El Molla\u2019s statement comes after Egypt signed <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/613a0e7e-2a74-4d1b-8b28-0c9660944559\">last week<\/a> an agreement with Israel and the EU that will see Tel Aviv send more gas to Egypt\u2019s facilities for processing before being shipped to Europe. The agreement also covers cooperation on infrastructure utilization to help efficiently increase gas shipments to the EU.<\/p>\n<p><strong>The availability of extra capacity at our facilities is great news, considering\u2026 <\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> <strong>THE BIG STORY ABROAD, which is the escalation of the energy crisis in<\/strong><strong> Europe<\/strong> as the continent\u2019s face-off with Russia continues to roil energy markets. Germany moved into the second phase \u2014 the \u201calarm stage\u201d \u2014 of its national gas emergency plan after several days of lower gas supplies to Europe through its Nord Stream 1 pipeline. Although Germany is officially labeling the situation as a \u201cgas crisis\u201d and gas is a \u201cscarce commodity,\u201d Economy Minister Robert Habeck, higher prices will not yet get passed on to industrial or household consumers. If Germany moves into the third phase of its emergency plan, the government could begin rationing gas supplies to factories and households. The story is getting plenty of attention from the <a href=\"https:\/\/www.ft.com\/content\/09ac0ab9-ad4a-4586-9a14-3921a4d60216\">Financial Times<\/a>, <a href=\"https:\/\/www.reuters.com\/world\/europe\/germany-enter-phase-2-emergency-gas-plan-says-source-2022-06-23\/\">Reuters<\/a>, and <a href=\"https:\/\/www.cnbc.com\/2022\/06\/23\/germany-triggers-alert-level-of-emergency-gas-plan-sees-high-risk-of-long-term-supply-shortages.html\">CNBC<\/a>.<\/p>\n<p><strong>HAPPENING SOON- <\/strong><\/p>\n<p><strong>The Central Bank of Egypt (CBE) will hold its latest policy meeting today<\/strong> against the backdrop of rising inflation and an acceleration of the biggest global tightening cycle in decades. Coming on the back of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b70644bd-7dfc-4432-9cf7-635290bed657\">worsening inflation data<\/a> and the Federal Reserve\u2019s huge <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d2e32b82-0b55-40a2-a5cb-edd2bcc2f1a0\">75-bps rate hike<\/a> last week, emerging economies across the world will come under increasing pressure to act as liquidity tightens and borrowing costs rise.<\/p>\n<p><strong>We don\u2019t really have a consensus on what the outcome of today\u2019s meeting will be:<\/strong> A narrow majority of analysts <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6e0ac5ea-b877-4a5d-83df-de7dfd5a94c9\">we surveyed<\/a> last week expect the CBE to keep things steady this month while it assesses the impact of recent rate hikes on inflation in June and July. Meanwhile, a poll conducted by <a href=\"https:\/\/www.reuters.com\/world\/africa\/egypts-central-bank-expected-raise-rates-inflation-weighs-2022-06-21\/\">Reuters<\/a> this week has the CBE raising interest rates. Its survey of 17 analysts forecasts a 50 bps increase in the benchmark rate to 11.75% and a 25 bps hike in the lending rate to 12.50%. The Enterprise Survey (no relation to yours truly) looks at 5.8k formal businesses across six MENA economies \u2014 Egypt, Jordan, Lebanon, Morocco, Tunisia, and the West Bank and Gaza \u2014 between late 2018 and 2020. It looks at issues such as governance, management, trade and innovation, and access to finance to assess the region\u2019s progress over the years and where MENA still struggles.<\/p>\n<p><strong>The top issues for businesses in Egypt and across the region: <\/strong>Across the nearly 3.1k Egyptian firms surveyed, tax rates were most cited as a top business obstacle (by some 24% of firms). Businesses in other economies in the region also cite tax rates as one of their top challenges, alongside a lack of access to finance.