Not helping matters: It\u2019s a rather slow afternoon on the homefront so far, with no massive news stories to bring your attention to.<\/p>\n<p><strong>*** SO, WHEN DO WE EAT?<\/strong> You\u2019ll be breaking your fast at 6:20pm CLT this evening in the capital city, and fajr prayers are at 4:03am.<\/p>\n<p><strong>THE BIG STORY TODAY<\/strong><\/p>\n<p><a id=\"tldr-story-02\" class=\"content-anchor\"><\/a> <strong>The EU could trigger a bout of volatility in global oil markets as it considers<\/strong><strong> imposing an embargo on Russian oil embargo soon.<\/strong> EU officials are \u201cnow working on ensuring that oil is part of the next sanctions package,\u201d Irish Foreign Minister Simon Coveney told <a href=\"https:\/\/www.reuters.com\/business\/energy\/russian-oil-embargo-could-be-part-next-eu-sanctions-package-ministers-say-2022-04-11\/\">Reuters<\/a>. Russian oil makes up about a quarter of the EU\u2019s crude imports, which is \u201ccontributing to financing this war. We need to cut off that financing ... the sooner that can happen the better,\" Coveney added. The European Parliament passed a non-binding vote in favor of an embargo last week. If Western countries impose a \u201creal embargo\u201d on Russian energy, the war could end \u201cwithin a month or two,\u201d Andrei Illarionov, former chief economic adviser to President Vladimir Putin told the<a href=\"https:\/\/www.bbc.com\/news\/business-61040424\">BBC<\/a>. Oil and gas revenues made up 36% of the Russian government\u2019s spending last year.<\/p>\n<p><strong>On the upside, this could be good news for the environment:<\/strong> The move could help the EU set <a href=\"https:\/\/www.reuters.com\/business\/energy\/eu-could-revisit-renewable-targets-push-quit-russian-energy-timmermans-2022-04-10\/\">more ambitious goals<\/a> for its transition to renewable energy as it looks for Russian oil alternatives, EU climate policy chief Frans Timmermans said. The European Commission is now working on proposing a \u201cRepower EU\u201d initiative that would push for a higher percentage of renewable energy for 2030, Timmermans said. The EU\u2019s current plan is to raise renewable energy consumption to 40% by 2030.<\/p>\n<p><strong>It could also be a boon for Egypt\u2019s LNG exports:<\/strong> That push towards alternatives could also open up a window for the EU to import more liquefied natural gas (LNG) from Egypt as part of the bloc\u2019s accelerated transition towards cleaner energy sources. This comes as EU Executive Vice-President <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/022ca147-bb08-4bb6-ba62-361b7381da4c\">Frans Timmermans is in town<\/a>, telling Prime Minister Moustafa Madbouly yesterday that the EU is looking to ramp up its imports of LNG from Egypt in the short term.<\/p>\n<p><strong>THE BIG STORY AT HOME<\/strong><\/p>\n<p><a id=\"tldr-story-01\" class=\"content-anchor\"><\/a> <strong>Arab African International Leasing (AAIL) is planning to take a EGP 500-600 mn securitized bond issuance<\/strong> by the end of 2023, AAIL Chairman Mahmoud El Sakka told Enterprise, confirming a story in <a href=\"https:\/\/bit.ly\/3v8VrrJ\">Al Mal<\/a>. The crackdown came in coordination with US authorities and was <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/jy0701\" style=\"color: rgb(252, 118, 1);\">apparently spurred by<\/a> Russia\u2019s war in Ukraine. But just what are dark web marketplaces, how widespread are they, and what risks do they pose?<\/p>\n<p><strong>In a nutshell:<\/strong> Dark web marketplaces either connect buyers and sellers of semi-legal or illegal items and substances, or sell them directly themselves. They exist on the dark web, which is pretty much what it sounds like: <a href=\"https:\/\/internetretailing.net\/marketplaces\/marketplaces\/dark-web-marketplaces-explained-24256\" style=\"color: rgb(252, 118, 1);\">a network of hidden sites<\/a> that work exactly like the internet we all use, but that don\u2019t show up on conventional search engines. You need a special key to access the dark web, the most common of which is Tor, open source browser technology that allows anonymous dark browsing at no charge, research platform <a href=\"https:\/\/internetretailing.net\/marketplaces\/marketplaces\/dark-web-marketplaces-explained-24256\" style=\"color: rgb(252, 118, 1);\">Internet Retailing notes<\/a>.<\/p>\n<p><strong>What do dark web marketplaces trade in?<\/strong> Anything and everything that the criminal underworld might desire. That <a href=\"https:\/\/www.zerofox.com\/blog\/dark-web-vendors\/\" style=\"color: rgb(252, 118, 1);\">includes<\/a> malware and ransomware kits; illicit substances and chemicals; fraud tools like credit card skimmers and cloning devices; stolen data; hacking, spam and phishing tools; counterfeit electronics and pirated software; tutorials on how to commit fraud or hack into systems; and illicit services from creating customized malware to deploying cyberattacks \u2014 and all the way up to guns-for-hire. Payment for goods and services on dark web marketplaces are usually made using anonymous cryptocurrencies like BTC.