Macron\u2019s visit to the country.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">^^ We have chapter and verse on these stories and more in this morning\u2019s news well, below. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- <\/strong><strong>Flash <\/strong><strong>floods that hit eastern and<\/strong> <strong>southern Spain last week claimed at least 205 lives<\/strong>, making them the deadliest Europe has seen in over 50 years. The heavy rain began last Monday, seeing several months\u2019 worth of rainfall in less than a day, causing some of the deadliest floods in decades. Entire villages were submerged, roads turned into rivers of mud, and power outages affected many areas.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What experts said:<\/strong> Adaptation to heavier rainfall is essential to prevent future disasters, but experts are increasingly warning that adaptation is fast becoming unfeasible. Some pundits have raised concerns about countries\u2019 abilities to adapt for similar storms in the future \u2014 which would result in flooding anywhere with \u201cimpermeable ground\u201d \u2014 as well as setting up early warning systems. Adaptation could be implemented by \u201creducing the volume and speed of run-off can be done by replanting upland areas and improving soil health, as well as increasing the capacity of urban areas to absorb, hold or disperse water,\u201d one expert said. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A lot of lives are on the line: <\/strong>Scientists have consistently demonstrated how climate change intensifies and increases the frequency of extreme weather events. Recent examples \u2014 including catastrophic flooding in Sudan, Nigeria, Niger, Chad, and Cameroon \u2014 claimed over 2k lives and displaced mns. Similarly, Nepal experienced torrential rains that resulted in at least 244 deaths. The summit aims to attract critical minerals investment to the continent and will be held alongside African Energy Week. The summit will be held in partnership with the Southern African-German Chamber of Commerce Partners representing Germany\u2019s increasing investments in southern Africa.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.1500000000000001;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">COP WATCH- <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>COP16 wraps without finance agreement: <\/strong>Countries were unable to come to a consensus on biodiversity funding mechanisms and commitments at COP16 in Cali, with the EU, Switzerland, and other developed countries coming in with objections in the 11th hour, <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-11-02\/global-deal-on-nature-finance-thwarted-in-overtime-talks-at-cop16\" style=\"\" rel=\"noopener\">Bloomberg<\/a> reports. Talks went into overtime, lingering into Saturday morning \u2014 12 hours longer than planned for the summit, until COP16 President Susana Muhamad adjourned the plenary session due to lack of quorum after several delegates departed to catch flights. Talks will resume next year during an interim meeting planned in Thailand, according to <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2024\/nov\/03\/cop16-ends-in-disarry-and-indecision-despite-biodiversity-breakthroughs\" style=\"\" rel=\"noopener\">the Guardian<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- Financing was always a point of contention: <\/strong>Developing nations  <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/edition\/climate\/9408963c-c59d-483d-a103-0e09fd7ae5de\/saudi-backed-royal-roads-arabia-secures-another-copper-mining-site-in-morocco\" style=\"\" rel=\"noopener\">entered<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/edition\/climate\/9408963c-c59d-483d-a103-0e09fd7ae5de\/saudi-backed-royal-roads-arabia-secures-another-copper-mining-site-in-morocco\" style=\"\" rel=\"noopener\">COP16<\/a>  wanting more grants and fewer loans and establishing a new fund under the UN instead of the World Bank-linked Global Environment Facility\u2019s Global Biodiversity Framework Fund, which they believe is hard to access and too \u201ccontrolled by wealthy nations.\u201d Meanwhile, developed countries wanted to stick to the current funding mechanism and resisted committing to debt-sensitive funding mechanisms.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Who said what:<\/strong> The EU couldn\u2019t agree to a new fund that the bloc saw would only be \u201cfurther fragmenting the biodiversity finance landscape,\u201d a spokesperson said, while some donor countries saw that a new fund would see financial leakage due to the administrative costs associated with its setup. Still, advocacy groups expressed their frustration with the lack of progress on funding and the lack of certainty that \u201cgovernments will work together to deliver.