The Colonel was right: Time accelerates as you age.<\/p>\n<p><strong>THE BIG STORY at home this afternoon<\/strong>-<\/p>\n<p><a id=\"tldr-story-03\" class=\"content-anchor\"><\/a> <strong>Former prime minister and veteran politician Kamal El Ganzouri died earlier <\/strong><strong>today aged 88 <\/strong>after struggling with an undisclosed illness, <a href=\"https:\/\/gate.ahram.org.eg\/News\/2683076.aspx\">Al Ahram<\/a> reports. Ganzouri twice served as Egypt\u2019s prime minister, first under former president Hosni Mubarak from 1996 to 1999, and later briefly appointed to the position by the Supreme Council of Armed Forces from November 2011 through June 2012, after Mubarak\u2019s ouster. During his first spell in office, Ganzouri played a key role in setting the government\u2019s privatization agenda, which saw the state sell off several large public sector companies in the late 1990s. Prime Minister Mostafa Madbouly <a href=\"https:\/\/bit.ly\/3wdFGPT\">called for<\/a> a moment of silence at today\u2019s cabinet meeting in honor of Ganzouri\u2019s death. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-31\/egypt-s-ganzouri-a-key-player-in-1990s-privatization-push-dies\">Bloomberg<\/a> is also out with an obituary.<\/p>\n<p><strong>CATCH UP QUICK<\/strong> on the top stories from this morning\u2019s issue of EnterpriseAM:<\/p>\n<ul>\n<li><strong>There\u2019s lots of news out of the Sovereign Fund of Egypt<\/strong>, including an <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f322b811-078e-4543-b1d1-47696be7f5f3\">EGP 250 mn<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f322b811-078e-4543-b1d1-47696be7f5f3\">commitment<\/a> to the final close of EFG Hermes\u2019 education fund, an MoU with GEMS Egypt to build schools on SFE-owned land, and the possibility that the SFE could roll its real estate assets into a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a7f9e981-6c36-4723-b5f1-14332440a9c9\">new, IPO-able vehicle<\/a>.<\/li>\n<li><strong>The EGX could see as many as <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/da9fe7d5-87d0-47a8-862e-64973f50d038\">six listings<\/a><\/strong><strong> this year.<\/strong> It\u2019s already looking fantastic: innovative higher ed player Taaleem and cosmeceutical giant Macro Pharma are now in the market, and consumer healthcare leader IDH about to pull off the nation\u2019s first-ever technical listing.<\/li>\n<li><strong>A big batch of AstraZeneca\u2019s covid-19 vaccine will land in Egypt today<\/strong>, one day after the Madbouly government announced <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/50cd1944-c39a-4919-92fc-a65d8c133002\">rules and regs<\/a> governing the month of Ramadan (which is, incidentally, 13 days away).<\/li>\n<\/ul>\n<p><strong>THE BIG STORY ABROAD-<\/strong><\/p>\n<p><a id=\"tldr-story-06\" class=\"content-anchor\"><\/a> <strong>The US could be getting over USD 2 tn in infrastructure funding<\/strong>, under a new plan to be officially announced by President Joe Biden in the coming hours, the White House announced in a <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/03\/31\/fact-sheet-the-american-jobs-plan\/\">statement<\/a>. Dubbed \u201cThe American Jobs Plan,\u201d the proposal is being billed as the biggest US investment into a national project since the space race. A second round of initiatives, focused on healthcare, child care, and education is due to be announced in mid-April, bringing the plan\u2019s total budget to just over USD 3 tn.<\/p>\n<p><strong>Where\u2019s the money going? <\/strong>The eight-year plan will include USD 620 bn for transport, USD 580 bn for manufacturing, USD 400 bn for elderly and disabled care, USD 180 bn for non-defense research, and USD 650 bn for improving home quality of life. The government will dedicate about 1% of GDP per year over those eight years to implement improvements in these areas.<\/p>\n<p><strong>Where\u2019s the money coming from?<\/strong> The government plans to hike corporate income tax to 28% from 21%, and to set a minimum 21% tax on global corporate earnings, which should allow the plan, to be fully paid for within the next 15 years. The reforms are expected to add 0.5% in corporate revenue to USD GDP annually. The package did not include any proposed tax raises on individuals, though observers expect the administration to try and raise the top tax rate for individuals with the second round of initiatives next month.