We have more on this in the news well below.<\/p>\n<p><strong>ALSO- German Chancellor Olaf Scholz was in the neighborhood this past weekend in a bid to <\/strong><strong>secure new energy<\/strong><strong> supplies for his gas-starved nation.<\/strong> Not much was signed on the green energy front, but his message to the GCC was clear: Germany is done with sourcing energy from one region. We break down the visit and what was said in this morning\u2019s climate diplomacy, below.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>SMART POLICY #1- Is Saudi looking to source a hydrogen-powered train? <\/strong>The Saudi Railway Company (<a href=\"https:\/\/www.sar.com.sa\/\">SAR<\/a>) and French rolling stock manufacturer <a href=\"https:\/\/www.alstom.com\/\">Alstom<\/a> signed an MoU to develop hydrogen-powered train solutions for the kingdom, Alstom <a href=\"https:\/\/www.alstom.com\/press-releases-news\/2022\/9\/alstom-collaborates-saudi-railway-company-sar-advance-sustainable\">said<\/a>. In August, Saudi Arabia\u2019s Ministry of Investment <a href=\"https:\/\/www.railjournal.com\/financial\/saudi-arabia-signs-memorandum-of-understanding-with-alstom\/\">signed<\/a> an MoU with Alstom to discuss potential investments in the country\u2019s transport sector. Alstom also agreed to look into making the kingdom its regional headquarters.<\/p>\n<p><strong>Alstom actually builds hydrogen-powered trains:<\/strong> While the current agreement only sees Alstom consulting on a strategy, the company does build and sell hydrogen-fuel-cell powered trains, including the <a href=\"https:\/\/www.alstom.com\/solutions\/rolling-stock\/alstom-coradia-ilint-worlds-1st-hydrogen-powered-train\">Coradia iLint<\/a>, which it unveiled back in 2016, which it says produces zero-emissions.<\/p>\n<p><strong>Ditto the UAE?<\/strong> Alstom also signed an MoU with the UAE\u2019s <a href=\"https:\/\/www.etihadrail.ae\">Etihad Rail<\/a> during <a href=\"https:\/\/www.innotrans.de\/en\/\">InnoTrans<\/a><a href=\"https:\/\/www.innotrans.de\/en\/\">2022<\/a> in Berlin to develop sustainable technologies in the railway sector, according to a <a href=\"https:\/\/bit.ly\/3S4rnI7\">statement<\/a> posted Thursday. The agreement partly focuses on developing <a href=\"http:\/\/tradearabia.com\/news\/CONS_401034.html\">\u201czero-emission\u201d technologies<\/a>. Etihad Rail also signed MoUs with France\u2019s <a href=\"https:\/\/www.sncf.com\/fr\">SNCF<\/a>, <a href=\"https:\/\/www.caterpillar.com\">Caterpillar<\/a>\u2019s <a href=\"https:\/\/www.progressrail.com\">Progress Rail<\/a>, and electric systems manufacturer <a href=\"https:\/\/www.thalesgroup.com\/en\">Thales Group<\/a>.<\/p>\n<p><strong>SMART POLICY #2- QatarEnergy and GE to work together on carbon capture:<\/strong> State-owned oil and gas company <a href=\"https:\/\/www.qatarenergy.qa\/\">QatarEnergy<\/a> and <a href=\"https:\/\/www.ge.com\/\">GE<\/a> signed an MoU to develop a carbon capture roadmap for Qatar\u2019s energy sector, QatarEnergy announced <a href=\"https:\/\/www.qatarenergy.qa\/en\/MediaCenter\/Pages\/newsdetails.aspx?ItemId=3723\">in a statement<\/a> on Wednesday. The two will study the feasibility of setting up a \u201cworld-scale\u201d carbon capture hub at <a href=\"https:\/\/www.qatargas.com\/english\/operations\/ras-laffan-industrial-city\">Ras Laffan Industrial City<\/a>, which <a href=\"https:\/\/en.wikipedia.org\/wiki\/Ras_Laffan_Industrial_City\">is administered by<\/a> QatarEnergy and where GE has over 80 gas turbines, the statement said. The roadmap will address the development of carbon capture and storage (CCS), the use of hydrogen, and potentially the use of ammonia in GE gas turbines in a bid to curb emissions.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- World Bank boss<\/strong><strong> in <\/strong><strong>hot water over what he did (and didn\u2019t) say about climate change:<\/strong> World Bank President David Malpass is continuing to come under fire after declining to say directly at a New York Times event on the sidelines of the United Nations General Assembly last week that he accepts the scientific consensus on climate change as being a human-driven phenomenon, multiple outlets report. The White House directly condemned Malpass\u2019 words, while world leaders and environmental groups have strongly <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/de3754bc-7a49-4cc3-81e0-e13c88ffcbd3\">criticized<\/a> the World Bank president (nominated to that office by Donald Trump) for not taking a clear and unequivocal stance on the science of climate change.<\/p>\n<p><strong>Malpass has since publicly said he accepts that human activity is driving climate change<\/strong> and sent an internal memo to World Bank staff reiterating this message.