<\/p>\n<p><strong>That contrasts with the results of our annual reader poll:<\/strong> In <a href=\"https:\/\/enterprise.press\/stories\/2018\/12\/17\/the-results-of-our-enterprise-2018-reader-poll\/\">2018<\/a>, the vast majority of businesses we polled cited inflation as the top challenge facing them, while finding and retaining talented employees took the lead as the biggest concern <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1428f01f-9682-484b-8152-b9b69ea63b4a\">in 2019<\/a>. In our most recent edition of the poll <a href=\"https:\/\/enterprise.press\/2022\/01\/23\/enterprise-2022-reader-poll-results\/\">earlier this year<\/a>, taxes were actually the smallest concern for businesses, with concerns over bureaucracy, supply chain issues, and talent retention eclipsing tax rates by a wide margin.<\/p>\n<p><strong>Governance has plateaued or declined in some countries in the region \u2014 but Egypt is improving: <\/strong>MENA countries\u2019 governance standards have broadly remained stagnant or deteriorated in the last decade, according to the report. In Egypt, governance has been gradually improving since 2015, although the report suggests it was faring better back in 2009.<\/p>\n<p><strong>Businesses across MENA use connections and business associations to gain preferential treatment<\/strong> more frequently than in other regions, the report found. The data found correlations between firms with more connections, and factors that put them at an advantage \u2014 for example, more access to external finance.<\/p>\n<p><strong>Strong management is key to better business:<\/strong> \u201cManagement practices explain a major part of the gap in total factor productivity between countries,\u201d the report says, as better managed firms have higher operating income, are more outward-oriented, and invest more in research and development. Every MENA country except for Tunisia came in the bottom half of 35 MENA and Europe and Central Asia (ECA) economies ranked for management practices. Egypt is in the middle of the rankings, while Lebanon was in last place. Azerbaijan, Bulgaria, and Latvia made it to the top three of the rankings.<\/p>\n<p><strong>Countries with a dominant public sector don\u2019t do as well on management: <\/strong>The survey data showed a correlation between poor management practices in MENA and rates of partial government ownership. Public sector companies in the region sometimes choose managers based on connections instead of merit, according to the study, meaning \u201cunderperforming managers are less likely to be dismissed.\u201d<\/p>\n<p><strong>That\u2019s another reason to welcome the Madbouly government\u2019s <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/18e2c586-6504-44dd-b177-1092c1299114\">privatization program<\/a><\/strong>, which will see the state sell stakes in state-owned firms to local and international investors in a bid to fully exit dozens of sectors within the next few years. The plan aims to more than double the private sector\u2019s role in the economy to 65% over the next three years, and attract USD 40 bn in investment over the next four years.<\/p>\n<p><strong>We were flagged as having the biggest issue with access to finance: <\/strong>About 69% of MENA firms in the study needing a loan were credit constrained, compared to 59% in ECA. But Egyptian firms are more credit constrained than businesses in any other country, with 90% of all companies in need of a loan reporting being credit constrained. Stringent collateral requirements, complex application procedures and high interest rates were cited as the biggest factors that discourage companies from applying for a loan.<\/p>\n<p><strong>But we\u2019re working to improve that: <\/strong>Financial inclusion and SME financing have been a priority for the government in the past few years, particularly with the Central Bank of Egypt\u2019s <a href=\"https:\/\/enterprise.press\/stories\/2017\/05\/24\/cbe-microfinance-to-push-out-egp-30-bn-in-subsidized-financing-to-as-many-as-10-mn-borrowers-within-four-years\/\">financial inclusion<\/a> and SME lending mandates to banks, and its <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/dff62b40-9b9e-4848-a8ab-0031c7c19441\">continued recommendations<\/a> on how to aid small businesses to obtain financing. International institutions like <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b63e301e-da7e-495f-91ff-3a953ad4698c\">the EBRD<\/a> are also providing more financing packages to Egyptian
