STORY in our part of the world- Egypt has at last released its national <\/strong><strong>hydrogen strategy<\/strong>, tabling the document more than a year and a half after it was originally expected. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- The world\u2019s largest copper mine is <\/strong><strong>back at work<\/strong><strong>: <\/strong>The workers\u2019 union at Australian mining firm BHP\u2019s Escondida copper mine in Chile have accepted the company\u2019s latest wage proposal, ending a strike that had disrupted operations at the world\u2019s largest copper mine. The majority of the 2.4k union members ratified a preliminary agreement, <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-08-16\/bhp-miners-accept-wage-proposal-ending-copper-strike-in-chile\" style=\"\" rel=\"noopener\">Bloomberg<\/a> and <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/markets\/commodities\/bhp-says-strike-ends-escondida-copper-mine-2024-08-16\/\" style=\"\" rel=\"noopener\">Reuters<\/a> report.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>How could this impact copper prices? <\/strong>Copper prices were on track to post its first weekly gain in six weeks. Concerns the strike would be long-lived had pushed up global prices after a period of softness on the back of weak demand from China. The union <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/8a6e9d0a-9151-414c-b5d3-ab79b1d8b440\" style=\"\" rel=\"noopener\">went on strike last Tuesday<\/a>. The Escondida workers\u2019 44-day strike in 2017 had a significant impact on global copper prices. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">WATCH THIS SPACE-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <a id=\"wwtt1\"><\/a> <strong>#1- <\/strong><strong>Saudi <\/strong><strong>is planning big renewables investments: <\/strong>Saudi Arabia is set to invest around USD 235 bn in clean energy \u2014 especially renewables \u2014 by 2030, up from an earlier estimate of USD 148 bn, according to a <a target=\"_blank\" href=\"https:\/\/www.goldmansachs.com\/insights\/articles\/only-a-quarter-of-saudi-arabias-1-trillion-capex-plan-will-go-into-oil\" style=\"\" rel=\"noopener\">report by Goldman Sachs Research<\/a> published last week. Saudi will invest a total of USD 1 tn in six sectors including minerals and transportation by the end of the decade, with approximately 73% of the funds allocated to the non-oil sector, up from a previously forecast of 66% says Faisal AlAzmeh, who leads on natural resources, chemicals, and infrastructure for Goldman in the Middle East.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The renewables push:<\/strong> Saudi has c. 11 GW of solar photovoltaic capacity in the execution pipeline and some 16.7 GW of solar or wind capacity in the planning stages, the report adds. The Saudi government has revised its solar energy target for 2030 \u2014 increasing it to 100-130 GW, compared to the previous 58.7 GW \u2014 while also investing heavily in mining to help supply the materials for the energy transition. The country aims to award over 30 new exploration licenses this year.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>While the oil sector is predicted to shrink, Saudi still plans to invest in fossil fuels:<\/strong> The Saudi Energy Ministry has mandated a USD 40 bn cut in oil sector capital expenditures between 2024 and 2028, the country still plans to invest USD 190-220 bn in upstream oil and gas. \u201cNatural gas remains crucial for Saudi\u2019s decarbonization and economic plans,\u201d AlAzmeh says.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><a id=\"wwtt2\"><\/a> <strong>#2- Kuwait opens call for solar panel production bids: <\/strong>Kuwait\u2019s Ministry of Electricity, Water, and Renewable Energy has approved the budget to construct a solar panel production facility in FY 2024-2025, sources from the ministry told the <a target=\"_blank\" href=\"https:\/\/www.arabtimesonline.com\/news\/ministry-to-establish-a-workshop-for-solar-panel-production\/\" style=\"\" rel=\"noopener\">Arab Times<\/a> last week. The Central Agency for Public Tenders has opened the bid for companies to submit their proposals after they gave financial backing for the project. The manufacturing facility will be developed under the ministry\u2019s oversight. