" href=\"https:\/\/climateactiontracker.org\/countries\/egypt\/targets\/\" style=\"\" rel=\"noopener\">stopped short of setting an economy-wide emissions reduction goal<\/a>. It focused, instead, on sector-specific targets limited to electricity, transport, and oil and gas. The lack of quantified commitments across other sectors makes it harder to track overall progress.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The core of Morocco\u2019s success is Masen, which acts as a centralized planning and financing agency, significantly de-risking investments. <\/strong>Egypt\u2019s accountability for green transition remains fragmented, with responsibility split across the Electricity Ministry, EgyptERA, and multiple utilities, creating a \u201cpolicy inconsistency\u201d that CCPI experts explicitly criticized.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Where did we go wrong?<\/strong> While Egypt\u2019s greenhouse gas emissions and energy use were rated medium, the drop was driven by a low rating in climate policy and a very low rating in renewable energy. You\u2019d think our progress in renewables integration would have a bigger impact, but it looks like big projects alone don\u2019t cut it. Our entire infrastructure needs an overhaul to keep us on the right track.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The bottomline:<\/strong> To improve its ranking and re-enter the \u201cmedium-performer\u201d bracket, Egypt must pivot from capacity building to systemic reform.
