We have more on both stories in Around the World, below.<\/p>\n<p><strong>THE BIG CLIMATE STORY-<\/strong> We have an agenda for COP27, which kicks off in less than a week from today. We have the highlight reel of what to expect below.<\/p>\n<p><strong>Oh, and before we move on: Happy Halloween<\/strong>, folks. What\u2019s your favourite Halloween episode? <a href=\"https:\/\/www.youtube.com\/watch?v=C_gVDfKSms8\">The Office<\/a>? <a href=\"https:\/\/www.youtube.com\/watch?v=ocvBuybgyks\">Friends<\/a>? <a href=\"https:\/\/www.youtube.com\/watch?v=Qjyqe7x1nck\">The Simpsons<\/a>?<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-05\"><\/a> <strong>UP FIRST- <\/strong><strong>Egypt rolled out a series of reforms + announced a USD 3 bn IMF <\/strong><strong>loan agreement<\/strong><strong> could impact renewables projects \u2014 and unlock fresh climate funding:<\/strong> The Central Bank of Egypt (CBE) <a href=\"https:\/\/enterprise.press\/pm-edition\/\">on Thursday<\/a> floated the EGP, went for a 200 bps interest rate hike, and announced that letters of credit (L\/Cs) system will be phased out by the end of the year. The IMF immediately followed up with an announcement it signed off on a 46-month USD 3 bn extended fund facility (EFF), according to a <a href=\"https:\/\/ent.news\/2022\/10\/962.pdf\">statement (pdf)<\/a>.<\/p>\n<p><strong>The EGP lost just over 22% of its value against the USD In the two business days that followed the float<\/strong>, closing yesterday at 24.13.<\/p>\n<p><strong>What does this mean for companies in green industries <\/strong>doing business in Egypt or eyeing the Arab world\u2019s most populous market?<\/p>\n<p><strong>#1- Egypt is in line for an additional USD 1 bn coming from the IMF could support the <\/strong><strong>country\u2019s climate goals<\/strong>, IMF Mission Chief for Egypt Ivanna Vladkova Hollar said in Thursday\u2019s statement. The funding could come from the fund\u2019s <a href=\"https:\/\/www.imf.org\/en\/Topics\/Resilience-and-Sustainability-Trust\">resilience and sustainability trust<\/a>, which was set up to provide general fiscal resilience but will include provisions for climate, too. The financing will be discussed in the coming months.<\/p>\n<p><strong>#2- The phasing out of measures that have effectively blocked non-food imports for months will be very good news for folks trying to get goods in for projects. <\/strong>Importers have struggled to get anything that isn\u2019t edible into the country since the former governor of the central bank imposed restrictions <a href=\"https:\/\/enterprise.press\/stories\/2022\/02\/15\/importers-get-your-letters-of-credit-asap-64997\/\">earlier this year<\/a>. Those restrictions, which required the use of letters of credit to finance imports, will be phased out over the next two months, <a href=\"https:\/\/enterprise.press\/stories\/2022\/10\/30\/expat-car-for-fx-scheme-signed-into-law-bye-bye-l-cs-85346\/\">EnterpriseAM<\/a> reports, suggesting the logjam will ease.<\/p>\n<p><strong>The restrictions had hit the solar industry particularly hard<\/strong>, Solar Energy Development Association (SEDA) board member Hatem Tawfik told Enterprise Climate <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/afa55bc3-dec6-4f46-b806-25518b05cda1\">in August<\/a>, calling at the time for \u201curgent action\u201d in easing import restrictions to keep solar projects operational.<\/p>\n<p><strong>#3- Rising costs in EGP terms, accompanied by higher borrowing costs, will mean some companies need to revisit plans <\/strong>as investment and maintenance costs rise, regardless of how you finance them. We don\u2019t expect the hit to be as sharp as it was <a href=\"https:\/\/enterprise.press\/greeneconomys\/global-commodities-boom-putting-egyptian-solar-players-pressure\/\">last year<\/a> when soaring global commodities prices drove up solar energy prices, forcing Egypt\u2019s major solar players to increase their prices, delay projects, or accept squeezed margins \u2014 but there will be a period of adjustment.