We\u2019re anticipating a few good weeks of beach weather before we have to all clam up.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-01\"><\/a> <strong>THE BIG STORIES TODAY (so far)-<\/strong><\/p>\n<p><strong>#1- A big push for our energy hub plans:<\/strong> Technical committees from Egypt and Cyprus have agreed to begin studies that would pave the way for gas from Cyprus\u2019 Aphrodite field to be sent to Egypt\u2019s liquefaction plants for re-export, the <a href=\"https:\/\/in-cyprus.philenews.com\/cyprus-egypt-agree-to-proceed-with-study-for-transfer-of-aphrodite-natural-gas\/\">Cypriot press<\/a> is reporting this morning.<\/p>\n<p><strong>#2- Plans to link our electricity grid with Saudi Arabia also got a big push forward<\/strong>, with Electricity Minister Mohamed Shawky announcing on Extra News <a href=\"https:\/\/twitter.com\/Extranewstv\/status\/1438138763931176968?s=20\">yesterday<\/a> that Egypt and KSA signed new contracts that would see 2 GW of electricity exchanged between the two countries. <a href=\"https:\/\/www.meed.com\/firm-bids-low-for-saudi-egypt-interconnection-contract\">Reports<\/a>are also out that tenders for the project are underway. The project\u2019s inauguration, previously <a href=\"https:\/\/enterprise.press\/stories\/2018\/11\/13\/egypt-saudi-interconnection-operational-by-2020-not-next-2022\/\">slated for 2020<\/a>, was <a href=\"https:\/\/enterprise.press\/stories\/2018\/12\/12\/egypt-saudi-power-grid-interconnection-partly-operational-september-2021\/\">delayed<\/a> after Saudi\u2019s USD 500 bn Neom City mega project derailed plans.<\/p>\n<p><strong>#3- Investments in tourism: <\/strong>Egypt will feature heavily in hotel management company Radisson Hotel Group\u2019s plans to open 50 hotels in North Africa by 2025, Alban Mabille de Poncheville, director, development, North Africa, tells <a href=\"https:\/\/www.hoteliermiddleeast.com\/business\/hotel-pipeline\/radisson-on-track-for-50-hotels-in-north-africa-by-2025\">Hotelier Middle East<\/a>. The company appears to be targeting Cairo and the New Administrative Capital.<\/p>\n<p><strong>^^ We\u2019ll have more on all of these stories<\/strong> in tomorrow<sup><\/sup>\u2019s edition of <strong>Enterprise AM<\/strong>.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> <strong>HAPPENING NOW- It\u2019s interest rate decision time:<\/strong> The Central Bank of Egypt\u2019s Monetary Policy Committee (MPC) is set to announce its decision on interest rates later today, and we don\u2019t expect to hear anything until around 6pm. Everyone and their mothers are expecting the CBE to hold on interest rates, including 10 analysts we polled <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/edition\/am\/328d86c9-d847-4625-95ed-cc31b719b688\">earlier this week<\/a>. A poll of 13 economists by <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-09-16\/looming-fed-taper-set-to-keep-egypt-rates-high-decision-guide?sref=mmeFTDW1\">Bloomberg<\/a> also unanimously expects the MPC to hold off on moving rates, saying that Egypt\u2019s high real rates \u2014 the highest in the world \u2014 should largely shield it from any impact a tapering by the Fed could have on emerging markets.<\/p>\n<p><strong>Where rates currently stand: <\/strong>The overnight deposit rate is at 8.25%, the lending rate at 9.25% and the main operation and discount rates are at 8.75%. The central bank slashed rates by 400 bps last year, including an <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f2e78eb3-6978-4eb5-a04f-a3b7247293ed\">emergency 300 bps cut<\/a> in March, to protect the economy from the fallout from covid-19. It has since maintained rates for six consecutive meetings, including its most recent <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8a5489a2-5819-4461-830b-c85a52b4fe78\">in August<\/a>, amid concerns about an increase in inflation. Annual urban inflation hit its highest level in nine months in August on the back of rising food, fuel and transportation costs, with headline inflation rising to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a7ce0952-23a6-4e3a-8296-21071df079fa\">5.7%<\/a> in August, up from 5.4% in July.