The big news of the day is speculation emerging on a sizable Acwa investment in Turkey\u2019s green energy sector. Shall we get the ball rolling?<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- <\/strong><strong>There\u2019s no single story dominating the headlines<\/strong>, but China\u2019s outbound investment reaching record levels despite the global FDI slowdown is grabbing some ink. China\u2019s outbound investment has reached record levels since last year as the country continues to set up offshore renewable energy component manufacturing facilities to evade Western tariffs, according to a new <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/10\/176.pdf\" style=\"\" rel=\"noopener\">report (pdf)<\/a>. Chinese companies have allocated USD 109.2 bn in outbound FDI across 130 clean technology transactions since 2023. The country is shifting focus to advanced manufacturing in a bid to help its slowing economy gain momentum by moving away from property and infrastructure investment. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>It\u2019s clear which investments took the lead: <\/strong>China\u2019s 40 biggest cleantech transactions were largely in EVs and EV batteries, hydropower, solar and wind energy, and electricity transmissions, the report added. The country\u2019s investments created new manufacturing hubs in countries including Thailand, Indonesia, Brazil, Hungary, and Morocco. Inbound investment has slowed down as the trade disputes with the US and EU continue. <strong>The story got ink in <\/strong><strong><a target=\"_blank\" href=\"https:\/\/www.reuters.com\/sustainability\/china-pumped-over-100-bln-overseas-cleantech-since-2023-research-group-says-2024-10-02\/\" style=\"\" rel=\"noopener\">Reuters<\/a><\/strong><strong>, <\/strong><strong><a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-10-01\/china-clean-energy-sector-eyes-100-billion-in-overseas-spending?srnd=green\" style=\"\" rel=\"noopener\">Bloomberg<\/a><\/strong><strong>, and the <\/strong><strong><a target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/67887a67-f188-459a-b927-147b454fe335\" style=\"\" rel=\"noopener\">Financial Times<\/a><\/strong><strong>.<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">WATCH THIS SPACE-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><\/strong><strong><a id=\"wwtt1\"><\/a>#1- <\/strong><strong>Jordan<\/strong><strong> looking to match Turkey solar tariffs: <\/strong>Jordanian solar makers want to match Turkey\u2019s recently imposed tariff of USD 25 per sqm on Jordanian solar PV panel imports, according to a <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/chamberjci\/posts\/pfbid04uHNSPUkgP3ctvRAhWsigHxtEuvqunN8MexMucdQLMUAPJK3FkdxL9BGSzcEEfthl\" style=\"\" rel=\"noopener\">statement<\/a>. The industry is heavily reliant on exports and the fee will harm its competitiveness, head of the Amman and Jordan Chambers of Industry Fathi Al-Jaghbir said, adding he was surprised by Turkey's move given that trade balance is \u201clargely in [its] favor.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What will be taxed? <\/strong>It is unclear from the statement what goods Al-Jaghbir is proposing to tax, but Jordanian trade figures show the kingdom imported goods worth JOD 320 min from Turkey during the first seven months of 2024.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- <\/strong>Turkey implemented the <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e56da64d-1c1e-443c-86ea-e13c7275fbc5\/today:-more-mining-in-ksa-%2B-good-news-for-green-hydrogen-in-mena\" style=\"\" rel=\"noopener\">USD 25 tariff<\/a> on all solar PV panels being imported from Vietnam, Malaysia, Thailand, Croatia, and Jordan. Giving the green light to the project, which is based out of Dubai, would depend on demand levels and production costs, Sami said.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Background: <\/strong>Dutco formed the Oman Sustainable Cars and Aviation Refuelling (Oscar) consortium with Oman\u2019s energy firm OQ, Sumitomo, Lamborghini, and Airbus in <a target=\"_blank\" href=\"https:\/\/omannews.gov.om\/topics\/en\/80\/show\/117234\" style=\"\" rel=\"noopener\">June 2023<\/a> to study the production of e-gasoline and e-SAF in Oman.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><a id=\"wwtt3\"><\/a><\/strong><strong>#3- <\/strong><strong>IFC + HSBC<\/strong><strong> launch sustainability fund for emerging markets:<\/strong> The International Finance Corporation (IFC) will put an initial USD 100mn anchor investment into a new fund launched in cooperation with <a target=\"_blank\" href=\"https:\/\/www.assetmanagement.hsbc.com\/\" style=\"\" rel=\"noopener\">HSBC Asset Management<\/a> to channel investments towards emerging markets, according to a <a target=\"_blank\" href=\"https:\/\/www.ifc.org\/en\/pressroom\/2024\/ifc-and-hsbc-asset-management-expand-partnership-to-support-sustainability-in-emerging-markets\" style=\"\" rel=\"noopener\">press release<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Where\u2019s the money going?<\/strong> The fund will invest in publicly listed bonds from corporate and financial institutions in these markets, aligning with HSBC\u2019s Global Emerging Market Corporate Sustainable Bond Strategy. This partnership seeks to address the financing gap in emerging economies, which make up over 80% of the global population but receive a smaller share of global financing. The fund will focus on sustainable technologies, ESG initiatives, and social impact, contributing to the UN Sustainable Development Goals.