<\/p>\n<p><strong>#4- Exporting energy (and other goods and services \u2014 like, say, EVs and consulting on the green economy) from Egypt just got more interesting <\/strong>for players that can bias their cost structure toward local-currency inputs \u2014 something that will get easier as Egypt looks to give businesses more incentives to make production inputs there. Egypt is on an aggressive drive to position itself as the Eastern Med\u2019s premier energy hub, including building transmission lines to Greece, Saudi Arabia and Sudan, among others.<\/p>\n<p><strong>#5- Thursday\u2019s reforms underscores that the Sisi administration aims the reposition Egypt as an attractive destination for long-term capital <\/strong>\u2014 particularly as the announcement came the same week as the government promised to reveal soon policy on how to put the private sector in the driver\u2019s seat when it comes to the economy. Restoring liquidity to the Egyptian market, implementing broad fiscal reforms and undertaking structural reforms to boost private sector participation will all encourage investors to commit capital to the country, <a href=\"https:\/\/enterprise.press\/pm-edition\/\">EnterprisePM noted<\/a> on Thursday.<\/p>\n<p><strong>Cue GCC investment in renewables? <\/strong>The devaluation may unlock money from the GCC in particular. While we don\u2019t know if climate-focused investments are on the horizon, it\u2019s reasonable to expect that the GCC could be eyeing climate investment in Egypt, given its <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1f816da0-8c47-4276-8dfc-2fd2255e12fa\">recent major uptick<\/a> in <a href=\"https:\/\/www.acwapower.com\/news\/acwa-power-led-consortium-comprising-hassan-allam-holding-signs-project-agreement-for-11gw-wind-project-in-egypt-worth-us15-billion\/\">overseas climate<\/a> investment.<\/p>\n<p><strong>HAPPENING TODAY- <\/strong><\/p>\n<p><strong>In Abu Dhabi, UAE: Adipec<\/strong> runs today through Thursday, 3 November, gathering some 40 ministers from around the world including the UAE, Kuwait, Bahrain, and Egypt. The three-day event is organized by the <a href=\"https:\/\/arec.org.jo\/en\/\">Arab Renewable Energy Commission<\/a> and tackles renewable energy, energy efficiency, smart cities and grids, green hydrogen and sustainability. The COP27 President Designate did not share details, but did say that Egypt will revise its <a href=\"https:\/\/bit.ly\/3UcpNV0\">national plan to reduce carbon emissions<\/a>.<\/p>\n<p><strong>Hassan Allam Holding is now a provider sponsor at COP27<\/strong>, the company said in a <a href=\"https:\/\/ent.news\/2022\/10\/HAH-COP27-Sponsership-English-26.10.pdf\">statement (pdf)<\/a>.<\/p>\n<p><strong>US President Joe Biden is heading to Egypt next week<\/strong> to attend COP27 on Friday, 11 November, White House spokesperson Karine Jean-Pierre <a href=\"https:\/\/eg.usembassy.gov\/statement-by-press-secretary-karine-jean-pierre-on-president-bidens-travel-to-north-africa-and-asia-and-vice-president-harriss-travel-to-asia\/\">confirmed<\/a>.<\/p>\n<p><strong>\u2026but, British Prime Minister Rishi Sunak and <\/strong><strong><a href=\"https:\/\/www.theguardian.com\/uk-news\/2022\/oct\/28\/king-charles-will-not-attend-cop27-in-egypt-no-10-confirms\">King Charles<\/a><\/strong><strong> will not be attending COP27<\/strong>, citing \u201cother pressing domestic commitments,\u201d <a href=\"https:\/\/www.reuters.com\/world\/uk\/british-pm-sunak-pulls-out-attending-cop27-summit-report-2022-10-27\/\">Reuters<\/a> reports.