{"id":615133,"date":"2024-02-13T00:00:00","date_gmt":"2024-02-13T00:00:00","guid":{"rendered":"https:\/\/enterpriseam.com\/egypt\/goinggreens\/fishermen-are-upping-their-sustainability-and-food-safety-game-to-reopen-eu-exports\/"},"modified":"2024-02-13T00:00:00","modified_gmt":"2024-02-13T00:00:00","slug":"fishermen-are-upping-their-sustainability-and-food-safety-game-to-reopen-eu-exports","status":"publish","type":"goinggreen","link":"https:\/\/enterpriseam.com\/egypt\/goinggreens\/fishermen-are-upping-their-sustainability-and-food-safety-game-to-reopen-eu-exports\/","title":{"rendered":"Fishermen are upping their sustainability and food safety game to reopen EU exports"},"content":{"rendered":"<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>The fishing industry wants to get Egyptian fish back on the menu in Europe:<\/strong> Most fishing and fish production facilities \u2014 including fish farms and fishing boats \u2014 have adopted a <a target=\"_blank\" href=\"https:\/\/www.almasryalyoum.com\/news\/details\/2750955\" style=\"\" rel=\"noopener\">raft of regulations<\/a> issued by the government in late 2022 to regulate seafood exports to the European Union, Hany El Menshawy, head of the fish industry division at the Federation of Egyptian Industries and chairman of seafood production company <a target=\"_blank\" href=\"http:\/\/www.summermoonweb.com\/\" style=\"\" rel=\"noopener\">Summer Moon<\/a>, told Enterprise. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ICYMI:<\/strong> The regulations set by the <a target=\"_blank\" href=\"https:\/\/www.nfsa.gov.eg\/\" style=\"\" rel=\"noopener\">National Food Safety Authority<\/a> (NFSA) lay the groundwork for the resumption of seafood exports to the EU, which the Customs Authority decided to <a target=\"_blank\" href=\"http:\/\/tinyurl.com\/jsjmn7bj\" style=\"\" rel=\"noopener\">preemptively suspend<\/a> temporarily in 2021 over concerns that the bloc could remove Egypt from its approved exporters \u2014 as it did <a target=\"_blank\" href=\"https:\/\/www.fao.org\/3\/Y4961E\/y4961e0b.htm\" style=\"\" rel=\"noopener\">before<\/a> \u2014 if it did not remedy concerns about safety standards and quality control. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A breakthrough may be just around the corner:<\/strong> EU committees will arrive in Egypt this month at the invitation of the NFSA to inspect a number of fishing and fish production facilities and verify compliance with EU quality standards, El Menshawy told us. El Menshawy added that he expects a number of factories to be approved soon and that the resumption of exports to Europe would be an important boost victory for the local fishing industry. EU-bound fishery products exports fell from EUR 24 mn in 2021 to virtually nil in 2022 after the export ban came into effect, EU <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/2\/1035.pdf\" style=\"\" rel=\"noopener\">data<\/a><a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/2\/1035.pdf\" style=\"\" rel=\"noopener\">(pdf)<\/a> shows.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">THE GAME PLAN-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Operation: Restart EU fish exports: <\/strong>The rules designed to cater to EU export requirements require seafood export establishments and their suppliers to adhere to food safety standards and quality control procedures including:<\/p>\n<ul>\n<li>Fishing vessels must be designed to prevent the disposal of sewage, smoke, fuel, oil, grease, or other substances that could contaminate seafood.<\/li>\n<li>Surfaces in contact with seafood, including the equipment used to process it, must be corrosion-resistant and easy to clean.<\/li>\n<li>Seafood must be protected from any sources of pollution or heat as soon as they are fished. <\/li>\n<li>Seafood waste and products unfit for human consumption should be discarded in sealed containers made of suitable materials.<\/li>\n<li>The water source on factory ships \u2014 i.e., fish processing vessels \u2014 must be located in a place where it is not at risk of being contaminated.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Changes on the ground: <\/strong>The sector is already shifting to the use of safe feed \u2014 fish food that is safe for the fish and humans later down the food chain \u2014 in fish farms, the NFSA\u2019s inspections revealed, according to El Menshawy. Fishing boats have also ditched diesel for low-emission fuels and are no longer disposing waste in seas or lakes.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A good report card from the EU could also open up exports from our fish farms: <\/strong>While Egypt still technically has the thumbs up to export certain fish caught in the seas and inland bodies, the bloc is yet to give us approval to export fish produced in fish farms \u2014 known in the industry as aquaculture. Egypt applied for permission to export its farmed fish products to the bloc in 2021, but is yet to get the official go-ahead.