On a less positive note, however, the whole summit\u2019s agenda remains unclear as countries fought over whether to include trade barriers in talks. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">COP29 WATCH- WHAT HAPPENED YESTERDAY<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>COP29 President is elected: <\/strong>Azerbaijan\u2019s Minister of Ecology and Natural Resources Mukhtar Babayev was formally elected as COP29 yesterday, taking over from COP28 President and UAE Technology Minister Dr Sultan Al Jaber. Before becoming a minister, Babayev spent over 25 years in Azerbaijan\u2019s state-owned oil and gas company Socar. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>In sync with his election, the Guardian published an <\/strong><strong><a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/commentisfree\/2024\/nov\/11\/cop-29-climate-crisis-covid-history-developing-nations-private-investors\" style=\"\" rel=\"noopener\">op-ed<\/a><\/strong><strong> by Babayev calling for more<\/strong> <strong>finances and a bigger role for the private sector. <\/strong>The main points he raised:<\/p>\n<ul>\n<li><strong>The USD 100 bn annual target is insufficient<\/strong> for the especially vulnerable developing nations. <\/li>\n<li><strong>Public funds are vital but aren't enough <\/strong>to meet the financial requirements. The private sector\u2019s role would be crucial. <\/li>\n<li><strong>Innovative financial tools are needed<\/strong> to hedge against the high risks associated with investing in developing countries, like non-payments and macroeconomic risks. <\/li>\n<li><strong>Marshaling massive funds is possible, and the pandemic showed it, <\/strong>pointing to advanced economies raising USD 8 tn over 48 months to support citizens and businesses.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>It took a while, but we have a formal agenda:<\/strong> Delegates <a target=\"_blank\" href=\"https:\/\/twitter.com\/COP29_AZ\/status\/1856099352823144836\" style=\"\" rel=\"noopener\">approved and<\/a><a target=\"_blank\" href=\"https:\/\/twitter.com\/COP29_AZ\/status\/1856099352823144836\" style=\"\" rel=\"noopener\">adopted the agenda for COP29<\/a>, although China\u2019s <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/edition\/climate\/21a095ae-a488-4b0a-ab5c-bd3c9f25b75c\/cop29-kicks-off-in-azerbaijan\" style=\"\" rel=\"noopener\">last-minute request<\/a> to include climate-related trade barriers set the summit off to a rocky start as delegates fought over the proposal. The agenda was eventually approved past midnight and with some compromises. Consensus on the agenda is required. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>AND<\/strong><strong>- The summit had a major breakthrough with an end to the deadlock on global<\/strong><strong> carbon market <\/strong><strong>rules<\/strong>, <a target=\"_blank\" href=\"https:\/\/twitter.com\/COP29_AZ\/status\/1856049583622893843\" style=\"\" rel=\"noopener\">reaching consensus on<\/a> and agreeing to \u201cfully operationalize\u201d Article 6.4 under the Paris Agreement. The regulated system would enable countries to meet emissions targets by trading credits that represent one ton of CO2 reduced or removed, thus fostering faster decarbonization through international cooperation. The agreement reached yesterday \u201ccould allow a UN-backed global carbon market, which has been years in the making, to start up as soon as next year,\u201d <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/markets\/commodities\/cop29-countries-endorse-global-carbon-market-framework-2024-11-11\/\" style=\"\" rel=\"noopener\">Reuters<\/a> reports, citing a negotiator. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Who\u2019s in? <\/strong>Japan, Singapore, South Korea, and Switzerland are among a handful of countries that have already struck up bilateral carbon trade agreements in the run-up to COP29. Many more countries \u2014 particularly largely developing nations \u2014 are selling, notably Morocco and Tunisia, from our region. More could come if a breakthrough materializes in the summit. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The rules passed, but not without some criticism:<\/strong> Critics voiced concerns about the process of reaching the carbon rules agreement, which rested largely on backdoor diplomacy rather than seeing negotiations run their course during the summit, <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2024\/nov\/11\/critics-say-approval-of-climate-credits-rules-on-day-one-of-cop29-was-rushed\" style=\"\" rel=\"noopener\">the Guardian<\/a> reports. This lack of transparency adds to mounting concerns about the credits themselves, including arguments that carbon trading risks shifting the responsibility from wealthier polluters to developing nations. They argue that international trade should complement \u2014 not replace \u2014 domestic emissions reductions. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ICYMI<\/strong><strong>- Carbon offsets are often under scrutiny:<\/strong> Carbon credits certifier Verra <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/2c1c8157-2f6f-4807-bd86-1a3e3f181d89\" style=\"\" rel=\"noopener\">came under<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/2c1c8157-2f6f-4807-bd86-1a3e3f181d89\" style=\"\" rel=\"noopener\">fire last year<\/a> after claims that the company approved mns in \u201cworthless\u201d credits. Some <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/b8b119b0-efe7-44e2-9350-ff302a1fe37a\/today:-lucid-gets-a-lifeline-%257c-ebrd-funds-aeolus,-scatec-solar-farms\" style=\"\" rel=\"noopener\">236 mn carbon credits<\/a> (32% of the market) failed to meet the Integrity Council for the Voluntary Carbon Markets (ICVCM) requirements to qualify for a Core Carbon Principles label in August. The Science-Based Targets initiative \u2014 the world\u2019s leading arbitrator on corporate net-zero targets \u2014 also called carbon credits largely \u201cineffective.