Business activity contracted at a slightly slower pace during the month, with the index inching up to 47, up from <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/55e827e3-667f-4b12-a44d-b4c0b49a7efd\">46.9 in April<\/a>. Activity remained below the 50.0 mark that separates expansion from contraction.<\/p>\n<p><strong>^^We\u2019ll have more details<\/strong> on this and other stories in tomorrow\u2019s edition of <strong>EnterpriseAM<\/strong>.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-03\"><\/a> <strong>Recapping the Islamic Development Bank\u2019s (IsDB) annual meetings:<\/strong> The Islamic Development Bank\u2019s annual meetings in Sharm El Sheikh wrapped up yesterday, bringing to a close the four-day event \u2014 which Enterprise attended \u2014 that saw policymakers and business leaders focus on climate change action. A key takeaway for us: The Madbouly government is looking to focus on broader policies and national strategies in the shift towards a green economy, said Planning Minister Hala El Said. The government is currently preparing strategies for hydrogen and water resources as part of its push to encourage the transition to a green economy. The government is also making sure that inclusive growth and the core principle of \u201cleaving no one behind\u201d are part and parcel of its policies, El Said said. Read <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/adab6889-a105-45a7-9be6-37f9f42cc243\">our recap<\/a> of a panel discussion on catalyzing growth through green finance for more details.<\/p>\n<p><strong>The meetings also saw the government and local private sector players sign a total of 13<\/strong><strong> agreements<\/strong> over the weekend, including six MoUs between the Islamic Corporation for the Development of the Private Sector and Sarwa Capital, FAB Egypt, and Faisal Islamic Bank to issue sukuk, on-lend to SMEs, and spur private sector involvement in the economy.<\/p>\n<p><strong>THE BIG STORY ABROAD<\/strong><\/p>\n<p><strong>Russia launched airstrikes on Kyiv this morning for the first time in five weeks<\/strong>, ending the eerie sense of calm that had started taking shape in Ukraine\u2019s capital, the <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-kyiv-government-and-politics-e98d1d788e132c2a1f2c8ead7ae58761\">Associated Press<\/a> reported. Russia said it destroyed tanks donated from abroad, as President Vladimir Putin warned that more \u201ctargets\u201d would be struck if Western deliveries of long-range rocket systems were to continue, without identifying what those targets could be. The renewed attack comes days after the US <a href=\"https:\/\/www.state.gov\/700-million-drawdown-of-new-u-s-military-assistance-for-ukraine\/\">announced plans<\/a> to deliver USD 700 mn in additional security assistance for Ukraine. Last month, we <a href=\"https:\/\/enterprise.press\/industries\/egypt-moves-forward-import-substitution-strategy-sectors-focus-shift-local-manufacturing\/\">reported<\/a> on the Trade and Industry Ministry\u2019s list of priority sectors in which to increase domestic manufacturing to address local consumption needs. Today, we look at the measures local manufacturers think are critical to expanding local industry.<\/p>\n<p><strong>REFRESHER- Why is the gov\u2019t prioritizing local manufacturing now?<\/strong> Reducing imports is a cornerstone of narrowing the current account deficit, which stood at USD 3.8 bn <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/068fdc8e-f0e1-4a03-b8dc-42fed7ad7ffc\">in 2Q 2021-2022<\/a>, narrowing from <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b7042bbd-cedd-44cb-aefb-6ea18b372cd4\">USD 4.8 bn<\/a> during the same period the prior year on the back of rising tourism revenues and Suez Canal receipts. On the export side of the equation, Egypt <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/af29ce7f-ac37-42d5-9532-a5580fb40618\">is aiming to<\/a> increase to USD 60 bn a year by 2025 as part of the government\u2019s new <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/880fe75b-3a07-477a-93c3-c87eaad7936f\">structural reform program<\/a>, Trade Minister Nevine Gamea had previously said. This also comes as supply chain issues continue to batter global trade amid pandemic-fueled shutdowns in China and the Russia-Ukraine war.<\/p>\n<p><strong>What will help us reach these targets, according to manufacturers?<\/strong><\/p>\n<p><strong>#1- More industrial land provision:<\/strong> The government <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/158188ff-65a9-4146-adc1-5f53c1a3f6e5\">announced<\/a> last month that local manufacturers will be getting usufruct land rights, and will be allowed to pay fees in installments, as part of a package of measures it plans to take to help expand local manufacturing. This will help manufacturers direct investments towards production lines, machinery and equipment, instead of draining their capital in paying land fees, several industry experts we spoke with said.<\/p>\n<p><strong>#2- Supportive banking policies and incentives from banks:<\/strong> More \u201csupportive\u201d banking policies \u2014 particularly for medium industries \u2014 from banks is the fastest solution for growing the local industry, Hani Kassis, chairman and managing director of Mintra, told Enterprise. Banks need to offer manufacturers the capital that would help them cover their operating costs, allowing them to increase their production capacity and subsequently, their exports, Kassis said. Interest rates for manufacturing loans must also be \u201creasonable,\u201d in order for manufacturers to be able to get financing to expand and increase production, Sherif El Gibaly, chairman of the board of the Egyptian Chamber of Chemical Industries, told Enterprise.<\/p>\n<p><strong>That includes being open to providing capital to different sectors: <\/strong>Banks tend to consider some textile industries high-risk and, consequently, refuse to provide them with the necessary funding to upgrade their production lines, said Magdy Tolba, chairman of Cairo Cotton Center and former head of the Export Council of Spinning and Textiles.<\/p>\n<p><strong>#3- Continued public sector contribution is still important: <\/strong>The public sector will need to contribute to the development of local manufacturing, especially when it comes to newer industries that require large investments from the private sector, El Gibaly told us. The government has already said it is prepared to contribute to new sectors by purchasing non-majority stakes in manufacturing companies, El Gibaly added.<\/p>\n<p><strong>How will this work in light of the government\u2019s new \u201chands-off\u201d strategy?<\/strong> This comes as the government announced plans to exit <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/edition\/am\/b9212fe7-69c2-4f99-951a-d0afd5514418\">as many as 79 industries<\/a> over the next three years as part of plans to restructure the economy in favor of the private sector. But some industries \u2014 like food and beverages \u2014 will see the government only handing over management to the private sector, while retaining ownership of the assets, while others \u2014 including high-tech industries \u2014 will see public-private partnerships (PPPs).<\/p>\n<p><strong>The caveat: <\/strong>We still don\u2019t know how much the government is planning to invest in developing these sectors, nor do we know the time frame for these targets.<\/p>\n<p><strong>#4- Upgrading production lines is essential for industry to stay competitive:<\/strong> Improving quality while keeping prices competitive is essential, but this can\u2019t happen as long as production lines are outdated, Tolba explained, adding that this is the case for a large portion of Egyptian manufacturers.