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>This would be a big win for the industry<\/strong>, because most Egyptian fish are bred in fish farms, which accounted for 78.4% of total production in 2021, followed by inland fisheries (16.5%), and marine fisheries (4.8%), according to the <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/2\/859.pdf\" style=\"\" rel=\"noopener\">latest figures (pdf)<\/a> released on fish production by state statistics agency Capmas. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">WE\u2019RE ALSO TAKING ACTION TO PROTECT FISH STOCKS-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The General Authority for Fish Resources Development (GAFRD) are trying to update the<\/strong><strong> fishery law that has not been updated since the 1980s<\/strong>, according to a <a target=\"_blank\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/B9780128242964000104\" style=\"\" rel=\"noopener\">2022 study<\/a> by the head of the National Institute of Oceanography and Fisheries\u2019 fisheries division Sahar Mehanna.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>There\u2019s not always plenty more fish in the sea: <\/strong>GAFRD has pushed for the halting of new fishing licenses being issued and promoted the adoption of more modern equipment to enable fishermen to fish further out to sea to enable overfished fish stocks closer to the coast to recover, Mehanna writes.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Net regulations for net results: <\/strong>The authority has also worked on regulating net sizes to reduce the amount of unwanted fish that trawlers and fishermen take out of the sea.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Temporary fishing bans to let stocks recover: <\/strong>GAFRD has also pushed for closed seasons \u201cto protect the spawning areas and conserve young fishes\u201d and let depleted fish stocks recuperate, Mehanna writes.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Sound familiar? <\/strong>Authorities <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e76f3d43-6bca-4367-85a7-16f5f2b23861\" style=\"\" rel=\"noopener\">banned fishing<\/a> in the Red Sea for a seven-month period to \u201cpreserve the bio equilibrium,\u201d General Authority for Fish Resources Development head Ayman Ammar told local media at the time.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Artificially topping up the seas: <\/strong>The country has also been tackling the effects of overfishing by \u201cencouraging the establishment of marine hatcheries to provide the seed necessary to preserve the natural fish stocks found in the seas,\u201d according to Mehanna.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">THE FISHING INDUSTRY IN NUMBERS-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Natural fish stocks are on the slide:<\/strong> The amount of fish caught along the country\u2019s Mediterranean coast alone declined nearly 50% between 2011 and 2019, environmental researcher Myriam Khalfallah said in a <a target=\"_blank\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0964569123003563\" style=\"\" rel=\"noopener\">2023 study<\/a> assessing the impact of overfishing and climate change on Mediterranean fisheries in Egypt. \u201cStock assessments of commercially important species \u2026 attribute the decline to overexploitation. Even some of the newly established invasive species appear to be overfished,\u201d Khalfallah said. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Inland fisheries are being eroded, too:<\/strong> Most of the country\u2019s lakes \u2014 including Manzala, Burullus, Port Fouad, Timsah, Edku, and Mariout \u2014 have been reduced to less than half of their original sizes as a result of degradation, drought, and land reclamation for housing, according to Mehanna\u2019s study. Some of these lakes \u201cact as the nursery and sometimes the spawning grounds of several commercially important species inhabiting the Mediterranean,\u201d Mehanna notes. On top of this, raw sewage, agricultural runoff, industrial waste, and weed control measures all contribute to water contamination in inland fisheries, reducing fish populations and how safe they are for human consumption.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But despite all this, local fish production is on the up:<\/strong> Egypt produced some 3.5 mn tons of fish in 2023, according to El Menshawy. That\u2019s 75% more than the 2 mn tons we produced in 2021 \u2014 at a value of EGP 66.4 bn \u2014 according to Capmas\u2019 most recent statistics.