<\/p>\n<p><strong>Weaning the US economy off of fossil fuels is a major priority:<\/strong> The proposal has earmarked USD 174 bn for investment in the electric vehicle industry, and USD 165 bn for public transit meant to shift more Americans away from fuel-guzzling cars. The plan will also eliminate fossil fuel subsidies and tax loopholes, and require fossil fuel companies to contribute funds to an environmental recovery fund.<\/p>\n<p><strong>And outperforming China is also on the agenda<\/strong>, with the White House statement identifying \u201cambitions of an autocratic China\u201d as the great challenges facing the US today, in addition to the need to create mns of jobs.<\/p>\n<p><strong>Covid-19 has turbo-charged Beijing\u2019s quest to overtake the US economy<\/strong>, with China\u2019s economy now expected to overtake the US as the world\u2019s largest in 2028, two years earlier than pre-covid forecasts, <a href=\"https:\/\/www.bloomberg.com\/graphics\/2021-china-accelerated-growth\/?srnd=premium&sref=mmeFTDW1\">Bloomberg<\/a> reports. Last year saw more Chinese than US companies make it to a list of the world\u2019s largest, while China attracted more foreign investment than the US for the first time. But China\u2019s V-shaped recovery could be stalled by high debt levels, while demographic changes mean it could fall behind the US again in a decade\u2019s time as an ageing population chips away at growth rates.<\/p>\n<p><strong>The plan is likely to struggle with congressional approval<\/strong>, with Republican Senator Mitch McConnell <a href=\"https:\/\/www.ft.com\/content\/8cd8071d-cd4f-4d46-ba8f-820211d0e9a9\">calling the new investment plans<\/a> a \u201cTrojan horse for massive tax hikes and other job-killing, leftwing policies.\u201d<\/p>\n<p><strong>US 10-year treasury yields rose three basis points to 1.73% on news of the spending plan. <\/strong>The bonds had risen to a 14-month high of 1.77% early Tuesday before dropping back down by the end of the day.<\/p>\n<p><strong>The ambitious plan follows the Biden administration\u2019s <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f91bc836-d4ab-4904-93cc-92b56f6cca40\">passing of a USD 1.9 tn fiscal stimulus package<\/a><\/strong> earlier this month, meant to buoy the US economy and provide relief to families struggling with the economic aftershocks of covid-19.<\/p>\n<p><strong>The announcement is all over the front pages of the foreign press:<\/strong> <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-30\/biden-to-lay-out-u-s-economic-renewal-in-rejuvenated-pittsburgh?sref=mmeFTDW1\">Bloomberg<\/a> | <a href=\"https:\/\/www.ft.com\/content\/9793903a-e29f-42dc-9b8d-55f960b0ede5\">The Financial Times<\/a> | <a href=\"https:\/\/www.reuters.com\/article\/us-usa-biden-infrastructure-factbox\/factbox-whats-in-bidens-2-3-trillion-infrastructure-plan-idUSKBN2BN13T?il=0\">Reuters<\/a> | <a href=\"https:\/\/www.wsj.com\/articles\/biden-set-to-unveil-2-trillion-infrastructure-plan-11617181208?mod=hp_lead_pos1%20\/\/%20https:\/\/www.ft.com\/content\/9793903a-e29f-42dc-9b8d-55f960b0ede5\">The Wall Street Journal<\/a>.<\/p>\n<hr class=\"grey-line\" \/>\n<p><strong>More relevant for us here in Egypt-<\/strong><\/p>\n<p><strong>The IMF is set to announce more optimistic prospects for global growth when it publishes its latest World <\/strong><strong>Economic Outlook<\/strong><strong> due next <\/strong><strong>week<\/strong>, with improved forecasts buoyed by the US\u2019 USD 1.9 tn stimulus package and its successful vaccine rollout plan, Managing Director Kristalina Georgieva said in a speech yesterday, <a href=\"https:\/\/www.cnbc.com\/2021\/03\/30\/imf-kristalina-georgieva-on-global-growth-after-us-stimulus-and-vaccines.html\">CNBC<\/a> reports. But Georgieva warned that the increased growth would be uneven, and driven mainly by the US and China. \u201cThey are part of a small group of countries that will be well ahead of their pre-crisis GDP levels by the end of 2021. But they are the exception, not the rule,\u201d she said. The IMF had already raised its global forecasts from 5.2% to 5.5% in January.