months of delay, Egypt\u2019s House of Representatives is finally taking steps forward on rolling out the country\u2019s green hydrogen incentives package. The incentives \u2014 which include tax breaks and other non-tax sweeteners \u2014 earned committee-level approval and will be up for a final vote in the new year. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">^^ We have the details on this story and more in the news well, below.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>IN CLIMATE NEWS OUTSIDE THE REGION-<\/strong> There isn\u2019t a single story dominating international climate headlines (unsurprising considering there\u2019s hardly any international climate stories to speak of), but the Solar Energy Corporation of India has signed a power purchase agreement (PPA) with renewables giant Adani Green to offtake 1.79 GW of solar power. The agreement marks the final stage of an 8 GW tender Adani had secured in 2020, <a target=\"_blank\" href=\"https:\/\/m.economictimes.com\/industry\/renewables\/adani-green-executes-1799-mw-solar-power-ppa-with-seci\/articleshow\/106265664.cms\" style=\"\" rel=\"noopener\">The Economic Times<\/a> reports. The new agreement brings up the Adani\u2019s PPA portfolio to 19.8 GW, and the renewables developer says it has secured up to 200k acres across India in a bid to up its clean energy generation capacity fivefold to 45 GW by 2030. Egypt: <\/strong>Statec inked a USD 1.1 bn agreement with the Suez Canal Economic Zone (SCZone) for a <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/48d8b583-0313-4a09-9f1c-7a8786be6a6c\" style=\"\" rel=\"noopener\">green methanol plant<\/a> to supply ships with green fuel, and was among the consortium working on Feriglobe\u2019s <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e9bd1665-9b52-41eb-bea5-a8f4c0966873\" style=\"\" rel=\"noopener\">green ammonia project<\/a> in the SCZone which sent its first shipment last month. Scatec partnered with Alexandria National Refining & Petrochemicals last year to establish the country\u2019s first <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/7629fcfd-890d-432d-8556-bbfd2e38b2a1\" style=\"\" rel=\"noopener\">green methanol production facility<\/a>. The renewables giant also secured <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a7ff77ef-c991-4b68-be85-9f01a95149f7\" style=\"\" rel=\"noopener\">EUR 100 mn<\/a> from The European Bank for Reconstruction and Development (EBRD) last year to refinance its six solar plants in Benban. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><a id=\"wwtt2\"><\/a> <strong>WATCH <\/strong><strong>THIS SPACE #2- ABB Group partners with Gotion to build its planned EV <\/strong><strong>battery plant in Morocco:<\/strong> Global tech giant ABB Group signed an MoU with Chinese EV batteries manufacturer Gotion High-Tech to help build its <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/b6bc199f-bd7c-42b3-aa7c-2aa766f2e3c4\" style=\"\" rel=\"noopener\">EV batteries gigafactory<\/a> currently under study, <a target=\"_blank\" href=\"https:\/\/www.moroccoworldnews.com\/2023\/12\/359753\/chinas-gotion-high-tech-to-open-electric-vehicle-battery-plant-in-morocco\" style=\"\" rel=\"noopener\">Morocco World News<\/a> reports. The two will partner on a feasibility study and research and development to determine how Gotion High-Tech's battery cells, modules, and packs can be delivered to ABB. Under the agreement, Gotion High-Tech will set up a \u201cgigafactory\u201d with investments estimated at MAD 65 bn (c. USD 6.4 bn) in Bouknadel. Morocco also put together a comprehensive agenda, from developing a national master plan for electric mobility, designating zones where fossil-fuel cars are banned, giving <a target=\"_blank\" href=\"https:\/\/www.iea.org\/policies\/6993-circulation-tax-exemption-morocco\" style=\"\" rel=\"noopener\">tax exemptions on EVs<\/a>, to developing the infrastructure through an <a target=\"_blank\" href=\"https:\/\/www.i-smart.ma\/\" style=\"\" rel=\"noopener\">iSmart charging station<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>WATCH THIS SPACE #4- KSA completes mining survey for 30% of the Arabian <\/strong><strong>Shield<\/strong><strong>: <\/strong>The Saudi government says it has completed a geological survey of an area exceeding a third of the Arabian Shield\u2019s surface area, with new rare earth discoveries, <a target=\"_blank\" href=\"https:\/\/www.asharqbusiness.com\/amp\/article\/58550\" style=\"\" rel=\"noopener\">Asharq Business<\/a> reports quoting the kingdom\u2019s Industry and Mineral Resources Minister Bandar Al Khorayef. Later in August, KSA\u2019s ASK Group and the China National Geological and Mining Corporation <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f3f18fe4-6578-4484-aeb6-f9f7a6e9477f\" style=\"\" rel=\"noopener\">signed a USD 500 mn agreement<\/a> for the development, financing, construction, and operation of an Arabian Shield copper mining project. KSA says it has untapped metals and minerals \u2014 including copper, zinc, phosphate, and gold \u2014 <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/12ddae5d-d53a-4521-8749-3aaf57584946\" style=\"\" rel=\"noopener\">collectively worth USD 1.3 tn<\/a>. During the talks, Hony Capital said it would provide financing to Egypt to support it in moving forward in the proposed areas of cooperation.