We have a draft agreement, but there\u2019s a whole lot of unhappy and unsatisfied people in Dubai this morning. What to expect? A heavy day of negotiations and heated debate today, possibly stretching into the next day. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><a id=\"wwtt1\"><\/a>A BRIEF LOOK AT COPLAND- We have a draft agreement \u2014 with no phase out:<\/strong> Only hours after UN head Ant\u00f3nio Guterres <a target=\"_blank\" href=\"https:\/\/twitter.com\/antonioguterres\/status\/1733937291528147148?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1733937291528147148%7Ctwgr%5E19d8c99f4013ae05f67c8df65789ed58b23e2d8c%7Ctwcon%5Es1_&ref_url=https%3A%2F%2Fwww.theguardian.com%2Fenvironment%2Flive%2F2023%2Fdec%2F11%2Fcop28-live-time-to-be-ambitious-says-president-as-summit-enters-final-days%3FfilterKeyEvents%3Dfalsepage%3Dwith3Ablock-6576aa268f0848ff947d66f4\" style=\"\" rel=\"noopener\">called on<\/a> world leaders to \u201cend the fossil fuel age and deliver climate justice,\u201d a draft plan \u2014 the first to propose a shift away from fossil fuels \u2014 has dodged any references to the phaseout of fossil fuels, the <a target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/b622bc0c-2a24-4b31-9d7c-fb5e6d80e6f5\" style=\"\" rel=\"noopener\">Financial Times<\/a> reports. Instead it includes language pertaining to the reduction in \u201cconsumption and production of fossil fuels, in a just, orderly and equitable manner so as to achieve net zero [carbon emissions] by, before, or around 2050 in keeping with the science.\u201d <strong>We have a full breakdown of the draft text in the news well below.<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What comes next?<\/strong> The document will be picked apart, discussed, negotiated and then a revised draft will need to be agreed upon by almost 200 countries at the summit in Dubai.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><a id=\"wwtt2\"><\/a>AL JABER\u2019S \u201cTAKE IT AND GO\u201d-<\/strong> \u201cWe have made progress, but we still have a lot to do. I want you to deliver the highest ambition on all agenda items, including on fossil fuels language,\u201d COP28 president Sultan Al-Jaber <a target=\"_blank\" href=\"https:\/\/twitter.com\/COP28_UAE\/status\/1734228389244874836\" style=\"\" rel=\"noopener\">said<\/a>. \u201cThis text reflects those ambitions and is a huge step forward. Now it is in the hands of the parties, who we trust to do what is best for humanity and the planet,\u201d he <a target=\"_blank\" href=\"https:\/\/twitter.com\/COP28_UAE\/status\/1734222364072690152\" style=\"\" rel=\"noopener\">added<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>THE EU IS NOT IMPRESSED- Some parts are \u201cfully unacceptable\u201d and \u201cnot consistent\u201d: <\/strong>The EU\u2019s climate commissioner Wopke Hoekstra and Spain\u2019s environment minister Teresa Ribera said the draft agreement is the starting point for a negotiation process that could last days, the <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/live\/2023\/dec\/11\/cop28-live-time-to-be-ambitious-says-president-as-summit-enters-final-days?filterKeyEvents=false#maincontent\" style=\"\" rel=\"noopener\">Guardian<\/a> reports. \u201cWe think there are elements in the text that are fully unacceptable. We want to have 1.5C being the safe space. We are going to fight for 1.5C. The current text provides some reference to the science, some reference to 1.5C, but it is not consistent with dealing with energy. We need to get into deeper discussions with many other partners, and of course with the president,\u201d Ribera said.