<\/p>\n<p><strong>You can find the report here on the IMF's <\/strong><strong><a href=\"https:\/\/www.imf.org\/en\/Publications\/WEO\">World Economic Outlook landing page<\/a><\/strong><strong> when it is out on Tuesday, 6 April.<\/strong><\/p>\n<p><strong>Growth for the world, debt crisis for EMs?<\/strong> Georgieva <a href=\"https:\/\/www.ft.com\/content\/487c30f4-7f21-4787-b519-dde52264d141\">warned<\/a> of a potential emerging market debt crisis, as rising US interest rates draw capital away from EMs, a situation that \u201cwould pose major challenges, especially to middle-income countries with large external financing needs and elevated debt levels,\u201d she said. Georgieva is ringing the same bell as UN Secretary General Antonio Guterres, who <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2cb01788-35a6-45a8-a22e-43d560acbba9\">just a few days ago said<\/a> the short term borrowing by a large number of EM economies had put them at serious risk of default. The IMF is widely expected to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1eb98a8a-7499-4e5e-96e4-8c953c8de7c0\">approve a new USD 650 bn batch of Special Drawing Rights<\/a> (SDRs) to support EM recovery during its Spring meeting beginning 5 April, which would be the largest issuance in history.<\/p>\n<p><strong>The <\/strong><strong><a href=\"https:\/\/www.worldbank.org\/en\/meetings\/splash\/spring#:~:text=The%202021%20Spring%20Meetings%20will,Sunday%2C%20April%2011%2C%202021.&text=Spring%20Meetings%20participants%20typically%20include,550%20accredited%20civil%20society%20members.\">Spring Meetings<\/a><\/strong><strong> of the IMF and the World Bank Group are set to take place from 5-11 April. <\/strong>This year\u2019s virtual meetings will bring together central bankers, ministers of finance and development, private sector executives, representatives from civil society organizations and academics. The topics up for discussion include the world economic outlook, poverty eradication, economic development, aid effectiveness, and the global financial system. Some events will be open to the public and can be streamed live from the <a href=\"https:\/\/live.worldbank.org\/\">World Bank\u2019s platform<\/a>.<\/p>\n<hr class=\"grey-line\" \/>\n<p><strong>HAPPENING NOW- Deliveroo\u2019s London IPO is falling on its face:<\/strong> Deliveroo shares are tanking on its LSE debut. The company shed over GBP 2 bn in market value in its first moments as a public company after seeing its shares fall 30% to GBP 2.71 from a GBP 3.90 opening price during the first 20 minutes of play, <a href=\"https:\/\/www.ft.com\/content\/5028437e-accf-4624-8ecd-2b502d04743d\">the Financial Times<\/a> reports. The share price recovered slightly to GBP 2.90 later in the trading day. The performance puts the company on track for the worst debut day for any major London listing in at least one decade, data from Dealogic shows.<\/p>\n<p><strong>A blow to London\u2019s bid to attract high growth tech companies: <\/strong>The British government has made a big thing of trying to lure more tech companies to list on the LSE and rejuvenate the stock market. The UK regulator is <a href=\"https:\/\/www.reuters.com\/article\/us-britain-spacs\/uk-regulator-to-consult-on-changing-rules-for-spacs-idUSKBN2BN0MA?il=0\">considering easing listing<\/a> rules to lure more special purpose acquisition companies (SPACs) to London as part of a larger bid to boost IPO activity, especially new listings by SPACs and high-growth tech companies. Deliveroo\u2019s performance could be a fresh blow to these efforts as it fueled growing doubts among large UK institutional investors about the wisdom of attempting to attract Silicon Valley-style listings, says the salmon-colored paper.<\/p>\n<hr class=\"grey-line\" \/>\n<p><strong>The green bond boom is leaving out emerging markets most in need of climate-friendly <\/strong><strong>funding<\/strong>, according to a <a href=\"https:\/\/www.imperial.ac.uk\/business-school\/faculty-research\/research-centres\/centre-climate-finance-investment\/research\/the-race-green-finance-emerging-markets\/\">report<\/a> by Imperial College Business School. While Egypt and Indonesia have led EMs in issuing sovereign green bonds, \u201cthe current green bond setup is designed by and for developed markets, and you can\u2019t just apply it to EM,\u201d <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-31\/green-bond-boom-is-leaving-out-countries-most-at-climate-risk?sref=mmeFTDW1\">said<\/a> lead researcher Jonathan Amacker. The report suggests that \u201ctransition bonds\u201d and \u201csustainability-linked bonds\u201d may be more appropriate for EMs, as they tie borrowing rates to an environmental target. Smallholders who own 10 feddans of land or less or farmers who use non-mechanical small pumping equipment will also be exempted from having to purchase a license, the state-owned newspaper quoted House Agriculture Committee chair Hisham El Hosary as saying.