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Hony<\/strong><strong> and CNBM have a lot to offer:<\/strong>Egypt aims to localize the manufacturing of renewable energy components, and CNBM would be able to provide materials including cement, glass, and fiberglass along with its expertise in manufacturing components for solar cells and renewable energy. Egypt could achieve up to 90% local manufacturing of the final product with Hony and CNBM\u2019s support. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- Chinese solar manufacturers are expanding in Egypt: <\/strong>Last month, Egypt\u2019s Prime Minister Mostafa Madbouly <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/42eeb848-551d-4de6-86e0-24a4ed860faa\" style=\"\" rel=\"noopener\">met with a delegation<\/a> from China\u2019s largest solar panel manufacturer LONGi to explore investment opportunities in Egypt\u2019s green hydrogen and solar sectors. style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>One step closer to Egypt\u2019s <\/strong><strong>long-awaited<\/strong><strong> green hydrogen incentives:<\/strong> A decision drafted by Egypt\u2019s cabinet putting forward a package of incentives for the country\u2019s green hydrogen industry earned committee-level approval in Egypt\u2019s House of Representatives. The decision extends a series of tax breaks and non-tax incentives to companies implementing green hydrogen projects within five years and deriving a certain percentage of their financing from foreign lenders. The incentives were <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e9bb488d-340c-4d8e-a6cf-a17792457994\" style=\"\" rel=\"noopener\">greenlit by the cabinet in May<\/a>, and many players in the market had expected to see them in full early in 2023, when excitement about the technology was at its peak after COP27.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The tax breaks on the table: <\/strong>Companies operating in the sector could be eligible to receive tax breaks of between 33-50% on income earned from the plants if the incentive package earns final approval from parliament. They would also be exempted from VAT on raw materials and machinery purchased for the projects and customs on materials imported for the project and exempt from paying real estate taxes, stamp taxes, and a number of other administrative fees.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Non-tax incentives: <\/strong>Green hydrogen projects would receive a number of licensing facilities, extended grace periods on payments, and would be able to import and export without being on either of the registers. Companies would also receive a 25% markdown on usufruct fees collected on plots housing green hydrogen factories and a 20% markdown on fees on plots housing green hydrogen storage units, as well as a 30% reduction on port charges. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>To be eligible:<\/strong> Companies would need to have their projects up and running within five years and obtain at least 70% of their financing from foreign lenders. They would also be expected to source at least 20% of their inputs from local suppliers as part of the government\u2019s push to increase localization and reduce reliance on imports. Companies would also have to provide a plan to train Egyptians who are working on the project, and provide a program for local community development.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Egypt is big on green hydrogen: <\/strong>Egypt aims to provide 5-8% of the world\u2019s hydrogen and reduce annual carbon emissions by 40 mn tons by 2040, creating some 100k jobs and adding USD 10-18 bn to GDP in the process. The government has also signed MoUs with 23 developers and <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1f8d7402-6d05-4eae-b3b0-b5bb811be7ab\" style=\"\" rel=\"noopener\">framework agreements<\/a> with nine international power companies to develop green hydrogen projects. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But it\u2019s not the only country offering big incentives: <\/strong>Countries around the world are racing to provide green hydrogen incentives as a means of attracting investors.The US <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e7f44099-40e4-4409-be87-239473d9a3c3\" style=\"\" rel=\"noopener\">is among<\/a> the biggest players in this global competition, with the Biden administration\u2019s <a target=\"_blank\" href=\"https:\/\/theicct.org\/ira-unlock-green-hydrogen-jan23\/\" style=\"\" rel=\"noopener\">Inflation Reduction Act<\/a> offering US green hydrogen producers a USD 3 tax credit per kilo of hydrogen for their first 10 years of operation, pushing green hydrogen production costs in the US into sub-zero territory in the short term. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What\u2019s next? <\/strong>The decision will be up for a final discussion and vote when the House of Representatives reconvenes on 2 January.