<\/p>\n<p><strong>Beyond inflation, the clear fear today is the potential for the US Federal Reserve to wind <\/strong><strong>down its covid stimulus. <\/strong>It certainly was at the top of the risks noted by local economists and analysts we interviewed. Last week, Finance Minister Mohamed Maait <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/779807f6-c3ed-480f-a5e4-ce854f5b1e5f\">echoed<\/a> the sentiments of some economists that Egypt should be able to withstand the Fed tapering better than other EMs.<\/p>\n<p><strong>The Fed will meet to review interest rates on 21-22 September.<\/strong> <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/77adce95-5d37-4e50-80f7-9a1708f11a2b\">Pressure<\/a>has been building on the Fed to take a more hawkish stance to combat inflation by bringing its stimulus program to a premature end and start raising interest rates earlier than planned. But a slight slowdown in US consumer price inflation <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9868ca17-e0b0-40d9-b034-bb9444f7c910\">last month<\/a> and a poor jobs report in August could give the Fed a breather and relieve pressure for a policy change.<\/p>\n<p><strong>Another sign we\u2019re still a carry trader\u2019s dream destination: <\/strong>Egypt\u2019s local currency debt was a prime example of an attractive emerging market asset, Denise Simon, co-head of emerging market debt at Lazard Asset Management, said at the annual JANA Investment Advisors conference, according to <a href=\"https:\/\/www.afr.com\/markets\/debt-markets\/lazard-says-emerging-market-debt-too-big-to-ignore-20210915-p58rtw\">Australia\u2019s Financial Review<\/a>. She sees clear skies for emerging markets coming out of the pandemic, saying that \u201cemerging markets growth is catching up and is expected to surpass US growth in 2022.\u201d<\/p>\n<hr class=\"grey-line\">\n<p><strong>** CATCH UP QUICK<\/strong> on the top stories from today\u2019s <strong>EnterpriseAM<\/strong>:<\/p>\n<ul>\n<li><strong>Remittances hit a record high in FY2020-2021: <\/strong>Remittances <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/508c54b6-673f-4f8b-9d30-841219cc42c2\">grew more than 13%<\/a> to USD 31.4 bn compared to USD 27.8 bn the previous fiscal year.<\/li>\n<li><strong>Global inflation is delaying renewable energy projects in Egypt:<\/strong> Saudi Arabia\u2019s ACWA Power and the UAE\u2019s Al Nowais <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1069c986-e578-4b87-ae9f-1c8f80265fd1\">have recently asked<\/a> to postpone renewable projects under pressure from rising input prices.<\/li>\n<li><strong>Lighthouse Education weeks away from EGP 500 mn first close:<\/strong> United Bank of Egypt <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/48b5606f-a99c-4d62-837f-25e47cc89373\">announced<\/a> that it would contribute EGP 50 mn to the fund, joining founding partners the Sovereign Fund of Egypt, Misr Ins. Holding Company, Banque Misr, and the Suez Canal Bank.<\/li>\n<\/ul>\n<p><strong>More infrastructure diplomacy with Libya underway: <\/strong>Egypt could aid Libya in developing housing, establishing new cities, and providing water and sanitation services, Housing Minister Assem El Gazzar told his Libyan counterpart Abu Bakr Al Ghawi, according to a <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/225645962939165\">cabinet statement<\/a>. Libya has been opening up talks to benefit from Egypt\u2019s experience in these areas, with <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e3a6467b-9c6a-4b04-a73b-f7857df5662d\">two MoUs signed this week<\/a> to also see the two countries cooperate to develop Libyan infrastructure works and the development of its ports. This meeting was followed today by one between President Abdel Fattah El Sisi and the Prime Minister of Libya's interim Government of National Unity Abdul Hamid Dbeibeh in Cairo, according to an <a href=\"https:\/\/bit.ly\/3tMy85X\">Ittihadiya<\/a>statement.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a> <strong>Egypt needs to \u201cspeed up the vaccination process\u201d as cases surge, the World Health <\/strong><strong>Organization said<\/strong> in a <a href=\"https:\/\/ent.news\/2021\/9\/WHO-EMRO-EN_1.pdf\">report (pdf)<\/a> that looks at the covid-19 pandemic in the Eastern Mediterranean region. Four other hot zone nations in the region were identified, including Palestine, Somalia, Syria, and Yemen. Low vaccination coverage in several countries due to limited capacities is of concern in the region, especially in low- and lower-middle income countries, the report said.