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The plant will help supply Kuwait\u2019s solar energy plans: <\/strong>Kuwait asked for expressions of interest for its <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/94842140-7ebb-496b-b1b1-545effe8b071\" style=\"\" rel=\"noopener\">USD 3.9 bn, 4 GW Shagaya solar power project<\/a> last year. The Kuwait Authority for Partnership Projects also <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e7f7f54f-21df-43aa-8407-a8fe702c30d6\" style=\"\" rel=\"noopener\">invited global and local developers to bid<\/a> on the 1.1 GW third phase of the Al Dibdibah Power and the Shagaya project in January. Kuwait\u2019s government wrapped two weeks of discussions with an undisclosed Chinese state-owned firm earlier this year for the development of a planned <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/b6203886-c1cc-42f0-a608-3eb5825ce1dd\" style=\"\" rel=\"noopener\">solar energy farm at the Al Shagaya Renewable Energy Park<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <a id=\"wwtt3\"><\/a> <strong>#3- US will back global plastics reduction treaty: <\/strong>The US has declared its support for a global treaty that aims to reduce how much plastic is produced every year, a source familiar with the matter told <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/sustainability\/shift-us-backs-global-target-reduce-plastic-production-source-says-2024-08-14\/\" style=\"\" rel=\"noopener\">Reuters<\/a> last week. Environmentalists praised the move, while some industry groups criticized it. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- Discussions went into overtime in Ottawa: <\/strong>Delegates from United Nations 170 member states and over 480 observer organizations convened to refine the international legally binding <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e2b5fee3-ab28-42e8-ad27-8543087d15be\/today:-xlinks-secures-another-usd-10-mn-%2B-loss-and-damage-fund-board-meeting-kicks-off-in-abu-dhabi\" style=\"\" rel=\"noopener\">draft text on plastic pollution<\/a> this past May. During the meetings, a group of 28 countries issued a pledge to include production caps in the final treaty text. The strategy puts forward two scenarios and a pathway for the country to exploit the export market and renewable energy capacity. It sees Egypt producing up to 5.8 metric tons per annum (MTPA) of green hydrogen, which will require up to USD 60 bn in investments.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">(** <strong>Tap or click the headline above to read this story with all of the links <\/strong>to our background as well as external sources.)<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">FIRST, WHAT DOES THIS MEAN FOR EGYPT?<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>If the strategy <\/strong><strong>is implemented, Egypt could increase its GDP by USD 10-18 bn by 2040 <\/strong>and enhance its energy security by reducing reliance on gas imports. The country could also boost benefits even more by expanding its role in the hydrogen value chain and introducing local assembly and manufacturing of hydrogen-related products, including electrolyzers. This would place Egypt as a leading international export hub for hydrogen and its derivatives. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">THE <strong>STATE OF PLAY<\/strong>-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Grey, blue, green: <\/strong>The country\u2019s low carbon national hydrogen strategy focuses on blue and green hydrogen production with the most potential to be produced at scale. Blue hydrogen has great potential due to Egypt\u2019s existing grey hydrogen plants that can be retrofitted with carbon capture technology to produce blue hydrogen, however, it would take the country 5-10 years to develop the needed carbon storage capacity. The country also plans to produce bio hydrogen \u2014 which requires gasification of biomass or waste \u2014 but feedstock availability in the country will limit production to only 1.3 mn tons annually.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Egypt <\/strong><strong>has the potential to exploit its experience in grey and electrolytic hydrogen <\/strong><strong>production along with ammonia production <\/strong>as a starting point to establish a thriving low-carbon hydrogen economy. The country also has substantial renewable energy capacity, a strategic geographic location in terms of proximity to Europe and access to global maritime traffic through the Suez Canal, and experience in exporting goods due to its existing port infrastructure.