Oh, and it\u2019s Nobel Prize week.<\/p>\n<p><strong>THE BIG STORY TODAY<\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-01\"><\/a> <strong>Kuwait\u2019s Agility Logistics plans to set up and operate two customs and logistics services<\/strong><strong> hubs worth a combined USD 60 mn<\/strong>, as per an agreement the Boursa Kuwait-listed company signed with the Suez Canal Economic Zone (SCZone) today, according to an SCZone <a href=\"https:\/\/bit.ly\/3Eg6OnV\">statement<\/a>. Work on the hubs is expected to begin by 2H 2023, the statement says. The agreement was signed on the sidelines of the Egyptian-Kuwaiti Economic Forum, where Trade and Industry Minister Ahmed Samir is meeting with a delegation of Kuwaiti investors, according to a cabinet <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/pfbid02mS49vj4CAnjvB4hxnjZuNWG29u3RL6BPsDh4SCgLqmxtPAeragATao4HmDMezSVNl\">statement<\/a>. The <a href=\"https:\/\/bit.ly\/3rqGlww\">Kuwaiti<\/a> delegation includes 48 investors interested in investing in several sectors of the Egyptian economy including real estate and telecoms.<\/p>\n<p><strong>THE BIG STORIES ABROAD<\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> <strong>There are a few big stories vying for attention in the international business press this<\/strong><strong> afternoon, but the turmoil in UK financial markets continues to take the lead.<\/strong> The UK is u-turning on its decision to slash the top rate of income tax for individuals earning over GBP 150k per year, Chancellor Kwasi Kwarteng <a href=\"https:\/\/twitter.com\/KwasiKwarteng\/status\/1576820620293468160?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\">said earlier today<\/a>. The rollback of the decision comes after the GBP has tanked over the past couple of days and caused deep volatility in the UK\u2019s bond markets (which we break down in further detail in this afternoon\u2019s Macro Picture, below). The award is worth SEK 10 mn.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>Egypt <\/strong><strong><a href=\"https:\/\/www.speedtest.net\/global-index\/egypt\">dropped three spots<\/a><\/strong><strong> in Ookla\u2019s monthly Speedtest Global Index to rank 83 out of<\/strong><strong> 182 countries in fixed broadband speed<\/strong>, while our ranking in mobile data speed remained flat m-o-m at 81 out of 140 countries. Egypt\u2019s average fixed broadband download speed is now 45.46 Mbps. Topping the global ranking: Singapore has the fastest fixed broadband speed, edging out Chile and Thailand, while Norway takes the top spot for mobile data speed, followed by the UAE and Qatar.<\/p>\n<p><strong>Broadly speaking, internet speeds across Africa are lagging far behind the global<\/strong><strong> average<\/strong>, <a href=\"https:\/\/qz.com\/africas-internet-speed-is-below-the-global-average-1849567137\">Quartz<\/a> notes. South Africa \u2014 which has the continent\u2019s highest mobile data speed \u2014 ranks 47th, with an average mobile internet download speed of 38.11 Mbps. UNDER THE LAMPLIGHT-<\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>DROPPING TOMORROW- Se<\/strong><strong>miconductor chips are \u201cthe new oil\u201d<\/strong><strong>:<\/strong> Longtime Enterprise readers will know that semiconductors have been a hot topic for the past couple of years \u2014 and for good reason. The chips are critical components of most electronic devices, from smartphones to medical equipment and weapons. Economic historian Chris Miller\u2019s <a href=\"https:\/\/www.amazon.com\/Chip-War-Worlds-Critical-Technology\/dp\/1982172002\">Chip War<\/a> offers an intriguing account of the events that led to the US perfecting chip design, how faster chips contributed to the US defeating the Soviet Union, and how the US\u2019 role as the world\u2019s leading superpower is tied to computer chips. The US is now ramping up <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/edbf3bfe-b0c2-45b0-814a-f031937a1c1d\">domestic production<\/a> of semiconductor computer chips, following a global shortage created by the pandemic, with much of the world\u2019s chip manufacturing coming out of Taiwan, Korea, and Europe. Taiwan alone accounts for 37% of global chip supply. China, which is heavily reliant on foreign chips and now spends more on chips than oil, has made production of silicon chips a national priority but is struggling to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e9c706f3-256a-49e2-b2b8-ef95d716e63d\">catch up<\/a> with Taiwan. According to industry insiders, without the Bank of England\u2019s emergency intervention, swathes of the UK financial system was heading for collapse.<\/p>\n<p><strong>No ordinary budget:<\/strong> The turmoil was triggered by the unveiling of the Truss administration\u2019s spending plans in a fiscal statement that may go down as one of the most ill-timed and destructive in the country\u2019s history. Chancellor Kwasi Kwarteng\u2019s so-called \u201cmini budget\u201d combined <a href=\"https:\/\/www.ft.com\/content\/984129f9-a133-468b-bc38-e8c4ec7386d6\">an historic intervention<\/a> in the energy market to protect households and businesses from soaring gas prices with a larger-than-expected raft of <a href=\"https:\/\/www.bbc.co.uk\/news\/business-62920969\">tax cuts<\/a>. Crucially, the government failed to cost any of its spending plans, and broke with convention by not providing any budget or economic forecasts. All of this was delivered at a time of market unease about the pace of rising interest rates and a looming recession in the UK.