<\/p>\n<p><strong>Agriculture is the single-largest water consumer in the country.<\/strong> The sector alone was responsible for <a href=\"https:\/\/ent.news\/2020\/9\/202089125033_water-resources.pdf\">three-quarters of the water consumed<\/a> by the entire country during fiscal year 2018-2019 \u2014 much of which is wasted thanks to outdated irrigation methods and an ailing network of canals. The Agriculture Ministry is trying to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f82115cc-5ae7-4a77-9e6a-a14ba2fec52c\">modernize irrigation systems<\/a> used by farmers in eight of the nation\u2019s governorates, while work is ongoing to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/87e95a67-6679-4310-8679-5de25bef5278\">upgrade canal networks<\/a> as part of the government\u2019s <a href=\"https:\/\/enterprise.press\/stories\/2019\/04\/09\/irrigation-minister-outlines-usd-50-bn-plan-for-combating-water-scarcity-2\/\">USD 50 bn plan<\/a> for combating water security.<\/p>\n<p><strong>The reduced fee has the early green light:<\/strong> A report by <a href=\"https:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/408142\/Egypt\/Politics-\/Egypts-parliament-approves-new-law-imposing-fees-o.aspx\">Ahram Online<\/a> suggests the proposal was greenlit in a plenary session on Tuesday, but it remains unclear if the entire Water Resources Act was approved or still making its way for a final vote.<\/p>\n<p><strong>The long-dormant Water Resources Act has been in the works since at least 2017, <\/strong>when it received cabinet approval. It faced several delays due to extensive discussions over some 27 House Agriculture Committee meetings. Prices were already high in Europe, Asia and Canada in the lead-up to 2020, but the tns of USD in stimulus injected into the global economy to fight the pandemic has sent prices through the roof, placing policymakers in quandary about how to curb excessive risk-taking while supporting the economic recovery.<\/p>\n<p><strong>In detail:<\/strong> Average property prices among the 37 member countries of the OECD reached record highs in 3Q2020 after experiencing the highest y-o-y price inflation in two decades. Ultra-low interest rates, wage subsidies and debt holidays have kept prices in Europe rising, despite economies being hard hit by the pandemic. In Asia, <a href=\"https:\/\/www.wsj.com\/articles\/china-property-real-estate-boom-covid-pandemic-bubble-11594908517\">China<\/a> and <a href=\"http:\/\/www.koreatimes.co.kr\/www\/biz\/2020\/12\/175_300962.html\">South Korea<\/a> have continued to see the cost of housing balloon, and in the Southern Hemisphere, prices in New Zealand and Australia are at record highs.<\/p>\n<p><strong>Time to pump the brakes?<\/strong> The buying frenzy has put policymakers in a predicament. On one hand, higher interest rates would prevent the market from overheating further, yet cheap credit is one of the pillars underpinning the rebound from the economic shock of the pandemic, and raising rates risks undermining financial markets and jeopardizing the recovery. Both the Danish and Dutch central banks have warned that super-lower borrowing costs are encouraging homeowners to take on unsustainable levels of debt, but policymakers are yet to take action.