We have the latest updates in the Speed Round below.<\/p>\n<p><strong>Subscription to the retail component of the Taaleem IPO has kicked off<\/strong>. We cover the announcement chapter and verse in the Speed Round below.<\/p>\n<p><strong>CORRECTION: <\/strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f9e4ccc0-a0f4-45cd-af78-7d2fd4e13c2c\">In this morning\u2019s EnterpriseAM<\/a>, we said that Taaleem had priced its IPO at EGP 6.20 per share. We were incorrect. A close reading of the disclosure from the Financial Regulatory Authority indicates that Taaleem could price its IPO at <em>up to<\/em> EGP 6.20 per share, not <em>at<\/em> EGP 6.20. The company had previously said it expected to price the transaction at EGP 5.48-6.02 per share, and a senior source with first hand knowledge of the transaction confirmed to us this afternoon that <strong>CI Capital will price the offering within this range.<\/strong> We have amended the story on our website.<\/p>\n<p><strong>HAPPENING NOW-<\/strong> <strong>The House of Representatives has approved in principle legislation <\/strong><strong>that would impose harsher penalties for FGM<\/strong>, reports <a href=\"https:\/\/bit.ly\/3cufuc9\">Youm7<\/a>. The tougher punishments for FGM moved through the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8b3ecc46-ea6f-40a7-a24e-8c7980e74c58\">House Legislative Committee<\/a> last week and were approved in both circles.<\/p>\n<p><strong>Also on the House\u2019s <\/strong><strong><a href=\"https:\/\/bit.ly\/3de5KSn\">itinerary<\/a><\/strong><strong> for today is discussion on the long-held up <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/91feb202-b605-493a-8d72-ab4ab70aeb10\">Water<\/a><\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/91feb202-b605-493a-8d72-ab4ab70aeb10\">Resources Act<\/a><\/strong> that will introduce stricter penalties for water waste, while addressing pollution, dwindling resources, and climate change issues.<\/p>\n<p><strong>The central bank has put out another official warning of the fundamental dangers of <\/strong><strong>crypto. <\/strong>Cryptocurrencies including Bitcoin are \u201cextremely volatile\u201d and risky investments that are neither based on tangible assets nor centrally regulated, making its holders susceptible to sudden losses in value, the CBE said in <a href=\"https:\/\/ent.news\/2021\/3\/Cryptocurrencies-Warning-28.3.2021.pdf\">a statement (pdf)<\/a> this afternoon. This comes as a reminder for people to abide by Article 206 of the recently-enacted <a href=\"https:\/\/drive.google.com\/file\/d\/10XzcbulD0dZVnRdRJyqDEW3_ML6ftutV\/view\">Central Bank and Banking Act (pdf)<\/a> \u2014 which prohibits issuing, trading and promoting crypto in Egypt without explicit licensing from the CBE\u2019s board.<\/p>\n<p><a id=\"tldr-story-05\" class=\"content-anchor\"><\/a> <strong>THE BIG STORY ABROAD- Abu Dhabi will begin selling tomorrow<\/strong> <strong>futures contracts for <\/strong><strong>its flagship Murban oil grade<\/strong>, potentially changing how Middle East oil is priced, according to the <a href=\"https:\/\/www.wam.ae\/en\/details\/1395302913298\">Emirates News Agency (WAM)<\/a>. Abu Dhabi hopes that the futures will become the region\u2019s main benchmark as opposed to other grades (such as Brent crude), writes <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-28\/abu-dhabi-wants-to-revolutionize-how-the-middle-east-sells-oil?srnd=premium-middle-east&sref=mmeFTDW1\">Bloomberg<\/a>. The move is also hoped to open the local oil sector to financial traders. The futures platform will be run by USA-based Intercontinental Exchange Inc. and called ICE Futures Abu Dhabi. Goldman Sachs, Citigroup, and 22 other banks and brokers will act as exchange members<\/p>\n<p><strong>Equipping Port Fujairah for the pivotal shift: <\/strong>Once sold on an exchange, Murban will be sent by pipeline to Fujairah, and then shipped to global markets. said. Taaleem is offering 17.9 mn shares in the retail portion of its IPO, which represents 5% of the shares up for grabs and 2.4% of all outstanding shares, it said in its <a href=\"https:\/\/ent.news\/2021\/3\/Taaleem-IPO-subscription.pdf\">prospectus (pdf)<\/a>. The private portion of the sale accounts for the remaining 95% of the IPO and is equal to 46.55% of Taaleem.