<\/p>\n<p><strong>It was never meant to be like this:<\/strong> The tech behind the Tor network was <a href=\"https:\/\/www.imf.org\/external\/pubs\/ft\/fandd\/2019\/09\/the-truth-about-the-dark-web-kumar.htm\" style=\"color: rgb(252, 118, 1);\">created by US defense researchers<\/a> who were trying to build secure communication channels in the 1990s. That project never materialized, but some of the researchers saw the benefit of anonymous, private, and instant communication for rights activism, and launched Tor as a nonprofit, open-access tool. \u201cThe dark net does not intrinsically breed criminal activities,\u201d <a href=\"https:\/\/link.springer.com\/article\/10.1057\/s41284-018-0150-5#Sec6\" style=\"color: rgb(252, 118, 1);\">a 2018 academic study<\/a> published in Security Journal notes.<\/p>\n<p><strong>The dark web likely won\u2019t feel Hydra\u2019s absence for long: <\/strong>Where one marketplace closes, others usually spring up to take its place, a <a href=\"https:\/\/www.wired.com\/story\/white-house-market-dark-web-drugs-goes-down\/\" style=\"color: rgb(252, 118, 1);\">recent Wired article<\/a> notes. Many of the most well-known marketplaces have already been shut down, including Silk Road, AlphaBay, and Empire Market, but dark web trade shows no sign of slowing.<\/p>\n<p><strong>So just how big is the global dark web market? <\/strong>It\u2019s hard to say, given that underground marketplaces aren\u2019t in the habit of disclosing their finances. One 2020 study <a href=\"https:\/\/www.nature.com\/articles\/s41598-020-74416-y\" style=\"color: rgb(252, 118, 1);\">identified 38<\/a> dark web marketplaces, though there are likely many more. Silk Road \u2014 the marketplace that garnered the most brand recognition before it was closed down in 2013 \u2014 served over 100k customers in the two years it was operational and was reportedly a USD 1.2 bn operation at its peak, Wired tells us. Hydra amassed some 17 mn customers and 19k vendor accounts, with authorities estimating that sales reached some EUR 1.2 bn in 2020 alone, <a href=\"https:\/\/www.vice.com\/en\/article\/v7d87b\/police-shut-down-hydra-one-of-the-largest-dark-web-marketplaces\" style=\"color: rgb(252, 118, 1);\">according to a Vice article<\/a>.<\/p>\n<p><strong>Dark e-commerce is a growing industry \u2014 and its fuelling a cybercrime boom:<\/strong> BTC transactions on the dark web grew to USD 872 mn in 2018 from USD 250 mn in 2012, according to a 2018 report by crypto-payment analytic firm Chainalysis, cited in an <a href=\"https:\/\/www.imf.org\/external\/pubs\/ft\/fandd\/2019\/09\/the-truth-about-the-dark-web-kumar.htm\" style=\"color: rgb(252, 118, 1);\">IMF blog post<\/a>. The boom in dark e-commerce is also partly to blame for a recent surge in global ransomware attacks, which <a href=\"https:\/\/cybersecurityventures.com\/global-ransomware-damage-costs-predicted-to-reach-250-billion-usd-by-2031\/\" style=\"color: rgb(252, 118, 1);\">were expected<\/a> to inflict damages exceeding USD 20 bn in 2021, according to <a href=\"https:\/\/cybersecurityventures.com\/2015-wp\/wp-content\/uploads\/2017\/10\/2017-Cybercrime-Report.pdf\" style=\"color: rgb(252, 118, 1);\">a 2017 report (pdf)<\/a> by CyberSecurity Ventures \u2014 that\u2019s 57 times the costs they inflicted in 2015. It <a href=\"https:\/\/cybersecurityventures.com\/global-ransomware-damage-costs-predicted-to-reach-250-billion-usd-by-2031\/\" style=\"color: rgb(252, 118, 1);\">was predicted<\/a> that these global ransomware damages would cost the world in excess of USD 265 bn by 2031.<\/p>\n<p><strong>Egypt, like much of the region, is seeing a growth in malware attacks: <\/strong>Egypt saw some 42 mn malware attacks in 1H 2021 \u2014 a 32% y-o-y increase, <a href=\"https:\/\/me-en.kaspersky.com\/about\/press-releases\/2021_malware-attacks-in-middle-east-are-increasing-reaching-161-million-in-only-6-months\" style=\"color: rgb(252, 118, 1);\">according to security intelligence firm Kaspersky<\/a>. The MENA region as a whole saw some 161 mn attacks, a 17% y-o-y increase.<\/p>\n<p><strong>If they\u2019re that bad, why don\u2019t we shut all the dark webs down? <\/strong>Marketplaces use \u201ccutting-edge security techniques to conceal their identities and hide the locations of their servers, making it virtually impossible for law enforcement agencies to disrupt their activities,\u201d cyber security company <a href=\"https:\/\/www.zerofox.com\/blog\/dark-web-vendors\/\" style=\"color: rgb(252, 118, 1);\">ZeroFox says<\/a>. International regulators, financial institutions, and law enforcement agencies all need to work together across borders to offer data protection and cryptocurrency regulation, and disband dark web marketplaces where possible, the IMF tells us.<\/p>\n\t<\/div><!-- .entry-content -->\n\n\t\n<\/article><!-- #post-${ID} -->\n\n\n    <div class=\"tags-section\">\n        <div