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#4- US <\/strong><strong>imposes <\/strong><strong>tariffs on Southeast Asian solar panels: <\/strong>The US Commerce Department has <a target=\"_blank\" href=\"https:\/\/www.trade.gov\/commerce-preliminary-countervailing-duty-investigation-crystalline-photovoltaic-cells-cambodia\" style=\"\" rel=\"noopener\">announced<\/a> preliminary tariffs on solar imports from Southeast Asia on the claim that the panels are benefiting from illegal foreign subsidies to supply products at prices lower than their cost, <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-10-01\/us-imposes-duties-on-southeast-asia-solar-panels-in-trade-probe?srnd=green\" style=\"\" rel=\"noopener\">Bloomberg<\/a> reports. The US Commerce Department expects to complete the investigation in November. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>In numbers: <\/strong>The general rates will be 8.25% for Cambodia, 9.13% for Malaysia, 23.06% for Thailand, and 2.85% for Vietnam while company specific rates will be 14.72% on Hanwha Q Cells Malaysia imports, 3.47% on imports from JinkoSolar Malaysian entities, 0.14% for Trina Solar, and 2.85% for some JA Solar Technology operations in Vietnam. First Solar is expected to take a hit while Trina and JA\u2019s tariffs were deemed, \u201cso low as to be meaningless,\u201d by KeyBank Capital Markets. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ICYMI- This is the first of two decisions on preliminary solar tariffs: <\/strong>The US Department of Commerce submitted <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/4c274756-e95a-4a58-9be0-3147859e14ef\/today:-acwa-%2B-miahona-ramp-up-uzbekistan-developments\" style=\"\" rel=\"noopener\">the first of two preliminary de<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/4c274756-e95a-4a58-9be0-3147859e14ef\/today:-acwa-%2B-miahona-ramp-up-uzbekistan-developments\" style=\"\" rel=\"noopener\">cisions<\/a> on imposing tariffs on solar panels from four Southeast Asian countries on the back of accusations raised by American Alliance for Solar Manufacturing Trade Committee against Chinese companies using factories in Malaysia, Cambodia, Vietnam and Thailand of flooding the US market with underpriced panels and causing a price drop of over 50%. The committee also accused manufacturers of receiving subsidies from China on raw materials and components with added support from the Belt and Road Initiative.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ON A RELATED NOTE- China has requested the World Trade Organization (WTO) to rule on Canada\u2019s recent tariffs on Chinese EVs, steel, and aluminum<\/strong>, <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/business\/china-files-appeal-wto-canadas-tariffs-evs-metal-products-2024-10-02\/\" style=\"\" rel=\"noopener\">Reuters<\/a> reports, citing a <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/mofcom.china\/posts\/pfbid028fUqmT4bFegZTLMUyqhU4inKhxaLunJxDuyNRwHHvggsUtfURvbFFqZ2vTrXrPRNl?rdid=U43hIAPBPTT8o9to\" style=\"\" rel=\"noopener\">statement<\/a> from China's commerce ministry. The move follows Canada\u2019s imposition of a <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e0374f28-02a6-4ec9-ba88-a586b8a8684c\" style=\"\" rel=\"noopener\">100% tariff on Chinese EVs<\/a> and a 25% tariff on steel and aluminum, which began earlier this week on Tuesday. China strongly opposes these tariffs, calling them \u201cunilateral\u201d and \u201ctrade protectionist.\u201d The ministry warned that the measures would disrupt global industrial and supply chains and announced it will conduct anti-discriminatory investigations into Canada's actions. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- China is being hit by tariffs from all sides:<\/strong> The European Union is set to vote on <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/france-greece-italy-poland-set-back-chinese-ev-tariffs-sources-say-2024-10-02\/\" style=\"\" rel=\"noopener\">imposing tariffs<\/a> as high as 45% on EVs imported from China on Friday. The vote is expected to proceed despite last-minute negotiations with Beijing to avoid these levies. If approved, the new tariffs would be implemented from November and last for five years, unless opposed by a qualified majority of EU member states. The US has also recently confirmed <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/3f2f5ef4-95b7-4b19-a6c3-15822304807c\/today:-a-big-weekend-for-renewables-in-egypt-%2B-ocp-secures-a-loan-to-shore-up-water-scarcity-in-morocco\" style=\"\" rel=\"noopener\">100% tariffs<\/a> on Chinese EVs and exclusion of Chinese-made components from EV subsidies.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">THE SCORECARD- <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Hydrogen <\/strong><strong>installations stall even as investments double, IEA finds: <\/strong>Final investment decisions for hydrogen projects have doubled in the past year, largely driven by China, but the sector is still lagging in demand and installed capacity, according to a new <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/10\/172.pdf\" style=\"\" rel=\"noopener\">report (pdf)<\/a> by the International Energy Agency (IEA). Despite the five times increase in projected low-emission hydrogen production by 2030, the IEA warns that demand remains low, with only a quarter of production projects linked to firm demand targets.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>China is dominating the hydrogen sector: <\/strong>China leads with more than 40% of investment decisions in the last 12 months, a surge that could surpass even the rapid growth of solar energy.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>There are still obstacles in the way:<\/strong> Most projects worldwide are in early stages, and the industry faces challenges including unclear demand signals, financing difficulties, hydrogen price hikes, and regulatory uncertainty. There are also technological hurdles, with the cost of electrolyzers increasing due to tight supply chains, further complicating efforts to scale up low-emission hydrogen production. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Policy changes are necessary to ramp up demand<\/strong>: \u201cFor these projects to be a success, low-emissions hydrogen producers need buyers.
