Here\u2019s the rundown:<\/p>\n<p><strong>#1- <\/strong><strong>EGX unveils Africa-wide regional voluntary carbon market:<\/strong> Egypt\u2019s stock exchange, the EGX, yesterday <a href=\"https:\/\/ent.news\/2022\/11\/EGX-Voluntary-Carbon-Market-statement-9.11.22.pdf\">said (pdf)<\/a> it would set up a regional voluntary carbon market (VCM) \u2014 the first in Africa. The VCM, which the EGX set up in cooperation with the private sector, will allow companies across the continent to sell certified carbon credits from emission-reducing projects. The credits can be bought by other companies wanting to offset their emissions. EnterpriseAM noted back <a href=\"https:\/\/enterprise.press\/stories\/2022\/05\/10\/what-can-we-expect-from-the-planned-local-carbon-credit-exchange-70593\/\">in May<\/a> that a local carbon trading scheme was in the works.<\/p>\n<p><strong>SOUND SMART- there are two primary types of carbon market:<\/strong> Compliance (which are created as part of a policy or regulatory requirement) and voluntary (where carbon credits are issued, bought, and sold on a voluntary basis).<\/p>\n<p><strong>The structure and regs are still pending:<\/strong> The EGX and Financial Regulatory Authority are still working on the framework, business model, and structure of the VCM. Among the key issues will be governance of certificate creation and registration. Look for announcement later from Egypt\u2019s prime minister, the statement says, without specifying a timeline.<\/p>\n<p><strong>What we still don\u2019t know: <\/strong>The statement didn\u2019t tell us whether participation in the VCM would be limited to specific industries and \u2014 if so \u2014 how eligibility would be determined. Also TBD is guidance on the pricing, size or time for first issuances and how the EGX sees marketing to buyers (local, regional or global) unfolding. The EGX was unable to reply to requests for comment by dispatch time.<\/p>\n<p><strong>We do know that newly-established Libra Carbon will supply the carbon offsets to the<\/strong><strong> VCM: <\/strong>A subsidiary of the EGX recently signed an agreement with the Agricultural Bank of Egypt and Enara Group\u2019s Libra Capital to establish the Egyptian company Libra Carbon, <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f2d24668-bf4a-49e8-8e5a-5ec23423b2aa\">we reported<\/a> earlier this week. Libra Carbon \u201cwill supply high-quality carbon offsets to the VCM,\u201d head of project development Omar El Nemr tells Enterprise Climate.<\/p>\n<p><strong>\u2026And help to increase the volume of carbon offsets that are eligible for trading: <\/strong>As of now, the supply of carbon offsets being issued in the Egyptian market is relatively low, says El Nemr. \u201cAs Libra Carbon, we\u2019ll work towards providing sufficient volume in the new VCM to kickstart trading operations.\u201d Among Libra Carbon\u2019s roles is to work with emissions-reduction projects to assess to what degree they are eligible to be issued carbon offsets by international accreditation bodies \u2014 like <a href=\"https:\/\/www.goldstandard.org\/\">Gold Standard<\/a>, Verra or the Global Carbon Council. The company does project assessments and is a link to auditing and accrediting bodies, helping to create a pipeline of carbon offsets that companies will then be able to trade on the national carbon exchange, El Nemr says.<\/p>\n<p><strong>Voluntary carbon markets are gathering steam across the region:<\/strong> Saudi Arabia\u2019s sovereign wealth fund, the Public Investment Fund (PIF) <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/96ce0e75-0c9d-4f03-9e80-cc238211358c\">last month<\/a> set up a regional voluntary carbon market company, <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f3bb1924-9dc1-4866-b00f-d3f50b07744c\">which auctioned<\/a> 1.4 mn tons of carbon credits at Davos in the Desert. Singapore is <a href=\"https:\/\/www.moroccoworldnews.com\/2022\/10\/352027\/singapore-in-talks-with-morocco-to-buy-carbon-credits-meet-climate-goals\">also said<\/a> to be eyeing the purchase of carbon credits from Morocco, we noted.