<\/p>\n<p><strong>The market response was fast and furious:<\/strong> The two days following the statement saw a fire sale of UK assets as investors panicked over the implications of hundreds of bns of GBP of unfunded borrowing on the country\u2019s finances. The GBP flash-crashed more than 4% to <a href=\"https:\/\/www.reuters.com\/markets\/europe\/sterling-plunges-all-time-low-scathing-appraisal-fiscal-plan-2022-09-26\/\">hit a record low<\/a> against the USD and bond yields jumped by the most on record as investors dumped bonds. In just two trading sessions, rates on five-year bonds leapt more than 100 bps as prices collapsed.<\/p>\n<p><strong>This wasn\u2019t good news for the nation\u2019s pensions industry:<\/strong> Pension funds invest a large part of their capital into government bonds because they are considered \u2014 in normal times at least \u2014 one of the safest asset classes. In particular, funds target long-dated bonds which provide a stable income that allow them to meet their liabilities years into the future.<\/p>\n<p><strong>Financialization was supposed to make the industry safer:<\/strong> Last week\u2019s pensions crisis was triggered by a little-known area of the industry known as liability-driven investing (LDI), a strategy used by <a href=\"https:\/\/www.unbiased.co.uk\/life\/pensions-retirement\/transfer-db-pension\">certain types<\/a> of funds to hedge against liability risk. The goal of LDI is to align current and future liabilities, minimizing risks associated with rising interest rates, inflation, and people living longer than expected. They do this by going to LDI funds \u2014 operated by some of the biggest financial services firms in the UK including BlackRock, Legal & General, and Schroders \u2014 to purchase derivatives like interest rate swaps and repurchase agreements (repos).<\/p>\n<p><strong>The LDI market is huge:<\/strong> As of August around <a href=\"https:\/\/www.ppf.co.uk\/ppf-7800-index\">GBP 1.5<\/a><a href=\"https:\/\/www.ppf.co.uk\/ppf-7800-index\">tn of<\/a><a href=\"https:\/\/www.ppf.co.uk\/ppf-7800-index\">liabilities<\/a> were hedged using LDI strategies. To put this in perspective, this is almost four times greater than Egypt\u2019s GDP in 2021. In UK terms, it\u2019s equal to around <a href=\"https:\/\/www.ft.com\/content\/83927688-e0d1-4934-8d91-e279da6d6b6c\">40%<\/a> of the entire institutional asset management market.<\/p>\n<p><strong>The caveat:<\/strong> Not only are these derivatives sensitive to bond market volatility, but they allow pension funds to leverage their positions <a href=\"https:\/\/www.reuters.com\/business\/finance\/blackrock-says-reducing-leverage-ldi-funds-2022-09-30\/\">by up to four times<\/a>, greatly magnifying losses when the market moves against their positions.<\/p>\n<p><strong>Cue margin calls:<\/strong> Pension funds were hit with emergency margin calls from LDI providers last week as soaring bond yields caused them to take heavy losses on their derivatives contracts. To find the cash for the collateral calls, pension funds were forced to sell bonds, causing yields to rise further, and producing a doom loop pushing them closer to insolvency.<\/p>\n<p><strong>The Bank of England intervenes:<\/strong> A few days into the crisis, the Bank of England was forced to intervene to prevent pension funds from collapsing. Just days before it was supposed to begin tightening its balance sheet, Governor Andrew Bailey <a href=\"https:\/\/www.bankofengland.co.uk\/news\/2022\/september\/bank-of-england-announces-gilt-market-operation\">announced<\/a> a temporary emergency GBP 65 bn bond-buying program to calm the markets and lower what he called a \u201cmaterial risk to UK financial stability.\u201d It was a close call: <a href=\"https:\/\/news.sky.com\/story\/run-dynamic-could-have-seen-pensions-collapse-within-hours-12707014\">Inside sources said<\/a> that the sector was just hours away from a systemic event.<\/p>\n<p><strong>A rock and a hard place:<\/strong> The government\u2019s policy error has forced the Bank of England into reckoning with financial instability at a time when it has to tighten financial conditions to curb soaring inflation, Mohamed El Erian told Bloomberg last week (<a href=\"https:\/\/www.youtube.com\/watch?v=AyoQ8Cyhne8\">watch, runtime: 2:55<\/a>).<\/p>\n<p><strong>Why do we care about this? Contagion.<\/strong> The importance of the UK financial sector to global markets means that a local crisis is unlikely to remain local. The collapse of UK bonds and the GBP ricocheted into global markets, triggering <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/38a59d87-7f6f-429f-86a9-8e70bad406f0\">sell-offs in equities and bonds<\/a> worldwide as investors <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-30\/-fear-is-contagious-as-uk-crisis-risks-spilling-across-markets?sref=mmeFTDW1\">grew fearful<\/a> about financial stability.<\/p>\n<p><strong>This isn\u2019t over:<\/strong> Unless the government makes a significant u-turn to calm the markets, the crisis in the bond market will likely resume when the Bank of England stops buying bonds on 14 October. Whether or not that happens, the <a href=\"https:\/\/www.reuters.com\/markets\/europe\/bank-england-wont-make-emergency-rate-hike-will-go-big-nov-3-2022-09-30\/\">consensus<\/a> is that the bank will now need to raise interest rates by 75 bps in November, and the idea of a huge 100-bps hike no longer seems far fetched.<\/p>\n\t<\/div><!-- .entry-content -->\n\n\t\n<\/article><!-- #post-${ID}