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>BACKGROUND<\/strong><strong>-<\/strong><strong> There\u2019s already activity in the pipeline:<\/strong> UAE-based urea and ammonia exporter Fertiglobe <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f5abf384-29b6-40d9-bc15-0d60974a882e\" style=\"\" rel=\"noopener\">secured a EUR 397 mn offtake agreement<\/a> from the German government\u2019s H2Global program last month to supply green ammonia to the EU from its Egyptian facilities between 2027 and 2033, securing 10% of Germany\u2019s annual ammonia needs. The firm also sent the world\u2019s first ISCC PLUS-certified (International Sustainability and Carbon Certification) green ammonia shipment to India from its electrolyzer facility in Egypt\u2019s Suez Canal Economic Zone <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f5eb8599-ea93-4db9-b4fc-9dafd3da1ea4\/adnoc-gets-the-green-light-for-fertiglobe-acquisition\" style=\"\" rel=\"noopener\">last December<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">THE <strong>SCENARIOS<\/strong>- <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The<\/strong> <strong>\u201ccentral\u201d scenario: <\/strong>In this less ambitious pathway, the country would produce 1.5 mn tons of green hydrogen annually by 2030, with 1.4 mn tons pegged for export, and 5.8 mn tons by 2040 with 3.75 mn tons pegged for export. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>By the numbers:<\/strong> The capacity needed to reach those goals will require 19 GW of installed renewables capacity by 2030 and 72 GW by 2040, as well as 13 GW of electrolyzer capacity by 2030 and 48 GW by 2040. If achieved, Egypt would capture 5% of the anticipated tradable market in low carbon hydrogen by 2040. The investment ticket for the electrolyzer capacity needed is USD 10 bn by 2030 and USD 24 bn by 2040.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The<\/strong> <strong>\u201cgreen\u201d scenario: <\/strong>In this more ambitious scenario, the country would produce 3.2 mn tons of green hydrogen annually by 2030, with 2.8 mn tons marked for export, and 9.2 mn tons by 2040, with 5.6 mn tons pegged for export. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>By the numbers:<\/strong> The capacity needed to reach those goals will require 41 GW of installed renewables capacity by 2030 and 114 GW by 2040, as well as 27 GW of electrolyzer capacity by 2030 and 76 GW by 2040. If achieved, Egypt would capture 8% of the anticipated tradable market in low carbon hydrogen by 2040. The investment ticket for the electrolyzer capacity needed is USD 22 bn by 2030 and USD 34 bn by 2040.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Each scenario would help decarbonize Egypt\u2019s high-emitting sectors at a different pace: <\/strong>Policy measures including carbon pricing also accelerate the shift from natural gas whereby refineries, ammonia, and methanol production fully transition to green hydrogen with most steel plants adopting hydrogen-based direct-reduced iron processes. In the central scenario hydrogen blending into the gas grid will supply inland industries only, while in the green scenario it will meet most industrial needs, with half of heavy-duty transport shifting to hydrogen fuel.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">THE PATHWAY-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The strategy suggests a three-phase plan to develop the country\u2019s hydrogen economy. <\/strong>The pilot phase, which will last until 2030, will see the government offer close support for initial projects and establish a fit-for-purpose governance structure. A scale up phase will be implemented between 2030 to 2040 focusing on lowering the cost of production to scale up to GW production capacity. The final full market implementation phase from the 2040s onwards will maintain Egypt\u2019s market position and make use of hydrogen locally to support decarbonisation.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A number of actions are advised for implementation in t<\/strong><strong>he pilot stage: <\/strong><\/p>\n<ul>\n<li>The government is advised to create thematic working groups for governance development within the technical secretariat to work on future frameworks for MoUs. <\/li>\n<li>Developing market incentives within the next 1-2 years to deliver pilot projects, finalizing new agreements, and conducting studies and assessments. The reviews should include laws and regulations, existing infrastructure, carbon pricing \/ tax implementation, financial assistance for pilot projects, and a roadmap for research and development.