<\/p>\n<p><strong>And Egypt\u2019s broad emissions reduction market \u2014 which includes carbon trading \u2014 is<\/strong><strong> expected to \u201cgrow considerably,\u201d <\/strong>says El Nemr.<\/p>\n<p>#<strong>2- Kerry announces new carbon offset plan to increase investment in emerging markets<\/strong><strong> renewables projects: <\/strong>US climate envoy John Kerry yesterday announced a new carbon offset plan \u2014 known as the Energy Transition Accelerator (ETA) \u2014 to allow companies to claim carbon credits by investing in renewables projects in global growth markets, according to <a href=\"https:\/\/eg.usembassy.gov\/u-s-government-and-foundations-announce-new-public-private-effort-to-unlock-finance-to-accelerate-the-energy-transition\/\">a statement<\/a>. The framework of the plan will be further developed in the coming year, with government, company stakeholder and standard-setting organization involvement, Kerry said. <a href=\"https:\/\/www.reuters.com\/business\/environment\/cop27-us-climate-envoy-kerry-announces-new-carbon-market-initiative-2022-11-09\/\">Reuters<\/a> is among the news outlets picking up the story.<\/p>\n<p><strong>Kerry says the plan will help unlock fresh capital<\/strong><strong> for clean energy: <\/strong>\u201cBy ensuring a predictable finance stream for energy transition, this approach will increase the bankability of clean energy projects, and it will unlock more concessionary, up-front capital,\u201d Kerry said. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-09\/kerry-s-climate-credit-plan-risks-payouts-for-carbon-cutting-mirage?srnd=premium&leadSource=uverify%20wall&sref=mmeFTDW1\">Bloomberg<\/a> and <a href=\"https:\/\/www.reuters.com\/business\/cop\/us-climate-envoy-kerry-launches-carbon-offset-plan-2022-11-09\/\">Reuters<\/a> have more, including the now-standard criticism that voluntary carbon markets don\u2019t guarantee a reduction in emissions.<\/p>\n<p><strong>So what do we know about the plan so far?<\/strong> Eligible projects would involve those aimed at building resilience against the impact of climate change (like infrastructure to limit coastal erosion) or decarbonizing economies, Bloomberg notes. Credits would be tied to government decarbonization plans \u2014 meaning countries still investing in coal can\u2019t apply \u2014 and companies working in oil, gas and coal won\u2019t be able to participate either. \u201cCredits could only be used to supplement \u2014 not substitute for \u2014 deep reductions of companies' own emissions,\u201d Bloomberg tells us.<\/p>\n<p><strong>What\u2019s the critique? <\/strong>Kerry promised safeguards to help avoid the mistakes of the UN\u2019s widely-criticized <a href=\"https:\/\/cdm.unfccc.int\/Projects\/projsearch.html\">clean development mechanism<\/a> \u2014 where some countries\u2019 baseline emissions models were inaccurately calculated. Voluntary carbon markets also came in for a bashing from global securities regulators yesterday for their \u201cpotential vulnerabilities,\u201d and a warning that they should be more closely monitored by regulators, the International Organization of Securities Commissions (<a href=\"https:\/\/www.iosco.org\/about\/?subsection=about_iosco#:~:text=The%20International%20Organization%20of%20Securities,setter%20for%20the%20securities%20sector.\">IOSCO<\/a>) noted in <a href=\"https:\/\/www.iosco.org\/news\/pdf\/IOSCONEWS669.pdf\">a statement<\/a><a href=\"https:\/\/www.iosco.org\/news\/pdf\/IOSCONEWS669.pdf\">(pdf)<\/a> yesterday, <a href=\"https:\/\/www.reuters.com\/business\/cop\/cop27-regulators-plan-closer-scrutiny-carbon-markets-2022-11-09\/\">Reuters<\/a>reports.<\/p>\n<p><strong>Who\u2019s on board? <\/strong>The Bezos Earth Fund and Rockefeller Foundation will develop the program with the US government, \u201cwith input from the public and private sectors which would operate through 2030 and possibly be extended to 2035,\u201d Reuters notes. Chile and Nigeria are among the countries to have expressed interest in the ETA, while Microsoft, PepsiCo, Standard Chartered and Bank of America are eyeing involvement, the newswire adds.