The final document underwent several changes in wording and targets, so let\u2019s unpack what the revisions mean. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The approved text to the \u201cbeginning of the end\u201d: <\/strong>The final agreement marks the first time in the summit's history to see fossil fuels directly addressed in the final text. The revised text called for \u201ctransitioning away from fossil fuels in energy systems, in a just, orderly and equitable manner,\u201d which was hailed as \u201cthe beginning of the post-fossil era,\u201d the EU chief Ursula von der Leyen <a target=\"_blank\" href=\"https:\/\/twitter.com\/vonderleyen\/status\/1734851863940313443\" style=\"\" rel=\"noopener\">said<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Not a phase out, but<\/strong><strong>a transition<\/strong><strong>: <\/strong>Despite sidestepping a total phase out \u2014 which over <a target=\"_blank\" href=\"https:\/\/insideclimatenews.org\/news\/04122023\/more-than-100-countries-at-cop28-call-for-fossil-fuel-phaseout\/\" style=\"\" rel=\"noopener\">100 countries<\/a> had been rallying for \u2014 the final text was able to drop <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/edition\/climate\/0dfe87f0-1de1-416a-9b9a-af6e98b17044\" style=\"\" rel=\"noopener\">the optional language<\/a> of suggested changes, but it came <a target=\"_blank\" href=\"https:\/\/www.downtoearth.org.in\/news\/climate-change\/cop28-global-stocktake-adopted-final-text-attempts-stronger-language-on-fossil-fuels-93357#:~:text=Following%20concerns%20over%20the%20last%20draft%20which%20presented%20a%20list%20of%20actions%20on%20fossil%20fuels%20countries%20%E2%80%9Ccould%E2%80%9D%20take%2C%20the%20new%20iteration%20seems%20to%20have%20stronger%20language.%20It%20now%20calls%20on%20Parties%20to%20follow%20eight%20steps%20taking%20into%20account%20different%20pathways.\" style=\"\" rel=\"noopener\">at the expense<\/a> of a more diluted version calling on \u201ctransitioning away\u201d from fossil fuels. The text also called for the phase out of \u201cinefficient fossil fuel subsidies that do not address energy poverty or just transitions, as soon as possible.\u201d <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Coal is here to stay:<\/strong> While the text kept the <a target=\"_blank\" href=\"https:\/\/x.com\/CleanPowerDave\/status\/1734814578125438977?s=20\" style=\"\" rel=\"noopener\">phasedown of coal<\/a> as a goal, the adopted agreement skipped out on a date to achieve this phasedown or specific targets as to how this phasedown could come about. It also left a caveat for new coal-power generation projects.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But we have a more defined goal for methane: <\/strong>The text called for \u201caccelerating and reducing\u201d methane emissions by 2030 without stating by how much. This current <a target=\"_blank\" href=\"https:\/\/x.com\/CleanPowerDave\/status\/1734814583842283777?s=20\" style=\"\" rel=\"noopener\">goal<\/a> is a slight regression from the goals in the previous drafts that called for reducing methane by 30% by 2030 and by 40% by 2035.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A sneaky last minute addition didn\u2019t go unnoticed: <\/strong>A new provision \u2014 which had not appeared in any of the previous drafts \u2014 disclosed that \u201ctransitional fuels can play a role in facilitating the energy transition,\u201d giving a green light to natural gas expansion, despite its damaging environmental <a target=\"_blank\" href=\"https:\/\/www.npr.org\/2023\/07\/14\/1187648553\/natural-gas-can-rival-coals-climate-warming-potential-when-leaks-are-counted\" style=\"\" rel=\"noopener\">impacts<\/a> that some studies have identified can be <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/07\/13\/climate\/natural-gas-leaks-coal-climate-change.html\" style=\"\" rel=\"noopener\">as harmful as coal<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Loopholes upon loopholes:<\/strong> Critics view the new provision \u2014 together with the call to accelerate carbon capture \u2014 as evidence of \u201cthe influence of petrostates in the half measures and loopholes included in the final agreement,\u201d US vice president Al Gore <a target=\"_blank\" href=\"https:\/\/twitter.com\/algore\/status\/1734853205014557029\" style=\"\" rel=\"noopener\">said<\/a>. \u201cThe resolution is marred by loopholes that offer the fossil fuel industry numerous escape routes, relying on unproven, unsafe technologies,\u201d the <a target=\"_blank\" href=\"https:\/\/x.com\/harjeet11\/status\/1734836453912236489?s=20\" style=\"\" rel=\"noopener\">Climate Action Network<\/a> had echoed the sentiment.