We\u2019ll be back in your inboxes on Tuesday morning at our regularly scheduled time.<\/p>\n<p><strong>THE BIG CLIMATE STORY- <\/strong>UAE renewables giant Masdar has acquired a 50% share in EDF Renewables North America\u2019s 128 MW Big Beau solar plant in California. Masdar and EDF inked an agreement to jointly co-develop eight US-based renewables plants that would yield a total of 1.6 GW in 2020. Closer to home, two US companies inked a joint venture agreement to establish a hydrogen fuel cell products assembly plant in Saudi Arabia.<\/p>\n<p><strong>^^ <\/strong><strong>We have the details on these stories and more in the news well, below.<\/strong><\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- US proposes its toughest <\/strong><strong>tailpipe emissions standards yet: <\/strong>The US Environmental Protection Agency <a href=\"https:\/\/www.epa.gov\/newsreleases\/biden-harris-administration-proposes-strongest-ever-pollution-standards-cars-and\">unveiled<\/a>yesterday hardened tailpipe emissions regulations on 2027 car models through 2032 in a move it says could have EVs comprise 60% of total domestic car sales by 2030, and 67% by 2032. If passed, the sweeping standards would be the country\u2019s most severe vehicular carbon slashing plan, requiring annual emissions cuts of 13% as well as a 56% push down in estimated fleet average emissions above previously announced 2026 requirements, effectively forcing automakers to transition to EVs to meet the new requirements.<\/p>\n<p><strong>The story got widespread coverage in the international press: <\/strong><a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2023-04-12\/epa-s-new-tailpipe-emissions-rules-will-choke-big-auto-s-profits\">Bloomberg<\/a> | <a href=\"https:\/\/www.ft.com\/content\/5ac09cc2-e221-426d-b017-6fc589547c5c\">Financial Times<\/a> | <a href=\"https:\/\/www.reuters.com\/business\/environment\/us-proposes-56-vehicle-emissions-cut-by-2032-requiring-big-ev-jump-2023-04-12\/\">Reuters<\/a> | <a href=\"https:\/\/apnews.com\/article\/biden-electric-vehicles-epa-tailpipe-emissions-climate-406d74e18459bc135f089c681ba9e224\">Associated Press<\/a> | <a href=\"https:\/\/edition.cnn.com\/2023\/04\/12\/politics\/car-pollution-standards-electric-vehicles-biden-climate\/index.html\">CNN<\/a> | <a href=\"https:\/\/www.wsj.com\/articles\/epa-seeks-to-boost-evs-with-toughest-ever-rules-on-tailpipe-emissions-5658217d\">Wall Street Journal<\/a> | <a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2023\/04\/12\/biden-auto-emissions-rules-climate\/\">Washington Post<\/a> | <a href=\"https:\/\/www.nytimes.com\/2023\/04\/12\/climate\/biden-electric-cars-epa.html\">New York Times<\/a><\/p>\n<hr class=\"grey-line\">\n<p><strong>ICYMI- <\/strong>EnterpriseAM took a look at where progress stands on <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d4d04a90-0017-4542-95d3-cb69f3495dc6\">Egypt\u2019s 4.8 GW Dabaa<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d4d04a90-0017-4542-95d3-cb69f3495dc6\">nuclear power plant<\/a>, the first ever nuclear project in the country.<\/p>\n<p><strong>OVER IN COPLAND- IMF, UN, and COP28 president-designate discuss pushing <\/strong><strong>pace of climate action:<\/strong> IMF Managing Director Kristalina Georgieva, UN Special Envoy for Climate Action Mark Carney, and COP28 President-Designate Sultan Al Jaber discussed yesterday the necessity of scaling up climate finance to unlock tns of USD to help meet climate goals, according to a joint <a href=\"https:\/\/www.imf.org\/en\/News\/Articles\/2023\/04\/11\/pr23116-statement-imf-md-cop28-pres-un-sp-envoy-clim-action-finance\">statement<\/a>. At a roundtable discussion in Washington, the three agreed on the importance of making the investment climate more conducive to climate finance while identifying specific obstacles that hinder private sector climate finance. They also agreed on \u201cusing innovative financing instruments to scale up private investment in emerging and developing economies,\u201d according to the statement.