As such, Enterprise will not be publishing on that day.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> <strong>HAPPENING NOW- Finance Minister Mohamed Maait is giving MPs a rundown of the<\/strong> <strong>FY2021-22 <\/strong><strong>budget.<\/strong> Key highlights of what was said so far: The budget expects Egypt\u2019s financing needs to grow 7.1% y-o-y to EGP 1.06 tn. The Finance Minister expects to fill that gap with some EGP 66 bn in eurobonds, EGP 123.8 bn in loans from international lenders, and EGP 990 bn from local debt. The Finance Ministry nonetheless sees its revenue streams growing, including a healthier tax collection target, which will help narrow the budget deficit for the upcoming fiscal year to 6.7% of GDP from 7.7% currently. The single largest item in the budget remains our debt service payments, which are expected to account for nearly a third of overall spending. This very public, presidential jab is part of the government\u2019s push to roll out vaccinations in the country.<\/p>\n<p><strong>THE BIG STORY ABROAD- Joe Biden became the first US president to formally<\/strong><strong> recognize the WWI-era mass killings of Armenians by Ottoman Turkey as a genocide<\/strong>, using the term in <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/04\/24\/statement-by-president-joe-biden-on-armenian-remembrance-day\/\">an annual message<\/a> yesterday. The historic declaration \u2014 which could potentially further fracture ties between the two NATO allies \u2014 is not meant to \u201ccast the blame\u201d on Ankara, but to signal a commitment to global human rights, the statement said. The move fulfills Biden\u2019s campaign pledge to use such a term to dub the systematic killing and deportation of mns of Armenians more than a century ago. It raised the ire of Ankara, which <a href=\"https:\/\/www.mfa.gov.tr\/no_-160_-24-nisan-hk.en.mfa\">denounced<\/a> \u201cin the strongest terms\u201d Biden's designation before summoning US Envoy David Satterfield, Turkey\u2019s <a href=\"https:\/\/www.aa.com.tr\/en\/politics\/turkey-rejects-bidens-remarks-on-armenian-claims\/2219462\">Anadolu Agency<\/a> reported.<\/p>\n<p><strong>Also vying for top global story<\/strong> <strong>is a fire that broke out in a covid hospital in Baghdad, <\/strong>which resulted in at least 82 deaths and 110 injuries after an oxygen tank exploded at Ibn al-Khatib Hospital, according to <a href=\"https:\/\/edition.cnn.com\/2021\/04\/24\/middleeast\/baghdad-hospital-fire-oxygen-tanks-explosion-intl\/index.html\">CNN<\/a>. Egypt\u2019s <a href=\"https:\/\/www.facebook.com\/MFAEgypt\/posts\/5514557288616172\">Foreign Ministry<\/a> reached out with condolences and reiterated its solidarity with the Arab country.<\/p>\n<p><strong>YOUR STATUTORILY REQUIRED afternoon covid update: <\/strong><strong>There\u2019s still no consensus on<\/strong><strong> what to do with the Oxford \/ AstraZeneca vaccine:<\/strong> The UK\u2019s under-40 population could be getting an alternative to the AstraZeneca jab after new figures showed a higher incidence of serious blood clots forming after receiving the jab, according to the <a href=\"https:\/\/www.ft.com\/content\/a3a487ec-4926-4941-b783-dcd27ca094c7\">Financial Times<\/a>. And while the UK is considering rolling back the vaccine, Canada is now expanding its use to individuals aged 30 and above, after having previously said only those aged 40 or above would be offered AZ, <a href=\"https:\/\/www.ctvnews.ca\/health\/coronavirus\/canadians-aged-30-and-older-can-be-offered-astrazeneca-vaccine-national-vaccine-panel-says-1.5399901\">CTV News<\/a> reports.<\/p>\n<p><strong>A single dose of the AstraZeneca or Pfizer vaccines provides a similar immunity to being infected with the virus<\/strong>, drastically reducing the risk of infection in adults of all ages, a surveillance study found, according to <a href=\"https:\/\/www.ox.ac.uk\/news\/2021-04-23-significant-reductions-covid-19-infections-found-after-single-dose-oxford\">Oxford University<\/a>. The British researchers found that 21 days after a single dose of either vaccine, new Covid infections \u2014 both symptomatic and asymptomatic \u2014 had fallen by 65%. Meanwhile, a second vaccine dose reduced the overall infection rate by 70%, with symptomatic Covid infections down by 90%. That isn\u2019t to say one jab is enough, with vaccinated individuals still subject to being infected with the virus again and the second dose offering additional protection.<\/p>\n<p><strong>And speaking of vaccines, we might finally have one with a huge public health<\/strong><strong> impact for malaria:<\/strong> Trials on an Oxford University-developed vaccine showed that it is 77% effective with high-level efficacy over a 12-month period, the university said in <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3830681\">Lancet Journal<\/a>. The trials were conducted on 450 children in Burkina Faso and will now be expanded across four African countries, covering nearly 5k children between the ages of five months and three years. By our math, that means monthly tourism revenues would have to nearly double for the rest of the year to push revenues over the USD 6 bn target. Forecasts by Bank of America penciled in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/44e7eec9-9292-4bf9-9d3a-557d9053d950\">a recovery of tourism revenues to USD 7 bn<\/a>, but not before 2022.