<\/p>\n<p><strong>21 countries in the EastMed have reported circulating variants, <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/76a76da5-3ce0-4633-a371-a423db4e795d\">including Egypt<\/a><\/strong><strong>, in the <\/strong><strong>past few months.<\/strong> The WHO has set a target to have all countries vaccinate 10% of their population by the end of the year, a milestone Egypt is close to achieving <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e7f8824b-e661-4ec0-a690-4a66ef91ecac\">with 13 mn people<\/a> having gotten their first dose. The region has received 51.54 mn doses of vaccines under the Covax initiative and are expecting 37 mn more doses in the coming period.<\/p>\n<p><strong>Vaccines could wane over time \u2014 without a booster shot<\/strong><strong>: <\/strong>Pfizer said that booster doses are an effective way to restore immunity that is bound to erode over time with a two-jab regimen, the pharma company detailed in a <a href=\"https:\/\/ent.news\/2021\/9\/Pfizer-Meeting-Briefing-Document.pdf\">presentation (pdf)<\/a> that will be reviewed by The Food and Drug Administration (FDA). The FDA will use the report to decide if a booster shot will be necessary or not.<\/p>\n<p><strong>Pfizer also argues that a third dose is the most effective so far the delta variant and is <\/strong><strong>86% effective for people above 60.<\/strong> Pfizer\u2019s claims come days after the Lancet released a study saying that <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/24ca1aff-12ea-4cdb-9e1e-b3fde58a871e\">booster shots are not necessary<\/a> for most people as vaccines are reliably effective without the need for top-ups. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-09-15\/pfizer-says-covid-19-vaccine-efficacy-erodes-over-time?srnd=premium-middle-east&sref=mmeFTDW1\">Bloomberg<\/a> also has the story.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>THE BIG STORY ABROAD- <\/strong><strong>The US, Britain, and Australia are establishing a new military <\/strong><strong>alliance targeting the Indo-Pacific dubbed AUKUS<\/strong>. The latest report tracks Egypt\u2019s progress in a number of key development areas \u2014 investment in human capital, economic development, social protection, women\u2019s empowerment, environmental sustainability, and governance \u2014 analyzing almost a decade\u2019s worth of policy and its impact.<\/p>\n<p><strong>The report is particularly significant, given our turbulent last ten years, says the UNDP: <\/strong>It \u201ccovers a critical decade in Egypt\u2019s modern history, which has witnessed two popular revolutions, a new constitution and bold economic and social reforms,\u201d the UNDP wrote. Egypt\u2019s policy approach was aimed at \u201cachieving sustainable economic and social development, strengthening political stability and security, combating terrorism, protecting borders, improving public services, consolidating principles of governance and tackling corruption.\u201d Overall, the report presented Egypt\u2019s development in a positive light, and made a number of recommendations for improvement.<\/p>\n<p><strong>Economic reforms get a shout out:<\/strong> Egypt\u2019s 2016 <a href=\"https:\/\/enterprise.press\/stories\/2018\/09\/25\/praise-from-imf-world-bank-on-egypts-economic-reforms\/\">economic reform program<\/a> focused on macroeconomic stabilization, harmonizing fiscal and monetary policies, boosting confidence in the economy and attracting investment, reducing public debt and attracting FDI. Investment in national projects and infrastructure substantially increased. Notable steps taken to improve the economic climate include upping the efficiency of the <a href=\"https:\/\/enterprise.press\/stories\/2016\/08\/11\/new-tax-reforms-coming\/\">tax system<\/a>, the devaluation and \u201cflexible management\u201d of the EGP to reduce inflation and safeguard real income for citizens, and the gradual <a href=\"https:\/\/enterprise.press\/stories\/2016\/11\/04\/breaking-news-egypt-to-cut-fuel-subsidies-raise-price-of-petrol-at-the-pumps\/\">removal of fossil fuel subsidies<\/a>.