<\/p>\n<p><strong>Beijing turns up the Rhetoric-o-Meter: \u201cEmpty slogans\u201d won\u2019t solve the climate crisis, <\/strong><strong>China tells the west: <\/strong>China, the world\u2019s <a href=\"https:\/\/www.carbonbrief.org\/china-briefing-10-march-2022-changes-to-energy-targets-xis-coal-directives-analysis-on-record-high-coal-consumption\/\">largest carbon emitter<\/a>, says Western nations must contribute more than \u201cempty slogans\u201d in the climate-action fight, <a href=\"https:\/\/www.weforum.org\/agenda\/2022\/10\/measuring-climate-targets-ndc-cop27-mrv-dpi\/\">Reuters<\/a> reports. Li Gao, head of the climate change office at China\u2019s Ecology and Environment Ministry, said \u201creal ambition\u201d is needed ahead of COP27 to bankroll the <a href=\"https:\/\/www.oecd.org\/climate-change\/finance-usd-100-billion-goal\/\">USD 100 bn<\/a> pledged by \u201crich nations\u201d in 2009. China has been facing <a href=\"https:\/\/www.reuters.com\/business\/cop\/china-india-will-need-explain-coal-move-sharma-says-2021-11-14\/\">criticism<\/a> for its continued reliance on coal consumption, which represented 56% of its energy consumption in 2021, according to <a href=\"https:\/\/www.carbonbrief.org\/china-briefing-10-march-2022-changes-to-energy-targets-xis-coal-directives-analysis-on-record-high-coal-consumption\/\">Carbon Brief<\/a>.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>THE BIG CLIMATE STORY OUTSIDE THE REGION-<\/strong><\/p>\n<p><strong>France\u2019s largest state investment bank <\/strong><strong><a href=\"https:\/\/www.caissedesdepots.fr\">Caisse des D\u00e9p\u00f4ts<\/a><\/strong> <strong>hopes to drum up EUR 60 bn by 2024 for an energy transition<\/strong>, according to a <a href=\"https:\/\/www.caissedesdepots.fr\/engage\/au-service-des-francais\/pour-la-transition-ecologique\/nos-engagements-pour-le-climat\">press statement<\/a>. The investment bank also released its <a href=\"https:\/\/bit.ly\/3TZ1YQv\">Adaptation Action Plan (pdf)<\/a> centered on safeguarding infrastructure, real estate, and vulnerable territories against climate-related threats.<\/p>\n<p>MEANWHILE- <strong>Greenhouse <\/strong><strong>gases<\/strong><strong> (GHG) in our atmosphere have hit an all-time high and <\/strong><strong>\u201ctime is <\/strong><strong>running out,\u201d <\/strong>the UN\u2019s World Meteorological Organization (WMO) <a href=\"https:\/\/public.wmo.int\/en\/media\/press-release\/more-bad-news-planet-greenhouse-gas-levels-hit-new-highs\">said<\/a> last week. Carbon dioxide, methane, and nitrous oxide \u2014 the three biggest contributors to climate change \u2014 are reaching record levels, the WMO reports in its <a href=\"https:\/\/library.wmo.int\/doc_num.php?explnum_id=11352\">Greenhouse Gas Bulletin (pdf)<\/a>, a document aiming to propel negotiations forward at COP27. Other findings show that GHG levels rose by approximately 50% between 1990 and 2021. More ominous still: Global methane concentrations increased at the fastest y-o-y pace in 2021, rising 18 parts per billion from 2020.<\/p>\n<p><strong>If transformational change does not take place, \u201cthe world is headed for 2.8\u00b0C of global heating\u201d <\/strong>by 2100, UN Secretary General Ant\u00f3nio Guterres stated in a <a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statement\/2022-10-27\/secretary-generals-video-message-the-release-of-the-united-nations-environment-programme-emissions-gap-report\">video<\/a> commenting on the findings of the UN Environment Programme\u2019s <a href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/40874\/EGR2022.pdf?sequence=1&isAllowed=y\">Emissions Gap Report (pdf)<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a> <strong>WATCH THIS SPACE #1-<\/strong> <strong>Nearly 90% of MENA-based public companies don\u2019t <\/strong><strong>disclose any quantitative data on sustainability, making us a \u201claggard\u201d in reporting<\/strong>, according to a <a href=\"https:\/\/clarity.ai\/in-the-news\/more-than-80-of-the-public-companies-in-the-middle-east-and-north-africa-do-not-disclose-any-quantitative-sustainability-data\/\">press release<\/a> by sustainability tech platform <a href=\"https:\/\/clarity.ai\/\">Clarity AI<\/a>. Globally, only 30% of public companies disclose at least one quantitative sustainability metric. The platform recently reviewed 40k global public companies for insights into businesses\u2019 environmental and social impact and financial performance, it says.