But first, an update on Spain's grid collapse...<\/font><\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>THE BIG STORY ABROAD THIS WEEK- Searching for culprits in Iberia\u2019s mass blackout: <\/strong>A sudden collapse in Spain\u2019s solar power output appears to have triggered the massive blackout across Spain and Portugal last Monday. <a target=\"_blank\" href=\"https:\/\/demanda.ree.es\/visiona\/peninsula\/demandaau\/acumulada\/2025-04-28\" style=\"\" rel=\"noopener\">Data<\/a> from Spanish grid operator Red Electrica shows solar generation dropped from around 18 GW to under 5 GW in an hour by noon, accounting for most of the overall power drop. Power has been gradually restored, but it remains unclear why this occurred or why it caused the entire system to collapse so rapidly. The JV \u2014 managed by Bahrain\u2019s ASMA Capital \u2014 was established in April 2016 with a total capital commitment of USD 200 mn, and now operates assets with a capacity totaling around <a target=\"_blank\" href=\"https:\/\/asmacapital.com\/portfolio\/daelim-ema-power-investments-ltd\/\" style=\"\" rel=\"noopener\">1.5 GW<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#3- Egypt advances electricity liberalization reform: <\/strong>The Egyptian Electricity Transmission Company (EETC) has finally become an independent electricity transmission system operator after separating from parent organization Egyptian Electricity Holding Company, according to an Electricity Ministry <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/pfbid027cZ1V8GVTSeEwE8NRaCRxN1HziAH8skNCM6sycihfNpSTb2LBZXshNRgVXijZbp8l?rdid=wwigHcOvmADTuMht#\" style=\"\" rel=\"noopener\">statement<\/a> released on Tuesday. The move is part of a broader \u2014 and much delayed \u2014 plan to liberalize the electricity market by turning the state\u2019s electricity companies into market regulators and opening the door for the private sector to both produce and buy electricity from each other.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Following the split, the EETC will exclusively manage electricity transmission and grid <\/strong><strong>operations<\/strong>, providing non-discriminatory third-party access in exchange for a fee. The entity will also carry out network maintenance, set up high-voltage transmission projects, and regulate electricity trading rules, as well as international interconnections.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>On the agenda for some time:<\/strong> Liberalizing the country\u2019s electricity market has been on the government\u2019s agenda since Egypt kicked off its economic reform program in 2016 and the passage of the Electricity Act, which aimed to transform the state from the sole market player to a market regulator while separating the activities of production, transmission, and distribution to boost private sector participation. The state\u2019s electricity companies were given eight years to complete the transition to market regulators by 2023, but this was <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b19fffd3-7afb-4562-abb0-6c744b84d3eb\/gov%25e2%2580%2599t-extends-timeline-to-privatize%253cmark%253e-electricity%253c%2Fmark%253e-sector-by-two-years\" style=\"\" rel=\"noopener\">extended another two years<\/a> to 2025 back in 2020 \u2014 and now appears to be working toward a 2026 deadline instead.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><a id=\"wwtt3\"><\/a>#4- Iraq\u2019s <\/strong><strong><a target=\"_blank\" href=\"https:\/\/repee.gov.iq\/\" style=\"\" rel=\"noopener\">National Team for Renewable Energy Projects<\/a><\/strong><strong> has earmarked IQD 1 tn (c. <\/strong><strong>USD 764 <\/strong><strong>mn<\/strong><strong>) to finance households\u2019 micro solar power systems<\/strong>, the <a target=\"_blank\" href=\"https:\/\/www.ina.iq\/233057--.html\" style=\"\" rel=\"noopener\">Iraqi News Agency<\/a> reported on Sunday. The company is also developing a <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/ee78c611-51cf-4713-8de3-8b772e2f5375\" style=\"\" rel=\"noopener\">USD 800 mn, 442 MW DAO solar energy complex<\/a> in the country\u2019s Northern Cape Province, expected to come online by 2Q next year. <\/p>\n<p class=\"tag-border-left\">WHAT WE\u2019RE TRACKING GLOBALLY-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>#1- US + Ukraine finalize minerals agreement: <\/strong>Ukraine and the US inked an agreement that is set to give the latter access to untapped raw materials in the war-torn country, the <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/ukraine-us-rare-earth-minerals-deal-8566241ea0e121a30437d845357055d8\" style=\"\" rel=\"noopener\">Associated Press<\/a> reports. Ukraine will contribute 50% of profits from its raw materials project to the fund, while the US will contribute cash and equipment including defense items.