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>OVER ON THE FINANCE FRONT-<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Loss and damage is now a matter of finance: <\/strong>The <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/71017814-88a9-452e-870e-3bae48d2dd38\" style=\"\" rel=\"noopener\">now operational<\/a> Loss and Damage Fund was <a target=\"_blank\" href=\"https:\/\/x.com\/LossandDamage\/status\/1734838975863394492?s=20\" style=\"\" rel=\"noopener\">moved<\/a> to the section under finance, where other climate finance mechanisms and funds are mentioned. Despite the significant official recognition of the fund as a means of finance, the section of the fund did not address the developed countries obligations nor the scale of the required loss and damage which is estimated to be over <a target=\"_blank\" href=\"https:\/\/assets-global.website-files.com\/605869242b205050a0579e87\/655b50e163c953059360564d_L%26DC_L%26D_Package_for_COP28_20112023_1227.pdf\" style=\"\" rel=\"noopener\">USD 400 bn annually<\/a>. The section also did not refer to prioritizing funding for local communities, nor did it mention human rights, gender-responsiveness, the rights of Indigenous Peoples, youth and children.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The financing provisions fall short: <\/strong>The text\u2019s stance on climate finance is \u201cworrying\u201d as it fell short of demanding developed countries commit to \u201cprovide public, new and additional, grant-based concessional finance,\u201d ACT Alliance Climate Justice lead Julius Mbatia <a target=\"_blank\" href=\"https:\/\/actalliance.org\/act-news\/press-release-cop28-delivers-disappointing-results\/#:~:text=Yet%20again%2C%20climate%20finance%20has%20played%20an%20intricate%20role%20in%20determining%20the%20level%20of%20ambition%20at%20COP28.%20It%20is%20clear%20that%20the%20COP28%20finance%20package%20is%20worrying.%20Commitment%20by%20rich%20nations%20to%20provide%20public%2C%20new%20and%20additional%2C%20grant%2Dbased%20concessional%20finance%20fell%20through%20the%20cracks%20on%20many%20occasions.\" style=\"\" rel=\"noopener\">said<\/a>, referring to the text\u2019s exclusion of language that places responsibility on developed countries. The adopted text also <a target=\"_blank\" href=\"https:\/\/x.com\/Josh_Gabbatiss\/status\/1734800821035172136?s=20\" style=\"\" rel=\"noopener\">excluded two paragraphs<\/a> in previous drafts on \u201ctaking into account the priorities and needs\u201d of vulnerable countries and ensuring that all finance flows are in line with the Paris Agreements. \u201cThe missing element, however, was a clear financial package for countries embarking on their energy transition as well as clarity about how to fill the adaptation finance gap,\u201d E3G Senior Policy Advisor Laura Reyes <a target=\"_blank\" href=\"https:\/\/www.e3g.org\/news\/the-fossil-fuel-era-is-ending-e3g-s-reacts-to-cop28-outcome\/#:~:text=%E2%80%9CFinance%20was%20the,Kenya%20and%20France.\" style=\"\" rel=\"noopener\">said<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>IN SUMMARY-<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Here are the eight actions the text put forward to keep the 1.5C goal alive: <\/strong><\/p>\n<ul>\n<li>Tripling renewable energy capacity globally and doubling the global average annual rate of energy efficiency improvements by 2030;<\/li>\n<li>Rapidly phasing down unabated coal and limitations on permitting new and unabated coal power generation;<\/li>\n<li>Accelerating efforts globally towards net zero emissions energy systems, utilizing zero and low carbon fuels well before or by around mid-century;<\/li>\n<li>Accelerating zero and low emissions technologies, including, inter alia, renewables, nuclear, abatement and removal technologies, including such as carbon capture and utilization and storage, and low carbon hydrogen production, so as to enhance efforts towards substitution of unabated fossil fuels in energy systems.