<\/p>\n<p><strong>\u201cSignificant\u201d regional variation on reporting:<\/strong> Within MENA, only 11% of public companies report anything on sustainability, compared to 44% in North America and 40% in Europe. Only 5% of public companies in MENA report scope 1 and scope 2 greenhouse gas (GHG) emissions \u2014 defined by the <a href=\"https:\/\/ghgprotocol.org\/sites\/default\/files\/standards_supporting\/FAQ.pdf\">GHG Protocol Corporate Standard (pdf)<\/a> as \u201cdirect emissions from owned or controlled sources\u201d and \u201cindirect emissions from the generation of purchased energy\u201d \u2014 compared to 30% of public companies in Europe.<\/p>\n<p><strong>WATCH THIS SPACE #2- <\/strong><strong>Tadawul-listed<\/strong> <strong><a href=\"https:\/\/acwapower.com\/en\/\">Acwa Power<\/a><\/strong><strong> is entering new markets including <\/strong><strong>Indonesia and Thailand while expanding its presence in existing markets<\/strong>, CEO Paddy Padmanathan told <a href=\"https:\/\/www.arabnews.com\/node\/2188796\/business-economy\">Arab News<\/a> at last week\u2019s <a href=\"https:\/\/fii-institute.org\/conference\/fii-6\/\">Future Investment Initiative<\/a>. The KSA-based company recently signed agreements to finance and build two new floating solar plants in Indonesia \u2014 with three similar projects in the pipeline \u2014 and is eyeing an unspecified project in Thailand. Acwa is also mulling new projects in existing markets like Uzbekistan, Azerbaijan, South Africa, Morocco, Senegal, and Egypt. Meanwhile, its 700 MW solar power plant in Dubai is set to come \u201cfully online\u201d in 2023.<\/p>\n<p><strong>ALSO- Acwa is getting EBRD funding for sustainable<\/strong> <strong>infrastructure: <\/strong>Acwa Power and the European Bank for Reconstruction and Development have signed an agreement to finance sustainable infrastructure projects over the coming five years, the Saudi developer said in a <a href=\"https:\/\/www.acwapower.com\/news\/acwa-power-inks-sustainable-infrastructure-financing-mou-with-european-bank-for-reconstruction-and-development\/\">press release<\/a>. The financing will cover <strong>green hydrogen, renewable energy, and green desalination projects<\/strong> in Uzbekistan, Azerbaijan and Egypt. No details on the financing, including the size or type of funding, have been disclosed yet.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WORTH READING-<\/strong><\/p>\n<p><strong><a href=\"https:\/\/www.journalismliberty.org\/publications\/what-is-digital-public-infrastructure\">Digital public infrastructure<\/a><\/strong><strong> could contribute to lower carbon emissions globally<\/strong>, the <a href=\"https:\/\/www.weforum.org\/agenda\/2022\/10\/measuring-climate-targets-ndc-cop27-mrv-dpi\/\">World Economic Forum<\/a> (WEF) said on Wednesday. A digital platform would offer better measurement, reporting, and verification (what the nerds are calling MRVs) of Nationally Determined Contributions (NDCs) commitments made in the 2015 Paris Agreement. Seeing as there are no standardized measures against which NDCs can be evaluated, the WEF argues an open source, interoperable \u2014 \u201cbetween reporting mechanisms and various climate finance platforms across countries\u201d \u2014 platform will enable the collection and aggregation of data, monitor carbon markets, and contribute to implementing carbon capture.