<\/p>\n<p><strong>Following the implementation of the reform program<\/strong>, Egypt saw an increase in GDP growth to 5.6% and a decline in the unemployment rate to 7.5% in 2018-19. Growth is expected to reach 5.4%, inflation 6%, and unemployment 7.3% in 2021-22, according to Planning Ministry estimates, the report tells us.<\/p>\n<p><strong>They\u2019ve been accompanied by a shift in social safety policy:<\/strong> The focus for social safety systems has moved away from relief and protection, and towards prevention and support, the report notes. Subsidies have been restructured to more effectively target the most vulnerable. More funding has been allocated to social protection programs in the national budget. The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f81a9b44-52eb-4d20-94fb-6457fa38ee1a\">Takaful and Karama<\/a> program, development of the universal healthcare system, and increasing budget allocations for pensions are all examples of successful social safety initiatives, the report says.<\/p>\n<p><strong>Spending on support programs increased to EGP 18.5 bn in FY2019-20 from EGP 3.6 bn in FY2012-13, <\/strong>with 3.8 mn families benefiting from support in 2020, according to a Social Solidarity Ministry statement cited by the report. This came after 1.7 mn beneficiaries of the social security pension were transferred to the Takaful and Karama program, it notes.<\/p>\n<p><strong>There\u2019s been strong investment in human capital, and important health and housing reforms,<\/strong> the report notes. Major health policies and programs include the National Population Strategy and the 2015-2020 five-year action plan focused on <a href=\"https:\/\/enterprise.press\/stories\/2018\/05\/27\/social-solidarity-ministry-launches-two-is-enough-family-planning-program\/\">family planning<\/a>. The successful national campaign to <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/03\/egypt-launches-phase-3-of-hep-c-eradication-campaign\/\">combat Hepatitis C<\/a>, strengthening health infrastructure, and the development of the pharmaceutical industry were all also noted.<\/p>\n<p><strong>Egypt has made strides to improve access to social housing in the last ten years<\/strong>, expanding <a href=\"https:\/\/enterprise.press\/stories\/2018\/04\/22\/healthcare-regs-could-be-out-by-weeks-end-lamees-and-amr-call-for-middle-class-protection\/\">social housing programs<\/a>, developing new urban communities, and running programs designed to help with social adaptation, the report tells us. Improving sanitation and increasing access to safe drinking water have also been priorities. An estimated 296 out of 357 unsafe informal settlements were redeveloped between 2014 and 2020, and as a result the number of people living in unsafe settlements had decreased by 35% in 2019, the report tells us.<\/p>\n<p><strong>Egypt\u2019s K-12 education has improved notably since 2011 in terms of accessibility,<\/strong> with enrollment rates increasing at all educational levels, the gender gap narrowing, and geographical gaps between rural and urban areas improving, though enrollment rates in rural governorates remain lower than the rest of the country. Other key developments include a decrease in drop-out rates, an improvement in educational curricula, modernizing the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b7bf5b13-dbdf-4414-b4ef-67f5a7418fd0\">technical education system<\/a>, and increasing the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4683e65c-70ac-42de-8e43-920854f26c3e\">number of universities<\/a>.<\/p>\n<p><strong>Drop-out rates in Egypt at the lower secondary level decreased to 2.8% for boys and 2.6% for girls in 2018-19<\/strong>, from 5.5% for boys and 4.7% for girls in 2010-11. And transition rates from primary to lower secondary increased to 99.7% in 2019-20 from 88.1% in 2012-13, and from lower secondary to secondary to 84.3% from 77.9%.