The EGP is now floating<\/strong> after the CBE said in a <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/3\/534.pdf\" style=\"\" rel=\"noopener\">statement (<\/a><a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/3\/534.pdf\" style=\"\" rel=\"noopener\">pdf<\/a><a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/3\/534.pdf\" style=\"\" rel=\"noopener\">)<\/a> this morning that it would \u201callow the exchange rate to be determined by market forces.\u201d The pledge came as the bank announced its Monetary Policy Committee had held a special meeting at which members decided to hike key policy rates by 600 bps.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The central bank effectively allowed a period of price discovery in the interbank market <\/strong><strong>that saw the EGP weaken to 50.70 to the greenback <\/strong>before settling at 49.60 at dispatch time this afternoon. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The impact was immediate: <\/strong>Along with our UAE team, a number of us are in Dubai this week for the EFG Hermes One on One, and the change in atmosphere here was immediate. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Early signs suggest investor confidence is returning. <\/strong>Officials and pundits alike have claimed for months (or more) that the resolution of the FX crunch would come down to how quickly and decisively the central bank can restore confidence in the exchange rate. Investors like our fundamentals \u2014 they but don\u2019t trust that they can (a) transact without taking a haircut or (b) be able to repatriate their funds, be they dividends or proceeds from the sale of an investment. <strong>Egyptian corporates in Dubai today report higher quality meetings with much more engaged investors.<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Separately, one of the nation\u2019s most senior bankers tells us that his team has had <\/strong><strong>\u201cinquiries from investors in London and New York\u201d <\/strong>and bought USD from investors today. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Is this a real float? \u201cAbsolutely,\u201d <\/strong>said one senior Western diplomat with knowledge of the talks between the IMF, Hassan Abdalla\u2019s central bank, and the Madbouly government. \u201cThis is what was agreed with the IMF, which will be watching throughout the duration of the program. They have three indicators they\u2019ll be keeping an eye on: The existence and size of the black market spread, the trading volume in the interbank market, and the size of the FX backlog.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Can the CBE intervene in the market? \u201cNo,\u201d <\/strong>says the diplomat. \u201c<strong>But that doesn\u2019t mean that <\/strong><strong>the CBE cannot provide liquidity.<\/strong> That\u2019s legitimate. What they cannot do is what they\u2019ve done in past years, which is telling banks at which rate to trade or forbidding trade altogether as has been the case since early 2022.\u201d <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Can we breathe now? Maybe. \u201cIt\u2019s very early hours, but judging by the signals we\u2019ve <\/strong><strong>seen so far, we\u2019re very encouraged<\/strong>, particularly by the rate hike. It\u2019s much higher than we expected in the immediate wake of the Ras El Hekma transaction,\u201d our friend Mohamed Abu Basha, managing director and head of macroeconomic analysis at EFG Hermes, told us this afternoon in Dubai.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>\u201cThe concern was that Ras El Hekma might have diverted policymakers from doing the <\/strong><strong>right thing, but the optics today are telling:<\/strong> They moved on interest rates and they moved on the currency. That\u2019s the big message today:<strong> They\u2019re really addressing the tough questions they needed to tackle<\/strong>,\u201d he said. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>\u201cIt\u2019s a mega-announcement,\u201d <\/strong>Abu Basha added. \u201cThe rate hike, the move on the currency, the press conference with the IMF to announce a staff-level agreement. When all of that happens in a single day, it\u2019s designed to send a big message. <strong>It shows policymakers knew they needed to make a big move despite the ADQ announcement two weeks ago<\/strong>.\u201d<\/p>\n<p class=\"tag-border-left\">THE NEW \u201cNEW NORMAL\u201d FOR THE <strong>EGP<\/strong>-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>Where does the EGP currently stand?<\/strong> One USD was changing hands at EGP 49.6 (CIB\u2019s sell rate). Until this morning, the FX rate had been trading at EGP 30.96 \/ USD 1 since early last year.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Is this an overshoot?<\/strong> An overshoot isn\u2019t uncommon and it could take \u201ca few days or weeks for the exchange rate to stabilize around its new equilibrium level,\u201d Societe Generale EM strategist Gergely Urmossy told <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-03-06\/egypt-unexpectedly-hikes-interest-rate-to-27-25\" style=\"\" rel=\"noopener\">Bloomberg<\/a>. HSBC\u2019s <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/eb7dd039-7e59-4d09-8a61-e4e7489a7fb7\" style=\"\" rel=\"noopener\">Simon Williams has penciled in EGP 40-45<\/a> for the EGP against the USD, while CIB Chairman Hisham Ezz Al-Arab puts it at EGP 43.00, <a target=\"_blank\" href=\"https:\/\/twitter.com\/CNBCArabia\/status\/1765338905811747207\" style=\"\" rel=\"noopener\">CNBC Arabia<\/a> quotes him as having said. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">WHERE DO THINGS STAND WITH THE IMF?<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>We\u2019re expecting<\/strong><strong> an announcement of a staff-level agreement with the IMF this evening<\/strong>, when Prime Minister Moustafa Madbouly will ink the agreement and hold a press conference with the IMF, a top government source told Enterprise.<strong>The IMF\u2019s Executive Board<\/strong><strong> isn\u2019t scheduled to hold a meeting on Egypt before the end of March<\/strong>, a senior Western diplomat told Enterprise.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Expect to hear from Abdallah, too: <\/strong>CBE Governor Hassan Abdallah is scheduled to hold a presser at 6:30pm, our sources tell us. It remains unclear what\u2019s on his agenda at the presser \u2014 we\u2019re expecting a joint Madbouly-Abdallah appearance with the IMF \u2014 but be on the lookout for a clear message that the EGP is now floating freely and that the bank will move over time to ease restrictions on the use of foreign currency. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A USD 8 bn IMF facility? <\/strong>Nobody is saying what size facility to expect, but word in Cairo is that we\u2019re looking at about USD 8 bn. Authorities have previously said they were looking at something in the USD 8-10 bn. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">OF RATES, CDs, AND CREDIT CARDS-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>Where do rates stand? <\/strong>The overnight deposit rate now stands at 27.25%, and the lending rate is 28.25%, while the main operation and disc. rates are at 27.75%. The central bank last raised rates in February, when it moved ahead with a <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fe7e3e78-d6e6-4ad9-b0ea-3f206b156039\" style=\"\" rel=\"noopener\">200 bps hike<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Fresh high-interest CDs are on the market: <\/strong>State-owned <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/3\/520.pdf\" style=\"\" rel=\"noopener\">Banque Misr (pdf)<\/a> and <a target=\"_blank\" href=\"https:\/\/www.elbalad.news\/6132066\" style=\"\" rel=\"noopener\">N<\/a><a target=\"_blank\" href=\"https:\/\/www.elbalad.news\/6132066\" style=\"\" rel=\"noopener\">ational Bank of Egy<\/a><a target=\"_blank\" href=\"https:\/\/www.elbalad.news\/6132066\" style=\"\" rel=\"noopener\">pt<\/a> have rolled out high-interest certificates of deposit. The three-year CDs carry a declining rate, offering buyers an annual payment of 30% for the first year, 25% for the second year, and 20% for the third year, or a quarterly or monthly payouts at reduced annual rates. Quarterly payouts start at a 27% annual rate, declining 400 bps each year, while monthly payouts start at 26% and decline 350 bps each year. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>It\u2019s going to be easier to use your credit cards for foreign-currency transactions:<\/strong> The CBE has directed local banks to ease limits on foreign-currency transactions, a senior banker tells us. The central bank is leaving each institution to ease restrictions at its own pace, <strong>but the message is clear: We need to start returning to normal <\/strong><a target=\"_blank\" href=\"https:\/\/ent.news\/2023\/10\/870.pdf\" style=\"\" rel=\"noopener\">after months of tight limits<\/a> that have sent businesses, travelers, and subscribers to tech and streaming services scrambling.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The CBE is also allowing banks to ease curbs on the use of EGP credit cards for <\/strong><strong>FCY-transactions in Egypt. <\/strong>It remains unclear when it will scrap limits on the use of EGP debit cards abroad. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">IMPORTERS CAN START BREATHING, TOO-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>Importers of strategic and critical goods should see relief first<\/strong>, one of the nation\u2019s most senior private-sector bankers tell us. \u201cWe will prioritize importers of food, medicine and the like \u2014 the idea is to get critical stuff out of ports as soon as possible and then move on to production inputs and everything else in the backlog.\u201d <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Estimates of the size of the backlog vary wildly depending on who you talk with<\/strong>, but we think it\u2019s in the range of USD 6-8 bn when you exclude duplicate orders and other distortions. Prime Minister Moustafa Madbouly has taken a personal interest in the customs file, according to <a target=\"_blank\" href=\"https:\/\/twitter.com\/Extranewstv\/status\/1765296258070024298?s=20\" style=\"\" rel=\"noopener\">Extra News<\/a>, and is following up on the pace at which goods are being released from port. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">PORTFOLIO INVESTORS ARE COMING BACK-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>Officials expect to see the return of foreign appetite for Egyptian debt <\/strong>after the unprecedented jumbo 600 bps rate hike, a government source told Enterprise.