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><a id=\"wwtt3\"><\/a>VERY STRONG WORDS FROM THE ISLANDS-<\/strong> \u201cThe Republic of the Marshall Islands did not come here to sign our death warrant. We came here to fight for 1.5C and for the only way to achieve that: a fossil fuel phase-out. What we have seen today is unacceptable. We will not go silently to our watery graves,\u201d head of delegation for the Republic of the Marshall Islands John Silk <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2023\/12\/11\/cop28-draft-agreement-dubai-fossil-fuels\/\" style=\"\" rel=\"noopener\">said<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>AND OF COURSE AL IS AT THE PULPIT\u2026 AND RHYMING- <\/strong>\u201cCOP28 is now on the verge of complete failure \u2026 this obsequious draft reads as if OPEC dictated it word for word \u2026 In order to prevent COP28 from being the most embarrassing and dismal failure in 28 years of international climate negotiations, the final text must include clear language on phasing out fossil fuels. Anything else is a massive step backwards from where the world needs to be to truly address the climate crisis and make sure the 1.5\u00b0C goal doesn\u2019t die in Dubai,\u201d former US Vice President and climate activist Al Gore <a target=\"_blank\" href=\"https:\/\/twitter.com\/algore\/status\/1734238192608411989\" style=\"\" rel=\"noopener\">said<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><a id=\"wwtt4\"><\/a><\/strong><strong>WATCH <\/strong><strong>THIS SPACE #1- Banking giants want a piece of the carbon market <\/strong><strong>action:<\/strong> With the voluntary carbon market (VCM) expected to be valued at <a target=\"_blank\" href=\"https:\/\/about.bnef.com\/blog\/carbon-offset-market-could-reach-1-trillion-with-right-rules\/\" style=\"\" rel=\"noopener\">USD 1 tn<\/a>, banking giants including Goldman Sachs, Citigroup, JPMorgan, and Barclays are eyeing the emerging carbon offset market, <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-12-10\/wall-street-banks-look-to-carbon-offsets-for-new-profits?srnd=green-esg-investing&leadSource=uverify%20wall\" style=\"\" rel=\"noopener\">Bloomberg<\/a> reports. The banks are seeking to fund carbon sequestration projects, trade in voluntary carbon credits, and advise clients on buying them in efforts to bridge the funding gap for climate and carbon projects, particularly in emerging markets where \u201ca lot of project developers don\u2019t have huge balance sheets and have difficulty raising money,\u201d Citi\u2019s global head of carbon offsets trading Sonia Battikh told Bloomberg.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The market is fraught with controversy: <\/strong>Scientists have <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-09-14\/popular-carbon-credits-fail-to-offset-emissions-probe-shows?leadSource=uverify%20wall\" style=\"\" rel=\"noopener\">criticized<\/a> the reliance on carbon offsets, saying that companies often buy offsets that \u201cdon\u2019t represent any climate benefit\u201d global carbon markets lead at Carbon Market Watch told <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-09-14\/popular-carbon-credits-fail-to-offset-emissions-probe-shows?leadSource=uverify%20wall\" style=\"\" rel=\"noopener\">Bloomberg<\/a>. Apple was amongst the companies recently <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/fbb142bc-a47a-4d4c-bdeb-639033bd464d\" style=\"\" rel=\"noopener\">accused of greenwashing<\/a> over its latest \u201ccarbon-neutral\u201d products. Rather than deliver the awaited goal to phase out of fossil fuels, the draft text stated that fossil fuel production and consumption is to be reduced by 2050 in line with \u201cscientific advice,\u201d avoiding any mention of the contentious \u201cphaseout\u201d language despite being called for by over <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/business\/environment\/cop28-enters-crunch-time-with-countries-odds-over-fossil-fuels-2023-12-11\/#:~:text=A%20coalition%20of%20more%20than%2080%20countries%20including%20the%20United%20States%2C%20the%20European%20Union%20and%20small%20island%20nations%20are%20pushing%20for%20an%20agreement%20that%20includes%20language%20to%20%22phase%20out%22%20fossil%20fuels%2C%20a%20feat%20not%20achieved%20in%2030%20years%20of%20the%20U.N.%20summits.\" style=\"\" rel=\"noopener\">80 countries<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What\u2019s on the table, then?<\/strong> The <a target=\"_blank\" href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/GST_2.pdf\" style=\"\" rel=\"noopener\">Global Stocktake draft<\/a>, released by the UN climate body, called for a number of actions that countries \u201ccould\u201d take to rapidly reduce global emissions, including:<\/p>\n<ul>\n<li>Tripling renewable energy capacity and doubling the rate of achieving energy efficiency by 2030. <\/li>\n<li>Accelerating the phasing down of unabated coal and limiting unabated coal production.