<\/p>\n<p><strong>New Zealand is having none of it:<\/strong> Having <a href=\"https:\/\/www.wsj.com\/articles\/new-zealands-new-leader-wants-to-go-further-than-most-to-curb-housing-prices-1509533271?mod=article_inline\">banned most foreigners from purchasing homes<\/a> several years ago \u2014 a move designed to tackle one of the primary drivers of house price inflation \u2014 the government is again taking action against a stimulus-fuelled property boom which has seen the average house price in Auckland <a href=\"https:\/\/www.ft.com\/content\/c8959502-7dae-43b1-b993-3bf85fb4325a\">climb past USD 720k<\/a>. From now on, the central bank will be <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-02-24\/n-z-government-forces-rbnz-to-include-housing-in-rate-setting?sref=mmeFTDW1\">required to consider property inflation when it sets interest rates<\/a> \u2014 the first time ever that housing market stabilization has been added to a central bank\u2019s remit.<\/p>\n<p><strong>Other available policy tools have had limited success:<\/strong> Last year China moved to curb access to finance for real estate developments, but prices have continued to climb, leading the country\u2019s chief banking regulator <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-02\/china-worried-about-bubbles-in-property-foreign-markets?sref=mmeFTDW1\">to warn earlier this month<\/a> of a market bubble.<\/p>\n<p><strong>A 2008-esque crash remains unlikely, WSJ says:<\/strong> Though US prices have increased since the onset of the pandemic, buyers this time around have better credit ratings and are putting down larger deposits, the WSJ says. Economists also suggest that, unlike 2008, purchases of homes around the world are being driven by demand, rather than speculation. Work from home effectively transformed businesses and stretched many workforces thin, leading to longer working hours and less work-life balance, if any. The average workday increased by 8.2% in the pandemic\u2019s early weeks, according to a <a href=\"https:\/\/hbswk.hbs.edu\/item\/you-re-right-you-are-working-longer-and-attending-more-meetings\">Harvard Business School<\/a> study of anonymised email and other data from 3.1 mn people worldwide. More than two third of respondents to <a href=\"https:\/\/learnmore.monster.com\/poll-results-from-work-in-the-time-of-coronavirus\">a survey of US workers<\/a> by job site Monster last summer said they had experienced burnout symptoms while working from home.<\/p>\n<p><strong>So why didn\u2019t anyone complain? <\/strong>As job loss was rampant in parts of the world and the labor market became somewhat saturated, few wanted to try changing jobs amid the uncertainty of the pandemic. The <a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/@dgreports\/@dcomm\/documents\/briefingnote\/wcms_767028.pdf\">International Labour Organization estimates<\/a> that there was an unprecedented global loss of 114 mn jobs in 2020. In this environment, it makes sense that employees would hang on to what they had, even if they felt stuck or overworked. A <a href=\"https:\/\/www.microsoft.com\/en-us\/worklab\/work-trend-index\/hybrid-work\">Microsoft<\/a> report also noted that time spent on Microsoft Teams meetings increased 2.5x in February 2021 while the number of emails delivered to commercial and education customers went up 40.6 bn compared to the same month in 2020.<\/p>\n<p><strong>Many are starting to see jumping ship as the best option: <\/strong>Over 40% of the global workforce is considering leaving their employer this year, according to the Microsoft report. Another study by HR firm <a href=\"https:\/\/www.ceridian.com\/ca\/company\/newsroom\/2020\/ceridian-report-employee-experience-paramount-in-the-future-of-work\">Ceridian<\/a> found that young people in North America are more likely to want to move to another workplace, with 75% of those under the age of 30 in the US either looking or open to new positions.<\/p>\n<p><strong>What should firms be doing to retain employees? <\/strong>HR managers should consider refreshing job descriptions and titles at least once a year as part of their due diligence, the WSJ quotes one industry expert as saying. Meanwhile, managers who have seen their employees taking on more responsibilities should be prepared to grant workers more autonomy and flexible remote-work arrangements, especially if their budget remains too tight to grant significant raises as compensation for extra work.<\/p>\n<p><strong>Feeling overstretched at your workplace? <\/strong>Try making a list of the job roles you think are within your purview, and attempt to set boundaries when it comes to tasks that are not. It can be good to be upfront with managers about how much time your tasks will take, to make sure you are not being overburdened.