\u201d <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/3915d704-d7dc-41be-87fc-f84727fdb653\/today:-green-ammonia-updates-from-egypt-%2B-sirc-launches-mega-waste-to-fuel-plant\" style=\"\" rel=\"noopener\">In July<\/a>, over 80 climate nonprofits came together to warn against the use of carbon credits as a tool to offset emissions.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">IN OTHER COP NEWS-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>COP29 host Azerbaijan under scrutiny for major fossil fuel expansion plans: <\/strong>State-owned company Socar reportedly struck around 25 new oil and gas agreements with potential investments exceeding USD 8 bn since it was announced COP host, a new Global Witness <a target=\"_blank\" href=\"https:\/\/www.globalwitness.org\/en\/campaigns\/fossil-gas\/azerbaijan-state-oil-firm-trebles-deals-year-baku-hosts-cop29\/\" style=\"\" rel=\"noopener\">report<\/a> said. As the summit proceeds, Socar continues securing oil and gas agreements, including, most recently, a USD 468 mn stake in UAE gas projects. European countries \u2014 seeking alternatives to Russian gas \u2014 have turned to Azerbaijan, which has positioned itself as a strategic alternative, reports the <a target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/717089b9-04d3-4849-bb5c-2beea26b0d0e\" style=\"\" rel=\"noopener\">Financial Times<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Yet, the country is set to be the hardest hit by rising temperatures among its peers in <\/strong><strong>Eastern Europe<\/strong>, <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/live\/cly0gzxgzrmt?post=asset%3A262e2dc2-ac6a-40c1-8900-d73e1aae010f#post\" style=\"\" rel=\"noopener\">BBC<\/a> reports, citing a study by Christian Aid. The Energy Ministry is reportedly pushing for an ambitious goal of adding 10 GW by the end of 2025 to boost the share of renewables in the country's power grid. With 600 renewable plants reportedly under construction, Iran anticipates renewable energy to make up over 15% of its electricity generation in the next two years.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- Iran\u2019s renewables production increased by 9%:<\/strong> Iran produced 261 GWh of renewables between 21 June and 21 July, <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f8e1e7c1-0ac7-4008-82df-f832299fd1b0\" style=\"\" rel=\"noopener\">marking a 9% increase<\/a> from the previous month. This comes on the back of increased wind energy projects which represent 40% of the country\u2019s total renewables capacity. In September, Iran announced it  <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/3720b62e-f085-4822-babb-f480c9e0eecd\/%253cmark%253eiran%253c%2Fmark%253e-connects-25-mw-solar-farm-to-national-power-grid\" style=\"\" rel=\"noopener\">connected a 25 MW solar farm<\/a>  in the Kerman province to the national power grid back in September. The project \u2014 set up on 42 hectares of land \u2014 comes under Iran\u2019s efforts to enhance renewable energy capacity. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#2- <\/strong><strong>Mazoon breaks ground <\/strong><strong>on Oman<\/strong><strong> copper project: <\/strong>Minerals Development Oman (MDO) subsidiary Mazoon Mining has broken ground on its copper project in Wilayat of Yanqul, according to a company <a target=\"_blank\" href=\"https:\/\/www.linkedin.com\/posts\/minerals-development-oman-saoc-mdo_mdooman-activity-7261309969088532482-gNDX\" style=\"\" rel=\"noopener\">statement<\/a>. The <a target=\"_blank\" href=\"https:\/\/www.linkedin.com\/posts\/minerals-development-oman-saoc-mdo_%D8%AA%D9%86%D9%85%D9%8A%D8%A9%D9%85%D8%B9%D8%A7%D8%AF%D9%86%D8%B9%D9%85%D8%A7%D9%86-activity-7260214497192067072-3El1\/?originalSubdomain=ae\" style=\"\" rel=\"noopener\">contracting tender<\/a> was first announced last week with a 21 November deadline. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>About the plant: <\/strong>The project \u2014 Oman\u2019s largest integrated copper concentrate project \u2014 will span 20 sq km and contains estimated copper ore reserves of 22.9 mn tons. It will also feature a processing plant with 2.5 mn tons of annual processing capacity. Once operational in 1Q 2027, the plant will produce 115k tons of copper concentrate per year at a grade of 21.5%. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>MDO has been bullish on copper: <\/strong>The company is focusing on the country\u2019s copper reserves in the states of Sohar and Liwa \u2014 both are home to around 2.78 mn tons of reserves \u2014 with the goal of raising copper ore\u2019s annual production to 800k tons. This includes the modernization of already existing mines in the area and new explorations in its concession area spanning 23.6k sq km. CelestiAL-R \u2014 a low-carbon blend of aluminum made with solar power and recycled metal \u2014 is used by BMW to manufacture aluminum components for its vehicles. The Middle East\u2019s largest aluminum producer aims to boost its production capacity by purchasing metal-recycling assets to meet the rising demand for recycled metal products in the US and Europe.
