The main pillars of the forum include risk governance, private sector cooperation, investment in urban solutions, and data-driven approaches to enhance cities' resilience.<\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- One step closer to new EU climate<\/strong><strong> chiefs:<\/strong> The European Parliament\u2019s environment committee approved yesterday new chiefs of the EU\u2019s climate policy after additional pledges were made to coax lawmakers, <a href=\"https:\/\/www.reuters.com\/world\/europe\/would-be-eu-climate-chiefs-win-lawmakers-backing-2023-10-04\/\">Reuters<\/a> reports. They approved former Dutch FM Wopke Hoekstra to be the bloc\u2019s upcoming chief of climate change policy and Maros Sefcovic to be the proposed EU green policies chief. Both officials secured the approval from at least two-thirds of the committee, with the approval coming a day after they <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/89d5527e-1e43-44d9-a105-0239524833e8\">failed to secure the greenlight<\/a>in a parliamentary hearing. Hoekstra made extra pledges to win over lawmakers, including disclosing how much of the bloc\u2019s funds are poured into fossil fuel subsidies and to take an unyielding stance at COP28 on a fossil fuel phaseout. Sefcovic also promised new EU curbs on microplastic pollution and animal welfare rules this year. However, he did not reveal when Brussels would deliver such pledges.<\/p>\n<p><strong>What\u2019s next: <\/strong>The two officials still require a formal greenlight from the majority of the full EU Parliament in a vote today that is likely to pass.<\/p>\n<p><strong>The lawmakers\u2019 approval also got ink from:<\/strong> <a href=\"https:\/\/news.bloomberglaw.com\/esg\/eus-next-climate-commissioner-hoekstra-is-ex-mckinsey-partner\">Bloomberg<\/a> | <a href=\"https:\/\/www.ft.com\/content\/a50ff201-504e-4c58-8466-eac61f33d761\">The Financial Times<\/a> | <a href=\"https:\/\/www.theguardian.com\/world\/2023\/oct\/04\/dutch-politician-who-worked-for-shell-poised-to-become-eu-climate-chief\">The Guardian<\/a><\/p>\n<p><strong>OVER IN COPLAND- Big Banks are making a larger showing at <\/strong><strong>COP28 compared to last year as their role in climate finance gains urgency:<\/strong> Top brass from Standard Chartered Bank, Citigroup, and Barclays are planning to attend COP28 in the UAE after having been absent in Sharm El Sheikh\u2019s COP27 last year, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-10-04\/the-bankers-are-back-finance-industry-plans-for-cop28?srnd=green\">Bloomberg<\/a> reported. \u201cBanks need to channel four times as much capital into renewable energy as they do into fossil fuels by the end of the decade for the world to have a chance of achieving net-zero emissions by midcentury,\u201d BloombergNEF estimates found according to the news outlet.<\/p>\n<p><strong>The higher turnout by Big Banks is partially because their regional offices are based in the UAE where COP28 will be hosted in a couple of months.<\/strong> A COP28 spokesperson said in an email that organizers are collaborating with GFANZ, the International Monetary Fund and the World Bank to \u201cunlock the power of the capital markets and incentivize capital and finance at multiple levels.\u201d<\/p>\n<p><strong>Last time banks were at COP, notable steps to facilitate green financing were initiated, but not for long: <\/strong>COP26 hosted in Scotland\u2019s Glasgow saw the unveiling of the Glasgow Financial Alliance for Net Zero (GFANZ) \u2014 a collection of many of the world\u2019s biggest lenders and asset managers committed to achieving net zero financed emissions by 2050. GFANZ \u2014 which counts JPMorgan Chase & Co. and BlackRock Inc. among its 650 members \u2014 was meant to represent a \u201cwall of capital\u201d to finance green solutions, Bloomberg writes, but a recent backlash against ESG investing in the US led to numerous insurance companies from the Net Zero Ins. Alliance \u2014 a GFANZ subgroup focused on cutting emissions from insurance underwriting portfolios \u2014 <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/a397f0d8-0b13-4a13-91d8-5888cb678454\">to withdraw completely<\/a>.<\/p>\n<p><strong>REMEMBER-<\/strong> <strong>Methods to reduce loan risk premiums is the main focus of financing discussions at COP: <\/strong>At last year\u2019s climate summit, one persistent topic of discussion was how international lenders can reduce the risk for private companies in financing green investments in developing economies, Bloomberg said. Premium added on loans due to risks \u2014 including country risk, exchange rate risk, and off-take risks \u2014 is one of the <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/361ded40-27a4-4883-acb4-2e84796f77a5\">highest barriers to climate finance access<\/a> as it adds a premium to the cost of capital and makes borrowing for renewable related projects more expensive.