<\/li>\n<li>Reducing both consumption and production of fossil fuels, in a just, orderly and equitable manner so as to achieve net zero by, before, or around 2050 in keeping with the science;<\/li>\n<li>Accelerating and substantially reducing non-CO2 emissions, including, in particular, methane emissions globally by 2030;<\/li>\n<li>Accelerating emissions reductions from road transport through a range of pathways, including development of infrastructure and rapid deployment of zero and low emission vehicles;<\/li>\n<li>Phasing out of inefficient fossil fuel subsidies that encourage wasteful consumption and do not address energy poverty or just transitions, as soon as possible.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But is the 1.5C target even within reach now? <\/strong>Scientists are arguing that the agreement <a target=\"_blank\" href=\"https:\/\/www.democraticunderground.com\/1127171254\" style=\"\" rel=\"noopener\">is not binding enough<\/a> \u201cto keep the planet from heating 1.5C above pre-industrial temperatures by the end of the decade.\u201d To keep the 1.5C goal alive, countries would need to \u201curgently reduce domestic emissions but also the delivery of significant climate finance,\u201d chair of the Least Developed Countries Group Madeleine Diouf Sarr <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/live\/2023\/dec\/13\/cop28-live-updates-news-agreement-outcomes-draft-text-fossil-fuels#top-of-blog:~:text=%E2%80%9CLimiting%20warming%20to,to%20reducing%20emissions\" style=\"\" rel=\"noopener\">said<\/a>. The text\u2019s non-binding language, coupled with the COP28 <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/business\/environment\/cop28-pledges-so-far-not-enough-limit-warming-15c-iea-2023-12-10\/\" style=\"\" rel=\"noopener\">pledges<\/a> representing only a third of the funds needed, makes it likely that the world will surpass the 1.5C limit.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Small island states are not satisfied: <\/strong>The Alliance of Small Island States (AOSIS) lead Negotiator Anne Rasmussen <a target=\"_blank\" href=\"https:\/\/www.aosis.org\/cop28-closing-plenary-aosis-statement-on-gst-decision\/\" style=\"\" rel=\"noopener\">accepted the final draft<\/a> stating that there are \u201cmany good elements\u201d including \u201ca clear runway with milestones for strengthening Party efforts to prepare and submit enhanced NDCs through to 2025.\u201d However, the alliance also called out the \u201clitany of loopholes\u201d in the text, and questioned the efficacy of the good elements. \u201cWe have made an incremental advancement over business as usual when what we really needed is an exponential step-change in our actions and support,\u201d Rasmussen said. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>So, where do we go from here? It\u2019s all up to the governments in the end: <\/strong>It all depends on implementation, according <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-12-12\/cop28-latest-official-says-nations-are-on-cusp-of-a-deal?leadSource=uverify%20wall\" style=\"\" rel=\"noopener\">Al Jaber<\/a> and for once, Al Gore <a target=\"_blank\" href=\"https:\/\/twitter.com\/algore\/status\/1734853205014557029?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\" style=\"\" rel=\"noopener\">agrees<\/a>, saying that \u201cwhether this is a turning point that truly marks the beginning of the end of the fossil fuel era depends on the actions that come next and the mobilization of finance required to achieve them.\u201d <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The most <\/strong><strong>impacted<\/strong><strong> got the short end of the stick, with polluters moving on:<\/strong> \u201cThe US will get away lightly from this COP, having pledged just over USD 20 mn in new finance for the poor world, and with its position as the world\u2019s biggest oil and gas producer intact. China will continue to expand its coal production as well as renewable energy, and India\u2019s coal industry will also have little to fear,\u201d the Guardian <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/live\/2023\/dec\/13\/cop28-live-updates-news-agreement-outcomes-draft-text-fossil-fuels\" style=\"\" rel=\"noopener\">reports<\/a>. \u201cThe hypocrisy of wealthy nations, particularly the US, as they continue to expand fossil fuel operations massively while merely paying lip service to the green transition, stands exposed,\u201d <a target=\"_blank\" href=\"https:\/\/twitter.com\/harjeet11\/status\/1734836453912236489\" style=\"\" rel=\"noopener\">Climate Action Network<\/a> said.
