A source close to the matter confirmed to Enterprise that talks are still ongoing with three different Arab sovereign funds \u2014 the Qatar Investment Authority, Saudi Arabia\u2019s Public Investment Fund and Abu Dhabi\u2019s ADQ \u2014 as we\u2019ve <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c348db4f-7247-4ed9-a87a-4020be90920e\">reported<\/a> earlier, and that the two parties could come to an agreement by the end of the year. Telecom Egypt has yet to receive an official bid from any of the funds, the source confirmed.<\/p>\n<p><strong>#2- <\/strong><strong>MaxAB <\/strong><strong>closes USD 40 mn pre-series B:<\/strong> B2B e-commerce platform MaxAB closed a USD 40 mn pre-series B round to fund its expansion across the MENAP region, according to <a href=\"https:\/\/ent.news\/2022\/10\/MaxAB-raises-40M-to-fuel-growth-and-regional-expansion-EN-PRL.pdf\">a statement (pdf)<\/a>. The number of agreements for shipments of carbon neutral LNG around the world has dropped to less than 10 so far this year, down from 30 last year, according to energy research firm Wood Mackenzie. Sanctions and disruptions to the market since the start of the war in Ukraine have sent gas prices soaring over 25%. \u201cLower carbon or carbon neutral LNG cargoes have lost their appeal in the current high price environment,\u201d one expert said. \u201cEnergy security and affordability is at the front of mind for all buyers.\u201d<\/p>\n<p><strong>Rising prices have curtailed producers\u2019 ability to cover the costs of cutting emissions <\/strong>or buy carbon offsets, which can reach mns of USDs per shipment, the newswire writes. This means that exporters will find it difficult to take on the additional costs or find buyers to take them on in that environment, experts say \u2014 but this could change once markets calm down. \u201cAs this market evolves, we believe there will be long-term demand for certifiably cleaner natural gas products,\" a sustainability officer at a US driller said.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Climate is moving down people\u2019s priority list amid rising threats: <\/strong>Some 48.7% of 125k people across 121 countries are not concerned about climate change and are rather worried about immediate health and livelihood threats arising from COVID-19 and Russia\u2019s invasion of Ukraine, <a href=\"https:\/\/www.reuters.com\/business\/environment\/concern-about-climate-change-shrinks-globally-threat-grows-study-2022-10-19\/\">Reuters<\/a> reports, citing the Gallup World Risk Poll. Since the outbreak of covid-19, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-01-04\/guaranteed-income-gains-popularity-after-covid-19\">interest in these kinds of cashbased assistance programs<\/a> has grown in parallel with calls for stronger social safety nets around the world. Since then, more Western cities have tinkered with their own versions of UBI but none have yet gone full-scale.<\/p>\n<p><strong>A quick refresher on UBI, if this is the first time you\u2019re hearing of it:<\/strong> Essentially, everyone gets paid a set minimum by the state, regardless of their employment status and with no strings attached. The idea is to alleviate the burden of living costs and reduce inequality. A form of UBI was first posited by Thomas More in his <a href=\"https:\/\/www.amazon.com\/Utopia-Thomas-More\/dp\/1512093386\">1516 book Utopia<\/a>. The idea continues to resurface in the newscycle, triggered by major economic downturns and celebrity cosigns.<\/p>\n<p><strong>UBI is supposed to help tackle some of the ills of an unfair global economy: <\/strong>The thinking behind UBI is that it could help lift people out of poverty, improve <a href=\"https:\/\/www.vice.com\/en\/article\/nze99z\/the-mincome-experiment-dauphin\">health<\/a> and <a href=\"https:\/\/www.centreforpublicimpact.org\/case-study\/basic-income-grant-big-namibia\/\">educational<\/a>outcomes, and at the very least <a href=\"https:\/\/www.york.ac.uk\/news-and-events\/news\/2022\/research\/income-strategy-could-help-tackle-mental-health\/\">alleviate some of the stress<\/a> brought on by skyrocketing living prices \u2014 which in turn could make everyone a whole lot more productive in the process.<\/p>\n<p><strong>In its purest form, these payments would be doled out to everyone: <\/strong>Universal is in the name for a reason. Everyone would be entitled to these payments \u2014 which are typically just enough to cover basic living expenses \u2014 without having to go through an arduous screening process or qualify for assistance.<\/p>\n<p><strong>Universality eliminates welfare injustice, bureaucracy, and fraud: <\/strong>Proponents of UBI <a href=\"https:\/\/www.brookings.edu\/blog\/future-development\/2017\/02\/15\/three-reasons-for-universal-basic-income\/\">often argue<\/a> that universality is the best way of ensuring that the most vulnerable are not wrongfully excluded from payments. They also say it\u2019s a whole lot easier (and possibly cheaper) to indiscriminately dish out payments than it is to task bureaucrats with figuring out who deserves help.