<\/p>\n<p><strong>#3- <\/strong><strong>WATCH THIS SPACE- S&P Global Commodity Insights will launch the first carbon<\/strong><strong> intensity estimates and daily offset premiums for transport fuels next week<\/strong>, the company said in a <a href=\"https:\/\/www.prnewswire.com\/news-releases\/sp-global-commodity-insights-launches-first-global-diesel-gasoline--jet-fuel-carbon-intensity-assessments-and-price-premiums-301672750.html\">statement<\/a>. S&P will launch carbon intensity estimates for diesel, gasoline and jet fuel in Northwest Europe, the US Gulf Coast and Singapore, with daily carbon offset price premiums.<\/p>\n<p><strong>What is carbon intensity? <\/strong>Carbon intensity is a metric in low carbon commodity pricing. It <a href=\"https:\/\/carbonintensity.org.uk\/\">refers<\/a> to the number of grams of CO2 needed to make one unit of electricity per KW per hour. Higher carbon intensity means higher greenhouse gas (GHG) emissions.<\/p>\n<p><strong>Why price carbon intensity?<\/strong> Carbon intensity estimates for refined products are meant to provide a more accurate estimate of how much carbon these fuels emit, and by extension, reflect the cost of offsetting them. It is expected that price premiums will soon factor in the carbon intensity attribute, according to the company.<\/p>\n<p><strong>CLIMATE FINANCE-<\/strong><\/p>\n<p><strong>What\u2019s finance got to do with climate action? Everything.<\/strong> The role of financial institutions in driving emissions reduction and helping the world limit global temperature increases to 1.5\u00b0C from pre-industrial levels was the driving theme of yesterday\u2019s Finance Day. Former Bank of England Governor <strong>Mark Carney<\/strong> and Egypt climate czar <strong>Mahmoud Mohieldin<\/strong> were among the bold-face names calling for government and private sector collaboration to unlock the funding that underpins climate action.<\/p>\n<p><strong>The role of governments is key, said Carney: <\/strong>Governments must create frameworks that will boost commitment to emissions reduction by financial markets and \u201calign financial regulation with net-zero\u201d by making transition plans mandatory, Carney said in a panel session yesterday.<\/p>\n<p><strong>While commitment is needed \u201cacross the entire financial system,\u201d Mohieldin argues:<\/strong> \u201cEvery company, bank, [ins. provider] and investor will have to adjust their business models, develop credible plans for the transition and implement them,\u201d the UN Climate Champion wrote in a <a href=\"https:\/\/www.linkedin.com\/pulse\/spending-our-way-out-climate-catastrophe-unclimatechange\/\">LinkedIn op-ed<\/a> published yesterday.<\/p>\n<p><strong>There\u2019s been progress:<\/strong> Mohieldin hailed \u201cgrowing ambition and action\u201d from non-state actors, noting that \u201cthe world\u2019s largest asset owners and managers\u201d \u2014 who collectively control over USD 37 tn \u2014 have joined the UN\u2019s <a href=\"https:\/\/unfccc.int\/climate-action\/race-to-zero-campaign#Minimum-criteria-required-for-participation-in-the-Race-to-Zero-campaign\">Race to Zero<\/a> campaign, which tracks and verifies pledges and transition plans from the corporate and financial sectors, among other activities. At the start of 2021, \u201cnot a single bank had set a science-based 2030 target,\u201d Mohieldin notes. Now, over 500 members of the Glasgow Financial Alliance for Net Zero (<a href=\"https:\/\/www.gfanzero.com\/about\/\">GFANZ<\/a>) \u2014 which Carney launched in April 2021 and now co-chairs \u2014 \u201care committed to transitioning the global economy to net-zero greenhouse gas emissions,\u201d Mohieldin adds.