\u201d <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Financing was already falling short of 2022 pledges: <\/strong>The 2022 framework asked wealthy countries to contribute an  <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/edition\/climate\/cca3f178-f352-446e-b100-b6457d3d134b\/uae-to-invest-in-60-gw-renewables-projects-in-india\" style=\"\" rel=\"noopener\">annual USD 20 bn<\/a>  for developing countries\u2019 efforts by 2025 \u2014 to be raised to USD 30 bn by 2030. As of 2022, only USD 15.4 bn has been mobilized, Bloomberg reports. No data is available for 2023 and 2024.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>MEANWHILE- The EU unveiled an additional EUR 160 mn of biodiversity financing to<\/strong><strong> different biodiversity programs<\/strong>, including a EUR 69 mn package to support the knowledge production and capacity building for Africa, Asia, Latin America, and the Caribbean to improve their ability to mobilize domestic and international finance, according to a <a target=\"_blank\" href=\"https:\/\/environment.ec.europa.eu\/news\/cop16-eu-delivers-global-financing-commitments-protect-nature-2024-10-31_en\" style=\"\" rel=\"noopener\">press release<\/a>. The bloc also earmarked EUR 48 mn for a program combating wildlife trafficking and EUR 40 mn to support biodiversity conservation efforts in high seas. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>And genetic sequencing levies are happening: <\/strong>The last day of COP16 saw delegates finalizing an agreement for the Cali Fund, which will gather money from large companies and organizations that commercially benefit from the DNA sequencing of different natural organisms, the <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2024\/11\/02\/climate\/cop16-cali-colombia-nature-biodiversity.html\" style=\"\" rel=\"noopener\">New York Times<\/a> reports. The fund, which plans to set companies\u2019 contributions at either 1% of net income or 0.1% of revenues, will be used to finance conservation efforts in biodiversity-rich countries and could raise up to USD 1 bn per year.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But there\u2019s a catch:<\/strong> Opting in would be voluntary for the targeted companies, according to the final draft of the agreement, the Gray Lady reports. Countries may require national legislation to force companies to comply. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Even though it\u2019s voluntary, corporates are less than thrilled:<\/strong> Industry groups, including in pharma and agriculture, were fighting back against the  <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/edition\/climate\/52bdde3d-5046-40ff-85a2-c96106268e36\/big-day-for-turkey%25e2%2580%2599s-wind-power\" style=\"\" rel=\"noopener\">levy proposal<\/a>  on the use of digital sequence information last week. European companies argue that imposing a levy would raise prices for consumers, \u201cdisincentivize innovation,\u201d and put them at a disadvantage to US rivals because the US did not sign onto the <a target=\"_blank\" href=\"https:\/\/www.cbd.int\/\" style=\"\" rel=\"noopener\">Convention on Biological Diversity (CBD)<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- <\/strong>Traditionally, scientists would pay the country of origin to export genetic samples, but as technology makes exchanges easier and allows exporters to take a permanent \u201cdigital fingerprint\u201d of the samples, effectively sidestepping origin countries. Biodiversity-rich countries entered this COP with a mission to change the current system that they called  <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/7eff5d99-d822-4268-b7aa-ee29a759a51c\/today:-uae-invests-in-indian-renewables-%2B-turkey-amends-regulation-to-boost-renewables\" style=\"\" rel=\"noopener\">\u201cbiopiracy\u201d<\/a> .<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>IN OTHER COP16 NEWS- <\/strong>Colombia and 20 other countries \u2014 including Mexico, Sweden, Uganda, and Chile but none from Asia-Pacific \u2014 formed a coalition seeking to make \u201cpeace with nature,\u201d <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/americas\/countries-launch-nature-coalition-un-cop16-talks-warn-human-extinction-2024-10-29\/\" style=\"\" rel=\"noopener\">Reuters<\/a> reported last week. Members must agree to a set of principles aimed at living harmoniously with nature that include international cooperation and mobilizing money for conservation and sustainable development.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>And indigenous groups got a W: <\/strong>Indigenous groups will have more of a say in future nature conservation decisions with the establishment of a new specialized subsidiary body under the Convention on Biological Diversity (CBD), the <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/biodiversity-cop16-colombia-decisions-indigenous-53a8b16befaf621d75a2fc9b9828c2a8\" style=\"\" rel=\"noopener\">Associated Press<\/a> reported. The body recognizes and protects Indigenous traditions and knowledge regarding biodiversity management.