<\/li>\n<li>Accelerating zero and low emissions technologies and removal technologies such as carbon capture and utilization and storage.<\/li>\n<li>Reducing consumption and production of fossil fuels, in a just, orderly and equitable manner so as to achieve net zero by, before, or around 2050.<\/li>\n<li>Accelerating and substantially reducing global non-CO2 emissions, especially methane, by 2030.<\/li>\n<li>Accelerating emissions reductions from road transport through a range of pathways, including development of infrastructure and deployment of zero and low emission vehicles. <\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The draft is a mixed bag of compromises:<\/strong> While the draft \u2014 if adopted without amendments \u2014 would go down in history as the first official text calling for a global reduction of fossil fuels, negotiators noted there is a lack of obligatory language given that commitments in the draft text are preceded by the phrase: \u201ctake actions that <strong>could<\/strong> include\u2026\u201d, <a target=\"_blank\" href=\"https:\/\/time.com\/6344685\/cop28-draft-climate-deal-fossil-fuel-cuts\/\" style=\"\" rel=\"noopener\">Time<\/a> reported. \u201cThis text doesn\u2019t send the clear signals that are needed to avert the climate crisis. The suggested set of actions is merely a pick-your-own menu,\u201d Director of <a target=\"_blank\" href=\"https:\/\/www.wri.org\/\" style=\"\" rel=\"noopener\">World Resources Institute<\/a> \u2019s International Climate Initiative David Waskow <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/live\/2023\/dec\/11\/cop28-live-time-to-be-ambitious-says-president-as-summit-enters-final-days#top-of-blog:~:text=David%20Waskow%2C%20at%20the%20World%20Resources%20Institute%2C%20said%3A%20%E2%80%9CThis%20text%20doesn%E2%80%99t%20send%20the%20clear%20signals%20that%20are%20needed%20to%20avert%20the%20climate%20crisis.%20The%20suggested%20set%20of%20actions%20is%20merely%20a%20pick%2Dyour%2Down%20menu.%E2%80%9D\" style=\"\" rel=\"noopener\">said<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Also weak on the finance front:<\/strong> In addition to being slammed for its \u201cweak\u201d language on oil and gas, the draft also did not include \u201cany language that points to the obligation of developed countries to provide finance for adaptation or mitigation,\u201d Director of policy and campaigns at ActionAid US Brandon Wu <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/live\/2023\/dec\/11\/cop28-live-time-to-be-ambitious-says-president-as-summit-enters-final-days#top-of-blog:~:text=Lack%20of%20finance%20commitment%20from%20developed%20countries%20%E2%80%93%20ActionAid%20US\" style=\"\" rel=\"noopener\">said<\/a>. \u201cWe also don\u2019t see clarity on finance for adaptation. Where is the finance going to come from, will it be additional?\u201d a member of the Chad delegation <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/live\/2023\/dec\/11\/cop28-live-time-to-be-ambitious-says-president-as-summit-enters-final-days#top-of-blog:~:text=Hindou%20Oumarou%20Ibrahim,it%20be%20additional%3F\" style=\"\" rel=\"noopener\">questioned<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Climate experts blame fossil fuel lobbyists for the draft text\u2019s shortfalls:<\/strong> The text has been criticized for pandering to the fossil fuel industry as it contains \u201ca host of false solutions that will benefit the oil, gas and coal industries instead of providing a safe, fair and equitable future for all of us,\u201d head of the Greenpeace delegation <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/live\/2023\/dec\/11\/cop28-live-time-to-be-ambitious-says-president-as-summit-enters-final-days#top-of-blog:~:text=Another%20negative%20response%20to%20the%20latest%20text%20of%20the%20Global%20Stocktake%20from%20Kaisa%20Kosonen%2C%20head%20of%20the%20Greenpeace%20Cop28%20delegation%3A\" style=\"\" rel=\"noopener\">Kaisa Kosonen<\/a> said. The accusation that the fossil fuel industry \u201chas its fingerprints all over\u201d the decision to leave out the phaseout article comes on account of the strong <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/d1d25c12-9d45-475e-92de-41bf139e7207\" style=\"\" rel=\"noopener\">presence<\/a> of fossil fuel lobbyists in the summit, according to Global Witness CEO <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/live\/2023\/dec\/11\/cop28-live-time-to-be-ambitious-says-president-as-summit-enters-final-days#top-of-blog:~:text=Interesting%20take%20by,all%20over%20it.