<\/p>\n<p><strong>But funds must go where they\u2019re needed most: <\/strong>\u201cAdditional finance needs to flow into those countries least responsible for but suffering the most from climate change,\u201d Mohieldin argues, echoing previous conversations he\u2019s had with Enterprise Climate (<a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/95e5d7e3-db69-4e6e-a81c-d28c4eef1ec6\">here<\/a> and <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/0698eac3-ac68-4421-914b-d5579693e634\">here<\/a>). Developed economies have provided USD 80 bn of the USD 100 bn they pledged in annual climate finance to developing nations \u2014 and Africa saw less than USD 20 bn of this between 2016 and 2019, he noted. In the run-up to COP27, five <a href=\"https:\/\/enterprise.press\/greeneconomys\/climate-finance-roadshow-begins-ahead-cop27\/\">UN regional finance forums<\/a> identified a shortlist of fifty projects, ready for investment and <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/db607b02-9fe9-4aa1-8cba-baa10e98c0ad\">being showcased<\/a> at the summit, he said.<\/p>\n<p><strong>And for financial institutions, abandoning fossil fuels isn\u2019t as easy as all that: <\/strong>Amid the current energy crisis and uneven economic headwinds, banks and investors are struggling to leave fossil fuels behind, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-09\/cop27-latest-alliancebernstein-joins-net-zero-finance-coalition?srnd=premium-middle-east&leadSource=uverify%20wall\">Bloomberg<\/a> notes. \u201cThere\u2019s also a legal risk involved in making climate promises that firms don\u2019t live up to,\u201d it adds.<\/p>\n<p><strong>While GFANZ itself may be caught in the middle of conflicting priorities: <\/strong>Although Race to Zero was initially supposed to vet GFANZ members and help direct the decarbonization of their portfolios \u2014 to help avert corporate greenwashing \u2014 the UN-backed organization was \u201crelegated\u2026to the status of one adviser among many at the end of last month,\u201d the <a href=\"https:\/\/www.ft.com\/content\/8d0c1064-881e-42b4-9075-18e646f3e1ad\">Financial Times<\/a> notes. This \u201creflects the difficulties Carney\u2019s team has had keeping this self-governing club of financiers together,\u201d amid banks unwilling to divest from fossil fuels and critics arguing the financial sector\u2019s first priority should be its shareholders, the salmon-colored paper adds.<\/p>\n<p><strong>ALSO FROM THE CLIMATE FINANCE FRONT-<\/strong><\/p>\n<p><strong>Half of the World Bank\u2019s USD 32 bn climate financing will be allocated to climate<\/strong><strong> adaptation<\/strong>, president David Malpass said yesterday according to <a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/cop27-world-banks-malpass-half-world-banks-climate-finance-is-adaptation-2022-11-09\/\">Reuters<\/a>.<\/p>\n<p><strong>At least USD 24 bn in climate finance is coming from the Arab Coordination<\/strong><strong> Group: <\/strong>The <a href=\"https:\/\/www.arabfund.org\/default.aspx?pageId=610\">Arab Coordination Group<\/a> \u2014 a \u201c<a href=\"https:\/\/opecfund.org\/news\/arab-coordination-group-acg-institutions-launch-food-security-action\">strategic alliance<\/a> that provides a coordinated response to development finance\u201d and consists of regional development funds and the OPEC Fund for International Development \u2014 pledged to provide at least USD 24 bn in climate finance by 2030, in <a href=\"https:\/\/opecfund.org\/media-center\/press-releases\/arab-coordination-group-commits-to-us-24-billion-of-climate-action-financing-by-2030\">a statement<\/a> issued yesterday, <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/arab-coordination-group-pledges-least-24-bln-tackle-climate-crisis-2022-11-09\/\">Reuters reports<\/a>.<\/p>\n<p><strong>EBRD, EIB, UfM kick off Blue Mediterranean Partnership to help bridge EUR 6 bn<\/strong><strong> investment gap:<\/strong> The <a href=\"https:\/\/www.ebrd.com\/home\">European Bank for Reconstruction and Development<\/a> (EBRD), the <a href=\"https:\/\/ufmsecretariat.org\">Union for the Mediterranean<\/a> (UfM) and the <a href=\"https:\/\/www.eib.org\/en\/index.htm\">European Investment Bank<\/a> (EIB) launched a new partnership for a sustainable \u2018blue economy\u2019 in the Mediterranean basin, the EBRD <a href=\"https:\/\/www.ebrd.com\/news\/2022\/ebrd-eib-and-ufm-with-eu-support-launch-blue-mediterranean-partnership-.html\">announced<\/a> on Tuesday at COP27.