<\/p>\n<p><strong>SOUNDBITE OF THE WEEK\u2013 Global heat records reached \u201cgobsmackingly bananas\u201d<\/strong><strong> levels in<\/strong><strong> September 2023<\/strong>, surpassing the previous 2020 record by 0.5\u00b0C, Zeke Hausfather, a Berkeley Earth researcher, <a href=\"https:\/\/x.com\/hausfath\/status\/1709217151452954998?s=20\">said on X<\/a>. The month\u2019s temperatures were around 1.7\u00b0C above pre-industrial levels, above the Paris Agreement target of 1.5\u00b0C, due in large part to fossil fuel emissions and El Ni\u00f1o, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-10-04\/european-heat-wave-helped-september-break-global-temperature-record?srnd=green\">Bloomberg<\/a> reports, citing data by Japan Meteorological Agency and the EU\u2019s Copernicus Climate Change Service. This also follows the hottest summer on record, according to a <a href=\"https:\/\/www.nasa.gov\/news-release\/nasa-announces-summer-2023-hottest-on-record\/#:~:text=The%20summer%20of%202023%20was,(GISS)%20in%20New%20York.&text=Lee%20esta%20nota%20de%20prensa%20en%20espa%C3%B1ol%20aqu%C3%AD.\">NASA report<\/a>. \u201cClimate scientists are running out of superlatives to describe 2023,\u201d Bloomberg quotes Hausfather as saying.<\/p>\n<p><strong>Renewables stocks take a big hit due to higher interest <\/strong><strong>rates:<\/strong> <a href=\"https:\/\/www.spglobal.com\/spdji\/en\/indices\/esg\/sp-global-clean-energy-index\/#overview\">The S&P Global Clean Energy Index<\/a>, which comprises the top 100 renewable energy companies, dropped 20.2% in two months off the back of higher interest rates hitting the sector, the <a href=\"https:\/\/www.ft.com\/content\/07443afb-b935-492d-8711-8c47e4353c59\">Financial Times<\/a> reports. Higher global inflation and interest rates raised costs for green energy companies, which usually set long-term contracts that fix the price at which they will sell energy before projects are developed.<\/p>\n<p><strong>Renewables businesses are feeling the pain: <\/strong>Swedish wind turbine developer Vattenfall says its costs rose 40%, <a href=\"https:\/\/www.reuters.com\/sustainability\/vattenfall-halts-project-warns-uk-offshore-wind-targets-doubt-2023-07-20\/\">Reuters<\/a> reported in June. NextEra Energy, a US-based wind and solar generator, announced it was cutting its three-year growth plans. \u201cTighter monetary policy and higher interest rates obviously affect the financing needed to grow distributions to shareholders at 12%,\u201d NextEra CEO John Ketchum told the FT.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE- UAE to announce unified price for EV charging before year-end:<\/strong> \u201cA unified price for charging electric cars will be announced at the state level before the end of this year,\u201d Undersecretary for Energy and Petroleum Affairs under the UAE\u2019s Energy and Infrastructure Ministry Sharif Al Olama told <a href=\"https:\/\/www.emaratalyoum.com\/business\/local\/2023-10-04-1.1788252\">Emarat Al Youm<\/a>. The ministry is currently collecting responses from the emirates of the country regarding the unified tariff, after which the price will be set, Al Olama added. The undersecretary made the statement on the sidelines of the Abu Dhabi International Petroleum Exhibition and Conference (Adipec) conference, which <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/dac41906-1485-42fe-b103-9d11a851945c\">kicked off earlier this week<\/a> and is scheduled to conclude today.<\/p>\n<p><strong>REMEMBER-<\/strong> Dubai aims to have 42k electric cars on its roads by 2030, and the UAE\u2019s EV market is expected to grow at a CAGR of around 28.5% during the 2023-28 period, according to a recent market research <a href=\"https:\/\/www.trade.gov\/market-intelligence\/united-arab-emirates-electric-vehicle-market\">report<\/a>. Annual EV car sales in the Middle East, including the UAE, is currently at 3-4 mn units. In July, the Dubai Water and Electricity Authority (Dewa) <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/13a4a0df-e26c-4e8f-b0da-16f8221e73af\">joined the global EV-focused Charging Interface Initiative<\/a> as a core member, enabling Dewa to establish EV industry standards for charging systems.<\/p>\n<p><strong>WATCH THIS SPACE #2- <\/strong><strong>Jordan plans to update its 2030 renewable energy plans with<\/strong><strong> more ambitious targets<\/strong> by the end of this year or early next year, Energy Minister Saleh Kharabesh said at the Adipec conference this week, according to <a href=\"https:\/\/www.reuters.com\/business\/energy\/jordan-plans-raise-renewable-targets-by-year-end-or-early-2024-2023-10-03\/\">Reuters<\/a>.