<\/p>\n<p><strong>Malpass says he won\u2019t step down: <\/strong>Malpass is \u201cfacing mounting pressure to resign,\u201d the <a href=\"https:\/\/www.ft.com\/content\/2186a261-50ef-4250-91a7-fea0f95c9d3b\">Financial Times reports<\/a>, but the World Bank boss maintains that no shareholder has asked him to do so, <a href=\"https:\/\/www.reuters.com\/markets\/rates-bonds\/world-banks-malpass-says-no-shareholders-have-asked-him-resign-2022-09-23\/\">Reuters notes<\/a>. His five-year term is due to end in spring 2024 and the US Treasury is said to have declined to comment when asked if it supported a second term for him. The US President usually nominates World Bank presidents, whose appointment is then subject to approval by the bank\u2019s board.<\/p>\n<p>The story is everywhere: <a href=\"https:\/\/www.nytimes.com\/2022\/09\/22\/climate\/malpass-world-bank-climate.html\">New York Times<\/a> | <a href=\"https:\/\/www.reuters.com\/markets\/rates-bonds\/world-banks-malpass-says-no-shareholders-have-asked-him-resign-2022-09-23\/\">Reuters<\/a> | <a href=\"https:\/\/www.ft.com\/content\/2186a261-50ef-4250-91a7-fea0f95c9d3b\">Financial Times<\/a> | <a href=\"https:\/\/www.wsj.com\/articles\/world-banks-david-malpass-says-he-is-not-resigning-amid-criticism-of-his-climate-views-11663947377?mod=Searchresults_pos12&page=1\">Wall Street Journal<\/a> | <a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2022\/09\/23\/climate-kerry-world-bank-malpass\/\">Washington Post<\/a>.<\/p>\n<p><strong>ALSO- In a refrain that should ring true to MENA business leaders: CEOs want <\/strong><strong>governments to drive climate action: <\/strong>Over 700 CEOs and senior business leaders in seven major economies want to see government policies driving climate action, a survey by Cambridge University\u2019s Institute for Sustainability Leadership (<a href=\"https:\/\/www.cisl.cam.ac.uk\/news\">CISL<\/a>) revealed. Some 80% of the business leaders who took part in the survey said that government policies are essential for national and global action to mitigate and adapt to the effects of climate change, according to <a href=\"https:\/\/www.cisl.cam.ac.uk\/news\/new-poll-indicates-strong-business-appetite-net-zero-regulation\">a statement<\/a> published on the university\u2019s website on Wednesday. Some 70% of them see regulation as key to achieving their own companies\u2019 climate and net zero goals. Of the 70% that said they have some sort of net zero plan in place, about 80% say they have the bulk of investment needed to make these goals happen. The survey included folks in the UK, Germany, the US, Brazil, Japan, India and South Africa.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Two pension funds call it quits on Mark Carney\u2019s green alliance: <\/strong>Pension funds <a href=\"https:\/\/www.cbussuper.com.au\/\">Cbus<\/a><a href=\"https:\/\/www.cbussuper.com.au\/\">Super<\/a> and <a href=\"https:\/\/bundespensionskasse.at\/\">Bundespensionskasse<\/a> have pulled out of the former Bank of England governor\u2019s Glasgow Financial Alliance for Net Zero (GFANZ), the <a href=\"https:\/\/www.ft.com\/content\/df321358-c6d1-4dfc-8ab7-4526fab1305b\">FT wrote<\/a>. The USD 70 bn Australian Cbus fund left the alliance to focus on internal climate change activities, while the EUR 1.3 bn Austrian Bundespensionskasse refused to disclose its reasons for leaving. Last year at Glasgow, Bloomberg <a href=\"https:\/\/www.bloomberg.org\/press\/michael-r-bloomberg-announces-new-effort-to-close-a-quarter-of-the-worlds-remaining-coal-plants-and-cancel-all-proposed-coal-plants-globally-by-2025\/?_ga=2.141945906.1440996169.1663849859-1090218485.1633358295\">committed<\/a> to help cancel or close a quarter of the world\u2019s coal plants by 2025.<\/p>\n<p><strong>Egypt and Morocco are also on Bloomberg\u2019s green philanthropy agenda this year:<\/strong> Bloomberg <a href=\"https:\/\/www.un.org\/en\/climatechange\/un-climate-envoy-boost-global-renewables\">pledged<\/a> to expand the work of his foundation Bloomberg Philanthropies to accelerate the energy transition in 15 additional countries that have potential for renewable energy and high energy requirements, including Egypt, Morocco and Ethiopia. Bloomberg <a href=\"https:\/\/www.moroccoworldnews.com\/2022\/09\/351488\/morocco-partners-with-bloomberg-to-boost-clean-energy-transition\">met<\/a> with Morocco\u2019s Prime Minister Aziz Akhannouch and Minister of Investment Mohcine Jazouli in New York on Thursday to discuss Morocco\u2019s energy transition.<\/p>\n<p>(xxYN) <strong>Wind power industry leaders signed a manifesto to streamline the industry ahead <\/strong><strong>of COP27. <\/strong>The <a href=\"https:\/\/gwec.net\/gwecs-cop27-manifesto\/\">Global Wind Energy Manifesto for COP27<\/a> calls on governments to implement measures to streamline planning and permits, grid upgrades and renewable-friendly reforms to power markets. Signatory industry groups, which include Siemens Gamesa, Orsted and Iberdrola, called on governments to align energy security with climate action and speed up the deployment of wind energy ahead of COP27.<\/p>\n<hr class=\"grey-line\">\n<p><strong>HAPPENING THIS WEEK- <\/strong><\/p>\n<p><strong>Conference season is ratcheting up,<\/strong> with a number of regional climate events taking place this week:<\/p>\n<ul>\n<li><strong>Our friends at HSBC<\/strong> are hosting an energy transition <strong>webinar<\/strong> series this <strong>Tuesday through Thursday<\/strong> (27-29 September).