%E2%80%99%E2%80%99\" style=\"\" rel=\"noopener\">Mike Davis<\/a>, who argued that \u201cwhen climate talks are flooded by thousands of fossil fuel lobbyists, it\u2019s no surprise that those talks flop.\u201d <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Others point fingers at fossil fuel firms + petrostates:<\/strong> The draft was lambasted for being \u201criddled with the evidence of world leaders succumbing to the perverse influence of the fossil fuel industry and petrostates,\u201d the Union of Concerned Scientists said in a <a target=\"_blank\" href=\"https:\/\/www.ucsusa.org\/about\/news\/draft-cop28-global-stocktake-text-fails-reflect-science-aligned-fossil-fuel-phaseout\" style=\"\" rel=\"noopener\">statement<\/a>, urging world leaders to act. <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/edition\/climate\/f9addf63-b153-4edb-a818-4fda60b8ebca\" style=\"\" rel=\"noopener\">Saudi Arabia<\/a> had been leading the opposition against a phaseout of fossil fuels, right until the release of the final draft, warranting criticism that it is, along with its allies \u201cholding the talks hostage,\u201d former Irish president Mary Robinson had <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/live\/2023\/dec\/11\/cop28-live-time-to-be-ambitious-says-president-as-summit-enters-final-days\" style=\"\" rel=\"noopener\">said<\/a> prior to the release of the draft text.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>However, some beg to differ: <\/strong>Despite all the vehement criticism, the text \u201crecognises that the reality is that you can\u2019t phase out fossil fuels before you have a massive investment in renewable energy which needs huge finance flows,\u201d climate economist and adviser to Barbados prime minister Mia Mottley, Avinash Persaud told <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/live\/2023\/dec\/11\/cop28-live-time-to-be-ambitious-says-president-as-summit-enters-final-days#top-of-blog\" style=\"\" rel=\"noopener\">The Guardian<\/a>. The draft is acceptable as long as it would deliver a promise to ramp up investments in renewable energy in developing countries, she reasoned, saying that it would be \u201cthe only pathway to a phase out of fossil fuels.\u201d <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>It's unclear what\u2019s next: <\/strong>Governments and negotiators are expected to continue intensive talks over the draft text until the relevant parties agree to sign the final pledge. Last year, Mashreq released a <a target=\"_blank\" href=\"https:\/\/ent.news\/2023\/12\/725.pdf\" style=\"\" rel=\"noopener\">climate risk framework (pdf)<\/a> outlining risk management strategies to manage climate-related-risks.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">We had a brief chat with Al Shimmari halfway through COP28 to discuss Mashreq\u2019s plans to expedite sustainable finance, reaching net zero, and the obstacles banking institutions face in implementing ESG strategy.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Edited and condensed excerpts of our conversation follow.<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>MASHREQ\u2019S SUSTAINABLE FINANCE GOALS-<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">Mashreq places sustainable finance as a key pillar in laying the foundation of the energy transition and achieving net zero emissions. Our recent USD 30 bn sustainable finance commitment at COP28 and <a target=\"_blank\" href=\"https:\/\/www.mashreqbank.com\/en\/uae\/news\/2023\/september\/sbti-net-zero-commitment\/\" style=\"\" rel=\"noopener\">partnership<\/a> with SBTi in September reflects Mashreq\u2019s understanding of the need to transform the \u201cbusiness as usual\u201d through embedding ESG into the bank's corporate DNA. The SBTi commitment will ensure sustainable financing is provided in the future to enable our clients to facilitate their transition journeys.