<\/p>\n<p><strong>Maybe the Russians can give us a hand? <\/strong>The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/38a0aa7e-6bfb-4d8a-b4a6-fa2b37a2301b\">resumption of direct flights<\/a> between Russian cities and Egypt\u2019s Red Sea resorts next month could bring as many as 1 mn Russian tourists to Egypt this year, Shalaby said, confirming projections from the industry yesterday. Direct flights had been suspended for almost six years following the <a href=\"https:\/\/enterprise.press\/issues\/2015\/11\/01\/authorities-downplay-wilayet-sina-claim-of-terror-attack-as-russian-charter-goes-down-in-sinai\/\">2015 Metrojet crash in Sinai<\/a>, denting the <a href=\"https:\/\/alborsaanews.com\/2021\/04\/23\/1436784\">USD 3.5 bn in annual tourism revenues<\/a> previously generated by the 3 mn Russian tourists visiting Egypt annually.<\/p>\n<p><strong>Tourism had plunged by as much as 70% in 2020<\/strong>, with only 3.5 mn tourists visiting Egypt last year due to global covid-19 travel restrictions, down from a record 13.1 mn tourists in 2019. Some <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/25c22f51-75bc-4758-9387-dc7b68f73b17\">2 mn tourists have visited the country<\/a> in the nine months since commercial flights resumed, and Tourism Minister Khaled El Anany recently said Egypt could see a return to pre-covid visitor numbers <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/093c4b68-9f7e-42a5-bcaa-05f89fb4b473\">as early as fall 2022<\/a>.<\/p>\n<p><strong>And it has been weighing on our balance sheets: <\/strong>Egypt has <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/468e39bc-52f8-4e9f-9f2a-77e1835979a6\">foregone as much as USD 14 bn<\/a> in tourism revenues as of last January due to pandemic travel disruptions, with monthly revenues <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/208459ce-0af4-4af3-b83f-04a417b32cb8\">declining by as much as 92%<\/a> to USD 80-150 mn by some estimates. The bill should be signed into law by President Abdel Fattah El Sisi and its executive regulations need to be published before taking effect.<\/p>\n<p><strong>What\u2019s different? <\/strong>The amendments open a pathway for struggling companies and their creditors to discuss restructuring debt prior to formally filing for bankruptcy. The amendments also give indebted companies access to loans from certain authorized banks to help avoid bankruptcy. Under the amendments, creditors get a say on whether their debtors can continue operating, be placed into administration or liquidate their assets, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e93f408b-e633-4d62-b665-f13b50eaa07f\">among other things<\/a>.<\/p>\n<p><strong>Background:<\/strong> <a href=\"https:\/\/enterprise.press\/stories\/2018\/01\/29\/house-of-representatives-passes-bankruptcy-act\/\">Passed in 2018<\/a>, the landmark act effectively decriminalized bankruptcy by abolishing prison sentences. As margins and growth have since diminished, gaining new clients has become the priority over the individual worker, he adds. Mullen warns that too much of this crunch culture would only alienate employees.<\/p>\n<p><strong>Are SPACs to blame?<\/strong> The intensity of the complaints appear to be coinciding with the tech explosion in stocks in 2020 and the SPACs boom, says CNBC\u2019s Hugh Son (<a href=\"https:\/\/www.cnbc.com\/2021\/03\/18\/goldman-sachs-junior-bankers-complain-of-crushing-work-load-amid-spac-fueled-boom-in-wall-street-deals.html\">watch, runtime: 5:19<\/a>). Senior management\u2019s attitude is \u201cshut up or quit,\u201d a former Goldman Sachs analyst said, while middle management\u2019s approach is \u201cwe\u2019ve all been there.\u201d In 2021, an analyst at a US bulge bracket or middle market bank can make anywhere from USD 85k-95k per year in base salary, and up to USD 150k-200k in total compensation, while an associate can expect to make from USD 150k-120k per year, and up to USD 250k-450k in total, according to research by <a href=\"https:\/\/www.mergersandinquisitions.com\/investment-banker-salary\/\">Mergers and Inquisitions<\/a>.<\/p>\n<p><strong>Industry professionals are cynical about significant change: <\/strong>Peer pressure and entrenched attitudes in middle management remain challenging despite changing attitudes, an executive director at a global bank told the FT. \u201cWe are all nervous to say when we are struggling, we have occupational health programmes\u2026if you go on to one, the bank can legally stop you coming into work,\u201d she adds. The <a href=\"https:\/\/www.ft.com\/content\/7e5fe4b6-09c0-11e3-8b32-00144feabdc0\">death of a Bank of America intern in 2013<\/a> saw a similar reaction, but <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3810864\">a study on no-working Saturdays<\/a> instituted in the aftermath found that \u201cthe policy backfired by inducing bankers to work longer during non-protected days,\u201d they concluded.<\/p>\n<p><strong>What do banking execs recommend? More compensation: <\/strong>Bank of America, Jefferies Financial and Credit Suisse all raised compensation for junior employees, <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2021-04-09\/banks-aren-t-getting-the-message-on-work-life-balance\">Bloomberg<\/a> reports.