<\/p>\n<p><strong>Women are seeing more representation in the highest echelons of gov\u2019t: <\/strong>Since 2017, when Egypt adopted its <a href=\"https:\/\/enterprise.press\/stories\/2017\/10\/02\/the-taa-marbouta-womens-economic-empowerment-campaign\/\">national strategy<\/a> for women\u2019s empowerment, female parliamentary representation has exceeded constitutionally-mandated quotas, the report tells us. At the executive level of government, female representation has also been increasing, it notes. The 2014 Constitution mandates that women must occupy 25% of seats on local councils, at least 25% of seats in the House of Representatives, and at least 10% of seats in the Senate.<\/p>\n<p> <strong>In the 2020 elections for the House of Representatives, women secured 28% of the total seats<\/strong>, up from 25% in the previous parliamentary session, the report tells us. In total, 14% of Senate members are women, it adds.<\/p>\n<p><strong>Along with more access to microfinance, and decreased maternal mortality:<\/strong> In 2020, almost twice as many women than men were beneficiaries of microfinance programs, the report notes. Maternal mortality decreased some 20% from 2010 to 2018, from 54 to 44 per 100k live births.<\/p>\n<p><strong>Our environmental protection efforts are bearing fruit:<\/strong> Egypt\u2019s ranking on the <a href=\"https:\/\/ccpi.org\/\">Climate Change Performance Index<\/a> (57 countries that collectively produce 90% of global emissions) rose to 22 in 2021, up from 30 in 2016. Reforms to our <a href=\"https:\/\/enterprise.press\/stories\/2017\/07\/13\/energy-cuts-demonstrate-commitment-to-fiscal-and-economic-reforms-says-fitch\/\">energy supply system<\/a> were flagged as positive, with the report noting that the energy subsidy reform program aims at curbing unsustainable consumption. Some 5.8 GW of our electricity is now produced through renewables, and innovations like seawater desalination, as well as recycling irrigation and sewage water are being examined as ways of meeting our water needs.<\/p>\n<p><strong>And increased digitization and decentralization are strengthening governance:<\/strong> More financial management, and <a href=\"https:\/\/enterprise.press\/stories\/2019\/12\/01\/last-nights-talk-shows-on-sunday-1-december-2019-7304\/\">integrating youth<\/a> into decision-making have formed the backbone of efforts to strengthen governance, the report says. Digitization has been <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4f322c08-d58c-470e-9d8a-e2c31a38623a\">a key part<\/a> of this process, with the ICT sector contributing 12% to GDP in 2020 \u2014 a fourfold increase from 2013, the report tells us. Local management capacities have been developed, in an effort to decentralize and improve service provision. And a National Anti-Corruption Academy was established.<\/p>\n<p><strong>What do all of these developments add up to?<\/strong> \u201cAt the heart of all these efforts comes the strategic objective of improving the quality of life for Egyptian citizens,\u201d Planning Minister Hala El Said wrote in the report.<\/p>\n<p><strong>The report recommends more investment, digital transformation, and policies targeting poverty reduction, <\/strong>offering specific recommendations to enhance development in each of the key areas examined. More generally, it recommends increasing resources for development and development financing; a solid knowledge base for development planning and follow up; expanding Egypt\u2019s digital infrastructure; supporting poverty reduction policies; and building institutional and human resources to make state administration more efficient.<\/p>\n<p><strong>It characterizes Egypt\u2019s covid-19 response as quick, flexible, and relatively comprehensive:<\/strong> Egypt\u2019s approach to the pandemic has addressed social and economic repercussions, instead of applying a limited \u201chealth-only response,\u201d the report says. This includes policies designed to curb the spread of covid-19, and allocating resources \u2014 namely the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fec63e66-71d2-4779-91fb-5dd6ba414562\">EGP 100 bn stimulus<\/a> package \u2014 to mitigate the crisis. We were the only country in the region to see <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9d27de3a-a0bd-44b8-9be8-cd0c5e11a383\">positive economic growth<\/a> in spite of covid-19
