We have the story chapter and verse in the Speed Round below.<\/p>\n<p><strong>CATCH UP QUICK<\/strong> on the top stories from this morning\u2019s edition of EnterpriseAM (that don\u2019t have anything to do with boats lining up):<\/p>\n<ul>\n<li>The Madbouly cabinet signed off on the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a6b6f594-177a-428b-861a-f13060029d6e\">draft FY2021-2022<\/a> budget yesterday, which projects GDP growth at 5.4% and the overall deficit narrowing to 6.6%.<\/li>\n<li>The central bank <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f05c21e8-cfa0-4ffa-a016-e59cca9ba55a\">injected<\/a> EGP 1 bn in preliminary funding to brokerages on the EGX to help boost trade volumes.<\/li>\n<li>The EGX30 snapped its <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fc3c77c7-72c3-423f-9a89-d2c12b17880b\">losing streak yesterday<\/a> as institutional investors stepped up their activity again, accounting for 36% of activity yesterday against 29% on Monday and 33% on Tuesday.<\/li>\n<\/ul>\n<p><strong>YOUR MANDATORY COVID STORY OF THE DAY- AstraZeneca revised its covid-19 <\/strong><strong>vaccine efficacy to 76% in updated US trials<\/strong>, just slightly lower than the previously reported 79% rate of effectiveness, the company said in a <a href=\"https:\/\/www.astrazeneca.com\/content\/astraz\/media-centre\/press-releases\/2021\/azd1222-us-phase-iii-primary-analysis-confirms-safety-and-efficacy.html\">statement<\/a>. Earlier this week, the US\u2019s independent monitoring board <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6c4fe614-664f-43b7-82b3-b9a6d71a554c\">called out<\/a> AstraZeneca\u2019s analysis of the jab\u2019s efficacy as relying in part on old data and threatening accurate efficacy figures. In response, the biopharma company released more up-to-date data from its US vaccine trial. The vaccine was well tolerated, and no safety concerns were found, the statement added. Since 2016, when the Paris Agreement was adopted, the world\u2019s 60 largest private sector banks financed fossil fuels with around USD 3.8 tn.<\/p>\n<p><strong>RAN outs the bad actors: <\/strong>BNP Paribas in recent years has positioned itself as a leader in green finance and signed a <a href=\"https:\/\/www.unepfi.org\/banking\/bankingprinciples\/collective-commitment\/\">UN-backed commitment<\/a> to \u201calign its portfolio\u201d to limit global warming. But some global experts beg to differ. The best chance for freeing the ship may not come until Sunday or Monday, when the tide reaches a peak, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-24\/best-shot-at-unblocking-suez-canal-may-not-come-until-monday?srnd=premium-middle-east&sref=mmeFTDW1\">Bloomberg reports<\/a> citing big ship rescue experts. Cargo ships waiting in line behind Ever Given will most likely be turned south back to Port Suez, in order to free the channel, <a href=\"https:\/\/apnews.com\/article\/egypt-coronavirus-pandemic-asia-suez-canal-africa-d8b6696716ab45794cba583ecf0e4001\">AP reports<\/a>, citing canal services provider Leth Agencies.<\/p>\n<p><strong>The world is still trying to count the cost of the fiasco:<\/strong> Currently, it is disrupting USD 9.6 bn worth of goods daily from travelling through the canal, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-25\/suez-snarl-seen-halting-9-6-billion-a-day-worth-of-ship-traffic?srnd=premium-middle-east&sref=mmeFTDW1\">Bloomberg cites shipping journal Lloyd\u2019s List<\/a>. Concerns over the disruption also caused oil prices to fall back after surging 6% on Wednesday, <a href=\"https:\/\/apnews.com\/article\/africa-egypt-hong-kong-shanghai-financial-markets-0e5f4434abc5d8094577b32ac392eab0\">the news agency says<\/a>. Expecting the fallout to last for days, the stuck ship is a new pressure point for a global supply chain already strained from winter and spring weather impacting infrastructure in the US, and a global shortage in microchips, <a href=\"https:\/\/www.wsj.com\/articles\/the-suez-canal-is-blocked-by-a-giant-container-ship-11616560437?mod=searchresults_pos1&page=1\">the Wall Street Journal writes reports<\/a>.