The relocation of the vessel is an intermediate step in what will be a <a href=\"https:\/\/www.reuters.com\/article\/netherlands-fire-towing-idAFKBN2ZB09A\">difficult salvage operation<\/a> as there the vehicles continue to burn with smoke billowing off the carrier.