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">Mashreq\u2019s ESG strategy falls under the wider <a target=\"_blank\" href=\"https:\/\/www.mashreqbank.com\/en\/uae\/about-us\/sustainability\/climb2change\/\" style=\"\" rel=\"noopener\">Climb2Change<\/a> bank initiative. Under the initiative \u2014 which was <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/39dc4a75-8ed5-46ed-a296-30a40cf2f166\" style=\"\" rel=\"noopener\">launched last month<\/a> \u2014 Mashreq will continue to offer sustainability-linked financing and maintain its net-zero commitment. It will also launch clean-up expeditions on 14 of the world\u2019s highest mountains in a bid to promote recycling, waste reduction, and environmental preservation. Since then, Mashreq <a target=\"_blank\" href=\"https:\/\/www.mashreqbank.com\/en\/uae\/news\/2023\/november\/mashreq-climb-change-initiative\" style=\"\" rel=\"noopener\">partnered<\/a> with renowned climbers Alain Roberts and Alexis Landot to scale the Burj Khalifa skyscraper in Dubai as a message to inspire action as well as raise awareness for climate issues.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>WHAT IS NEEDED TO GET THERE-<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">The key enablers require redefining public private partnerships, which I call PPP 2.0. If we don't have the taxonomy for defining what \u201cgreen\u201d is, or what \u201csocial\u201d is, then issuing subsidies, incentives, rewards, or even tax rebates for green projects would not materialize in the economical ecosystem. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">Another key challenge identified globally is embedding climate-risk factors into decision making. Some regulators have started introducing financial stress testing exercises in banks to evaluate how it influences the interest rate, insurance, and investment decisions. This process also has to be part of the financial and regulatory taxonomy, and indeed we are seeing that an evolution in regulation is happening in different jurisdictions around the world.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>DATA COLLECTION AS A KEY HURDLE-<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">When discussing how to reduce emissions \u2014 specifically scope 3 emissions \u2014 the availability and tools for data collection arises as a key challenge. The commitment around it requires a big learning curve and a joint approach for both banks and clients. They need to be aware of the importance of the data collection to allow for a monitoring system to be put in place as providing this information is not obligatory under today\u2019s regulations. I call this priority the \u201cESG KYC \u2014 Know Your Customer.\u201d This data will give us foresight to the future and can influence strategic investment decisions.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">In a few years, it is expected that collecting data to calculate climate risk will become part of the regulations landscape. In fact, there are already some regulators who are asking the questions, adding it in the principles, and even in the regulations. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>MASHREQ\u2019S RECENT GREEN AGREEMENTS-<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">We were involved in the amendment of the <a target=\"_blank\" href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e54d249e-53df-4f01-9eaa-15494dac1aae\" style=\"\" rel=\"noopener\">USD 2.2 bn<\/a> agreement signed in 2020 with Bapco Energies to increase it to USD 2.5 bn, the largest sustainability-linked loan (SLL) in the region to date.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ACTIVITIES AT COP-<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">Mashreq facilitated and organized more than 45 expert discussion panels and presentations for different topics across all areas of sustainability not limited to climate risk.