<\/p>\n<p><strong>Commodities price boom to get a boost from this? <\/strong>The Ever Given disruption may uplift the tanker rates and commodity prices, senior vice president for equity research at financial services company Jeffries Randy Giveans told AP. Such disruptions are usually of benefit to the owners and the commodity being transported, as it forces tanker rates and crude prices to shoot up, he explains.<\/p>\n<p><strong>What\u2019s an apology worth? <\/strong>Japanese owner of the ship Shoei Kisen apologized \u201cfor causing a great deal of concern\u201d today, saying it was working towards a resolution of the situation <a href=\"http:\/\/www.shoei-kisen.com\/shared\/210325.html\">in a statement (Japanese)<\/a>. The Spanish government <a href=\"https:\/\/twitter.com\/ierrejon\/status\/1358156186521067521?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1358156186521067521%7Ctwgr%5E%7Ctwcon%5Es1_&ref_url=https%3A%2F%2Fwww.euronews.com%2F2021%2F03%2F15%2Fspain-poised-to-trial-four-day-working-week\">greenlit the nationwide pilot project<\/a>, which had been put forward by left-wing party M\u00e1s Pa\u00eds, for interested companies last month.<\/p>\n<p><strong>The pilot project\u2019s details are still under negotiation<\/strong>, but lawmakers have proposed a three-year, EUR 50 mn project to cover the potential costs of reduced hours to companies, that would allow companies to trial the system with minimal risks. <strong>Companies could have 100% of potential costs covered in the first year,<\/strong> 50% the second year and 33% the third year, for example. \u201cThe only red lines are that we want to see a true reduction of working hours and no loss of salary or jobs,\u201d said MP H\u00e9ctor Tejero of M\u00e1s Pa\u00eds. Some 200 companies, employing anywhere between 3-6k workers in total, are expected to participate in the project\u2019s first round, Tejero says.<\/p>\n<p><strong>What about productivity?<\/strong> Though workers in Spain generally put in more hours than the European average, the country as a whole is not one of the most productive. \u201cWorking more hours does not mean working better,\u201d says M\u00e1s Pa\u00eds MP I\u00f1igo Errej\u00f3n. The project\u2019s less material benefits include improving workers\u2019 mental, physical and emotional health, fighting climate change, and enhancing work-life balance.<\/p>\n<p><strong>Will this work out?<\/strong> Unsurprisingly, right wing lawmakers view the proposal as \u201cmadness,\u201d and maintain that the path out of the country\u2019s <a href=\"https:\/\/www.reuters.com\/article\/us-spain-economy-gdp-idUSKCN24W0WF\">worst recession since the civil war<\/a> requires more, not less work. But M\u00e1s Pa\u00eds is hoping to build on the success of the southern Spanish software company DelSol which last year <a href=\"https:\/\/www.eldiario.es\/economia\/software-delsol-primera-espanola-implantar_1_1086810.html\">became the first in the country<\/a> to implement the four day work week and saw a rise in productivity and in worker satisfaction.<\/p>\n<p><strong>The pilot will be the first national initiative of this magnitude<\/strong> to cut working hours since France <a href=\"https:\/\/www.theguardian.com\/money\/2019\/sep\/12\/french-style-cap-on-working-week-in-britain-unrealistic-finds-study\">moved to cap the work week at 35 hours in 1998.<\/a> Officials in <a href=\"https:\/\/www.theguardian.com\/world\/2020\/may\/20\/jacinda-ardern-flags-four-day-working-week-as-way-to-rebuild-new-zealand-after-covid-19\">New Zealand<\/a> had also recently discussed a shorter work week, while a coalition of lawmakers from the UK, Germany, and Spain <a href=\"https:\/\/www.theguardian.com\/money\/2020\/nov\/15\/time-has-come-for-four-day-week-say-european-politicians\">appealed to the EU last year<\/a> to adopt a four-day work week as a way to manage the economic fallout of covid-19 by redistributing work between the under, and overemployed.