<\/p>\n<p><strong>CI Capital <\/strong><strong>will price<\/strong><strong> the offering somewhere in the EGP 5.48-6.02 per share range<\/strong>, a senior source with first hand knowledge of the transaction confirmed to us this afternoon. The company\u2019s filing today said it will announce the final offer price of shares tomorrow.<\/p>\n<p><strong>MEANWHILE: Single orders by institutions will need to be for at least 1% of the shares <\/strong><strong>on offer in the private placement<\/strong>, and those by qualified individuals at least 0.5%, according to the filing. CI Capital will allocate the private placement shares directly and it already has in place an agreement with a single unnamed investor for the purchase of USD 30 mn-worth of shares. That\u2019s close to a fifth of the shares on offer through private placement, by our math.<\/p>\n<p><strong>Advisors:<\/strong> CI Capital, also a shareholder in Taaleem, is running the sale and serving as bookrunner. There are now <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-28\/progress-made-in-moving-ship-more-vessels-diverted-suez-update?sref=mmeFTDW1\">352<\/a><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-28\/progress-made-in-moving-ship-more-vessels-diverted-suez-update?sref=mmeFTDW1\">vessels<\/a> waiting to move through the Canal, with a further 23 to arrive for transit in the next day.<\/p>\n<p><strong>Offloading the vessel will likely add even more days to the canal\u2019s closure <\/strong>as it requires a crane and other heavy equipment that is yet to arrive, a top pilot with the canal authority told <a href=\"https:\/\/apnews.com\/article\/world-news-egypt-red-sea-coronavirus-pandemic-suez-canal-ac288bc44215c675795accab7f3db421\">The Associated Press<\/a> on the condition of anonymity.<\/p>\n<p><strong>Today\u2019s efforts to move the ship have resulted in damage to the ship\u2019s front<\/strong>, a spokesman for Bernhard Schulte Shipmanagement, the vessel\u2019s manager, told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-28\/progress-made-in-moving-ship-more-vessels-diverted-suez-update?sref=mmeFTDW1\">Bloomberg<\/a>. Water entered two tanks of the Ever Given, but were removed using high powered pumps. <strong>The vessel is now stable<\/strong>, but there is now a chance it will be unfit to leave the canal once it is dislodged.<\/p>\n<p><strong>How far have we come so far? <\/strong>Rabie further explained that the vessel has moved an additional four meters with the help of rising tides in the canal, adding to the 29 meters it moved yesterday. But what is clearing, exactly? And why should we care whether it happens in Egypt or abroad?<\/p>\n<p><strong>Clearing = settling a financial trade and everything that entails:<\/strong> Ensuring that buyers have the funds to make the purchases, crediting and debiting trading accounts, collecting margin payments, delivering securities, and reporting data.<\/p>\n<p><strong>This is all done by a clearinghouse:<\/strong> These are financial players that sit in the middle of buyers and sellers, passing the securities to the buyer and crediting the account of the seller. This means that they take the reverse position of every trade, buying the securities from the seller and selling them on to the buyer. As such, clearinghouses are a critical part of the plumbing that ensures the global financial system operates smoothly and provides security to tns of USD of daily transactions.<\/p>\n<p><strong>Introducing one of the world\u2019s most important clearinghouses: Euroclear.<\/strong> Since its establishment more than five decades ago, Euroclear has become one of the world\u2019s most significant clearinghouses and is responsible for settling equity, bond and derivatives trades in the eurozone and internationally. Currently, foreign investors can only participate in the local market through a handful of local banks with licenses to operate at primary dealers, but after Euroclear steps in, Egyptian debt will become more accessible internationally and the country will be able to target a greater number of foreign investors.