<\/li>\n<\/ul>\n<ul>\n<li>Supporting hydrogen deployment and expansion within 3-5 years by issuing regulations to incentivize investments, developing a strategy for state support, reviewing investments in nat gas infrastructure, running feasibility studies on 100% hydrogen blending into the gas grid in industrial areas, and the development of a strategy for low carbon hydrogen integration and grey hydrogen phase-out.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>There are<\/strong><strong> some extra kinks to work out: <\/strong>Green hydrogen production is water-intensive and Egypt will likely require water desalination due to water scarcity. The electrolysis process also generates brine which poses disposal issues and can cause severe marine ecosystem damage if not managed well. Additionally, new renewable energy sources must be dedicated to hydrogen production \u2014 similar to the \u201cadditionality\u201d requirement in the EU \u2014 to prevent the country\u2019s existing renewable energy production from being diverted away from the power grid.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>IN CONTEXT- <\/strong>Egypt said it was investing some EGP 134.2 bn through 2050 to build seawater desalination plants to provide 6.4 mn cbm\/d of potable water <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/64f6386d-108e-41cd-872e-ace09bcbf196\" style=\"\" rel=\"noopener\">back in 2020<\/a>. The plan spans over six five-year phases, the first of which will see the government investing EGP 45 bn to build 47 desalination plants by 2025. Sovereign Fund of Egypt CEO Ayman Soliman said last year Egypt intends to sign contracts to <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1f5e2330-5989-433e-a29a-1e4f3d64d7ff\/\" style=\"\" rel=\"noopener\">build 21 desalination plants<\/a> as part of the first phase of the large-scale desalination program.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">WHO WILL FINANCE ALL THIS?<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The strategy outlined a three-pronged approach<\/strong> which includes concessional finance provided by development banks and multilateral funds; attracting foreign investors; and the offering of incentive packages from the Egyptian government.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Concessional finance: <\/strong>Assistant schemes offered by EU institutions are among the potential donors and international financial institutions that could offer concessional finance channeled within the framework of the <a target=\"_blank\" href=\"https:\/\/south.euneighbours.eu\/wp-content\/uploads\/2024\/04\/EIP-factsheet-v37.pdf\" style=\"\" rel=\"noopener\">Economic Investment Plan for the Southern Neighbours (pdf)<\/a>. Dedicated funds such as the <a target=\"_blank\" href=\"https:\/\/www.greenclimate.fund\/\" style=\"\" rel=\"noopener\">Green Climate Fund<\/a>, the <a target=\"_blank\" href=\"https:\/\/www.ggf.lu\/\" style=\"\" rel=\"noopener\">Green for Growth Fund<\/a>, and the <a target=\"_blank\" href=\"https:\/\/www.thegef.org\/\" style=\"\" rel=\"noopener\">Global Environment Facility<\/a> could offer concessional finance.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Building partnerships:<\/strong> Financing could be mobilized through the <a target=\"_blank\" href=\"https:\/\/commission.europa.eu\/news\/eu-strengthens-climate-and-energy-cooperation-egypt-view-cop27-2022-04-11_en\" style=\"\" rel=\"noopener\">proposed Mediterranean<\/a><a target=\"_blank\" href=\"https:\/\/commission.europa.eu\/news\/eu-strengthens-climate-and-energy-cooperation-egypt-view-cop27-2022-04-11_en\" style=\"\" rel=\"noopener\">Green Hydrogen Partnership<\/a> which is under development between the EU and Egypt to boost hydrogen trade between Europe, Africa and the Gulf. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>MDB-friendly funds:<\/strong> The European Bank for Reconstruction & Development (EBRD)\u2019s loans and assistance for the energy sector constitutes another potential source of funding, as well as the European Investment Bank, the IMF and World Bank. The EBRD is among the largest foreign investors in Egypt. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Foreign investment always plays a role:<\/strong> Egypt has signed 23 MoUs \u2014 including seven <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/011e9746-27c5-4784-bbd8-7bdef106d939\" style=\"\" rel=\"noopener\">earlier this year<\/a> \u2014 and <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0f2251cd-82db-4ba9-9ef9-b1287b0bef1f\" style=\"\" rel=\"noopener\">nine partnership agreements<\/a> with a range of low carbon hydrogen project developers and investors to pave the way for Egypt\u2019s launch into the sector.