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-03\"><\/a> <strong>WATCH THIS SPACE #1- Taqa is getting its ducks in a row for green finance:<\/strong> The UAE\u2019s state-owned Abu Dhabi National Energy Company (Taqa) has launched a new Green Finance Framework to issue green bonds, sukuk, loans, and other debt instruments under the company\u2019s long-term net-zero goal, it said in a <a href=\"https:\/\/twitter.com\/TAQAGroup\/status\/1646042510475526144\">tweet<\/a>. Proceeds from the issuances will be allocated to eligible green projects, including renewable energy, energy efficiency, sustainable water and wastewater management, clean transportation, and terrestrial and aquatic biodiversity, according to a statement picked up by <a href=\"https:\/\/wam.ae\/en\/details\/1395303147367\">Wam<\/a>. The framework has received backing from Citi, Standard Chartered Bank, MUFG, and HSBC as joint sustainability structuring banks alongside First Abu Dhabi Bank (FAB) as a sustainability finance framework advisor.<\/p>\n<p><strong>We knew this was coming:<\/strong> The announcement <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/35e735ba-517d-4400-a8f0-6fe126cc5032\">comes months<\/a> after Taqa CEO Jasim Husain told Bloomberg in February that his company plans to issue \u201cseveral hundred mn USD\u201d in green bonds in 2023 for specific projects.<\/p>\n<p><strong>REMEMBER<\/strong>- Interest in these debt instruments have been on the rise in the region in recent months ahead of COP28 in the UAE. Sources told <a href=\"https:\/\/www.zawya.com\/en\/markets\/fixed-income\/gulf-issuers-find-sweet-spot-for-bond-deals-xncuw7yy\">Reuters<\/a> last week that the UAE federal government, Abu Dhabi and its sovereign wealth fund Mubadala are looking into issuing green bonds. Adnoc is also considering putting its bond plans back on the table and Masdar looking into issuances this year, according to the business newswire. Saudi Electricity Co <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/dc0006d4-cc80-48d1-a5f2-e7ddb444c6eb\">raised USD 2 bn<\/a> through USD-denominated green and conventional sukuk this month, while Saudi Arabia\u2019s Al Rajhi Bank <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/bb05f53f-ddc3-4c17-b2d1-6c8669e7f900\">also raised<\/a> USD 1 bn from its five-year USD-denominated sustainable sukuk issuance the same week. Back in February, KSA\u2019s sovereign wealth fund the Public Investment Fund (PIF) <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f45e4349-7d89-40de-8774-5f5b07902e56\">sold USD 5.5 bn of green bonds<\/a> in its second issuance of the debt instruments.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE #2- A sudden change of heart? <\/strong>G7 climate ministers have backtracked and softened on previous language anticipating growing future demand for LNG, <a href=\"https:\/\/www.reuters.com\/business\/environment\/g7-climate-ministers-drop-language-growing-lng-demand-draft-2023-04-11\/\">Reuters<\/a> reports, citing the latest G7 draft communique it has seen. The latest draft document ahead of the ministerial meeting on Saturday in Japan now suggests \u201cconsiderable uncertainty for future demand of natural gas and LNG and consequently there are risks of supply and demand gap to be addressed.\u201d The draft also stresses the necessity of LNG and gas investments to help \"bridge the gap\u201d while still maintaining climate objectives and commitments. A previous draft of the document urged \"necessary upstream investments in LNG and natural gas\" on the back of the energy crunch from the Russia-Ukraine crisis, anticipating demand for natgas will increase.<\/p>\n<p><strong>WATCH THIS SPACE #3- Carbon emissions from the global power sector may have <\/strong><strong>peaked in 2022<\/strong>, according to a new <a href=\"https:\/\/ember-climate.org\/insights\/research\/global-electricity-review-2023\/\">report<\/a> by climate think tank Ember. An increase in solar and wind energy deployments tamped carbon output last year, and the continued building of renewable energy installations this year could see carbon output from fossil fuel-generated electricity decline 0.3% in 2023. In 2022, solar and wind energy assets generated some 12% of the world\u2019s electricity supply, up from 10% in 2021. Ember\u2019s Global Electricity Review studied the power sectors of 78 countries representing 93% of the world\u2019s collective energy demands, and found that renewables and other clean energy sources comprised 39% of the total global power output last year, with solar and wind\u2019s share rising y-o-y by 24% and 17%, respectively.