<\/p>\n<p><strong>In practice:<\/strong> This would mean more foreign investment in Egyptian debt, which means greater inflows of hard currency, stronger foreign reserves, lower borrowing costs and a stronger, more dynamic, and more liquid local market.<\/p>\n<p><strong>We\u2019re not quite there yet though:<\/strong> The agreement will see the Egyptian government set up a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7c31d5b0-7df8-4820-8d29-6d2de7a51ea0\">new central securities depository<\/a> that acts as a \u201c<a href=\"https:\/\/www.euroclear.com\/newsandinsights\/en\/press\/2019\/2019_mr-05-EgyptMOU.html\">cross border link<\/a>\u201d with the European institution and clears local debt securities. While in the full version of Diplomacy players can verbally negotiate, DeepMind is focused on training AI to play the \u201cno press\u201d variant of the game that disables explicit communication.<\/p>\n<p><strong>How does it work?<\/strong> DeepMind refined the neural network <a href=\"https:\/\/proceedings.neurips.cc\/paper\/2019\/hash\/84b20b1f5a0d103f5710bb67a043cd78-Abstract.html\">DipNet<\/a>, which had been fed data from 150k human games, by using a tweaked reinforcement learning algorithm. Instead of<\/p>\n<p>using pure reinforcement learning (which would require the AI to work through a ridiculous number of possible moves each turn) programmers calculated the move that works best on average against likely moves of opponents, and trained the AI to prefer those moves, letting it work from its learning without sampling after training.<\/p>\n<p><strong>DeepMind\u2019s <\/strong><strong><a href=\"https:\/\/deepmind.com\/research\/case-studies\/alphago-the-story-so-far\">AlphaGo<\/a><\/strong> <strong>became the first computer program to defeat a Go world champion<\/strong> in 2016, with the championship becoming the subject of a documentary film of the same name (<a href=\"https:\/\/www.youtube.com\/watch?v=WXuK6gekU1Y\">watch, runtime 1:30:27<\/a>). Since then, DeepMind has developed the more complex AlphaZero, which can also play chess and shogi, followed by MuZero, which learns games without being taught the rules and can also play visually complex Atari games. Humans have been losing games to Chess AIs since the 1980s, most notably with <a href=\"https:\/\/theconversation.com\/twenty-years-on-from-deep-blue-vs-kasparov-how-a-chess-match-started-the-big-data-revolution-76882\">the 1997 defeat of world champion Garry Kasparov<\/a> at the (hands? Wires?) of IBM supercomputer Deep Blue.<\/p>\n<p><strong>Facebook is set to join the game,<\/strong> and will <a href=\"https:\/\/openreview.net\/forum?id=0-uUGPbIjD\">present its own work on no-press Diplomacy<\/a> in April, using a human-imitating network similar to DipNet. Instead of using reinforcement learning, Facebook enhanced the AI with a search function that allows the bot to more closely imitate human reasoning. The SeachBot takes its time to reason through the best strategy by calculating each opponent\u2019s equilibrium strategy, through considering a series of probabilities across 50 likely moves. This slows the SearchBot down in real gameplay, but allows it to win more games.<\/p>\n<p><strong>Who is winning?<\/strong> While DeepMind appears to be a better player than DipNet (with one DeepMind AI playing against six DipNet players winning 30% of the time compared to DipNet winning only 3% of the time when the roles are reversed), SearchBot seems to be a better player than DeepMind, beating DipNet by a greater margin. SearchBot was also able to rise to the top 2% of players when competing against humans on a Diplomacy gaming website, and won 94% of the time when playing a set of 35 games against two top human Diplomacy players. We\u2019re still waiting for a faceoff match between DeepMind and SearchBot.<\/p>\n<p><strong>AI learning to play collaborative games is cool, but also has real world implications: <\/strong>Games that require collaboration and not just pure competition are a lot more similar to real life situations, where a number of factors need to be weighed out before a decision can be made, DeepMind scientists say.
