As of June last year, Egypt had <a target=\"_blank\" href=\"https:\/\/gh2.org\/article\/egypt-serious-about-green-hydrogen\" style=\"\" rel=\"noopener\">signed<\/a> 32 MoUs amounting to some USD 175 bn worth of investments, but the \u201cchallenge is turning those promises into projects.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But it\u2019s not only an Egypt problem<\/strong>, with just 4% of green hydrogen and ammonia projects worldwide reaching either construction or final investment decision, and 13% having secured binding offtake contracts, according to the <a target=\"_blank\" href=\"https:\/\/www.iea.org\/reports\/global-hydrogen-review-2024\/hydrogen-production?\" style=\"\" rel=\"noopener\">International Energy Agency<\/a>. At least 50 clean hydrogen projects have been publicly cancelled in the 18-month period ending September 2026, representing 4 mn tons per annum (mtpa) of capacity, according to the Hydrogen Council\u2019s <a target=\"_blank\" href=\"https:\/\/ent.news\/2025\/9\/820.pdf\" style=\"\" rel=\"noopener\"><\/a><a target=\"_blank\" href=\"https:\/\/ent.news\/2025\/9\/820.pdf\" style=\"\" rel=\"noopener\">Global Hydrogen Compass 2025 report (pdf)<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>And the rest of the world also now shares a less optimistic outlook on the emerging <\/strong><strong>technology<\/strong>, with the Hydrogen Council\u2019s best-case scenario seeing some 20 to 30% of the world\u2019s announced clean hydrogen projects \u2014 representing 9-14 mn mtpa \u2014 securing a final investment decision by 2030. \u201cToday, <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b207b268-5a89-4b2e-9aa2-bd8b214efdc4\" style=\"\" rel=\"noopener\">green hydrogen is under pressure<\/a>, and the market is shrinking. A lot of people who went into this venture are out,\u201d UAE-based renewables giant Masdar CEO Mohamed Jameel Al Ramahi said earlier this year. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Nonetheless, there is <\/strong><strong>still \u201ca market and use is steadily increasing,\u201d<\/strong> despite not living up to the level of hype around the technology in recent years, UK Department for Business and Trade Country Director for Egypt and Libya Charlie Garnett told EnterpriseAM. With the \u201crelative cooling in the sector,\u201d now is a good time to \u201ctake stock of its green hydrogen plans, and how it wants to develop them,\u201d Garnett added.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Central to the success of any business venture \u2014 and by extension its failure \u2014 is <\/strong><strong>demand<\/strong>, with the expected uptick in green hydrogen customers yet to materialize. Creating demand in the near term globally and in Egypt is difficult. Investors are cautious to commit without assured customers, while customers are reluctant to commit to future offtake agreements without knowing in advance the cost-competitiveness of the supply and that the necessary infrastructure will be in place.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Also weighing on demand is the cost gap between the emerging green fuel and fossil <\/strong><strong>fuels<\/strong>, which supporters of green hydrogen say could be addressed with government subsidies and regulations. Demand for green hydrogen could also grow if the International Maritime Organization votes in the coming days to formally adopt its <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/03bd3354-54aa-418b-bbc6-59e924ed9126\/%253cmark%253eimo%253c%2Fmark%253e-pushes-ahead-with-emissions-levy-on-shipping\" style=\"\" rel=\"noopener\">Net Zero Framework<\/a> \u2014 aiming for a 20% reduction in emissions by 2030 and net-zero by 2050 through a set of emission reduction mandates and penalties.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>\u201cDemand side policies such as quotas and contracts for difference can have an <\/strong><strong>important role\u201d in addressing this<\/strong>, Garnett told us. This is where the government can play an important role by taking \u201csome risk of their own to back the industry\u201d with initiatives like government-backed offtake protections to really quicken the development of the sector.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Borrowing costs are also eating into Egypt\u2019s green hydrogen competitiveness<\/strong>, with borrowing rates of 16-18%, well above the 4-6% range in OECD countries, GH2 notes. High borrowing costs often overrun any savings from Egypt\u2019s competitively priced solar and wind power.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Also complicating our green hydrogen ambitions is the lack of sufficient infrastructure<\/strong>, with the 36 GW capacity of the grid falling well below the 180 GW capacity of land allocated for renewables projects, according to GH2. Investors also have little clarity that these issues will be resolved, with upgrades \u201cuncertain and frameworks incomplete.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But what isn\u2019t lacking is <\/strong><strong><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5d6ddc0d-5ceb-4101-8487-679c669773d3\" style=\"\" rel=\"noopener\">ambition<\/a><\/strong>, with the country\u2019s <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/8\/1422.pdf\" style=\"\" rel=\"noopener\">National Low Carbon Hydrogen Strategy<\/a><a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/8\/1422.pdf\" style=\"\" rel=\"noopener\">(pdf)<\/a> looking to capture between 5-8% of the global hydrogen market by 2040. The state has also sought to encourage investment with the golden license system to do away with red-tape complications, the promise of 45% tax rebates, and other incentives. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Still, \u201c<\/strong><strong>improvements in the business environment could make a big difference to Egypt\u2019s attractiveness generally,\u201d and that applies to the green hydrogen sector too<\/strong>, Garnett said. \u201cWe see Egypt lose out to regional competitors on a fairly regular basis,\u201d because of long decision processes, delayed VAT rebates, a lack of intellectual property enforcements, and other issues, he added.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Renewables potential and location are also in our favor<\/strong>, especially with the Suez Canal Economic Zone hosting the bulk of proposed green hydrogen projects due to its proximity to some 12% of global trade passing through the Suez Canal. Egypt can take advantage of this and make itself a \u201crefuelling and bunkering hub for the maritime industry,\u201d Garnett said. Testament to this is Fertiglobe\u2019s <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b67253da-eb4a-4598-8b09-1c571a59632b\" style=\"\" rel=\"noopener\">EUR 397 mn contract<\/a> with H2Global subsidiary <a target=\"_blank\" href=\"http:\/\/hint.co\" style=\"\" rel=\"noopener\"><\/a><a target=\"_blank\" href=\"http:\/\/hint.co\" style=\"\" rel=\"noopener\">HINT.CO<\/a> to supply green ammonia from its facilities in the zone to the European Union.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Green hydrogen also makes sense for Egypt, given the strong local presence of <\/strong><strong>energy-intensive industries <\/strong>\u2014 especially with the launch of the <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/63f69456-ee23-4b0d-ab40-cf8156033b69\" style=\"\" rel=\"noopener\">Carbon Border Adjustment Mechanism (CBAM)<\/a> at the start of next year.