<\/p>\n<p><strong>Some corporations have taken individual action to enact shorter work weeks<\/strong>, with <a href=\"https:\/\/www.npr.org\/2019\/11\/04\/776163853\/microsoft-japan-says-4-day-workweek-boosted-workers-productivity-by-40?t=1616356764564\">Microsoft Japan<\/a> and US burger chain <a href=\"https:\/\/www.nrn.com\/fast-casual\/shake-shack-expands-four-day-work-week-test\">Shake Shack<\/a> introducing four-day schedules in 2019. But AI\u2019s ability to simulate empathy could put real people, and huge numbers of them, out of work, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-16\/artificial-intelligence-chatbots-threaten-call-center-industry-human-operators?sref=mmeFTDW1\">Bloomberg<\/a> reports, as covid-19 speeds up the shift towards job automation in many sectors.<\/p>\n<p><strong>This is particularly bad news for countries whose economies are heavily dependent on call-center outsourcing: <\/strong>Nearly 286k call center workers in the Philippines are at risk of being replaced by chatbots by 2030, according to forecasts by the <a href=\"https:\/\/www.adb.org\/sites\/default\/files\/publication\/671881\/benefits-industry-skills-development-philippines.pdf\">Asian Development Bank<\/a><strong>. <\/strong>This is almost a quarter of those employed in the outsourcing sector in the country, which accounts for a whopping 9% of GDP, according to estimates by <a href=\"https:\/\/oxfordbusinessgroup.com\/news\/what-does-covid-19-outbreak-mean-philippines-bpo-industry\">Oxford Business Group<\/a>. Other <a href=\"https:\/\/www.business.com\/articles\/countries-for-business-process-outsourcing\/\">popular outsourcing countries<\/a> like India, Brazil, and Mexico are perhaps less at risk because of a more diversified workforce.<\/p>\n<p><strong>Egypt itself had made outsourcing call centers a priority:<\/strong> Since at least 2018 and 2019, the CIT Ministry had made growing the outsourcing and call center industry a key policy platform. <a href=\"https:\/\/enterprise.press\/stories\/2019\/09\/03\/egypt-targets-usd-4-7-bn-in-cit-exports-in-2020\/\">Back in 2019<\/a>, the ministry was targeting USD 4.7 bn in outsourcing exports in 2020, compared to USD 3.2 bn. As recently as last December (<a href=\"https:\/\/mcit.gov.eg\/Ar\/Webcasts\/1\/6595\">watch, runtime: 7:34<\/a>), CIT Minister Amr Talaat has continued to tout the importance of this sector to his ministry, though he did not give any updated figures.<\/p>\n<p><strong>Covid had hit our local industry when it first emerged:<\/strong> While there doesn\u2019t seem to be any official figures out there for the sector\u2019s performance in 2020, the local press noted<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a0829d8b-8d1e-4c2f-ae88-d68e1ee3e4ff\">last April<\/a> (during the height of covid) that demand for outsourcing and call centers had fallen 70%, with some businesses recouping some of those losses from healthcare call centers.<\/p>\n<p><strong>But others think the alarm is overblown:<\/strong> Chatbots are still a long way away from being able to replace humans for more complicated queries, some experts say. Developing the software systems that run AI chatbots in the first place, as well as maintaining them and monitoring their performance, will also require human labor, thereby <a href=\"https:\/\/www.bloomberg.com\/news\/videos\/2019-08-15\/how-bots-will-automate-call-center-jobs-video\">creating more jobs in a slightly adjacent sector<\/a>.<\/p>\n<p><strong>Some think the goal should not be to replace human empathy but to augment it:<\/strong> Machines can be taught \u201ccognitive empathy,\u201d <a href=\"https:\/\/www.mckinsey.com\/business-functions\/mckinsey-analytics\/our-insights\/getting-the-feels-should-ai-have-empathy#\">says author Minter Dial<\/a>, who has <a href=\"https:\/\/www.minterdial.com\/books\/heartificial-empathy\/\">written on the subject<\/a>, by learning to assess the context of the situation and how that might make a human feel. But they cannot be taught emotional empathy, which is the simple co-feeling one experiences if another human is happy or sad. For that reason, a human being may still need to be part of the customer service process, perhaps after first having the customer screened by a chatbot.