<\/p>\n<p><strong>The #1 objection to UBI \u2014 why should I work if I get paid anyway?<\/strong> Concerns about large scale assistance programs often stem from the belief that they eat away at <a href=\"https:\/\/www.vox.com\/policy-and-politics\/2017\/7\/20\/15821560\/basic-income-critiques-cost-work-negative-income-tax\">incentives<\/a> to engage in economically productive activities. \u201cIt\u2019s that a permanent and society-wide system to provide for everyone would destroy fundamental elements of the social contract and create the wrong incentives for people as they make choices about their life\u2019s course,\u201d Oren Cass, executive director of conservative think tank American Compass told <a href=\"https:\/\/www.nytimes.com\/2022\/09\/10\/business\/economy\/guaranteed-income.htmlhttps:\/\/www.nytimes.com\/2022\/09\/10\/business\/economy\/guaranteed-income.html\">the NYT.<\/a><\/p>\n<p><strong>But in reality this argument doesn\u2019t really hold much ground:<\/strong> UBI schemes or guaranteed income proposals aim to provide a floor that covers no more than the basic cost of survival. In most places around the world, that figure would be just enough for people to keep their heads above water \u2014 let alone to live comfortably on and forgo work entirely. For residents in places where some form of an income guarantee has long been in play, there\u2019s been no evidence of people exiting the workforce en masse, according to a 2018 University of Chicago <a href=\"https:\/\/ent.news\/2022\/10\/UBI-Damon_Jones_2018.pdf\">paper (pdf)<\/a> that studied recipients of Alaska\u2019s Permanent Fund Dividend. The study found that, although part-time work does tend to increase, any negative effects \u201cseem to be offset by increases in spending that in turn increase the demand for more workers,\u201d the study\u2019s author told <a href=\"https:\/\/news.uchicago.edu\/story\/universal-basic-income-policies-dont-cause-people-leave-workforce-study-finds\">UChicago News<\/a>.<\/p>\n<p><strong>More and more cities are testing out their own form of UBI.<\/strong> <a href=\"https:\/\/enterprise.press\/stories\/2019\/04\/11\/universal-basic-income-experiment-reports-positive-results\/\">Finland<\/a> was the first to really spearhead this experiment back in 2017, when it handed a group of 2k randomly selected unemployed people a monthly check of EUR 560 in the hopes that participants would find work. Though participants weren\u2019t more likely to get a job, they did report less stress than the control group and greater trust in other people and in public institutions.<\/p>\n<p><strong>Dozens of US cities have now rolled out similar assistance programs: <\/strong><a href=\"https:\/\/www.nytimes.com\/2022\/09\/10\/business\/economy\/guaranteed-income.html\">Some 48 cities<\/a> across the US including Los Angeles, <a href=\"https:\/\/www.cnbc.com\/2022\/02\/25\/guaranteed-income-pilot-helped-fill-gaps-where-pandemic-aid-fell-short.html\">Washington, D.C.<\/a>, <a href=\"https:\/\/www.axios.com\/local\/denver\/2022\/09\/16\/universal-basic-income-homeless-denver\">Denver<\/a>and <a href=\"https:\/\/www.axios.com\/local\/atlanta\/2021\/11\/10\/atlanta-experiment-guaranteed-income-program\">Atlanta<\/a> have in the past few years launched pilot programs where some homeless and low-income residents are given monthly payments. Some of the financing behind these programs is coming from private organizations \u2014 in one example, founder and former Twitter CEO Jack Dorsey contributed <a href=\"https:\/\/www.bbc.com\/news\/business-55250360\">USD 15 mn<\/a> to UBI programs in 2020.<\/p>\n<p><strong>We\u2019re seeing this take off elsewhere in Europe: <\/strong>In Germany, a privately funded basic income scheme kicked off in 2019, offering 250 randomly selected people up to USD 466 per month. A separate initiative also picked 120 Germans to receive USD 1.4k every month for three years to see how they\u2019ll fare. More recently, the Irish government has budgeted <a href=\"https:\/\/basicincome.org\/news\/2021\/11\/universal-basic-income-pilot-for-artists-in-ireland\/\">some EUR 25 mn<\/a> this year to provide basic income to support 2k artists.<\/p>\n<p><strong>And as living costs spiral, we could be seeing more of this: <\/strong>With global inflation <a href=\"https:\/\/www.ft.com\/content\/d7a284d7-f117-4628-bd5a-92569e03e505\">reaching record highs<\/a>, experts in the UK are already <a href=\"https:\/\/newsroom.northumbria.ac.uk\/pressreleases\/report-reveals-how-universal-basic-income-could-help-tackle-cost-of-living-crisis-3208851\">proposing that lawmakers<\/a> give UBI a go to help people \u2014 particularly those in the 16-24 age bracket \u2014 cope with rising financial burdens.<\/p>\n\n\t<\/div><!-- .entry-content -->\n\n\t\n<\/article><!-- #post-${ID} -->\n\n\n    <div
